(NAFDAC Director General, Prof. Mojisola Adeyeye)

The National Agency for Food, Drug Administration and Control (NAFDAC) says it will continue to engage table water and bread producers to ensure safe and high quality products in the South-East.

The Director, South-East Zone of NAFDAC, Dr Festus Ukadike, said this on Tuesday in Enugu in an address at the NAFDAC Stakeholders’ Sensitisation for Producers of Table/Package Water and Bread Products.

Ukadike noted that in the course of the years, NAFDAC had done a lot of work in sanitising the water and bread production industries; however, “we recognise that there is still much work to be done”.

“The table water industry and baked goods are a vital part of our economy, and it is essential that we work together to ensure that the products being sold to consumers are safe and of high quality.

“Today, we will be discussing key issues affecting table water and food industry, including regulatory compliance, process flow, sanitation and hygiene requirements as well as quality control, good documentation and best practices,” he said.

The director lauded the Association of Table Water Producers (ATWAP) and bakers’ associations for attending the sensitisation and joining the agency in improving quality and assurance of better health for Nigerians.

“Your participation is vital to the success of this engagement, and I am confident that your contributions will help shape the future of the food industry in Nigeria in general,” he added.

Ukadike warned that NAFDAC would “not smile” on those who derive pleasure in flouting the provisions of the various regulations or those who obstruct NAFDAC officers in the discharge of their duties.

Speaking, the Chairman of ATWAP, Enugu State Chapter, Mr Tony Edike, commended NAFDAC for organising the sensitisation and being a good guide and partner in progress for his members.

Edike noted that members of ATWAP in Enugu State had maintained standards and continued to work in synergy with NAFDAC for several years to ensure Nigerians get the best.

“However, this forum will provide avenues for the association members to sort out its peculiar challenges in Enugu State known to the Agency and get feedback on it,” he said.

The Chairman, Supreme Bakers and Confectioners Association, Enugu, Mr Sunday Akam, thanked NAFDAC and its management for its continuous engagements with its members through various avenues.

“Our association will continue to work in partnership with NAFDAC and ensure our members comply fully with all regulatory demands,” he said.

The sensitisation featured presentations on: “Overview of Premises, Personnel, Process Flow, Sanitation and Hygiene requirements in a Water Facility or Bakery; Good Documentation Practice and NAFDAC e-Registration Process (NAPAMS).

Flowerbudnews:   The Director General of NAFDAC, Prof. Mojisola Adeyeye, at a colourful event on Tuesday in Abuja unveiled three new strategic initiatives to strengthen the nation’s health care delivery to the vulnerable group – namely women and children.

A Flowerbudnews correspondent at the event hereby reproduce below, verbatim, the very rich, but brief, inspiring speech of the NAFDAC Director General at the event for posterity.

It gives me great pleasure to welcome you all to this significant event — the launch of three landmark initiatives of the National Agency for Food and Drug Administration and Control (NAFDAC), designed to strengthen our national health systems and safeguard the well-being of our people.

Today marks a defining moment in our collective effort to advance public health through the launch of the Maternal, Newborn, and Child Health + Nutrition (MNCH+N) Initiative, the NAFDAC Office of Women and Children’s Health (NOWCH), and the National Action Plan on Prevention, Detection, and Response to Substandard and Falsified Medical Products (2023–2027).

These initiatives are not isolated projects — they are interconnected pillars that reflect NAFDAC’s unwavering commitment to protecting the most vulnerable among us, especially women and children, while ensuring that every medical product and nutrition intervention in Nigeria is safe, effective, and of assured quality.

Through the Office of Women and Children’s Health, NAFDAC seeks to champion safe motherhood, promote rational medicine use, encourage breastfeeding, and combat harmful practices such as drug misuse and unsafe cosmetics.

It also aims to support the local production of paediatric medicines and menstrual hygiene products, in close collaboration with ministries, NGOs, and private sector partners. The MNCH+N Initiative extends this vision by addressing the critical challenges of malnutrition and maternal and child mortality.

By regulating life-saving nutrition commodities and enforcing breastfeeding-friendly policies, NAFDAC is ensuring that our children grow healthier and stronger. Partnerships with WHO, UNICEF, and GAIN continue to reinforce these regulatory and production systems for sustainable impact. Finally, the National Action Plan on Substandard and Falsified Medical Products provides a coordinated framework to protect our citizens from unsafe medicines.

Through prevention, detection, and response mechanisms, this plan mobilises national and international stakeholders to build a resilient supply chain and promote accountability across the healthcare ecosystem.

These combined efforts reflect NAFDAC’s leadership and vision — a vision where no mother dies from preventable causes, no child suffers from malnutrition, and no patient is harmed by falsified medical products.

Together, let us continue to support NAFDAC in advancing a future where access to safe medicines, adequate nutrition, and quality healthcare is not a privilege, but a right for every Nigerian.

The Director General of the National Agency for Food and Drug Administration and Control NAFDAC, Prof Mojisola Adeyeye has eulogised workers of the agency, stressing that their collective effort and resilience resulted in NAFDAC’s recent unprecedented Milestone Achievements that has reaffirmed Nigeria’s Leadership in the Global Regulatory Sphere.

Prof. Adeyeye particularly hailed the staffers  for NAFDAC achievement of the World Health Organisation (WHO) Global Benchmarking Tool (GBT), re-benchmarking, making NAFDAC to become the first in Africa to sustain and maintain Maturity Level 3 (ML3) for medicines regulation.

Speaking at the 2024 NAFDAC Awards, Recognition & Retirement Ceremony on Monday in Lagos, Prof Adeyeye said that the event was not only to celebrate milestones, but to honour the beating heart of NAFDAC – the committed and hardworking staff.

She noted that the extraordinary feat reaffirms Nigeria’s leadership in the global regulatory landscape, a statement by Sayo Akintola, Resident Media Consultant, disclosed.

She noted that the dedication, resilience, and professionalism of NAFDAC staffers have  continued to define and sustain the Agency’s legacy of excellence.

Each year, she said the ceremony ‘gives us a moment to pause, reflect, and appreciate how far we have come as one NAFDAC family, noting that ‘our achievements are not the result of chance, but of collective diligence, sacrifice, and shared purpose.’

According to the DG, every report written, every inspection conducted, every risk mitigated, and every regulation enforced contributes to a healthier and safer Nigeria.

The highly elated Chief Executive Officer of NAFDAC, pointed out that ‘our Agency, under your collective effort, achieved WHO Global Benchmarking Tool (GBT) re-benchmarking, becoming the first in Africa to sustain and maintain Maturity Level 3 (ML3) for medicines regulation.’

She explained that The Agency also achieved another world-first as the first National Regulatory Authority globally to be benchmarked for Medical Devices and In-Vitro Diagnostics (IVDs) toward ML3 attainment.

She maintained that these milestones were not achieved by leadership alone, they were powered by teams of committed professionals who gave their best each day to ensure that our processes met WHO’s stringent standards.

In 2024, she disclosed that the Agency also commissioned the state-of-the-art edifice for the Vaccine, Biologics, Medical Devices and IVDs Registration and Regulatory Affairs Directorate. It is an investment in science, technology, and the future of health regulation ‘and it stands as a symbol of our resolve to institutionalize sustainability and innovation.’

Furthermore, she stated that the Agency sustained ISO/IEC 17025:2017 Laboratory Accreditation and achieved ISO 9001:2015 Re-Certification, affirming its unbroken commitment to quality and international best practices. ‘This could only have been possible through the hard work and diligence of our quality managers, laboratory analysts, and administrative teams who ensure compliance and continuous improvement.’

In parallel, the NAFDAC boss emphasised that incorporation of NAFDAC into the Pharmaceutical Inspection Co-operation Scheme (PIC/S) as a Pre-Applicant in the Pre-Accession phase is a milestone that positions Nigeria among nations that uphold harmonized GMP standards globally, adding that this opens new frontiers for Nigeria’s pharmaceutical manufacturing sector, ‘and again, it was made possible by your professionalism and competence.’

Prof Adeyeye also stated that the Agency intensified its enforcement operations in partnership with the Office of the National Security Adviser (ONSA), shutting down major open drug markets, confiscating falsified medicines and destroying substandard products.

She added that these courageous actions saved countless lives and reaffirmed public confidence in our regulatory system.

‘The success of these operations speaks to the bravery and integrity of our enforcement teams across Nigeria,’ she said

‘No achievement can be sustained without human capital development. That is why, under the International Council on Harmonization (ICH) training programmes, staff across directorates received advanced capacity-building sessions on ICHQ1, ICHQ7, E6(R3) and M13 Bioequivalence Studies guidelines.

”These trainings reflect our unwavering investment in you, our people, because a skilled and motivated workforce is NAFDAC’s greatest asset.’

The proven implementation of these guidelines and other requirements has resulted in invitation of NAFDAC by ICH to become a member of the prestigious organization.

According to her, the awardees’ recognition is proof to excellence, consistency, and passion for service, adding that they have raised the bar and set new standards for others to emulate.

‘’Let this recognition inspire you and your colleagues to continue striving for innovation, diligence, and excellence in all you do.

”To our retirees, today is both a celebration and a tribute. You have devoted years, some, decades of your lives to building this institution. You have guided the next generation with patience, integrity, and wisdom. Your footprints are indelible in the history of NAFDAC. As you enter this new chapter of rest and reflection, please know that your legacy lives on in the systems, policies, and culture you helped to build.

‘The global health landscape continues to evolve, and we must evolve with it, remaining agile, science-driven, and people-centred in all we do. You are the pillars of NAFDAC’s success, the silent heroes whose everyday work safeguards the lives of millions of Nigerians.’

FLOWERBUDNEWS: The Director General of the National Agency for Food and Drug Administration and Control (NAFDAC), Prof. Mojisola Adeyeye has reaffirmed the Agency’s commitment to safeguard health of Nigerians by eliminating a dangerous diets linked to heart disease, stroke, and premature death

Prof. Adeyeye expressed the resolve while launching Strategy and Roadmap for Trans-Fatty Acid (TFA) Regulation in Nigeria, a statement by Sayo Akintola, NAFDAC Resident Media Consultant disclosed on Sunday.

The NAFDAC Boss disclosed that unregulated Trans-Fatty Acid (TFA) posses dietary health dangers capable of causing heart disease, stroke, and premature death.

Prof. Adeyeye announced that Nigeria had already taken bold steps, including setting regulatory limits of no more than 2 grams of industrially produced trans fat per 100 grams of total fat or oil.

” In recognition of this effort, Nigeria was named by WHO in 2023 as one of seven countries that had adopted best-practice TFA elimination policies,” She recalled.

NAFDAC Boss Charges Manufacturers to Invest in Local Human Vaccine Production in Nigeria

    .
    – We have Strengthened Regulatory System for Vaccines, Biologics, and Medical Devices Through Restructuring and Global Benchmarking.- DG

    – Thanks President Bola Ahmed Tinubu, (GCFR,) for encouraging local manufacturing as part of the Renewed Hope Agenda.

    By Biola Lawal
The Director General of the National Agency for Food and Drug Administration and Control, NAFDAC, Prof. Mojisola Adeyeye, has charged manufacturers of pharmaceutical products in the country to begin investing in the production of human vaccines locally.

She warned that Nigeria should not wait for another pandemic before it gets prepared and avoid being caught unawares, as witnessed during COVID-19, when the country depended on international donors to survive the scourge.

Prof. Adeyeye made the call in a public statement to pharmaceutical products makers on the urgent need to begin production of vaccines locally with NAFDAC’s success in taken the country to WHO Maturity Level 3 since 2022 and other international recognitions achieved, Sayo Akintola, NAFDAC Media Consultant disclosed.

    .
    Counseling Investors, Prof. Adeyeye stressed:
‘When I came to NAFDAC, we had the Registration and Regulatory Affairs Directorate, which was in charge of registration of all NAFDAC-regulated products, meaning the registration of food, drugs, cosmetics, medical devices, herbal medicines, vaccines, veterinary products, pesticides, and other finished chemicals was under one Director, which made the system susceptible to ineffectiveness and corruption,’ she said.

‘I first carved out the Food Registration and Regulatory Affairs Directorate, and what was left over was still huge,” adding: ”‘if you want good governance and leadership, you must have governable units, governable groups.

” One Director overseeing seven regulated products will not achieve the necessary efficiency. That was why we knew that we had to separate vaccines and medical devices from the Drug Registration and Regulatory Affairs Directorate.

’ NAFDAC became Maturity Level 3 in 2022 for medicines and imported vaccines. For NAFDAC to be benchmarked for vaccines, biologics and medical devices,” Prof. Adeyeye stressed.

She explained further; ”we had to have a separate Directorate headed by a director to ensure that we align with international best practices, and we are operating at the same level as advanced countries of the world.’

The NAFDAC Boss disclosed that the Agency had to separate Vaccines, Biologics, and Medical Devices in November 2024 to form one directorate, following the Head of Service of the Federation’s assessment, evaluation, and sanction, to ensure that it would be a viable Directorate with operating units.

The DG expressed the hope that the nation would manufacture vaccines before she leaves office, saying that ‘It will be exciting news for me, because during the pandemic we were too dependent on foreign countries. We couldn’t get any vaccines unless from outside the country.

” That was when the preparedness for epidemics became a reality for us.’She stated, adding that the Agency now has guidelines for emergency preparedness for epidemics and pandemics.

She however, warned that if there’s another pandemic now and Nigeria is not yet manufacturing human vaccines, despite having manufactured veterinary vaccines since 1924, the country will again be at the mercy of other countries.

    .
‘During the pandemic, we ran up and down to see whether we could start manufacturing vaccines, but things did not work out,’ she said, adding: ‘we must decide as a country that we will not be too dependent on others. We will manufacture our own.’

According to her,” there has been a movement to do that, but this has not come to reality. ‘That’s why I pray that before my tenure is over, we will be manufacturing vaccines.’

According to her, any country that wants to manufacture vaccines that will be pre-qualified by the WHO must have a regulatory system with at least Maturity Level 3 status.

She added that the fact that we now have ML3 for medicines and imported vaccines in 2022 brought us to the discussion of manufacturing vaccines.

(NAFDAC Operatives in action during an enforcement operation)

She explained that, as a country, we had to fulfil the requirements of nine modules in the WHO Global Benchmarking Tool, one of which is Licensing Establishments for the Pharmacy Council of Nigeria (PCN), and NAFDAC had the remaining eight.

Prof. Adeyeye pointed out that the ML3 we achieved was for seven of the eight, emphasizing that we have not been benchmarked for locally manufactured vaccines.

She noted that NAFDAC is the only National Regulatory Agency (NRA) in sub-Saharan Africa that has an in-house laboratory for vaccines, biologics, and medical devices.

Prof. Adeyeye said that the South African Health Products Regulatory Authority (SAHPRA) has a laboratory for vaccines but contracted it out to private operators.

‘We are working towards getting our ML3 for locally manufactured vaccines. We already have ML3 for medicines and imported vaccines since 2022. WHO came last year, they saw everything that we have as a regulatory agency on indicators for vaccine Lot Release; we have almost satisfied everything except that the country must manufacture vaccines because it’s when we manufacture vaccines that we can do local facility inspections.’

She said NAFDAC has been conducting Lot Release testing on imported vaccines in her lab for years, adding that the WHO wants to know that we can also effectively monitor locally manufactured ones.

‘This is where we are as a country, and I pray that within a short time, we will be able to manufacture our own vaccines.

The Director General further emphasized: ”we have the capability to manufacture vaccines. The country can start with “Fill and Finish” while planning on the greenfield. We have sound scientists.

” We have our President Bola Ahmed Tinubu, GCFR, who is encouraging local manufacturing as part of the Renewed Hope Agenda.

Now is the time to get it done.’ NAFDAC – Safeguarding the Health of the Nation.

Speaking in the same vein, Mrs. Khadijah Ade-Abolade, Director of Vaccines, Biologics, and Medical Devices Registration and Regulatory Affairs, stated that the federal government is playing a strategic role to ensure that local vaccine manufacturing takes off in the country.

She stated that the policy has been established, and support is being provided to ensure that vaccine manufacturing takes off in Nigeria.

According to her, the important thing is the regulatory framework, which is already established by NAFDAC and is well-functioning for imported vaccines, and which will also be applied to local vaccines when manufacturing starts in the country.

‘All the required regulatory functions for the regulation of vaccines are already available. We have our market authorisation, which is the registration that we do; the Inspectorate arm of the Agency conducts regulatory inspections.

We have Clinical trial oversight, which is crucial for vaccine regulation, as well as Post-Market Surveillance and Pharmacovigilance, because we need to monitor the safety and efficacy of our vaccines.

Mrs. Ade-Abolade maintained that the regulatory system for local vaccine manufacture is already well established in the country, stressing that ‘We are just waiting for the manufacturing operations to start by the manufacturers.’
