Lawyer files contempt charges against Minister, MD for refusal to reinstate Prof. Igwe

An Abuja-based lawyer, Mr Michael Okorie, has filed contempt of court charges against Minister of State for Heath and Social Welfare and Dr. Unaogu Ngozichukwu Nneka, Medical Director, Federal Neuropsychiatric Hospital, Enugu in Enugu State.

Okorie, who is the counsel to Prof. Monday Igwe, told newsmen in Enugu that contempt proceedings have commenced against the minister and Dr Unaogu for allegedly disobey orders of the National Industrial Court, Abuja Division.

He noted that the National Industrial Court, Abuja Division on Dec. 11, 2025 nullified the appointment of Dr. Unaogu as the Medical Director of the Hospital and ordered the reinstatement of Prof. Igwe as the Medical Director following the declaration that the earlier termination of his (Igwe) appointment null and void.

“Recall that Justice E. D. Subilim of the National Industrial Court, Abuja, had Dec. 11, 2025, delivered a judgment in which he ordered the reinstatement of Prof. Monday Igwe to office as the Medical Director of the FEDERAL NEUROPSYCHIATRIC HOSPITAL, ENUGU, ENUGU STATE after he declared the earlier termination of his appointment as null and void and also nullified the later appointment of Dr Unaogu.

“The court found that the termination of appointment of Prof. Monday Igwe did not follow laid down disciplinary procedure.

“And, also that the appointment of Dr. Unaogu Ngozi during the pendency of the suit in which she was a party rendered it a nullity.

“However, several months after the judgement was served on the Defendants, they have refused to comply with the judgment orders,” he said.

The lawyer said that Dr. Unaogu had continued to perform function of the managing director in the hospital, including awarding contracts, bank transactions, staff appointments and other official functions despite her appointment having been declared a nullity.

“This is with the legal effect that the contractors and bankers dealing with her are doing such at their own peril as the said judgment has not been stayed by any order for stay of execution.

“Consequent upon the above, Mr. Michael O. Okorie, Esq, Counsel to Prof. Monday Igwe, filed and served Form 48 – Notice of consequence of disobedience of court – against the Minister of State, Federal Ministry of Health and Social Welfare and DR. UNAOGU NGOZICHUKWU NNEKA as the MEDICAL DIRECTOR, FEDERAL NEUROPSYCHIATRIC HOSPITAL, ENUGU, ENUGU STATE.

“The Minister of State is the supervising minister who issues/conveys/signs appointment letters to the Medical Director of the Hospital on behalf of the President.

“It is time for the Minister of State to reassess his legal team at the ministry so that they do not end up misleading him into running foul of the law which he has sworn to protect as public servant,” he added.

Igbo-Etiti Council Boss, Dr Odo, Bags Safety, Humanity Ambassador Award

… Vows To Improve Welfare Of Less Privileged, Persons With Disabilities

The Chairman of Igbo-Etiti Local Government Area, Dr. Eric Odo, has been decorated as the Ambassador of Safety and Humanity for his exceptional services towards community development.

Decorating the council chairman on Wednesday at the NSCDC Headquarters in Enugu, the Coordinator of the Destined Women and Child Foundation, Amb. Stella Osigwe, also announced that he had been appointed as the patron of the foundation.

Osigwe noted that the honour was in recognition of the humanitarian service of the chairman, which she said “is not only commendable but also worth emulating”.

She said the foundation is committed to recognising individuals who had made significant impacts in the society, adding that the humanitarian programmes of the council boss had been drawing attention nationwide.

Osigwe highlighted some of the programmes to include: payment of monthly stipends to widows, widowers, and persons with disabilities as well as executing projects that benefit the downtrodden.

While urging him to sustain his good work and not be distracted by naysayers, the coordinator challenged other leaders to emulate the Igbo-Etiti council chairman.

“Honourable Mayor, you have distinguished yourself, and there is no better way to appreciate you than this honour.

“You disposition and attitude towards leadership is uncommon and exemplary,” she added.

In his remark, the Enugu State Commandant of the Nigeria Security and Civil Defence Corps, NSCDC, Dr Elijah Willie, applauded the foundation for the honour bestowed on deserving individuals, including some NSCDC officers.

The commandant stressed that honour would encouraged them to do more, and commended the council chairman for his huge investment in security architectures.

The NSCDC boss said that Odo singlehandedly built and equipped two NSCDC Divisional Headquarters in Ekwegbe and Ohodo as well as Area Command in Nkporogwu, Ukehe.

According to him, people should be appreciated and celebrated for their efforts and contributions to humanity when they are alive instead of when they died, a gesture he noted the foundation is doing.

Speaking shortly after being decorated, Odo said his administration would continue to have a human face in dealing with the people, especially the less privileged and the vulnerable.

The chairman emphasised that his government was committed to improving the welfare of the poor; a decision he maintained had guided his policies and programmes.

“I want to tell you that I am not in power only to provide governance but provide governance that has human face.

“The governance that people can touch, feel, and have a sense that once there was a government that cares for those who have no voice at all and have nobody for them.

“Our duty as a government is to assist those who are really poor and give them a platform for people to equally see them as human being.

“Our administration will not relent in some of the things we do for the less privileged in Igbo-Etiti Council Area,” the council boss hinted.

He then pledged to partner and support the activities of the Foundation to enable them to make a huge impact on society.

The Managing Director of N-HYPPADEC, Alhaji Abubakar Sadiq Yelwa, gave the assurance during a courtesy visit by officials of the Niger State Ministry of Health to the commission’s corporate office in Minna.

Yelwa welcomed the ministry’s initiative aimed at expanding medical outreach across the state and commended the team for its efforts in improving healthcare services.

According to him, healthcare services have remained a major component of the commission’s interventions in host communities due to the prevalence of health challenges in those areas.

Retired Officers Urge Tinubu to Approve Police Exit from Pension Scheme.

    ‎By Adewale Owoade.

‎Retired officers of the Nigeria Police Force has staged a protest at the Oyo State Police Headquarters, Eleyele, Ibadan, over what they described as poor pension payments under the Contributory Pension Scheme managed by the National Pension Commission (PENCOM).

‎The protesters, mainly retired senior officers, appealed to President Bola Tinubu to assent to a bill already passed by the National Assembly, which would enable the police to withdraw from the scheme and establish a separate pension structure.

‎They argued that the continued inclusion of police personnel in the contributory pension scheme was unjust, noting that other security agencies had been exempted.

‎Speaking during the protest, a retired Superintendent of Police, Joseph Alabi, lamented the hardship faced by former officers, describing their monthly pensions as “meagre.”

‎“For over two years now, we have been on this issue. Retired Nigerian police officers are suffering.

‎“All we are asking is for the President to assent to the bill so that we can exit PENCOM and have a system that caters for both retirees and serving officers.

‎“Air Force, Navy, military and other agencies have been removed from this scheme, but the police are still there. That is unfair,” he said.

‎Another protester, retired Deputy Superintendent of Police, Omotayo Saludeen, who served for 35 years, decried the inadequacy of retirement benefits.

‎“How can someone serve for 35 years and receive about N1.5 million or N2 million? We are not being paid well. We are suffering.

‎“We are hungry and dying. Nigerians should help us appeal to the government,” she said.

‎The Ibadan protest is part of a nationwide agitation, with similar demonstrations reported in Abuja and other parts of the country.

‎The retirees vowed to continue their protests until their demands are addressed.

  • NOA Zonal Director commends Kwara Head of Service, seeks stronger partnership

NOA Zonal Director commends Kwara Head of Service, seeks stronger partnership

    By Afusat Agunbiade-Oladipo

Dr Priscilla Gondoaluor, the Zonal Director of the National Orientation Agency (NOA) in Kwara has commended the appointment of the state’s Head of Service, describing her as competent and well-prepared for the role.

The Director said she was impressed by her track record after conducting background checks on her performance, noting that the agency prioritises research and fact-finding before engaging with institutions and leaders.

She also lauded the Kwara Government for prioritising merit over gender considerations in her appointment, adding that the decision reflects the administration’s commitment to fairness and due process.

The Zonal Director expressed optimism about her confirmation and pledged the agency’s support in strengthening governance through collaboration with the state civil service.

She emphasised the critical role of the civil service in governance, describing it as the engine room of government and a key driver of policy implementation.

According to him, the NOA recently expanded its structure to include zonal directorates across the six geopolitical zones, with the North Central headquarters located in Kwara, to enhance coordination and effectiveness.

She explained that the agency is not a political body but is mandated to mobilise, sensitise, and reorient citizens towards positive behavioural change for national development.

The Director noted that civil servants, drawn from diverse communities, play a vital role in influencing public attitudes and values, making them strategic partners in achieving the agency’s objectives.

She highlighted the National Values Charter developed by the agency, which outlines commitments for both government and citizens, including equality, democracy, peace and security, inclusivity, justice, and meritocracy.

According to her, the charter serves as a social contract aimed at strengthening accountability and fostering mutual responsibility between government and the people.

He said the visit was to familiarise with the Head of Service and strengthen collaboration to promote effective service delivery in the state.

In his remarks, the Kwara State Director of NOA, Mr Dare Abdulganiy, expressed appreciation for the existing relationship between the agency and the state government.

He commended Gov. AbdulRahman AbdulRazaq for his developmental strides, particularly in the areas of pension payments and education reforms.

Abdulganiy also lauded the Head of Service for her contributions to the civil service, describing her as dedicated and result-oriented.

He appealed for sustained collaboration between the agency and state ministries, departments, and agencies to enhance public engagement and programme implementation.

The Director urged the state government to continue to involve NOA in its activities, noting that such synergy would promote inclusive governance and better service delivery.

He reaffirmed the agency’s commitment to supporting government initiatives and fostering national values among citizens.

In her response, the Acting Head of Service in Kwara, Dr Olufunke Shittu, described the visit of the National Orientation Agency (NOA) as timely and significant, reaffirming the state government’s commitment to professionalism, integrity and improved service delivery.

Shittu, who received the NOA Zonal Director and her team said the Kwara Civil Service had undergone major reforms under Gov. AbdulRahman AbdulRazaq, resulting in a merit-driven system.

She cited the administration’s competency-based leadership assessments, noting that promotions and appointments were now determined through transparent, electronically-driven processes.

“The system ensures that only the best candidates emerge, based strictly on merit,” she said.

The Head of Service also highlighted the state’s citizen engagement model in budget planning, explaining that the government regularly consults stakeholders across the three senatorial districts to identify priority needs.

“Before budgets are finalised, citizens are engaged to state their needs and assess previous performances.

“These inputs guide government planning and implementation,” she added.

Shittu emphasised that governance in the state remains people-centred, with policies designed to reflect the interests of the public.

She further explained that the Office of the Head of Service plays a central role in coordinating ministries, departments and agencies (MDAs), ensuring alignment with government priorities and adherence to due process.

The HoS, however, expressed concern over lapses in responding to public correspondence, stressing that civil servants must promptly acknowledge and address communications from citizens.

She said the office would reinforce compliance and improve accountability mechanisms across MDAs.

Shittu also disclosed plans to revive and strengthen the Civil Service Charter, which provides a feedback mechanism for citizens to lodge complaints on service delivery.

“We will revisit the charter to ensure it functions optimally and that negligence is appropriately sanctioned,” she said.

On collaboration, she called for a stronger partnership with NOA in sensitisation campaigns aimed at reawakening diligence, discipline and ethical conduct among civil servants.

“There is a need to appeal to the conscience of workers and restore core values of the civil service. Without this, the system risks gradual decline,” she warned.

Shittu urged NOA to continuously provide feedback on service delivery across MDAs, assuring that issues raised would be treated with urgency and sincerity.
She expressed optimism that the visit would mark the beginning of sustained collaboration between both institutions.

Stop cursing leaders, pray for Nigeria – Clerics urge Nigerians

    By Adewale Owoade.

Clerics have called on Nigerians to desist from cursing or speaking negatively about their leaders, urging citizens instead to embrace prayers and constructive engagement as tools for national transformation.

The admonition was given during a seven-day programme organised by the Redeemed Christian Church of God (RCCG), Oyo Province 2, themed “The Covenant Keeping God.”

Speaking at the event, the ministers emphasised that while Nigerians may be dissatisfied with the state of governance, resorting to curses and negative utterances could further worsen the nation’s challenges.

They noted that words carry spiritual weight and can either build or destroy, stressing that leaders, regardless of their shortcomings, require divine direction to make decisions that will positively impact the country.

One of the speakers, Pastor (Mrs) Olubukola Afuye of Ekiti Province 11, urged citizens to continually pray for those in authority.

“We should be praying for those in government. The Bible instructs us to pray for kings and those in authority. When we pray for them, they will have the people in mind and change for the better.

“Instead of cursing them or speaking ill of them, we should encourage them through prayers. Whatever we give in prayers will come back to us. It shall be well, and we will eat the fruits of the land,” she said.

The cleric also encouraged Nigerians to remain hopeful and steadfast in faith, noting that God remains faithful to his promises and is able to turn difficult situations around for good.

Samuel Adeyemo, Pastor-in-Charge of RCCG Oyo Province 2, also said  that God remains ever faithful.

“The God of Abraham, Isaac and Jacob is still the same today. He keeps His covenant. He said, ‘Call on me and I will answer you; seek and you will find; knock and the door will be opened.’

“If God has made such promises, then we must ask, seek and knock,” he said.

Also, Olukorede Adeyemo, wife of the Pastor-in-Charge, affirmed God’s covenant-keeping nature.

“She said” God is a covenant keeper. He has made promises to us, and He alone is able to fulfill them.

The cleric, therefore, urged Christians to be good ambassadors of their faith by promoting peace, unity and responsible speech, especially in times of economic and social strain.

The week-long programme featured prayers, teachings and worship sessions centred on God’s faithfulness and the importance of maintaining a covenant relationship with Him.

Participants expressed renewed commitment to praying for the nation and its leaders, while also pledging to contribute positively to societal development.

  • Akande Champions Ibadan Heritage Project, Flags Off Hall of Fame Initiative

Akande Champions Ibadan Heritage Project, Flags Off Hall of Fame Initiative

‎Akande Champions Ibadan Heritage Project, Flags Off Hall of Fame Initiative

    ‎By Adewale Owoade.

‎A governorship aspirant on the platform of the Peoples Democratic Party (PDP) in Oyo State, Dr. Debo Akande, has unveiled a plan to establish an Ibadan Historical Library and Hall of Fame aimed at preserving the city’s rich cultural and historical heritage.

‎Akande, who serves as the Director-General of the Oyo State Agribusiness Development Agency (OYSADA) and Executive Adviser to Governor Seyi Makinde, made the disclosure during a foundation-laying ceremony held at Bode Amoo Hall, Ibadan House, Oke-Aremo.

The event was organised under the auspices of the 2026 Historical Tour Committee.

‎Speaking at the ceremony, Akande described the project as a forward-looking initiative designed to safeguard Ibadan’s legacy for future generations.

‎“This vision has been on my mind for a long time. It is not just about the present, but about building a legacy that will endure,” he said.

‎He lamented what he described as a widening gap between younger generations and the history of Ibadan, noting that many youths are increasingly unaware of the city’s contributions to Yoruba heritage and national development.

‎“Ask many young people today about notable figures in Ibadan’s history, and you may get little or no response. Yet, this city has produced great men and women who have excelled in various fields both locally and internationally,” he added.

‎Akande explained that the proposed Hall of Fame would serve as both a museum and a knowledge hub, documenting and showcasing the achievements of past rulers, warriors, professionals, and other distinguished indigenes.

‎“This project seeks to answer critical questions: where is our history documented, and where can people learn about the exploits of our heroes? It is about preserving our identity,” he said.

‎In his remarks, the President-General of the Central Council of Ibadan Indigenes (CCII), Chief (Barr.) Sulaiman Ajewole, said the initiative was conceived to immortalise the legacies of Ibadan’s heroes and heroines.

‎Ajewole noted that the idea originated from a historical subcommittee of the council and would provide a platform to honour past rulers, warriors, philanthropists, politicians, and community leaders.

‎“Preserving history means documenting and celebrating those who contributed to the growth of Ibadan. This ensures their legacies are not forgotten,” he said.

‎He commended Akande for championing the initiative, describing him as a worthy ambassador of Ibadanland, and expressed confidence that the project would be completed within a short time.

‎Ajewole added that upon completion, the Ibadan Historical Library and Hall of Fame would stand as a major cultural landmark in the city.
