    APC Chairmanship tussle: Time to reward Al-Makura’s loyalty, sacrifices

    There is no doubt, politics is all about interests. It involves give and take, it also involves alignments and realignments, adjustments and compromises here and there. It is also a game of win and lose.

    That is why some scholars describe politics as a complex game made only for the strong-hearted and for those with flexible hearts as, according to them, the moment one joins politics, one must learn to forgive fast because one’s opponent today could be his best ally tomorrow.

    Another most interesting part of the politics is that faithful loyalists to a group, association or political party are rewarded for their loyalty, faithfulness and contribution to the party at the due time.

    The current move and intrigues in the ruling party – the All Progressive Congress (APC), in respect of the chairmanship position of the party has caught the attention of most political watchers and analysts in the country.

    As the consultations and clandestine moves in preparation for the 2027 general election had since begun, the APC is also mapping out plans to ensure it retains power, especially at the centre, come 2027.

    This has resulted to speculations making the rounds suggesting that the chairmanship position of the party may return to the North Central part of the country, to hold firm the millions of voters in that region.

    Considering that the APC is made up of many blocks, political analysts believe that the Congress for Progressives Change (CPC) block should be compensated and appeased with the chairmanship position of the party.

    This, they say, is necessary, to prevent them from pulling out of the APC to join the new Social Democratic Party ?(SDP) coalition that is gradually mobilising to challenge the current president and possibly take power from the centre.

    Many members of the APC have, since the past few days, been pointing their hands towards the emergence of one of the key actors in the CPC block and a faithful and loyal member of the APC – Senator Tanko Al-Makura.

    Recall that Senator Almakura was Governor of Nasarawa State for 8 years. He won his first term under CPC and won the second term on APC platform.

    It is also worth recalling that Senator Al-Makura contested for the chairmanship of the APC when the tenure of Comrade Adams Oshiomhole elapsed but fate made it that Senator Abdullahi Adamu, from the same state with Senator Al-Makura, got the chairmanship position, instead.

    As it stands, many believe that it is time to reward Senator Al-Makura and the CPC block by giving him the chairmanship of the APC.

    Senator Al-Makura, in the political circle, is qualified and competent to drive the ship of the APC to success in the 2027 election because, analysts say about Nigerian politics right from the second republic.

    It is worth noting that Senator Al-Makura participated actively in running the affairs of the then National Party of Nigeria (NPN) which was the dominant political party in Nigeria during the Second Republic (1979–1983) when he served as a youth leader.

    Since then, Senator Al-makura had been in partisan politics and held very prominent party positions over the years. He was elected into the Constituent Assembly, representing Lafia- Obi Federal Constituency in 1988-1989.

    Senator Al-makura served as state secretary of the National Republican Convention (NRC), Plateau state, from 1990-1992 and was a founding member of the Peoples Democratic Party (PDP) in Nasarawa State.

    When he was elected Governor of Nasarawa state, in the 8 years of his tenure, Senator Al-makura proved to all that he is one politician who considers both the interest of his party and that of his people over and above all other personal interests.

    How he managed the PDP-dominated House of Assembly and the intrigues leading to the impeachment drama in the then House left even his haters in shock till date.

    In those 8 eventful years of being the Governor of Nasarawa State, Senator Al-Makura demonstrated that he is, indeed, blessed with the ability and wisdom to manage crisis.

    Ex-Governor Al-makura also demonstrated his talent and ability to manage crisis even at the party level nationally. He proved this when he was assigned to head the Peace and Reconciliation Committee for North East following a crisis arising from the APC governorship primaries.

    In all the six geo-political zones, North- East has the largest governorship aspirants but within a short time, Senator Al-makura was able to reconcile and restore peace to North- East APC to the satisfaction and admiration of all.

    Senator Al-makura achieved another feat in Ekiti, similar to the one he achieved for the APC in North-East. It would be recalled that at the heat of bitter rivalry among countless governorship aspirants in Ekiti APC, Senator Al-makura was invited by the national leadership of the party to go and resolve the confusion by conducting the APC primaries.

    As expected, Senator Al-makura, at the risk of his life, went to conduct APC primary elections in Ekiti. He conquered against all odds, conducted the freest primary election that saw the emergence of the then governor Dr. Kayode Fayemi.

    What Senator Al-makura did in North East and in Ekiti for the APC is his natural gift from the Almighty. He can replicate same in APC nationally and even in the Nigerian polity.

    As part of his contribution to the growth and development of the APC since its formative years, Senator Al-makura is the only person that delivered his state to President Buhari’s CPC; he is the first governor that hosted all the governors on the merger train to a meeting in Lafia that saw to the formation of the APC.

    His state, Nasarawa, was the only state CPC presented on the merger table during negotiations. In fact, Senator Al-makura is about the only governor who traversed the length and breadth of this country trying to ensure that the merger train arrives at the desired destination; and this came to fruition with the birth of the APC in 2015.

    A man with such political exposures and sagacity since 1999, who achieved much for the APC, need to be rewarded this time around. The time to reward him is now.

    Truly there is nothing APC can do to compensate Senator Al-makura for his entire efforts than to allow him occupy the office of the National Chairman.

    Anything short of this will be interpreted by many as high level injustice and ingratitude by the APC.

    It is therefore time for members of the APC to graciously and handsomely reward Senator Al-makura for his resilience, dedication, sacrifices, contributions, patience and loyalty to the party over the years. He has the experience and capacity to deliver the country to the ruling party in the 2027 general elections across board.

    To deepen ethical standards and integrity in Nigeria’s research landscape, the Institute of Human Virology Nigeria (IHVN) will hold a high-level national conference from April 28 to April 30 in Abuja.

    The IHVN said the conference tagged Exploring Xcellence is in collaboration with Ethical Conduct, and Leadership for Research Integrity Through Empowerment (EXCEL-RITE).

    It said the conference would promote a culture of ethical and transparent research across academia, government, and industry.

    Dr Charles Mensah, IHVN Chief Operating Officer and Principal Investigator for the conference, made this known to the News Agency of Nigeria (NAN) on Thursday in Abuja.

    He said that the conference would also be in partnership with the National Health Research Ethics Committee.

    Mensah said that the conference would bring together researchers, students, research administrators, and professionals from various sectors.

    He said they would explore real-world challenges and develop actionable solutions for enhancing research integrity.

    He stressed the growing need for ethical leadership in research as scientific inquiries become more complex and collaborative.

    “Integrity in research is the foundation of scientific progress and innovation.

    ”The EXCEL-RITE Conference provides a platform to advance policies, build institutional capacity, and inspire a new generation of ethically grounded researchers,” he said.

    Mensah said that the three-day conference would feature keynote addresses, plenary sessions, panel discussions, policy dialogues, and hands-on workshops.

    He said that key topics include ethical decision-making, crafting effective research policies, data protection and sharing, and sustaining institutional research integrity frameworks.

    The Niger Government has announced the commencement of scheduled flights from the newly inaugurated Bola Ahmed Tinubu International Airport, Minna, with Overland Airways Ltd as the pioneer airline partner.

    This is contained in a statement issued by the Chief Executive Officer (CEO) of Overland Airways, Capt. Edward Boyo, on Friday in Minna,

    He revealed that the flights were scheduled to begin on April 23, 2025, connecting Minna to Abuja and Lagos, Nigeria’s political and commercial capitals, respectively..

    According to him, the achievement comes through the visionary leadership of Gov. Umaru Bago, the strategic efforts of the New Niger Development Project (NNDP) and the New Niger Aviation (NNA).

    NNA is a Special Purpose Vehicle (SPV) created to manage and enhance the aviation ecosystem in Niger.

    The Director General (D-G) of the National Pension Commission (PenCom), Omolola Oloworaran, says the N5.51 trillion pension investment will boost the country’s real sector development.

    This is contained in a statement issued by the management of the commission in Abuja on Tuesday.

    The investments, she said, span infrastructure, private equity vehicles, real estate, and subnational infrastructure initiatives, among others.

    Oloworaran made this disclosure during a meeting with a delegation from the International Monetary Fund (IMF).

    She said that the meeting was on matters relating to the pension industry and broader financial sector developments.

    Oloworaran said that pension fund investments in the real sector of the economy are indicative of the industry’s vital role in providing funding for key economic growth and development in the country.

    She said that the industry Net Asset Value (NAV) increased by 22.65 per cent from N18.36 trillion as at December 2023 to N22.51 trillion as of December 2024.

    The D-G said that the growth was attributable to additional contributions received and investment income.

    Oloworaran decried the limited availability of investable instruments that meet the minimum requirements for pension funds’ investments in the country currently.

    She said that only 86 investable instruments, constituting part of the pension broad index, met the minimum quality requirement for pension fund investments that are liquid and have the required free float.

    According to her, this is in spite of the numerous provisions made in the Investment regulation to foster increased eligible investment outlets.

    Oloworaran said that going forward, PenCom would continue to collaborate with capital market operators to broaden the spectrum of eligible financial instruments for pension fund investments.

    She said that the initiative aimed to diversify portfolios and enhance real returns, adding that the Commission would promote increased pension fund investment in alternative asset classes.

    The D-G said that these efforts were to strengthen the overall investment portfolio and reinforce the long-term growth and sustainability of the Contributory Pension Scheme (CPS).

    She said that PenCom presented key developments within the pension industry, focusing on investment strategies, asset quality concerns, financing for growth, and regulatory challenges.

    Oloworaran reiterated the Commission’s commitment to fostering the development of diverse asset classes and securities eligible for pension fund investments.

    She said this would involves collaboration with entities like the Securities and Exchange Commission (SEC), the Debt Management Office (DMO) and the Pension Fund Operators Association of Nigeria (PenOp).

    The IMF delegation was led by Mr Jose Luna, Senior Financial Sector Expert.

    Luna expressed satisfaction with PenCom’s ongoing efforts to diversify pension fund investments.

    He commended PenCom’s regulation and supervision of the pension industry in the country as well as its efforts in driving positive momentum and ensuring long-term sustainability.

    Sen. Sunday Karimi, Chairman, Senate Services Committee, has urged his counterpart from Borno South, Senator Ali Ndume to focus more on pressing issues such as insecurity rather than “play to the gallery”.

    Nudeme had accused President Bola Tinubu’s administration of making lopsided political appointments favouring his Yoruba ethnic group, when he appeared as a guest on Arise TV’s ‘Prime Time’ on Monday.

    Ndume alleged that Tinubu had been unfair to other parts of the country in the appointments he made so far.

    However, Karimi, in a statement on Tuesday in Lokoja, expressed surprise at Ndume’s claims, advising him to focus on more pressing issues like the nation’s insecurity.

    Karimi expressed surprise that Ndume, a former Chief Whip of the 10th Senate, often chose to “play to the gallery” by leaving “real developmental challenges like the insecurity confronting Nigeria, to promote sentiments.”

    The Kogi-West Senator cited the devastation caused to Nigeria’s existence by Boko Haram insurgency for over a decade.

    According to him, it cost the nation “over 50 per cent of its earnings” in recent years in counter-terrorism spending.

    Karimi urged Ndume to redirect his energy towards finding local solutions to the insurgency, rather than criticizing the government.

    “Over 50 per cent of Nigeria’s earnings in the last few years is being spent on fighting insurgency.

    “Rather than playing to the gallery and criticising the government, Senator Ndume as a leader of his people should go back home, liaise with his people on solving Boko Haram problems.

    “Insecurity has a local solution,” he said.

    Karimi highlighted his efforts to combat banditry, kidnapping, and violent crimes in Kogi-West by citing a notable example.

    He said he facilitated the construction of a Military Base in Egbe Town, Yagba West Local Government, and provided additional logistics to support security initiatives.

    Karimi stressed that the proactive approach demonstrated his commitment to addressing the region’s security challenges.

    “The country has lost a lot of his soldiers and trillions of Naira fighting insurgents in Senator Ndume’s Senatorial district in the last decades.

    “In fact, I lost one of the young officers, a captain in the Nigerian Army from my Senatorial District serving in his community three weeks ago.

    “Lots of young Nigerians had lost their lives fighting to defend the territorial integrity of our country.

    “Those are more serious and compelling issues threatening our collective existence,” he added.

    The Director-General of the Bureau of Public Procurement (BPP), Dr Adebowale Adedokun, says that the bureau is committed to strengthening the procurement system in the country.

    Adedokun said this at the Procurement Clinic Training on the “Principles of Procurement Planning, Records Keeping and E-Advertisement” for all Federal Ministries, Departments and Agencies (MDAs) in Abuja on Tuesday

    Adedokun said that the principles were aimed at ensuring that procurement activities are strategically aligned with organisational goals and by extension the President Bola Tinubu’s Renewed Hope Agenda.

    “Principles of procurement records emphasises the need for proper documentation as a foundation for transparency and accountability in the public procurement process.

    “Principles of advertisement and use of the e-advertisement module are other innovations from the bureau.

    “The aim is to leverage technology to enhance competition, transparency and access to public procurement opportunities by the business communities and the entire citizens.

    “It will enable Nigerians to reap the dividends of good governance,” he said.

    The DG added that the use of NOCOPO was a critical tool for uploading procurement information and fostering transparency in public procurement.

    “As procurement officers, you play a pivotal role in this process. Your work ensures that public funds are utilised efficiently to deliver impactful services to citizens,” he said.

    Adedokun commended the participants and their determination to work together toward achieving excellence in public procurement in the country.

    The 2023 Labour Party presidential candidate, Mr Peter Obi and Gov. Alex Otti of Abia have fixed the party’s National Executive Committee (NEC) meeting for April 9 in Abuja.

    Spokesman of Peter Obi Media Reach, Mr Ibrahim Umar, made this known in a statement on Monday in Abuja.

    Umar said that the meeting would be closely followed by an interactive session with major stakeholders and other organs of the party.

    The stakeholders expected at the meeting, according to him, include: Obi’s running mate in the 2023 election, Datti Baba-Ahmed, serving and former senators as well as all the senatorial candidates in the 2023 election.

    Others are: serving and former House of Representatives members and candidates in the 2023 election as well as all members of the National Caretaker Committee and National Transition Committee.

    Also expected at the meeting are former governorship candidates who are still in the party, representatives of NLC/TUC Political Commission and all members of the former National Working Committee.

    The spokesman said that the meeting called by the two party leaders had become necessary in order to clarify the recent Supreme Court judgment.

    The News Agency of Nigeria (NAN) reports that the apex court had, on Friday, ruled that the Appeal Court had no jurisdiction over internal affairs of the party.

    $79.5bn loss: Binance prays court to set aside order for FIRS to serve it

    News Investigators/ Binance Holdings Ltd. has prayed the Federal High Court in Abuja to set aside the ex-parte order granted the Federal Inland Revenue Services (FIRS) for substituted service of all court documents on it.

    Binance lawyer, Chukwuka Ikwuazom, SAN, told Justice Inyang Ekwo shortly after the matter was called on Monday.

    He informed the court that a motion had already been filed to the effect on Friday.

    He said their contention was that the rules of the court for such service had not been complied with before the order was made.

    Earlier, counsel to the FIRS, Chief Kanu Agabi, SAN, told the court that the cryptocurrency firm served them with the motion in the morning, seeking to vacate the order for substituted service.

    Agabi, however, indicated his interest to respond to the application.

    Justice Ekwo said the copy of the motion was not in the court file and Ikwuazom, who apologised to the court, said the application was just filed on Friday.

    The judge adjourned the matter until April 30 to allow the FIRS respond appropriately.

    Justice Ekwo had, on Feb  11, granted leave to FIRS to serve its originating summons and accompanying documents on the cryptocurrency firm through substituted means by sending the processes via email address: Eleanor-huges@binance.com.

    The News Agency of Nigeria (NAN) reports that the agency had, in the suit dragged Binance, Tigran Gambaryan and Nadeem Anjarwalla, who were the company’s representatives, to court, demanding 79.5 billion US dollars over economic losses allegedly caused by their operations in Nigeria.

    In the originating summons marked: FHC/ABJ/CS/1444/2024, dated and filed Sept. 30, 2024, by Chief Kanu Agabi, SAN, the country’s’ tax regulatory body sought four questions for determination.

    The FIRS prayed the court to determine “whether pursuant to Section 13(2) of the Companies Income Tax (CIT) Act Cap. C21, LFN, 2024 and Order (1)(a) and (c) of Companies Income Tax (Significant Economic Presence) Order 2020, the defendants are not liable to pay annual corporate income tax to the Federal Republic of Nigeria for having had significant economic presence in Nigeria from 2022 to 2023,” among others.

    While moving the ex-parte motion, the agency had submitted that Binance, which had neither physical office in Nigeria nor workers, could only be served by substituted means.

    A sister court, presided over by Justice Emeka Nwite had, in Oct. 2024, released Gambaryan after the Federal Government withdrew a money laundering charge filed against him and the company by the EFCC.

    Besides, Anjarwalla, an executive of Binance who was detained alongside Gambaryan for tax evasion and other offences, escaped from lawful custody earlier on March 22, 2024.

    However, Binance, in a motion on notice dated and filed on April 4 by Ikwuazom sought an order setting aside the ex-parte order

    He also sought an order setting aside the purported substituted service of the originating processes on Binance through the electronic email.

    Giving nine-ground argument, Ikwuazom submitted that Binance is a company registered under the laws of Cayman Island and resident in Cayman Island.

    He argued that by the rules of the court, an originating process or any other document issued by the court can only be served on a company by delivering it to a director, secretary or other principal officer of the company or by leaving it at the registered office of the company.

    According to him, the originating processes and documents of this court cannot be served on a company such as the applicant by substituted means.

    “By the Rules of this Honourable Court, service of originating processes outside jurisdiction can only be made in accordance with the provisions of Order 6 Rule 18 of the Rules of this Honourable Court (in the absence of a service convention) or in accordance with Order 6 Rule 20 of the Rules of this Honourable Court (where a service convention exists) and only after the leave of the Court to serve outside jurisdiction has been sought and granted.”

    Ikwuazom argued that FIRS failed wholly to follow the process prescribed by the rules of the court for service of the originating processes on the company outside the jurisdiction of the court.

    “The respondent also failed to obtain the required leave of this Honourable Court to serve the Originating Processes on the applicant outside the jurisdiction of this court,” he added.

    He said, “substituted service of a process on a defendant outside jurisdiction can only be made where the government or a court of the foreign country where the process was intended to be served certifies to this Honourable Court that the efforts made to serve the process have failed.”

    He prayed the court to grant their prayers.

    NAN reports that the FIRS had sought nine reliefs in the suit should the court answered its questions in the affirmative.

    It wants the court to declare that pursuant to all relevant laws, the defendants are liable to pay annual corporate income tax to the Federal Government for having significant economic presence in the country.

    It wants the court to declare that Binance and its representatives are liable to file their income tax to the agency for the year 2022 and 2023 respectively from the time they began to exercise significant economic presence in Nigeria.

    FIRS also seeks a declaration that it is entitled, under Section 87(1) of the CIT Act Cap. C21, LFN, 2004; Sections 25(1) and 34(1) of the FIRS (Establishment) Act 2007, to recover from the defendants the cumulative sum of $2,001,000,000.00 being the amount due by way of income tax to the plaintiff from the defendants for 2022 and 2023 respectively.

    It also seeks a declaration that pursuant to Section 85(1) of the CIT Act Cap. C21, LFN, 2004 and Section 32(1) of the FIRS (Establishment) Act 2007, the defendants are liable to additional payment of 10 per cent per annum on the tax due but not paid for 2022 and 2023 respectively.

    The agency, therefore, sought an order mandating the defendants to pay to the plaintiff the sums of $2,001,000,000.00 for year 2022 and for 2023, being the unpaid income tax due to the plaintiff from the defendants for the year 2022 and 2023 respectively.

    “An order mandating the defendants to pay to the plaintiff the 10% addition for non-payment of income tax for year 2022 and 2023 respectively.

    “An order mandating the defendants to pay 26.75% interest rate being the prevailing Central Bank of Nigeria (CBN) lending interest per annum from the 1st January, 2023 and 1st January, 2024 respectively when the tax become due and payable until it is fully paid.”

    In the affidavit deposed to by Jimada Yusuf, a member, Special Investigation Team from the Office of the National Security Adviser (ONSA), he said he and other officials of FIRS and other regulatory agencies, investigated Binance’s business activities in Nigeria.

    Yusuf said the Federal Government discovered that Binance had been operating in Nigeria for over six years without registration.

    According to him, this was allegedly confirmed by Gambaryan and Anjarwalla during a meeting with the Securities and Exchange Commission (SEC) in 2024.

    He further claimed that in a letter dated February 20, 2024, Binance admitted to having 386,256 active users from Nigeria on its platform, with a trading volume of $21.6 billion and a net revenue of $35.4 million for the calendar year 2023.

    He accused Binance and its executives of multiple infractions, including offering financial services without the necessary licenses, operating without required permits, non-compliance with the money laundering Act, providing currency speculation services without proper authorisation, etc.

    Yusuf averred that Binance engaged in Virtual Asset Service Provider (VASP) activities in Nigeria, providing trading and custodial services to Nigerian users without proper registration with the relevant regulatory agencies, among others.

    Oppositions are bent to blackmail my good work, says Rep Gana

    Mr Joshua Audu Gana, member representing Lavun/Edati/Mokwa at the federal constituency says that oppositions in the state are bent in blackmailing his good work.

    Gana (PDP) stated this in an interview with newsmen in Bida.

    He said that he has initiated different projects that have direct bearing on the lives of the people of his constituency.

    According to him, there are numerous projects initiated for the development of Lavun/ Mokwa/ Edati in the 2025 national budget.

    He, however challenged his critics to review the budget and see the allocations before making judgments.

    The lawmaker noted that those who fail to acknowledge his efforts are not objective evaluators, adding that this prompted some paid youths attempted to disrupt the programme leading to assault on his family.

    “In spite of the provisions of water,roads, electrification projects, distribution of empowerment materials for both youth and women,

    “Flag off of the renovation of primary schools, including the provision of learning materials, staff chairs and other essential materials,

    “Donation of 15 hospital beds at Muwo among many other social amenities spread within Mokwa local government areas, yet some people are bent in blackmailing,” he said.

    He said that all the projects carried out by him was a deliberate attempt to rewrite the history of some communities living for decades without essential amenities.

    “But are now enjoying a befitting drinking water, such facilities is first if its kind in the history of the constituency,” he added

    The lawmaker said that he would not be dettered by the action of some people in the constituency but would continue to provide quality representation to his constituents.

    “I can not force myself to do things outside the proposed budget but will be patient to execute my plans of projects.

    “I cannot provide everything for everyone at a time

    ”I can not provides all your needs at a time , but I will always try my best to provide succour to the people of my constituencies with the resources at my disposal,” he said.

    He, however, frowned at the report in some media houses in the state claiming that Hon. Gana was chased out of the venue, said it is false and misleading.

    “In this modern society, you must not practice armchair journalism receiving video or voice note from untrained journalists

    “Only the Tswangi TV was noticed at the venue and the reports of Tswangi TV was not politically motivated,” he said.

    The lawmaker also urged the public to disregard the information in some quarters that he was chased out.

    He urged the public to always verify information before accepting devoid of sentiment.

    “I remain steadfast in my commitment to serve my constituency with dedication and integrity,” he added

    Gana further pledged continued quality and sound representation at the state legislature.

    On his part, the Chairman people’s Democratic party, PDP, Mokwa local government area, Alh Suleman Kukpanti has described the action of those behind the crisis as an act of ingrat.

    He appreciated for his outstanding qualities via provision of social amenities spread his constituency.

    The PDP chairman described Gana as a very humble and gentle man, who does not deserve the recent altercation spearheaded by some unscrupulous individuals, who have benefited immensely from the lawmaker’s humanitarian gestures.

    He said that Gana’s constant visits to his constituency despite his tight schedules should not be taken for granted.

    “I challenged any one who can come out and show us the projects executed by the previous house of representatives in Mokwa local government areas that surpasses what Hon Joshua Gana has put in place coming to two years in the 10th National assembly..

    “It has come to our notice that those circulating this rumour were not physically at the venue but decided to go all out to circulate unpleasant rumour against the honourable Member of the National assembly,” he said.
