  • President Tinubu’s Directive to Resolve OPL 245 Controversy, a Statesman’s Approach to Governance

President Tinubu’s Directive to Resolve OPL 245 Controversy, a Statesman’s Approach to Governance

    By Niyi Akinsiju

We have placed the decision taken by President Bola Tinubu on the long-drawn dispute over the controversial Oil Prospecting Licence (OPL) 245 under the Analyst’s lens. We conclude that the President’s resort to statesmanship rather than brinkmanship is a welcome intervention in government-corporate entanglements.

This does not vitiate the dispositions of past administrations over an oilfield that holds a total estimated value of 9 billion barrels of crude.

This is about a quarter of Nigeria’s crude potentials. What is, however, commendable about the President’s current intervention is his realization that no matter how long drawn a matter may be, there must be a closure. And in this matter, especially, the closure must serve the national interest.

Like many Nigerians, we are familiar with the history of its controversial sale in August 1998 on the watch of the late Head of State, General Sani Abacha, to Malabu Oil and Gas, a company owned by the then former Petroleum Resources Minister, Dan Etete.

Since that sale, the transaction has remained the subject of various litigations starting with the administration of former President Olusegun Obasanjo, in 2001, who terminated the sale and, in turn, handed it to Shell without a public bid.

This, rather than resolve the matter, triggered a deluge of criticism and calls to redeem the transaction that now extended to Malabu on one hand, and Shell and the Italian firm, ENI on the other hand when the President Goodluck Jonathan administration facilitated a $1.3billion settlement among the different claimants to the ownership of the oil fields.

The matter remained unresolved from the sovereign point of view upon which the administration of President Muhammadu Buhari initiated a legal challenge against the sale based on the suspicion of corruption in the $1.1bn settlement by Shell and ENI which was facilitated by the Nigerian Government.

We, however, observed that beginning in 2023, there had been moves to terminate the case in court on the basis of an advice by former Attorney General of the Federation, Abubakar Malami, to Buhari citing low chances of success and a potential loss of economic benefits from the prolific oil block.

Our findings, indeed, showed that ENI, Shell and some of their former and current senior staff were acquitted last year by a court in Italy, where they were accused of been aware that part of the $1.1 billion paid to acquire OPL 245 would be distributed as bribe to officials of the Jonathan administration.

The country lost all other cases it filed in other foreign jurisdictions over the matter and it is also true that earlier this year, the Economic and Financial Crimes Commission (EFCC) conceded at a Federal High Court in Abuja that it had no evidence to secure the conviction of key persons and companies including former Attorney General Mohammed Adoke over the Malabu saga after spending huge resources on law suits.

So it is against this backdrop that we welcome the President’s approval of a negotiated settlement in order to pave way for oil prospecting in the lucrative oil block that has been described as one of Africa’s juiciest but which had been idle for nearly 30 years inspite of holding billions of barrels of crude oil.

This will go a long way in boosting the country’s daily crude and gas production output, meaning more revenue at a time the country has, for years, been struggling to meet its OPEC quota.

It is our considered opinion that a negotiated settlement is a far better option than continuing with long drawn legal disputes which the country spent huge resources on without success.

What the President has approved is cost effective, and the benefits of crude and associated gas estimated at 9 billion barrels is massive in a country yearning for more foreign investors.

The earlier Nigeria begins to exploit OPL 245, the better in view of the country’s commitment to Net zero emissions based on a 2050 Global Energy Transition Plan timeline.

It is in this regard that we advise President Tinubu to speed up the process of issuing an Oil Mining Licence (OML) to either or both of the two international oil companies, which have shown interest in further development of the block or any other prospective investor.

We further urge the President to take concrete steps to ensure that licensing processes for oil blocks are done in a manner devoid of controversy like that of OPL 245. (Flowerbudnews)

FIFA World Cup bronze-medalists Nigeria will begin their quest for a place in this year’s FIFA U17 Women’s World Cup on Feb. 4, when they take on their counterparts from Central African Republic in a second round, first leg encounter in Douala, Cameroon.

The Central Africans have for many years now made Douala home, as a result of lack of an approved stadium for international matches in Bangui or any other city in their country.

They hosted the Super Eagles in a 2022 FIFA World Cup qualifier in November 2021, which the Eagles won 2-0 in Doula.

The match already scheduled for Sunday will hold at the Stade de la Reunification de Douala at 3.00 p.m. Cameroon time.

Nigeria’s Flamingos, who won the bronze medals of the last edition of the FIFA U17 Women’s World Cup hosted by India, after a penalty shootout defeat of Germany, have appeared at every edition of the FIFA U17 Women’s World Cup finals apart from the 2018 finals in Uruguay.

Already, the Confederation of African Football has appointed Tunisian official Emna Ajbouni as referee, with her compatriots Khouloud Amri, Ameni Hammemi and Asma Chouchane as assistant 1, assistant 2 and fourth official respectively. Eugenie Mbainaye from Chad will serve as the commissioner.

For the return leg in Nigeria, Moroccan official Zakia El Grini will be referee, with her compatriots Ihsane Ennouajeli Nouajli, Karima Khadiri and Sabah Sadir in the roles of assistant 1, assistant 2 and fourth official respectively. • Insecurity: Bode George urges Tinubu to meet Gowon, Obasanjo, Babangida, Danjuma, Others; Deploy Technology

Insecurity: Bode George urges Tinubu to meet Gowon, Obasanjo, Babangida, Danjuma, Others; Deploy Technology

Former Deputy National Chairman of the Peoples Democratic Party (PDP), Chief Olabode George, has urged President Bola Ahmed Tinubu to urgently put machinery in motion to tackle the insecurity plaguing the country.

Speaking in Lagos on Wednesday, George, the Atona Oodua of Yorubaland, advised Tinubu to deploy modern technology to deal with banditry, kidnappings and other vices.

said the late governor of Ondo State, Rotimi Akeredolu, would be remembered for established Amotekun, adding that “we copied the American Constitution without following it to the letter”.

“Americans have the FBI, state police and the county police, but what do we have here?”

He, however, said that the Nigerian Constitution is part of the obstacle that is recklessly disturbing the growth of the country, adding that Tinubu should revisit the report of 2014 Constitutional Conference where all decisions taken were unanimous.

On the economy, George opined that “it is simple economics that when you have too much money chasing fewer goods, it leads to hyper inflation”.

He questioned the rationale behind the creation of the Ministry of Humanitarian Affairs and Poverty Alleviation, adding that working without data is not the best for the country.

George also criticised former Vice President Yemi Osinbajo as the first culprit.

He said it was unthinkable that a Professor of Law and Senior Advocate of Osinbajo’s repute will be going to the market to share money in the guise of trader money and market money.

The PDP chieftain, who admitted that the economic crisis in Nigeria is global, opined that subsidies on electricity and other essentials that will cut across all strata of the populace would cushion the effect of the downturn in the economy, “rather than sharing money without data”

He also suggested a meeting with retired military officers to gain from their experiences on how to tackle the menace.

Some of them include Generals Yakubu Gowon, Olusegun Obasanjo, Ibrahim Babangida, Abdulsalami Abubakar, Theophilus Danjuma, Mohammed Gusau and others.

He said: “The insecurity in the land is no longer a party affair. It is no longer a Tinubu problem. From the North to South, East to West, nobody is safe again.

“This is the time for Tinubu to urgently meet retired military chiefs. He needs their help. This is also the time to deploy technology. All these characters kidnapping and killing people all over the place are not as powerful as the government.

“We have seen how technology is being used to deal with enemies of state in other countries. We must use same here to deal with enemies of Nigerians. Nigerians are no longer safe in their country. This is no longer acceptable.

“There is a need to deploy technology and train the military boys on how to handle modern equipment such as unmanned aerial vehicles (drones).

“The military is usually designed to take care of external enemies. But when the level of insurgency is beyond the police to contain, there is what we call ‘Aid to civil power’. It’s a special military operation to assist the police in quelling insurgency. The security challenge now is horrendous, and there is a need to use modern weapons such as drones. ‘Gramatology’ can no longer help. Let’s train our boys (military) in the use of modern equipment.”

George, who described the gruesome murder of two traditional rulers in Ekiti as ‘sacrilegious’, said “it is time to have a state police”.

  • Protest Erupts  in Enugu South Re-run  as INEC officials Allegedly fail to present result sheets

Protest Erupts  in Enugu South Re-run  as INEC officials Allegedly fail to present result sheets

    By Flowerbudnews
Heavy protest has rocked the ongoing conduct of the re-run election holding in Enugu South Urban State constituency by the Independent National Electoral Commission (INEC).

Members of the Labour Party, who converged at the Robinson Primary School, Uwani and Uwani Secondary School venues of the election, raised an alarm and alleged that the election umpire failed to present original result sheets for the election.

However, members of the People’s Democratic Party (PDP), who held a counter protest, said that they have seen the result sheets, insisting that the election must hold as planned.

The by-election is holding in only eight polling units at the Robinson Primary School, Uwani and Uwani Secondary School, situated on the same street.

As at 12 noon on Saturday, the election is yet to commence despite huge presence of both military, police and DSS operatives due to disagreement on the availability of result sheet.

The state INEC’s Resident Electoral Commissioner (REC), Dr Chukwuemeka Chukwu, however arrived at the venue of the election at about 11:45a.m. pleading with the already agitated voters to allow for the conduct of the election, a plea which was roundly rejected.

The REC who had earlier spoken to reporters in phone conversation around 10a.m. said he has not been briefed on why the election was yet to commence.

Reacting to the impasse, the Senator representing Enugu East Senatorial district, Sen. Kelvin Chukwu, and the member representing Enugu North/South Federal Constituency, Chimaobi Atu accused INEC officials of compromise.

Chukwu said: “I was reliably informed that this election has been highly compromised. I got to this place, I met with the Electoral Officer and told him to do the simplest thing by showing all the candidates the original result sheets which he has not produced as am talking to you.

“That is what is causing the tension. I am worried because since INEC is yet to show the result sheets, the election may not hold. I haven spoken to the Assistant Commissioner of Police. I have spoken to an army officer in charge.

“I have told them what is required. I told the INEC man to show the people nthe result sheet, very simple. demand is that the original result sheet be shown to them. If that is not done, there will be no election.”

On his part, Rep. Chimaobi Atu said that his constituents were frustrated but were ready to defend the electoral process.

Atu said: “Getting to this place, there is no result sheet. The result sheet should be shown to them before anything. And INEC is not doing what they should do.

“So the people are demanding that the result should be shown to them so that their will be free and fair election. That is what the masses are standing for.”

However, the candidate of PDP in the re-run, Chief Sam Ngene, accused members of the Labour Party, including National Assembly members, Kelvin Chukwu and Sam Atu, of disrupting the electoral process.

Ngene said: “The election was about getting started until Sen. Chukwu and his supporters came here to disrupt it.

“Yesterday night, all the agent were shown the result sheets, but coming this morning, these people came here and started demanding for the result sheets.

“They should allow INEC set up their boots before demanding for result sheets. How can you be demanding for result sheets when they are yet to set up.

“They are jumping the gun. I am also calling on the security agencies to do the needful by moving Sen. Chukwu out of this place. He is not supposed to be here.” (Flowerbudnews)
