    The Deputy spokesman of the House of Representatives, Philip Agbese has ordered the immediate removal of Governor Hyacinth Alia’s portrait from his office.

    Agbese, who represents Ado/Okpokwu/Ogbadibo Federal Constituency of Benue State in the House of Representatives, said Alia is not fit to be a leader.

     

    “Today, I’m removing the portrait of Alia from my office because he’s not fit to be our leader. He has no respect for democracy, no respect for the Constitution.”

    Pointing to the portrait of the Secretary to the Government of the Federation, SGF, Gorge Akume in his office, Agbese said he is the leader of the All Progressives Congress, APC, in the state.

     

    He described the SGF as a fair and just.

     

    “He (Akume) remains the leader of the party and the father of the state, he’s a man of fairness, equity, and that’s why we love him, and he has earned his respect,” Agbese said.

    This is coming against the backdrop of an alleged rift between Alia and Akume over political issues in the state.

    NISER DG Simbine, Calls for Optimisation of Nigeria’s Youth Potential in Governance

    Professor Antonia Okoosi-Simbine, Director-General of Nigeria’s Social and Economic Research (NISER) has advocated the involvement of more young people in governance to enable the country to fully optimise the potential of its large youth population.

    “Nigeria, like most low- and middle-income countries, has a young and rapidly growing population, yet it does not have a commensurate level of government effectiveness and economic and infrastructure conditions. The failure to maximize and sufficiently involve the young people, has in part been instrumental in dragging the nation to its present state,” she said.

    In a lecture she delivered at the combined 11th and 13th Convocation of the Western Delta State University, Oghara, Mid-west Nigeria, on 2nd December, she said: “while more room is now being made to accommodate younger people, the youths have not been adequately engaged in governance,”

    Speaking on the theme: “Towards a People-Centred Governance Process in Nigeria: The Role of the Youth,” Prof. Simbine, said although the youths might not be “all-knowing, it is vital to admit that while an elder’s hand can touch the ceiling, their hand cannot enter the gourd. Hence, the need for a smaller hand. This proverbial statement depicts the interdependence involved in social life, from which governance is not exempt.”

    Official figures show that Nigeria is endowed with a young and rapidly growing population with a median age of 18.1 years, which implies that half of the country’s estimated 220 million population is ≤ 18.1 years old.

    Simbine, a former National Commissioner at Nigeria’s Independent National Electoral Commission (INEC) noted that challenges facing Nigerian youths were multifaceted but interrelated, including “limited access to quality education, unemployment, underemployment, poverty, poor infrastructure, corruption, insecurity, political marginalization, a poor healthcare delivery system, cultural and gender stereotypes, a lack of social services, the digital divide, cultism, and drug abuse.”

    Quoting the National Drug Law Enforcement Agency (NDLEA), she said, “about two-fifths of Nigerian youths are deeply involved in drug abuse,” which along with other factors lead to “youth restiveness, and involvement in fraudulent practices e.g. violence, rape, kidnapping, insecurity, and yahoo (internet crime), that is becoming rife in society.”

    She also identified “lack of funding and shrinking state of the economy” as other inhibitions to youths innovative and entrepreneurial abilities, resulting in the high rate of youth unemployment and anti-social vices.

    “These conditions serve as a major push factor for the emigration of the young. Some migrate legally while some do so illegally and out of frustration. In addition, some migrate legally but still do not find favourable economic conditions in their destination country,” she lamented.

    Simbine also harped on the pros and cons of the “Japa syndrome,” the desire of mostly young people to travel out of the country in search of better economic prospects, educational opportunities, or improved living conditions.

    “Reminiscent of the “Andrew checkout syndrome of the 80s,” she said, the advantages of this recent trend, “include increased exposure to economic opportunities, cross-cultural exposure, opportunities for professional growth, and remittances and repatriation of funds (which contribute to foreign exchange market activity and provide opportunities for investments and domestic job creation.”

    “However, the Japa Syndrome poses a major problem in that it is purely brain drain,” with “thousands of Nigerian-trained doctors presently practicing in the United Kingdom, while the Nigerian healthcare system is dilapidating.

    “It is also reported that Nigerians constitute the largest international student and worker communities in the United Kingdom, not to speak of the United States, Canada, the Arabian Peninsula and other countries,” said the NISER DG.

    Other implications of “this trend, include risks and losses in the process of organizing such departures, exchange rate risks leading to financial losses during repatriation, limited diversification, demographic shifts, labour shortages, economic dependence on remittances, disruption of social structures and relationships and decreased entrepreneurship,” Simbine affirmed.

    Nonetheless, the NISER DG counselled the graduates “to arm yourselves with a mindset of purpose and victory as you depart the four walls of the school,” adding: “The choices you make are very pivotal in shaping your future.”

    She encouraged them to enrol with the National Youth Service Corps (NYSC) Skills Acquisition and Entrepreneurship programmes, noting that the NYSC Scheme also “offers you a platform for social networking and employment opportunities, which could be short-, medium-, or long-term. That one year of youth service is a pivotal season in which one’s destiny can be made or marred. Hence, I advise that you participate in it with focus and a sense of purpose.”

    “Learning is a lifelong process. Make personal development a goal. Learn soft skills (emotional intelligence, problem-solving, critical thinking, conflict resolution, leadership, teamwork, time management, adaptability… and digital skills (Microsoft Office tools, data analytics) … You could also take professional courses whilst waiting to get a job she added. This way, you are equipping yourselves for the world of work.”

    On NISER, the Ibadan-based Federal Government research and policy Think-tank set up in the colonial era, but detached from the University of Ibadan in 1977, Simbine as its first female DG, expressed the hope that the “present government of President Bola Ahmed Tinubu, working with governments at the various state levels will base the governance process much more on empirically based socio-economic research to reap the most and best from resource utilization and expenditure for the ultimate benefit of the majority of citizens, especially the teeming youth population of Nigeria.”

    The Vice Chancellor Prof. Augustine Ikelegbe on his part, described the Western Delta State University as “a proud player in the private university system, which is leading the trail in quality education, the application of audio-visual learning facilities, the application of ICT and digital technology in Nigeria today.”

    A total of 426 students received first degrees at the convocation: with 18 earning First Class, 147 in the Second Class Upper, 218 in the second Class Lower and 43 in the Third-Class categories. Honorary degrees were also conferred on eminent figures including the Emir of Zazzau, Amb. Ahmed Nuhu Bamalli, CFR, Dr Keziah Awosika, and the Republic of Korea’s Ambassador to Nigeria Kim Young Chae. (Flowerbudnews):

    2024 Budget: Gov. Mbah earmarks ambitious 33% to education

    Enugu: Gov. Peter Mbah of Enugu State has earmarked an ambitious 33 per cent in 2024 budgetary allocation, which amounts to N134.5 billion, to the education sector of the state.

    It is recorded that Enugu State under Gov. Mbah is the first state in Nigeria to allocate such a bogus percentage and amount to education; thus, surpassing the United Nation’s recommended 25 per cent threshold for education.

    Mbah declared this on Tuesday while presenting the proposed 2024 Budget Allocation tagged: “Budget of Disruptive Economic Growth” to the Enugu State House of Assembly for consideration.

    The governor presented a gigantic N521.5 billion for 2024 budget for the state, adding that it was an ambitious and highest budgetary allocation in the state’s history meant to expand the economy of the state.

    According to him, in the total estimate, Enugu State proposes N107.2 billion is for recurrent expenditure and N414.3 billion capital expenditure for the fiscal year of 2024.

    He said: “We have taken the view that one of the surest ways of ensuring sustainable eradication of poverty is through the aggressive enhancement of our education and public health systems.

    “After all, we know that education correlates all over the globe with economic advancement and prosperity, while health on the other hand, is critical for the optimisation of the human resources of any nation or sub- national entity.”

    The governor further said that in line with the government’s commitment to reinvent the education system in the state “we are constructing 260 Smart Model Basic Schools across the 260 Wards in the State which will rank amongst the best in the country.

    “The pilot Smart Model Basic School in Owo community in Nkanu East Local Government Area is now ready for commissioning and similar schools will be replicated in all the 260 Wards across the 17 LG Councils in the State.

    “We are also in the process of constructing 260 Type-2 Primary Health Centres across the 260 wards in the state to cater for the health needs of rural communities which are paramount in our health care agenda,” he said.

     

    On security, Mbah said that no economic growth is possible without security, adding: “We have ensured the discontinuation of the ignoble Monday sit-at-home campaign.

     

    “We have boosted the security framework within the State with the introduction of the Distress Response Squad, which has recorded several successes, effectively bringing the crime rate in Enugu State to a bare minimum.

    “We are going further by commencing the installation of a CCTV surveillance network around the State. Work is at an advanced stage on this initiative,” he said.

    The governor noted that reliance on allocations from Federal Account Allocation Committee (FAAC) had not served the state and “is unlikely” not to take the state to “the promised land’; adding that the state was pushing hard in maximising its Internal Generated Revenue (IGR).

     

    “Consequently, this budget has a philosophy to maximise our IGR efforts, by improving efficiency of collections, enhancing efficacy of government services to the populace and evolving creative new IGR sources particularly by optimising our natural resources e.g. improved oversight and regulation of mining activities and landed assets.

     

    “All these are in our vision to make Enugu one of the top three states in Nigeria in terms of Gross Domestic Product and achieve a zero percent rate in the poverty headcount index.

     

    “We also intend to grow our GDP from the current $4.4b to $30b before 2031,” he noted.

     

    Mbah said that his administration within a few months had achieved the following: launched the ultra modern water scheme at Ninth mile which has a daily production capacity of 70 million cubic meters (70,000,000m3) of clean water, combined with the production of 50 million cubic litres from Oji River.

    This, he said, had capacity to give out a total daily volume of 120 million cubic meters a day as against less than 2,000,000m3 we meet on resumption of office.

     

    He said: “This achievement disrupts over two decades water scarcity in Enugu urban, and also fulfils our promise to Ndi Enugu to provide Enugu urban residents with water within 180 days.

     

    “We have awarded contracts for the construction and rehabilitation work on the over 81 roads including several urban roads as well as some priority non-urban roads.

     

    “Dualization of Enugu Airport flyover, to Eke Obinagu and Ebonyi border approximately 22km and also construction of Owo-Ubahu-Ama Nkanu-Neke-ikem road of approximately 45km. As you may be aware, work on these roads has since commenced.”

     

    The governor said that his administration had expanded the National Cash Transfer Register of the Federal Government from 43,000 to260,000 beneficiaries, adding that the expansion was to accommodate more poor and vulnerable residents in the state in line with the vision to eradicate poverty.

    He said: “We have commenced the accumulation of 300,000 hectares of land for our land bank, which will be made available to corporate farmers for massive cultivation of agro produce.

     

    “In line with this, one partner firm is already planting cassava under the pilot scheme of Cassava to Ethanol Programme in Aninri, Nkanu East, and Uzo Uwani LGAs.

     

    “Related to this we are advancing conversations with key development agencies for the development of Special Agro Processing Zones (SAPZs) in the three senatorial areas of the State.

    “We also held the Enugu State Investment Roundtable which attracted the best of the private sector as well as development partners such as AfDB, AFREXIM, FCDO, the World Bank, etc; thus, signalling our government’s zeal to transform Enugu State into private sector driven economy,” he added.   • Olukoyede  Seeks Media Enlightenment of Youths in Fight Against Internet Fraud

    Abuja (Flowerbudnews):Executive Chairman of the Economic and Financial Crimes Commission, EFCC,   Ola Olukoyede has urged the media to intensify enlightenment of youths in the country on the effects of indulgence in internet fraud.

    He made the call in Abuja on Monday,  while receiving a delegation of Daar Communication plc that came on a courtesy visit to the corporate headquarters of the EFCC in Jabi, Abuja, a statement by Dele Oyewale Head, Media and Publicity disclosed.

    Olukoyede decried the unsavoury effects of youth’s involvement in internet-related crimes,  pointing out that the practice has become a menace and cankerworm in the society.  He called on the media to design programmes aimed at enlightening youths on the evil of the crimes.

    “ We are looking towards Daar Communications to enlighten our youths on the evils of cyber crimes.  It is worrisome that seven out of ten students today are involved in cyber crimes.  These are the youths we are preparing to be leaders of tomorrow. The media should not relent in enlightening them on the evils of such criminal practices”, he said.

    He commended the management of Daar Communication on its commitment to broadcasting in Nigeria,  pointing out that its impact is real.

    He also applauded the media outfit for its contributions to the enlightenment campaigns of the EFCC against corrupt practices,  promising that the Commission will continue to partner with it in its continuing public awareness against economic and financial crimes.

    Earlier in his presentation,  Chief Executive Officer of Daar Communications Plc,  Mr Tony Akiotu congratulated Olukoyede on his appointment as the Executive Chairman of the EFCC,  describing him “as a square peg in a square hole”.

    He explained that his delegation came to the Commission “  to offer you our friendship,  goodwill and support “.  He also talked about the commitment of Daar Communications to corporate social responsibilities, stressing that “ we do a lot of CSR.

    We are the only media outfit in Nigeria that does CSR for people having health challenges. The same level of CSR can be extended to government agencies like the EFCC”.

    The Christ Evangelical and Life Intervention Fellowship says it will partner with the News Agency of Nigeria (NAN) to sustain peace and unity in Nigeria.

     

    Pastor Yohanna Buru, General Overseer of the Church, made this known while on a courtesy visit to NAN Kaduna Zonal Office on Wednesday.

     

    According to him, the visit was necessary to sustain the agency’s cordial relationship in ensuring peace and unity in Nigeria.

     

    Buru said NAN’s wide coverage and positive reports have led to peace award for him as the first Nigerian to win the ‘United Nations World Interfaith Harmony Week’.

     

    Buru said, ” I am a major beneficiary of NAN, i will continue to partner with the agency for peace and unity in Nigeria.”

     

    He said that the visit was also to extend congratulations to the new Zonal Manager of the agency, Bashir Rabe-Mani, to wish him success and divine guidance throughout his tenure.

     

    Buru emphasized that the visit was not his first encounter with the manager and that he looked forward to promoting peace and unity across the nation.

     

    The clergy said, ” It is a well deserved position due to commitment, dedication and sacrifice that qualified you, we have worked together in Sokoto; we shall sustain the relationship .”

     

    In his response, Rabe-Mani, commended Buru for the visit while assuring sustained support and partnership towards bolstering peace and unity in Kaduna State and Nigeria at large.

    Makinde presents N434.2bn 2024 budget proposal to Oyo Assembly

    Governor Seyi Makinde of Oyo State on Tuesday presented a budget of N434.2 billion for 2024 to the State House of Assembly for consideration and approval.

     

    According to Makinde, the budget is made up of N222.3 billion for capital expenditure, and N211.8 billion for recurrent expenditure.

     

    Presenting the budget tagged ‘Budget of Economic Recovery’, the governor said the capital expenditure is 2.4 per cent higher than the recurrent expenditure.

    He added that the 2024 budget was estimating an increased Internally Generated Revenue of N72 billion with an average of N6 billion monthly.

     

    Education gets the highest share of the budget with N90.6 billion or 20.8 per cent of the budget, followed by Infrastructure which gets N74.3 billion or 17.1 per cent of the appropriation bill.

     

    The health sector takes the third position with N40. 9 billion, that is 9.4 per cent and Agriculture has N15. 8 billion, that is 3.6 per cent of the total budget proposal.

    He promised that the 2024 budget would cover projects, policies and actions “which when implemented will cushion the effect t of the hardship the people are facing as a result of fuel subsidy removal.

    Makinde further said that his administration would continue to use technology to block loopholes, saying his government has no plan to increase taxes.

    The Lagos State Government has concluded plans to hold a hitch-free 2023 Food Festival aimed to create over 1,000 job opportunities to participants.

     

    The State Commissioner for Agriculture, Bisola Olusanya, disclosed this at a media briefing, on Thursday, held at “The Good Beach,” Victoria Island, on the highlights of the event, tagged: “Fusion of Different Flavours.”

     

    Olusanya, said the annual festival which evolves from “Sea Foods Festival,” is to showcase the huge potentials of the state to the outside world.

     

    According to her, the event scheduled for December 10 at the Muri Okunola Park in Victoria Island, will showcase high level of tourism, entertainment, lifestyle, music and different affordable foods to the delight of the attendees.

     

    Olusanya stressed, “The 2023 Lagos Food Festival is coming with a bang as families will have access to Continental delicacies from: Asia, Brazil, Europe and Africa.

     

    “The Lagos Food Festival is an all-inclusive event that project the diverse of the state. It connects those in the food and entertainment industry and the enthusiasts. The testimony that touches me is the fact that it creates opportunity for people to earn money in legit way as well as provide foodstuffs at subsidized rates.”

     

    The commissioner stated that “the event has continued to transform the lives of people and over 1000 jobs are expected to be created since the event is free for all.”

    Bisola Olusanya said that collaboration ahead of this year’s event is impressive despite the economic challenges in the country.

    The Nigerian Air Force (NAF) has put up the Falcon 900B aircraft for sale, which is a part of the presidential air fleet, calling on interested buyers to submit their bids.

     

    Information about the sale was contained in a flyer shared on the official X page of the NAF on Monday.

    The announcement partly reads: “The Federal Government of Nigeria has approved the sale of Falcon 900B aircraft owned by the Nigerian Air Force (NAF).

    In compliance with provisions of the public procurement Act 2007, the NAF hereby invites all interested parties to submit bids for purchase of the aircraft. The bids can be submitted by email or physically.

     

    “If submitted by email, the bids are to be password protected and sent to dproc@airforce.mil.ng while the password is to be sent separately to d proc2@ airforce.miI.ng.

     

    “For physical submission, the quotations are to be enclosed in an envelope and sealed while the envelope is to bear the name and address of the interested company/entity as well as the description and reference to the request.
