Alleged 2015 Zaria Massacre: IMN seeks prosecution of Buhari, El-Rufai, others

Abuja:  The Islamic Movement in Nigeria (IMN), also known as the Shi’ites, on Tuesday, demanded the investigation and prosecution of former President Muhammadu Buhari and ex-Kaduna State Governor, Mallam Nasir El-Rufai, over allegations bordering on the killings of scores of its members in Zaria.

Prof. Dauda Nalado of the Resource Forum of the IMN under the leadership of his Eminence, Sheikh Ibraheem Zakzaky (H) at a press briefing to mark the eight years of the alleged atrocity, also fingered retired General Tukur Yusuf Buratai, former Chief of Army Staff, as a culprit.

Nalado, who said December 12, 2023 made it exactly eight years, called for prosecution of every individual involved in the act.

“Today is exactly eight years after the infamous Zaria Massacre initiated by Buhari, jointly executed and supervised by the duo of retired General Tukur Yusuf Buratai and former Kaduna state governor Nasir Elrufa’i, among other top actors.

“We gather here today to commemorate this massacre and reiterate our call for justice to the victims of the massacre, as well as assert to the world that the Islamic Movement is actually the victor at last.

“Our revered leader, Sheikh Ibraheem Ya’qoub Zakzaky (H), has mentioned and reiterated severally that “truth can never be crushed with a gun” and that “guns are for the cowards and the foolhardy.”

“Yes, we have lost more than a thousand of our dear and loved ones to the dastardly act of the state forces, yet we eventually emerged victorious” he said

He alleged that “the Buhari-led regime and the Nasir Elrufa’i-led Kaduna State Government embarked upon campaigns of calumny and filed concocted court charges against the leader and the movement.”

“All these had woefully failed. Today, it is crystal clear that the Zaria massacre was nothing but an unprecedented and unjustifiable injustice in the history of Nigeria, meted on our leader by the Buhari-led regime.

“It is on record that several competent courts of the land have either dismissed or discharged numerous cases brought before them by security agents against the disciples of the leader.

“In fact in some cases, compensations for damages were awarded by these courts for violating the fundamental rights of the Sheikh, his wife, and some of the followers.

“Ladies and gentlemen of the press, as you are all aware, tyranny and injustice never flourishes, and there is always a day of reckoning.

“We will never forget whatever oppression meted out to us. We will like to once again reiterate our call for Justice:

“That the masterminds and executors of the Zaria massacre be brought to account,” he said.

He thanked all those who have stood by them during the trying moments.(Flowerbudnews)

ATASP hails Gov. Mbah commitment to agriculture, release of N532m counterpart funds

    By Flowerbudnews

Enugu: The Agricultural Transformation Agenda Support Programme Phase-One (ATASP-1), an intervention programme under the Federal Ministry of Agriculture and Food Security, has hailed Gov. Peter Mbah of Enugu State for his genuine commitment towards agricultural transformation.

Dr. Romanus Egba, the Programme Coordinator, ATASP-1 Adani-Omor Staple Crops Implementation Zone, gave the commendation in a message issued on Tuesday in Enugu congratulating Gov. Mbah for recent release of N532 million counterpart funds to the programme.

The recently released N532 million is a seven years outstanding counterpart funds from Enugu State Government meant for the programme in the state.

According to Egba, this real and genuine commitment will lead to an exponential food production increase in the state within a few harvest seasons.

“Gov. Mbah has demonstrated a strong desire to use his administration’s policy initiatives to achieve sustainable agricultural development in the state with his massive investments and strategic partnership with relevant stakeholders aimed at achieving quantum food increase in the state.

“His Excellency, Gov. Mbah has shown to us that he is genuinely committed to supporting ATASP-1’s impactful development interventions in the state with the recent release of N532 million as seven years outstanding counterpart funds from Enugu government to the programme.

“He has demonstrated that he is a compassionate leader who understands the feelings and needs of farmers in Enugu State and is ready to improve their productive capacities, income generation and living standards,” he said.

Egba stressed that with such support, ATASP-1 would always be ready to help the farmers both in terms of training on Good Agronomics Practices (GAPs) and provision of infrastructure to enhance their agricultural activities.

“With the recent payment of the counterpart funds, ATASP 1 is now in a position to assist about 12,000 farmers in the state for the dry season farming, establish agro-processing centres in the state as well as complete its ongoing jobs in the state.

“We are highly encouraged by the positive disposition of Mbah administration towards agriculture and aggressive efforts to kick-start dry season rice farming in the state,” he said.

Egba also noted that the massive support from Mbah’s administration would go a long way in helping the programme achieve its mandate of increased food production, job creation and uplift of standard of living in the state and nation.

The programme coordinator disclosed that the programme had invested billions of naira in massive infrastructure development in Uzo-Uwani Local Government Area, considered as one of the major agrarian areas of the state.

He said that these massive infrastructural developments included: the Ada Rice Irrigation Canal Lining Project and construction of over 63 kilometres access road within the irrigation command area.

“The progamme also constructed the Two-Span Obinna Bridge, ultra-modern rice market, solar-panel borehole, health clinic and two-block of classrooms in a bid to enhance food production and quality of life in the area among others,” he added. (Flowerbudnews)

Troops raid IPOB/ESN camps in Anambra, naturalise one, recover firearms

    By Flowerbudnews
Enugu: Troops of Exercise GOLDEN DAWN III has raided camps of the Indigenous People of Biafra (IPOB) and its armed affiliates the Eastern Security Network (ESN) in Orsumoghu general area of Anambra.

The troops, who achieved the feat in conjunction with personnel of the Nigerian Navy, the Nigerian Police and local vigilante operatives, also naturalised one armed ESN member and recovered one pump action rifle.

This is contained in a statement made available to newsmen in Enugu on Tuesday by Lt.-Col. Jonah Unuakhalu, acting Deputy Director, 82 Division Army Public Relations.

Unuakhalu said that the raid was carried out on Monday, Dec 11, 2023 based on a timely and credible intelligence on activities of the dissident and outlawed group.

“During the raid operations, the gallant troops cleared and destroyed IPOB/ESN camps. One of the terrorists was naturalized while others escaped with gunshot wounds and one pump action rifle was recovered,” he said.

In the same vein, on Saturday, Dec. 9, troops on patrol along Orsumoghu-Ukpor Road in Ihiala Local Government Area in Anambra came in contact with members of the irredentist group.

“However, due to superior fire power the criminals were forced to abandon their location.

“Items recovered included: 27 rounds of 7.62 x 51mm ammunition, three locally made hand grenades, two handheld radios, one pair of NPF uniform, a fragmental jacket and charms,” he said.

The army spokesman recalled that Exercise GOLDEN DAWN III was recently flagged off in the South-East to complement the security architecture of the region during and after the yuletide period.

“The General Officer Commanding (GOC) 82 Division Nigerian Army, Maj.-Gen. Hassan Dada, therefore wishes to enjoin members of the public to support the Nigerian Army and other security agencies with credible information.

“Citizens are also encouraged to go about their normal daily activities and businesses without fear of intimidation,” he added. (Flowerbudnews)

  • Senate unhappy with Information Ministry’s meager allocation in 2024

Senate unhappy with Information Ministry’s meager allocation in 2024

    By Kingsley Okoye

The Senate Committee on Information, has expressed reservation over meagre allocation for the Ministry of Information and National Orientation in the N27.5trillion 2024 budget.

Sen. Kenneth Eze, the Committee’s Chairman, said this when the Minister of Information, Alhaji Mohammed Idris appeared for the 2024 budget defense on Tuesday in Abuja.

‘’This is not a budget that can be visible if we are telling our story as a country, there is no way we can go far, you have a great initiative on how you are going to transform the country in the area of information.

“I wonder how you are going to do that with these little resources.

“Information ministry is a very sensitive ministry that should be taken seriously and funded and if we are talking about the Renewed Hope Agenda that we want as a country, the information ministry should be at the forefront.

‘’It should be the image maker to sensitise the people, there is a widening gap between the government and there must be enough information to bridge in the gap,’’ he said.

Eze added: “I looked around in the budget, I didn’t see the Nigeria Press Council, APCON and other agencies, is the government telling us that the agencies are being scraped, that they can function without personnel,?
‘’Who will pay their salary? just few months ago, new DGs and Executive Secretaries were appointed.

”Hon. Minister, this is serious matter for the committee to look into and we shall surely do that.’’

The Minister had informed the senators that national values and attitudes re-orientation campaign under the aegis of National Values Charter (NVC), would be launched in 2024.

“It is the desire of the ministry to have a big national conversation around our values and attitudes re-orientation, so that Nigeria will at least rediscover itself and reclaim some of those values that had been eroded over the years, so we can have a better country for all of us.

‘’We also desired the launch of the national and international branding campaign for Nigeria to highlight and showcase its immense natural and cultural resources.

‘’We are also going to convene regular series of press briefings and media engagements for cabinet members and other senior government officials to avail Nigerians of what various ministries and agencies are doing, so that Nigerians will be carried along on what and what are the projects and programmes of the government.

‘’We also intend to invest resources in modernising the government information and communication management and regulatory system across the agencies like News Agency of Nigeria (NAN), Nigeria Television Authority(NTA) and Federal Radio Corporation of Nigeria(FRCN),’’ he said.

He added that the N1billion allocated for the Ministry as capital expenditure in 2024, was not sufficient for the implementation of the programmes.

  • Labour fumes as FG stops N35,000 award payment

Labour fumes as FG stops N35,000 award payment

The organised Labour and the Federal Government are on a collision course over the government’s failure to sustain the payment of N35,000 wage award to workers.

Workers in the Federal Civil Service, in separate interviews with our correspondent on Monday, noted that the Federal Government only paid N35,000 wage award for September.

Following the removal of the fuel subsidy by President Bola Tinubu on his assumption of office, the Federal Government agreed to pay N35,000 to each of its workers to reduce the hardship caused by the subsidy removal.

The government, in a memo signed by the Chairman, National Salaries Wages and Income Commission, Ekpo Nta, stated that the payment of the wage award would begin to take effect from September 1, 2023.

However findings by our correspondent indicated that the government only paid the wage award for September.

A senior civil servant in one of the core ministries, departments and agencies said, “The wage award was only paid once and I assume that was the one for September. Since then, we have not received another. We all are confused as there has been no official communication from the government as regards the matter. We are all confused at the moment.”

Another civil servant, who spoke to our correspondent on the condition of anonymity, said, “What you heard is true. We have not received anything else other than the initial wage award which was paid. The government cannot continue to let the citizens suffer. Our takehome salaries cannot even take us home any longer at this point.”

Also speaking with our correspondent, a civil servant in one of the Federal Government-owned schools in Abuja noted that the workers were only paid the wage award for one month.

“We only received for one month which I assume was for September. Though the peculiar allowance introduced by the former administration is still being paid alongside our salaries, we have not received any such thing as a wage award. The government needs to stop playing games with our emotions.

The Head of information at the Nigeria Labour Congress, Benson Upah, in an interview with our correspondent said, “This betrays the government’s dishonorable intentions and is completely unacceptable.”

When asked if the NLC would take action, he said, “Certainly, the congress will do something about this but what it will do will be dependent on the appropriate organs of the congress. On communication with the government, sure, we will. It usually precedes our actions.”

But the spokesperson for the Office of the Accountant General of the Federation, Bawa Mokwa, in an interview with our correspondent in Abuja on Monday allayed fears of civil servants. Mokwa noted that plans were ongoing to ensure that civil servants receive their wage awards.

“The process is ongoing. They will be paid. The process to pay the wage awards has commenced.”

Meanwhile, the Federal Government has budgeted N1tn for minimum wage adjustments, promotion arrears and severance benefits for civil servants, an analysis of the 2024 appropriation budget released by the Budget Office of the Federation has revealed.

This is as the head of information of the Nigeria Labour Congress, Upah further explained to our correspondent that the congress would kick against any form of imposition of a new minimum wage by the Federal Government.

Upah told The PUNCH in Abuja that negotiations had yet to commence, but he expressed optimism that talks on the new minimum wage would start soon.

“No, not yet but soon, I suppose,” Upah said when asked if the congress had received notice for the commencement of negotiations surrounding the new minimum wage.

Upah said, “ The national minimum wage law is a product of collective negotiation by all the critical stakeholders, workers, employers (plus private sector), and government. It cannot be fixed by fiat by any stakeholder. Thus, any unilateral action by any party will not only be presumptuous but contemptuous and injurious to other parties and will certainly be at variance with the law and principles governing this variant of minimum wage-setting procedure.”

  • ECOWAS CHANGES GEAR ON MILITARY COUP PLOTTERS*

ECOWAS CHANGES GEAR ON MILITARY COUP PLOTTERS*

    By Paul Ejime

ECOWAS leaders have resolved to set up a committee of three Heads of State to negotiate a “short” transition programme to democracy with the Niger Junta having failed to carry through with its threat to use military force to restore constitutional order in the country following the 26 July military coup.

In another climb down, the Authority of ECOWAS Heads of State and Government directed Member States “to exempt the Transition Presidents, Prime Ministers, and Foreign Ministers of the Member States in Transition (Mali, Guinea, and Burkina Faso), from the travel ban and other targeted individual sanctions imposed on them.” The three countries and Niger are under military dictatorships.

These were some of the major decisions contained in the Communique of the regional leaders’ one-day Summit held on Sunday, in the Nigerian capital Abuja, which is most eloquent in its equivocation and ambiguity in response to the growing unconstitutional moves by some governments, with potential threats to peace and security in the politically restive region.

The 11-page, 54-point Communique said the Presidents of Togo, Sierra Leone, and Benin should engage with Niger’s National Council for the Safeguard of Homeland, “CNSP (the French acronym) and other stakeholders with a view to agreeing a short transition roadmap, establishing transition organs as well as facilitating the setting up of a transition monitoring and evaluation mechanism towards this speedy restoration of constitutional order.”

“Based on the outcomes of the engagement by the committee of Heads of State with the CNSP, the (ECOWAS) Authority will progressively ease the sanctions imposed on Niger,” it said, adding: “In the event of failure by the CNSP to comply with the outcomes of the engagement with the Committee, ECOWAS shall maintain all sanctions, including the use of force, and shall request the African Union and all other partners to enforce the targeted sanctions on members of the CNSP and their associates.

“The Authority further deplores the lack of commitment on the part of the CNSP to restore constitutional order. Consequently, the Authority calls on the CNSP to release (ousted) President Mohammed Bazoum, his family, and associates immediately and without precondition,” the Communique affirmed.

The Summit also directed the ECOWAS Commission “to embark on deep reflection and explore the possibility of convening (an) Extraordinary Summit on unconstitutional changes of government aimed at promoting peace, security, and democracy in the region.”

Many had expected the Abuja Summit to come down hard on the unconstitutional decisions by some regional leaders.

For instance, in utter violation of Article 64 of Guinea Bissau’s Constitution, President Umaro Sissoco Embalo has dissolved the opposition-controlled parliament, following clashes between the National Guard members and the nation’s armed forces, which the government called a coup attempt.

The Summit only expressed “deep preoccupation with the recent developments in Guinea-Bissau and the threats they pose to constitutional order” and “therefore calls for the full respect of the national constitution and a transparent investigation into the various events in accordance with the law and, with a view to ensuring the quick restoration of all national institutions.”

The Authority also decided “to extend the mandate of the ECOWAS Stabilisation Support Mission in Guinea Bissau (SSMGB) for one year,” in what many observers consider as a “reward for authoritarianism.”

Regarding Senegal, where President Macky Sall recently proscribed an opposition party and sacked members of the national electoral Commission with a few months to a crucial presidential election, the Communique said: “The Authority takes note of preparations towards the 25th of February 2024 presidential election and urges the Government and stakeholders in the electoral process to continue to prioritize inclusivity and transparency towards the conduct of the poll.”

Sierra Leone is another Member State under palpable political tension following the government’s two reported coup attempts within the past three months in the aftermath of the disputed June presidential election amid allegations by the government linking the opposition APC and figures to the coup.

The Elections Commission for Sierra Leone declared President Julius Maada Bio re-elected with 56% of the vote, but his rival Dr Samura Kamara and his opposition party have vehemently rejected the results claiming that the election was marred by fraud.

By the weekend of the Abuja Summit, Sierra Leone’s former President Ernest Bai Koroma, an opposition leader, was reportedly put under “house arrest,” after security agencies interrogation him for several hours over the reported coup that killed more than 20 people. Many arrests have been made and more than a dozen inmates reportedly escaped from prison in the nation’s capital, Freetown.

President Bio of Sierra Leone is now named on the Committee of three Heads of State to negotiate the restoration of constitutional order in Niger, and perhaps, to prop his government, ECOWAS leaders at the Abuja summit “directed the Commission to continue supporting Sierra Leone and facilitate the deployment of an ECOWAS Standby security Mission for stabilization.”

Similarly, on The Gambia, while urging “the Government and stakeholders to expedite the adoption of a new Constitution, ahead of the 2026 general elections, as well as the implementation of the White Paper on the recommendations of the Truth, Reconciliation and Reparation Commission,” the Summit “decides to extend the mandate of the ECOWAS Mission in The Gambia (ECOMIG) for one year, and instructs the Mission to continue to support The Gambia in the implementation of the White Paper and needed Defence and Security Sector Reforms.”

With four of 15 ECOWAS member States under military rule, and the governments of three other member States being propped up by military forces, it is an understatement that democratic governance is on an accelerated decline in the region.

Experience has shown that some leaders of beneficiary governments of regional military forces, tend to use/misuse the forces to further their selfish political interests and ambitions.

Analysts have continuously pointed out that bad governance, corruption and “political, unconstitutional and ballot box coups,” by the political class are mainly responsible for the resurgence of military coups in West Africa. But while ECOWAS is quick to condemn the former, it either ignores or romanticises the latter, hence the growing criticisms of the regional bloc for inconsistency and poor leadership.

Meanwhile, the regional leaders at the Abuja Summit also reiterated their commitment to the “eradication of terrorism and other threats to peace, security, and stability in the region,” and therefore resolved “to urgently review efforts to activate a standby force for counterterrorism operations in areas infested by terrorist groups.”

“The Authority takes note of the commencement of assignment by the (ECOWAS) Special Envoy on Counterterrorism, Ambassador Baba Kamara, and directs the Commission to facilitate his mission.

“The Authority directs the Commission to intensify collaboration with sub-regional counterterrorism initiatives such as the Accra initiative and MTJN and urges member states to increase funding for joint maritime operations and exercises in the region and to improve coordination and collaboration among various ministries, departments, and agencies responsible for maritime security,” said the Communique.

Dr Omar Alieu Touray, President of the ECOWAS Commission, read the Communique of the summit, which was attended by seven Heads of State of the 15-nation Organization, while others were represented, except Mali, Guinea, and Burkina Faso, which are suspended.

Prime Minister Ouhoumoudou Mahamadou, in President Bazoum’s toppled administration, represented Niger.

Presided over by Nigeria’s President Bola Tinubu, the current Charman of the Authority of ECOWAS Heads of State and Government, who called for engagement with the military juntas for the peaceful restoration of constitutional order and good governance, the Summit was also attended by the African Union and UN representatives.

The fact that ECOWAS, once acclaimed as a forward-looking Regional Economic Community with a good track record in conflict prevention, management, and resolution, now appears to be foundering beggars belief.

Granted that the global socio-economic and political environment has evolved; unless there is a drastic change in the dispositions of leaders at national, institutional, and regional levels, the perennial security and governance challenges facing the ECOWAS region will likely worsen with dire consequences on the regional integration agenda set by the organisation’s founding fathers.

Most of the achievements chalked by ECOWAS in the past were traced to the independent-mindedness and supranational orientation of the Commission, which is charged with the coordination and implementation of critical and strategic programmes and policies that will deepen cohesion and progressively eliminate identified barriers to full integration.

For instance, in 2009, the ECOWAS Commission was able to make former President Mohamadou Tandja’s to reverse his unconstitutional dissolution of Niger’s parliament.

Also, the Commission based on a damning report by its fact-finding Mission refused to send an election Observation Mission to the 2011 election in The Gambia and subsequently withheld recognition of the results of that election, in which then authoritarian President Yahya Jammeh claimed victory.

ECOWAS requires an urgent change of tact guided by principled stance and tough decisions against undemocratic behaviours to restore its past glory and save its waning reputation.(Flowerbudnews)
