    Shakeup in police as IG deploys 14 AIGs, 26 CPs

    The Inspector-General of Police, Olukayode Egbetokun, has ordered the posting and redeployment of 40 senior police officers comprising 14 Assistant Inspectors General of Police and 26 Commissioners of Police to various commands and formations in the country.

     

    The Force Public Relations Officer, ACP Olumuyiwa Adejobi, in a statement on Thursday, said the postings and redeployments were part of a mandate to have a professionally competent, service-driven, rule of law-compliant, and people-friendly police force, and to reflect the new status of senior officers who were recently elevated to their next ranks.

     

    The PUNCH reports that the move followed the approval of the Police Service Commission.

    While noting that the posting was with immediate effect, Adejobi added that the IG has charged the newly posted/redeployed officers to work in tandem with the force’s policy and support the agenda of government for economic recovery and growth as well as sociopolitical development of the country.

    Abuja   The National Security Adviser (NSA), Nuhu Ribadu, says women’s partcipation in peacebuilding at the community level is critical to strengthening national security.

    Ribadu stated this in Abuja on Tuesday at the 2023 Women’s Peace Forum (WPF)  with the theme “Strengthening Women’s Strategic Engagement in Climate-Focused Peace Making in Nigeria”.

    Ribadu was represented by Head of Strategic Communications, Office of the NSA, Zakari Mijinyawa  at the event organised by the Centre for Humanitarian Dialogue (HD) in partnership the Government of Canada.

    For this, he said, the Federal Government was putting in place special measure to mainstream woman into peac building activities.

    “As you are aware, the renewed hope agenda has one of its key pillars as strengthening national security. The plans for police reform and also moving millions of Nigerians out of poverty cannot be done without empowering woman.

    “Woman are victims, and also contributors to peace at community levels. So it is a key pillar of national security that at every level, women are involved.

    “Indeed, the federal government is taking special measures to mainstream women into peace building activities.

    “So that is why we thought it is very important to come in and participate and also to contribute in shaping the resolutions of this programme,” Rbadu said.

    On rehabilitation efforts in the North-East, Ribadu said both the federal and state governments have been supportive to persons impacted by the impact of violent extremism and terrorism.

    He said that the federal government under President Bola Tinubu has expanded the Ministry for Humanitarian Affairs to include poverty alleviation and to meet the needs of those affected by conflicts and insecurity.

    ”In Maiduguri and in most of the rehabilitation and reconstruction efforts, women are involved in both peace building and in addressing their needs in the areas of health, psychosocial support, and also in rebuilding communities.

    “ So this is at the heart of recovery going forward,” Ribadu said

    Speaking, the UN Women Country Representative to Nigeria and ECOWAS, Ms. Beatrice Eyong said that the current peace and security challenges in Nigeria, have devastating effects, particularly on women and girls  and other vulnerable groups.

    This according to Eyong includes climate change vis-a-vis the farmer-herder crisis, cybercrime, kidnapping for ransom, armed robbery and incessant attacks by the insurgents, among others.

    She said there was need for the patricians to deliberate further on those challenges during this conference to identify sustainable solution

    “It is evident that while climate change continues to put pressure on the wellbeing and  livelihoods of many communities and individuals in Nigeria and beyond, as its impact is not gender neutral.

    “Women and girls continue  to be disproportionally affected by environmental degradation and climate change.

    “ Women tend to be more reliant on natural resources for their livelihoods compared to men, and often have limited rights to information and participation in decision-making, including conflict prevention and peacemaking, at all levels,’’ eyong said.

    The Country manager of  HD, Dr Chris Agoha, observed that as communities migrate from climate-related crises, women were more vulnerable to security threats and violence.

    Agoha decried that woman who play a significant role in small-scale farming and food supply in Nigeria, they were not usually part Nigerians making policies about food security.

    He said that the conference was to see how climate change was adversely impacting on women in terms of carrying out their daily activity, especially women with farming as their source of livelihood.

    “There is a big climatic conditions, all about global warming and all that. So this climate change is affecting every aspect of our life, particularly women in terms of what they do.

    “It’s bringing conflict, depletion of natural resources. If you look at the crisis in the middle belt, there is this problem of farmer herders clash.

    “ It’s been exacerbated by climate change. There’s shrinking grazing space and land is being contested,’’ Agoha said.

    During the panel session, the Director-General of the Benue Peace and Resolution Commission, Mrs Josephine Abba said:”until Nigeria begins to accept that women are critical participants in the society, nothing can be achieved in the area of peace and food security.”(NAN)(www.nannews.ng) /Flowerbudnews

    Enugu: The Police Command in Enugu State has arrested no fewer than 53 criminal male suspects for various offences while recovering firearms, ammunition and others exhibits in the state.

    The police covered the following items which included: 28 firearms of assorted calibers, 30 live ammunition, 66 live cartridges, 25 vehicles and 16 motorcycles from the suspects arrested in various parts of the state.

    Parading the criminal suspects on Tuesday in Enugu, the Commissioner of Police, Mr Kanayo Uzuegbu, said that the police operatives within the Command also rescued five kidnapped victims in the state.

    Uzuegbu noted that the state had remained relatively peaceful enough for all and sundry to go about their lawful businesses.

    According to him, this is not to mean that there are no pockets of crimes and criminality in the state, like every other state in the country and human society in general.

     

    He said: “It is on record that we have been able to drastically reduce incidences of kidnapping, particularly on some of our highways like the Opi/Nsukka and Ozalla/Udi Roads, which at some point were topical and challenging issues.

     

    “Unfortunately, we have recently intercepted some social media reports suggesting that there are still high incidences of kidnapping in the state.

    “Interestingly, after diligent analyses of the reports, most of which are basically unfounded and uncalled for.

     

    “We realised that what the peddlers of the reports do is to exaggerate and blow cases of night time abduction and carjacking most of which are not recent occurrences, out of proportion; thereby making it appears as if there were real-time occurrences that one should be worried about.”

     

    The commissioner said that the Command had found out that some of the criminal activities, particularly that of abduction during night hours, are mostly committed by secret cult members.

    Uzuegbu said that he had directed the officer in-charge of my Anti-Cultism Squad to put in more efforts and ensure that cult groups and their criminal activities are further reduced to the barest minimum.

     

    “In fact, I have the approval of Gov. Peter Mbah, to ruthlessly deal with and rid the state of unrepentant cultists and their criminal activities. We must ensured that this is carried out to the latter.

     

    “However, let me categorically make it clear that we remain focused in ensuring a more secured and safer Enugu State, and shall not be distracted by such narratives.

    “Especially now that the good and law-abiding people of the state are beginning to truly commend and appreciate our candid efforts in tackling crime situations in the state,” he said.

     

    The commissioner said that the “state is safe and peaceful enough for residents, visitors and investors to carry out their businesses, adding that residents should continue to be law-abiding, vigilant and promptly report criminal activities to the nearest Police Station.

     

    On the Christmas and New Year festivities being around the corner, Uzuegbu assured the residents especially those that would be coming back to celebrate the season with their loved ones, of adequate security.

    He said: “I use this opportunity to once again thank Gov. Mbah for all the support his administration has been giving to the Police, and his commitment to enthrone a peaceful, safe, secured and economically prosperous Enugu State.

     

    “I also wish to thank the Inspector-General of Police, Dr Kayode Egbetokun, for his sound leadership style and guidance, which have made our policing duties less cumbersome and more productive in the state.

     

    “I wish to appreciate other security agencies, the Neighbourhood Watch Group, Forest Guards and local vigilantes, as well as the law-abiding citizens for all their support and assistance, which have immensely contributed to our operational successes.     The Nigerian Army has said soldiers operating under 81 Division prevented a suicide attempt by one Mrs Francesca Spark, who plunged into the Lagos lagoon around 81 Division Officers’ Mess, Marina, in an attempt to take her own life.

     

    Lt.-Col Olabisi Olalekan Ayeni, Acting Deputy Director, Army Public Relations, 81 Division Nigerian Army, in a statement, said the troops of 65 Battalion deployed at the officers’ mess, who sighted Spark quickly rescued her.

     

    “She was given first aid and stabilized by the battalion medical team. After stabilization, the family was contacted, and she was handed over to her husband, one Mr Spark Oghene Ovie, residing at Awoyaya Lagos,” the statement said.

     

    It said the General Officer Commanding (GOC), 81 Division, Major General Muhammed Takuti Usman, commended the soldiers for being observant and for their ingenuity, courage, and gallantry.

     

    He said he was pleased that soldiers brought their training in disaster management to bear in such a critical situation that could have claimed the life of a fellow citizen.

     

    Usman, who said such an operation is a military operation other than war conducted during emergencies or natural disasters, affirmed that troops have been trained to support leading agencies during emergencies.

     

    He assured residents of the Army’s commitment to protect them and their properties even during emergencies.

    Enugu:  The 82 Division of the Nigerian Army has urged residents of Enugu State not to panic when they see movement of army troops and equipment.

     

    The Division also urged residents, especially those living within Udi Local Government Area and its adjoining communities, not to panic when they hear gunshots sound between Tuesday, Nov. 7 and Thursday, Nov. 9, 2023.

     

    The acting Deputy Director, Army Public Relations, Lt.-Col. Jonah Unuakhalu, said in a statement on Friday in Enugu that the movement of troops, equipment and gunshot sounds would be part of a range classification exercise of the Division.

     

    The statement was titled: “82 Division Nigerian Army Training School to Conduct Range Classification Exercise from Nov.7 to Nov. 9, 2023”.

     

    “Consequently, members of the public especially residents of Ogbede, Ukehe, Umoka, Affa, Ochima and Onyohor communities should not panic on sighting heavy movement of troops and equipment and hearing of gunshots sound on the mentioned date.

     

    “Similarly, locals are advised to stay away from the range area throughout the exercise as it will involve the use of live ammunition,” Unuakhalu said.

     

    The army spokesman further explained that 82 Division Training School is saddled with the responsibility of training and retraining of soldiers within the Division’s Area of Responsibility (AoR).

     

    According to him, the school is presently running its Fourth Quarter Basic Battle Course 6 of 2023.

     

    “In line with training activities for the course, the School will be conducting range classification exercise for the students from Nov. 7 to Nov. 9, 2023 at the 82 Division Nigerian Army Training Area in Udi Local Government Area.

     

    “The exercise is aimed at improving weapon proficiency and marksmanship skills of the students, as well as to ascertain the serviceability of weapons and practice the theory taught in class,” he added. (Flowerbudnews)

    Enugu: The Enugu State Police Command of the Nigeria Police Force (NPF) digitised Central Motor Registry (CMR) has commenced full operation within the state.

    The Command’s Spokesman, DSP Daniel Ndukwe, said on Friday in Enugu that the revived CMR Registry office is located at the Operations Department Building of the Police Command State Headquarters in GRA. Enugu.

     

    Ndukwe said that the CMR Registry had among other things, the responsibilities of ensuring that vehicle owners seamlessly apply and register their vehicles, resolve application or registration issues, and to facilitate investigations of motor vehicle theft and recovery.

     

    According to him, the office also handles issues relating to motor vehicle information requests, change of ownership, change of license or number plate, change of chassis or body, and the change of vehicle colour requests.

     

    “The office additionally handles requests for international driver’s permits and international certificates for motor vehicles, and pending when the suspended issuances of permits are lifted, the office will also handle issues of tinted glass and spy number plate permits.

     

    “Recall that the Nigeria Police Force recently revitalised, digitised, and re-launched the CMR Registry, originally established over 60 years ago, to enhance the security and safety of all kinds of vehicles, including motor vehicles, tricycles, and motorcycles.

     

    “The CMR Registry, which serves as a comprehensive database of motor vehicles in Nigeria, will further equip the Police in the enforcement of motor vehicle-related laws, and to detect or deter the commission of motor vehicles associated crimes in the state.

     

    “It will further facilitate the Police’s seamless and productive investigations of vehicle stealing, carjacking, and related crimes in the State, and to generally enhance national security,” the police spokesman said.

    Ndukwe said that the state Commissioner of Police, Mr Kanayo Uzuegbu, had urged residents of the state to visit the State Command CMR Registry office to register or handle central motor vehicle registration issues, and to request the other mentioned services.

     

    He said that residents could alternatively visit the CMR portal via https://cmris.npf.gov.ng to apply and ensure the utmost security and safety of their vehicles.

     

    He said: “They can also call the Command’s Control Room number 08032003702 or the CMR Registry office 08033464871 for inquiries.

     

    “To this end, the commissioner has charged the officer in-charge and other personnel of the State CMR Registry office to ensure utmost professional and excellent service delivery to members of the public.

     

    “The commissioner also warned the officer in-charge and other personnel of the State CMR Registry office that anything in the contrary will not be tolerated.”

    Abductors of Broadcast Journalist/Editor, Nten Ekpang, with Trust TV have made contact with his family, demanding One hundred million naira ransome.

     

    Our correspondent recalls that Ekpang was Kidnapped on October 1,2023 at a village near Lokoja in Kogi State,north central Nigeria while on his way back to Abuja, after taking his family for a holiday in Uyo, Akwa Ibom State.

    A xlose family contact, Kevin Chianan, who confirmed this to newsmen in Abuja on Thursday night, said the kidnappers called the wife and demanded ten million naira Ransome for his release.

    “My name is kelvin and a friend to Nten Ekpang, who happens to travel on Sunday to Akwa-Ibom State to drop his family with the mother inlaw.

    “I called him yesterday, (Wednesday), in the morning and he told me he was in the park to which he was about to leave Uyo to Abuja”

    I called him back at about 6p.m to find out wether he has got to Abuja but I couldn’t get in touch with him, his number was switched off. At about 9p.m, I was called that he had been kidnapped”, he added.

     

    Journalists in Abuja have appealed to the captors to set him free unhurt, while calling on the Security Agencies in Kogi State to ensure a safe rescue of the Broadcast Journalist.

     

    Our Correspondent reports that the driver of the bus was set free by the kidnappers and now with the Security to help in the rescue effort.

     

    The Nigeria Police, Kogi state command is yet to make a statement concerning the kidnap incident.

    Gov. Hyacinth Alia of Benue, has called for the deployment of more troops and more army Forward Operating Bases in some parts of Benue to address the security challenges bedeviling the state.

    Alia made the call when he paid a courtesy call on the Chief of Army Staff (COAS), Lt.-Gen. Taoreed Lagbaja, on Tuesday in Abuja.

    He requested that the forward operating bases (FOBs) be established in Guma, Logo, Ukum and Kwande local government areas to help stem insecurity in the areas.

    He said that the people of Benue were agrarian people with farming as their main stay, adding that most fertile parts of the Benue Valley had become inaccessible to farmers due to threats by bandits and violence from armed herders.

    According to him, two to five or more people are killed every week as a result of violence from these gangs and groups, which in a few number of cases, the media do not capture.

    “The 4O1 Special Forces Brigade is trying its best with its deployment mostly on the main roads while killings continue to take place in the hinterland.

    “They are also hampered by insufficient manpower, the APCs and patrol vehicles.

    “Sir, my prayer to you is for the forward operating bases to be established in Anyiin in Logo local local government area, Zaki-Biam in Ukum local Government Area and Udei and Gbajimba in Guma local government area.

    “It should be established also at Naka in Gwer West local government area, Pontar in Konshisha local government area and Adikpo in Kwande local government areas.

    “In the immediate term, while hoping that a full-fledged battalion can be established at Ugbema, our second prayer is for the 401 special force brigade and operation Whirl Stroke should be provided with additional manpower and patrol vehicles to improve their reach,” he said.

    The governor said the state government was willing to provide the army with the needed shelters for the forward operating bases and some logistics.

    He said that some local governments in Benue also share boundaries with the Cameroon, adding that the discovery of solid minerals in those areas was likely to exacerbate the security situation there.

    According to him, it is therefore important that proactive steps be taken by establishing an infantry battalion to cover the general area.

    Alia also pledged to ensure support and cooperation of the communities and locals to ensure an end to the challenges.

    In his remarks, the Chief of Army Staff (COAS), Lt.-Gen. Lagbaja, said he had been reviewing the situation in Benue and pledged to do what is best to restore peace to the Benue valley.

    He promised to deploy more troops and combat enablers to 104 forward operating base (FOB), adding that the  establishment of more FOBs is subject to budgetary provisions.

    He assured the governor of the commitment of the army to ensure the return of peace to the state to enable farmers to return to their farms and boost the economy of the state and the nation at large.

    Katsina:  In what looked like a scene from an action movie, under the cover of darkness, gunmen stormed Government Boys Science Secondary School in Kankara Local Government Area of Katsina State in December 2020.

    Before security agencies would respond to distress calls, the bandits had whisked away no fewer than 300 of the students from their hostel. They spent one week in captivity.

    Earlier this month, gunmen kidnapped five students of Federal University, Dutsin-Ma. Their captors are still demanding ransom as at the time of filing this report.

    The above scenarios reflect the security challenge Kastina State has faced in recent years. In addition to abductions, there is also the challenge banditry, cattle rustling, and armed robbery, among others.

    This has continued to raise concern not only among the residents of affected communities, but also to the government and other stakeholders.

    The consequences of the problem on the socio-economic lives of the people in the 34 Local Government Areas of the state have been enormous, ranging from poverty, hunger, school drop-out, among others.

    For instance, some farmers have abandoned farming activities. The implications of this need not be explained.

    The most affected Local Governments Areas are: Batsari, Danmusa, Jibiya, Kankara, Safana, Faskari, Sabuwa and Dandume.

    In these areas, many of the residents have migrated to where they consider safe even when such areas lack basic amenities. The vulnerable—widows the poor, widows, orphans, children and the aged being the worst hit.

    Some residents of such communities have lamented that bandits move freely with weapons in their areas, adding that sometimes they enter markets to extort the residents.

    “Sometimes they kidnap young women who are unable to migrate and rape some of them.

    “In some places, they also impose taxes on the residents before allowing them to cultivate crops,” residents who pleaded for anonymity told the News Agency of Nigeria (NAN).

    Another resident, who gave his name as Mallam Abdullahi, said: “sometimes, residents sleep on roof tops. Sometimes we sleep in the bush and return in the morning in our bid to escape from terrorists attack.

    “As I am speaking with you, the only people left in our area are widows, children, the aged and the physically challenged persons as all able-bodied men have fled the community.

    To change this narrative, Gov. Dikko Radda, said during his inauguration on May 29, 2023, that the task of his administration would be “providing peace and prosperity for the people”.

    “The insecurity issue will be paramount for this administration, and we will deploy all available resources to end banditry and criminality across the state.

    “We will also engage communities in this fight to ensure that security is sustained.

    “To those affected by banditry and other forms of insecurity, I assure you that my administration will do its best to rebuild your lives.

    “We will also focus on your mental well-being and provide special support to women and girls who have endured unimaginable pain,” the governor said.

    As demonstration of vow Radda, on Oct. 10, 2023, inaugurated Katsina Community Security Watch Corps (KCSWC), to complement security agencies in the ongoing fight against the menace.

    Radda recalled that during his electioneering campaign, he traversed the 361 wards in the state and witnessed the devastating effects of insecurity on several communities.

    “People have been denigrated to poor living conditions, immense psychological trauma, and a complete demolition of socio-economic development,” he said

    He said in line with his campaign promises security has been the topmost priority of his administration and has invested vast resources to ensure sustainability in the fight against the criminality.

    “This should come as no surprise to anyone as 22 out of 34 local governments in Katsina face severe security challenges,” he said.

    Radda, therefore, said the introduction of the Community Watch Corps (KCSWC) illustrated his administration’s proactive approach to those security challenges.

    “By leveraging localised knowledge and fostering trust, we are not merely addressing symptoms, but targeting the roots of insecurity in our state.

    “To our dear officers, as you step out into the field, remember that you now bear a significant responsibility.

    “You are not just protectors but also role models, mediators, and pillars of support. Remember, the real essence of your training goes beyond physical readiness or tactical expertise.

    “It is about the development of a character that understands the value of empathy, community cohesion, and cultural respect“, he said.

    He urged members of the team to be guided by the core valued behind establishment of their team.

    “You have been saddled with the responsibility of facing a deadly enemy who has no respect for life or peaceful existence.

    “These bandits have brought pain upon our mothers, daughters, sons, and fathers, and it is our religious obligation to protect them,” Radda said.

    He promised to fully support all the security agencies, the security watch corps, vigilant groups, amongst others to enable them would work together to eradicate insecurity.

    The State’s Commissioner for Internal Security and Home Affairs, Dr Nasiru Muazu-Danmusa, said the government would not negotiate with any criminal, but would do everything humanly possible to protect the people.

    “I think Katsina has highest number of Internally Displaced Persons (IDPs) in the North-west zone as a result of that insecurity.

    “However, we are making efforts to reverse the narration by putting in place excellent strategies that will address the problem,” he said.

    Muazu-Danmusa said the government has benchmarked salaries of the KCSWCs on the basis of the national minimum wage to boost their morale for effective service delivery.

    He further said the government was constructing offices for the corps, has provided them with patrol vehicles, motorcycles, weapons, gadgets, among others for their effective operations.

    “So, we are going in tandem with the provision of the constitution in providing them with all these things,” he said.

    He said that the corps was made up of indigenes of their host communities who have been in forefront in the fight against the terrorists therefore are familiar with the terrain.

    The Commissioner of Police the Police Command in Katsina State, Mr Aliyu Abubakar-Musa, said recently the Command recorded successes in fighting banditry, kidnapping, armed robbery and other criminal activities in the state.

    “Notwithstanding the modest achievements, more still need to be done”, he said.

    Abubakar-Musa said 1, 005 suspects were arrested in connection with 853 reported criminal cases in June, 2023, alone.

    He also said the command has rescued 171 kidnap victims and neutralised five suspected kidnappers during the period under review.

    The CP added that the police recovered 600 suspected rustled animals, four AK 47 rifles, six locally made guns and 517 live rounds of ammunition, among other achievements.

    To ensure sustainability of the new approach, the governor also inaugurated “Security Intervention Trust Fund Committee” that would secure funds to be used in addressing those security challenges bedeviling the state.

    Radda said the committee would identify prominent state indigenes and corperate organisations to solicit funds required for that purpose.

    He said the committee would suggest areas where the funds would be utilised, and propose modest projects to be executed with the funds raised.

    Such projects, he said, would be support the security measures in such areas as rehabilitation of victims and job creation for young persons.

    Mr Aliyu Abdulkarim, a resident, advised the government to provide the corps with modern weapons and ensure that they worked in synergy with other security agencies.

    He further advised the government to do everything possible to boost morale of the KCSWC personnel.

    Abdulkarim also advised the neighboring states to work in synergy with Katsina by sharing intelligence, operation and resources to rid the entire zone of the unfortunate security situation.

    It is expected that if the community-based approach works the people of the state would sleep with their eyes closed, while socio-economic activities would flourish more than before. (NANFeatures) www.nannews.ng / Flowerbudnews
