    NSA seeks stakeholders collaboration in tackling illicit arms proliferation

    Abuja:  The National Security Adviser (NSA), Malam Nuhu Ribadu, has called for support and collaboration of all stakeholders in the efforts to rid Nigeria of illicit flow of small arms and light weapons.

    Ribadu, represented by his Special Adviser, Special Duties, Amb. Mohammed Ahmed, made the call at a roundtable on the Control of Small Arms and Light Weapons in Nigeria, on Thursday in Abuja.

    The roundtable with the theme, “Mapping the Landscape of SALW Proliferation in Nigeria: Gaps and Opportunities”, was organised by the National Centre for the Control of Small Arms and Light Weapons (NCCSALW), and Mines Advisory Group.

    The NSA said the proliferation of small arms and light weapons undermines security, hampers progress and erodes the very foundation of society.

    According to him, it is a challenge that no single entity can combat alone, hence, the support and collaboration of all stakeholders are not just beneficial but essential.

    “As we engage in discussions today, let us be guided by the urgency of our mission and the knowledge that the success of the NCCSALW is intrinsically linked to the security and prosperity of our society as a whole.

    “Each perspective shared, each commitment made, and each partnership forged here is a reminder of previous commitments and will serve as a building block towards a robust and resilient framework for small arms and light weapons control.

    “I urge you, esteemed partners, to lend your support wholeheartedly.

    “Whether it is through policy advocacy, resource allocation or operational collaboration, your contribution is a lifeline that will empower the Centre to achieve its mandate,” he said.

    The National Coordinator of NCCSALW, retired Maj.-Gen. Abba Dikko, said the roundtable was a testament to the collective resolve of the Nigerian Government, international partners and civil society organisations to overcome the challenges posed by illicit arms within Nigeria’s borders and beyond.

    Dikko said the centre had since establishment in May 2021, being unwavering in its mandate to secure the nation against the threats posed by unregulated arms.

    He said their efforts had been geared towards fostering synergy among line ministries, departments and agencies, and fortifying partnerships with reputable national and international stakeholders, as well as Civil Society Organisations.

    These collaborations, according to him, are crucial, as the complexities of SALW proliferation demands concerted and unified approach.

    He said the theme of the roundtable reflected their commitment to not only understanding the extent of the challenge but also identifying and leveraging opportunities for impactful interventions.

    “We aim to elevate the discourse on SALW management and control, and to galvanize broad-based support for our ongoing efforts to ensure an illicit-arms-free Nigeria.

    “We seek to enhance collaboration with national and international stakeholders, to provide a platform for meaningful interaction, and to explore opportunities for capacity building and technical assistance.

    “These objectives align with our strategic goal of eradicating the scourge of illicit arms, thereby safeguarding our nation’s security and facilitating the socio-economic development that our people rightly deserve.

    “Key future strategies pivotal to this mission include enhancing personnel skills through targeted training in security management and disarmament.

    “We are also planning an advanced ICT setup for a national database of SALW to unify and streamline inventory management,” he said.

    The coordinator also called for strengthening collaboration with stakeholders for advocacy and awareness, alongside ongoing capacity-building initiatives at various levels to ensure they remain at the forefront of SALW regulations and practices.

    He added that a crucial step forward would be the presidential assent to the Centre’s Bill, which was anticipated to provide the legal authority necessary for better operational effectiveness.

    On her part, the Regional Programme Manager, Gulf of Guinea for Mines Advisory Group (MAG), Laurie Druelle, said the event represented a significant step in their collective commitment to addressing a matter of great importance for Nigeria.

    Druelle said that the proliferation of SALW had continued to pose direct threat to the lives of civilians and communities in Nigeria as well as the overall prosperity of the nation.

    According to her, in spite of the considerable efforts put in place by government and security forces, access to resources and basic services remain challenged by armed violence in many areas of the country.

    “Indeed, the access to, the circulation, and the ownership of illegal weapons is enabling some actors to gain power and resources over others.

    “This inequity is further increasing pre-existing grievances between groups and in turn, is generating more conflicts.

    “For MAG, small arms and light weapons are indeed instruments of violence but are not the standalone cause of violence.

    “As such, armed violence should be addressed holistically. This means that securitisation efforts should be linked to efforts which seek to reduce inequalities altogether.

    “There should be increased access to services, resources and infrastructure in an inclusive manner, as well as by promoting peaceful dialogue and building trust between communities and representatives of the security sector,” she said.

    Druelle said the organisation had in collaboration with NCCSALW trained more than 400 security sector staff on weapons and ammunition management, in line with international standards.

    She added that they had also destroyed more than 3,000 weapons and built or rehabilitated 19 key infrastructures such as armories, across the country. (NAN) (www.nannews.ng)/Flowerbudnews

    Enugu: The Police Campaign Against Cultism and Other Vices (POCACOV) has urged Nigerians irrespective of philosophical inclinations and religious beliefs to take deliberate steps to enshrine peace in their communities and workplaces.

    The National Coordinator of POCACOV, CSP Ebere Amaraizu, gave the task while speaking with newsmen in Enugu on Thursday on the importance of tolerance as foundation for lasting peace.

    Amaraizu, who spoke on the sidelines of the United Nations International Day for Tolerance being celebrated every Nov. 16, noted that peace does not come by accident but “is a conscious effort to tolerate others”.

    According to him, without deliberate and sustainable efforts anchored on justice, it will be quite difficult to achieve tolerance and lasting peace that follows it.

     

    “Justice encourages tolerance and mutual understanding which bring about community peace. Community peace building entails social, religious, political and cultural tolerance among all.

     

    “It cut across the principle of fairness and fair play devoid of not taking anybody’s interest for granted.

     

    “Fair play (or fairness) promotes the understanding that nobody is losing and this ultimately encourages mutual trust and understanding that everybody is a stakeholder and partner in progress,” he said.

     

    The national coordinator also urged Nigerians to reflect on those values, standards and discipline which promote tolerance, justice and mutual understanding for effective community peace building.

     

    “Tolerance is mutual respect, acceptance and appreciation of the rich diversity of our world cultures, forms of expression and ways of being human.

     

    “We must show tolerance and love. We must be compassionate .We must protect our environment and make it friendly,” he said.

     

    Amaraizu urged all to join hands with POCACOV in its ongoing campaign on shaping the public awareness and advocacy for community peace building in our community for a functional and healthier community.

     

    “We must understand that no meaningful activity or development can take place in an atmosphere of rancour, bitterness and unjust environment,” he added.

     

    The United Nations has set aside every Nov. 16 as the International Day for Tolerance to promote all discourse and ideals on how people and society in the World could use tolerance in building lasting peace. (Flowerbudnews)

    20-year-old kills father in Kaduna

    A 20-year-old man, David Felix, has allegedly killed his father for appearing in his dream.

     

    He was said to have committed the crime at their residence in Madakiya village, Zango-Kataf Local Government Area of Kaduna State.

     

    He claimed that his father appeared in his dreams as a bird with a human face, attempting to harm him, hence he had no choice but to kill him.

     

    The incident, according to police, occurred on September 30, 2023, before the boy was apprehended.

    It was gathered that during an interrogation at the State Police Command Headquarters, the suspect admitted to the crime, expressing regret for his actions.

     

    He narrated that he took the step after waking up from sleep, using a pestle to assault his father while he was asleep.

     

    The state Police Public Relations Officer, ASP Mansir Hassan, who presented the suspect to journalists on Wednesday announced that charges would be filed once the investigation was concluded.

    National Security Adviser, Nuhu Ribadu, on Wednesday, said that some suspected political thugs that brutalized the National president of the Nigeria Labour Congress, NLC, Joe Ajaero have been arrested.

    recalls that the NLC president was attacked in Owerri, Imo State capital on November 1 when workers in the state staged a protest over unpaid salary.

     

    The NLC and the Trade Union Congress, TUC, had declared nationwide strike, demanding the arrest of the suspected thugs and their sponsors.

    Following the commencement of the strike, which has relatively crippled economic activities in some parts of the country, Ribadu, in a statement signed by the Head of Strategic Communications in the Office of the National Security Adviser, Zakari U Mijinyawa, urged the organized labour to halt the ongoing nationwide strike.

     

    He confirmed that some arrests had been made regarding the brutalization of the NLC president, pledging that the outcome of the investigation would be made known to the general public.

     

    The statement reads partly, “The NSA is particularly worried about the implications of the strike action on the livelihood of ordinary Nigerians and its potential impact on economic security and other strategic national interests.

    The NSA regrets the incident and condemns it in its entirety as it was against the rule of law and the principles of freedom of association and expression subscribed to by President Bola Ahmed Tinubu and his administration.

     

    “The Federal Government will never condone such an act.

     

    “As a fallout of the incident, relevant authorities were directed to conduct thorough investigation into the circumstances surrounding the assault and bring to book the culprits.

    Available update indicates that some arrests have already been made in this regard. The outcome of the investigation will be made public as soon as it is concluded

    The Minister of State for Police Affairs, Imaan Suleiman-Ibrahim, has revealed that the police high command will execute President Bola Tinubu’s directive for the withdrawal of police personnel from VIP security duties, and developing a community policing strategy, amongst others.

     

    The minister made the development known on Monday during a two-day management retreat at the Ministry of Police Affairs.

     

    While noting that the Nigeria Police Force and the Ministry of Police Affairs were at a critical juncture, and currently struggling with the consequences of decades of neglect that have hindered their ability to fulfil their constitutional mandate, she added that the ministry was committed to aligning its efforts to contribute to the realisation of Mr President’s vision for a renewed, highly effective NPF.

     

    Suleiman-Ibrahim said, “The Police Inspectorate Department, in particular, should evolve its operations to focus on robust monitoring, evaluation, accountability, and learning. Reports must be factual, practical, and evidence-based, and serve as critical tools for enhancing police performance. It must champion the review of the curriculum of the training institutions to ensure they are reflective of the evolving landscape of law enforcement, incorporating contemporary practices and international standards.

    The Police Service Department has multifaceted responsibilities and must rise to the occasion by ensuring administrative optimization, making sure that relevant policies and procedures for the police are in place and up to date while also fostering the adoption of cutting-edge technology. It must be at the forefront of efforts to ensure we evolve an intelligence-led, technology-driven, inclusive, and community-based police force in Nigeria.

     

    “The Planning, Research, and Statistics Department must position itself as a knowledge hub, providing historical insights and conducting cutting-edge research to inform policymaking. By fostering partnerships with renowned research institutions and staying current with global trends, this department will play a vital role in shaping evidence-based strategies for the Nigerian Police Force.

     

    “As you are aware, our key mandates include developing and implementing a harmonized police reform report, amending the Police Act, executing Mr President’s directive on the withdrawal of police personnel from VIP security duties, and developing a community policing strategy, amongst others. We must not see these mandates as mere tasks but as transformative initiatives that can enhance internal security in Nigeria.”

    Meanwhile, in June, The PUNCH reported that following the establishment of the 40,000-man Special Intervention Squad, the Inspector General of Police, Olukayode Egbetokun announced plans to withdraw Police Mobile Force personnel from VIP escort/guard duties.

    Egbetokun who spoke during a meeting with Squadron leaders and Tactical Commanders at the Force Headquarters, said the development was to allow the police to take back its place in the ‘internal security architecture’ of the country.

     

    However, while clarifying the misunderstanding in regards to the IG’s directive concerning the proposed withdrawal of the Police Mobile Force from specialised escort and services for VIPs last Wednesday, the Force Public Relations Officer, ACP Olumuyiwa Adejobi noted that the NPF did not intend to strip VIPs (who are legally and statutorily entitled to police escorts) of their security details, noting that doing so would be unsafe and counterproductive.

     

    He said, “Get the message right: We understand that there has been some misunderstanding regarding the directive of IGP Olukayode Egbetokun about withdrawing members of the Police Mobile Force Unit from Specialized Escort and Services for VIPs. It’s crucial to provide clarifications to address this.

     

     

     

    “First and foremost, let us be clear: at no point did the Force intend to strip VIPs (who are legally and statutorily entitled to Police escorts) of their security details. Doing so would be unsafe and counterproductive. Instead, the objective is to reassign the withdrawn PMF personnel to the recently established Special Intervention Squad.

     

    “For those who genuinely require specialized police escorts, this vital service will continue to be provided by other units of the Force, such as the Special Protection Unit. However, individuals who do not fall within and enjoy the legal framework for such security details would strictly be screened and their applications thoroughly assessed for consideration, if necessary.

     

    “To eliminate any misunderstandings, it’s crucial to clarify that the withdrawal of Police Mobile Force personnel does not equate to a blanket ban on all Police Officers from providing VIP escort services. This withdrawal pertains specifically to PMF personnel, who are just one unit within the broader Police Force.

    The newly deployed Commissioner of Police in Osun State, Mr. Isyaku Mohammed, has resumed duty.

     

    Mohammed is succeeding AIG Patrick Longe (retd), who recently retired from the service.

     

    A statement by the Osun Command’s Public Relations Officer, Yemisi Opalola, on Friday said the new Commissioner, holds a degree in Accounting and two Masters degree in Business Administration, as well as, Strategic Studies & Security Administration.

     

    Opalola also said Mohammed was appointed into the Nigeria Police Force in August, 1996 as Cadet Assistant Superintendent of Police.

    The statement further read, “A new Commissioner of Police, CP Isyaku Mohammed has been posted to Osun State Command and has assumed office today 10th November, 2023.

     

    “CP Isyaku Mohammed has served in various capacities at different States of the country, including FCT, Abuja. A pure-bred professional who has, since joining the Force, made waves in the departments that hold the Nigeria Police namely: Administration, Operations and Investigations, like a colossus.

    Abuja:   The National Security Adviser (NSA), Malam Nuhu Ribadu, has assured voters and residents of Kogi, Bayelsa and Imo of adequate security during Saturday’s governirship elections.

    Ribadu gave the assurance in a statement by the Head, Strategic Communication, Office of the National Security Adviser, Zakari Mijinyawa, on Friday in Abuja.

    He warned political actors to shun violence and charged security agencies to adhere to operational code of conduct and professional ethics during the exercise.

    According to him, security agencies have made adequate preparations for safe, secure and transparent elections, in line with the directive of President Bola Tinubu.

    The NSA, who is the Co-Chair of the Inter-Agency Consultative Committee on Election Security, therefore, charged all security, intelligence and law enforcement officers deployed for election security duties to conduct themselves creditably.

    He said that the Federal Government had mobilised all the required resources for the smooth conduct of the elections and called on all election managers to adhere strictly to the instruction given by the President.

    Ribadu further said that a monitoring system had been deployed to the field to collate any evidence of violence and irregularities.

    He vowed that there would be severe consequence on anyone found to have disrupted the conduct of the elections or abused his authority.

    Lokoja (Flowerbudnews): The Police Authorities in Lokoja have announced restriction of vehicular movement from 12 Midnight of Friday till 6pm Saturday, November 11 as part of security measures to ensure smooth poll.

    Kogi police Command Spokesman, SP William Ovye Aya announced the restriction in a statement he signed on behalf of the Deputy Inspector General of Police in charge of Kogi State Election.

    The Police advised travellers who needed to pass through Kogi state to their destinations to use alternative routes.

    The Force appealed to the general public to adhere to the order to avoid any inconveniences they might encounter while en-rout Kogi State.

    Immigration rescues 2 Niger-bound mothers to NAPTIP in Kebbi

    The Kebbi State Command has handed over two mothers suspected to have been victims of human trafficking to the National Agency for the Prohibition of Trafficking in Persons (NAPTIP).

    The Comptroller of the NIS in the state, Mrs Rabi Bashir-Nuhu, disclosed this to newsmen on Thursday in Birnin Kebbi.

     

    Bashir-Nuhu said the victims, from Edo, were arrested in Kebbi while travelling to Niger via Kebbi when they were arrested by immigration border personnel in the Yauri Local Government Area of the state.

    The victims, who are mothers aged 31 each, have children; one has one child, and the other has three children.

     

    “They have left their children at home as they were promised domestic jobs in Niger Republic and have no travelling documents – no visa and no passport.

     

    “We have to apply Pact 10 and 11 of Immigration Act 2015, to intercept them and hand them over to NAPTIP,” she said.

    The comptroller reassured that the NIS would not allow any suspicious character or person profiting from human trafficking to escape the service drag-net.

     

    The victims, in their confession, confirmed that they were going to the Niger Republic, following their sisters’ invitation, who claimed to have secured a job for them.

     

    “I have one boy and two daughters and I am taking this step for myself so as to have a better life for myself and my children,” one of the victims said.

     

    Receiving the victims, the Head of Operation of NAPTIP in the state, Alhaji Sadiq Atiku, said that the agency would undertake a proper and thorough investigation into the matter to unravel the perpetrators.

     

    “We thank the NIS for making our job easier, and we are going to investigate thoroughly from the victims’ take-off destination, the transporters and people involved, to their trafficking to Niger.

     

    “We are going to rehabilitate and counsel the victims and ensure that they are united with their children,” he said.

    Atiku commended the NIS for its collaboration with the agency in the fight against human trafficking in the country.
