    ENHA urges Enugu Govt. to constitute, inaugurate Board on Road Maintenance

    The Enugu State House of Assembly has urged the state government to constitute and inaugurate the Board of Enugu State Road Maintenance and Development Agency.
    According to the assembly, it is in compliance with the Enugu State Road Maintenance and Development Agency Law passed in 2022 and assented by the immediate past governor, Chief Ifeanyi Ugwuanyi.
    This is contained in a motion for the constitution and inauguration of the Board sponsored by the lawmaker representing Igbo-Eze North State Constituency II, Mr Clifford Obe, in the House on Friday.
    Obe said that the motion would strengthen the institutional framework for effective and sustainable road maintenance across the state.
    While reiterating that the law establishing the agency was enacted in 2022, the lawmaker lamented that in spite the law, the governing board had neither been constituted nor inaugurated.
    The development, he maintained, had prevented the agency from being operational as well as undermining oversight, decision making and resource mobilization.
    Contributing, the House Minority Leader, Chief Iloabuchi Aniagu, revealed that the Board, when constituted, would help to ensure prompt maintenance of roads in the state to avoid them collapsing completely.
    Aniagu argued that it was cheaper to maintain than reconstruct a road, saying the board would lessen the responsibilities of the Ministry of Works and Infrastructure.
    The minority leader asked the state government to activate the board to enable it carry out its responsibility of maintaining roads in the state.
    Another lawmaker, Mr Okey Mbah, said the board would do a great service to the state, as it would save the government from reconstructing dilapidated roads every time.
    Mbah added that aside saving the government financial resources, the house had a responsibility to ensure that laws when passed were implemented effectively.
    He pointed out that immediate constitution and inauguration of the agency’s would strengthen road governance, improve service delivery, and guarantee a sustainable road maintenance culture that would serves the state.
    In his remarks, the Speaker of the House, Chief Uche Ugwu, commended the sponsor and co-sponsors of the motion for their passion to see that roads in the state are in good condition.
    The House also passed for a second reading the 2026 Budget Estimate of ₦1.62trn.

    Oyo State Governor, Seyi Makinde has presented the 2026 Appropriation Bill to the House of Assembly, tagged the “Budget of Economic Expansion”, with infrastructure development and education receiving the largest allocations.

     

    While addressing lawmakers in Ibadan, the governor announced a budget estimate of Eight Hundred and Ninety-One Billion, Nine Hundred and Eighty-Five Million, Seventy-Four Thousand, Four Hundred and Eighty Naira, Seventy-Nine Kobo (₦891,985,074,480.79).

    “The 2026 budget of economic expansion, totalling 891,985,074,480.79, builds on the foundation of stability to drive productivity and inclusive growth.

    “₦502,846,477,812.85 is dedicated to capital expenditure, while ₦389,138,596,667.94 will go to recurrent expenditure.

    “This is another milestone budget; we are edging closer to the ideal 60:40 ratio between capital and recurrent expenditure.

     

    “In this budget, capital expenditure stands at 56.37 per cent, while recurrent expenditure is 43.63 per cent. We will continue to prioritise sectors that directly expand our economy,” Makinde stated.

     

    In his address, the Speaker of the House of Assembly, Adebo Ogundoyin, commended the governor for his visionary leadership and the progress achieved under the 2025 “Budget of Economic Stabilisation”.

    “The Budget Proposal reflects a bold fiscal direction aimed at deepening development and human capital growth in our dear state.

     

    “As the 10th Oyo State House of Assembly, we remain steadfast in our oversight responsibilities. We will ensure that every naira appropriated is accounted for and that every project delivers measurable impact.

     

    “We will continue to work collaboratively with the Executive and other arms of government to implement policies and programmes that uplift our people and transform our state.

     

    “Together, we can drive Oyo State towards becoming the fastest-growing economy in Nigeria, a state where development is both tangible and people-centred,” Ogundoyin said.

     

    According to the News Agency of Nigeria, the 2026 Oyo State Budget composition includes: Personnel – ₦156,385,612,074.34; Overhead – ₦122,212,984,593.60; Other Recurrent – ₦110,840,000,000.00; Total Recurrent – ₦389,338,596,667.94; and Capital Expenditure – ₦502,646,477,812.85.

     

    Sectoral allocations include: Education – ₦155,209,617,317.20 (17.4%); Agriculture – ₦19,987,210,324.16 (2.2%); Health – ₦70,849,163,558.07 (7.9%); Infrastructure – ₦210,025,443,802.16 (23.5%); and Others – ₦435,913,639,479.19 (48.9%).

    The indigenes of Dunukofia Local Government Area (LGA) of Anambra have congratulated Gov. Chukwuma Soludo on his re-election victory at the just-concluded Anambra Governorship Election held on Nov. 8, 2025.

    This is contained in a statement issued and signed by the Deputy Chairman, Dunukofia Traditional Rulers Council, Igwe Emeka Ilouno, on behalf of the Dunukofia Traditional Rulers Council on Tuesday.

    Hundreds of members of the People’s Democratic Party (PDP) in Ido local government, Oyo State, have defected to the All Progressive Congress (APC).

     

    The defection was facilitated by Engr. Aderemi Oseni, the lawmaker representing Ibarapa East/Ido federal constituency at the House of Representatives, through his Remi Oseni Committee of Friends (ROCOF).

     

    Oseni, who is the Chairman, Federal Road Maintenance Agency (FERMA), described the event as unprecedented in the history of Ido local government.

     

    ‎He affirmed that APC will defeated PDP in 2027 and return to power in Oyo, come 2027 general elections.

     

    “It is beyond human opinion, God has been the one driving this project and that is why we’ve been receiving over 1500 members of PDP in Ido local government, decamping into Remi Oseni Committee of Friends in APC.

     

    “It is something that is unprecedented, it is something that is unimaginable and in the history of politics in Oyo State. I think this would be the first of its kind and on that note,

     

    “We give all glory to God and we are still expecting more, and we would be moving from local government to local government receiving all PDP and all other political parties, who would be decamping to APC via the vehicle of Remi Oseni Committee of Friends movement.

     

    “We are committed to a common goal, and that common goal is for us to ensure that we work tirelessly, to ensure that President Bola Ahmed Tinubu is returned to power in 2027, by the grace of God,” Oseni said.

     

    The defectors, led by Chief Nureni Adeoye, described himself and others as returnees, saying it has been a while they had been with Oseni and praised Oseni’s impact on his constituents and described him as a record breaker.

    For philanthropist and community leader Hon. Francis Barthlomew Chima, known across Lagos as OmoBarca, politics is not a means to personal wealth but a platform to serve humanity. In this exclusive interview, the African Democratic Congress (ADC) stalwart discusses his record of empowering widows and youths, promoting religious harmony, and his vision for a united and prosperous Ajeromi-Ifelodun.

    “My love for people is what drives everything I do. I was helping long before politics . Politics only gives me a wider platform to do more.”

    Championing Widows and the Less Privileged

    OmoBarca’s humanitarian work began long before he joined politics. Known for his consistent support for widows and the less privileged, he says helping others is his calling.

    “Some people want to set up their own businesses but lack the funds, and God has used me to help some of them,” he said.
    “The widows especially need help, and God is the husband of the widows. I do more charity work for them than for the youth. I give them food regularly and financial support to grow their businesses. The widows know that OmoBarca takes good care of them — you can ask them to confirm.”

    A Political Journey Rooted in Faith

    Speaking about his political path, OmoBarca said joining the African Democratic Congress (ADC) was a divine direction.

    “I am in ADC now because that is where God has directed me to be,” he stated.
    “Our prayer is to be among those who will repair this country. Whatever God gives us the power to do, we will do it well.”

    He added that his track record of youth empowerment will continue if given the opportunity to serve officially.
    “I have done a lot for the youth, and if elected, I will do even more — and do it well,” he said.

    Service to Ajeromi-Ifelodun

    OmoBarca insists that his work for the people of Ajeromi-Ifelodun predates his political ambition.

    “The things I have done for my people were not because of politics. My love for people is what drives everything I do,” he explained.
    “Now that I am in politics, it is an opportunity to do more. When I call the people to come out and vote, they respond because they know my record. That’s why my name is well known — OmoBarca.”

    “If they ask who has done the most for Ajeromi-Ifelodun, I should be number one — not because I am proud, but because I have served faithfully.”

    Inspiring the Youth

    Beyond philanthropy, OmoBarca sees youth empowerment as the foundation of community development.

    “I always tell the youth that if they don’t work, they won’t eat. They must be willing to work hard,” he said.
    “There is nothing God cannot do, and He never forgets those who work diligently. I have been working, and so have they, and I believe God will remember Ifelodun.”

    Preaching Unity Across Tribes and Faiths

    Known for his inclusive style, OmoBarca says he does not believe in tribal or religious politics.

    “I am not a tribalistic person. I bring everyone together — Igbo, Hausa, Yoruba — as long as you are a Nigerian,” he said.
    “My politics is for the masses. Many people think all politicians are liars, but that’s not true. I have been serving people long before politics, and I continue to do so with humility.”

    A Calling, Not a Career

    When asked why he joined politics, OmoBarca said it was simply an extension of his humanitarian work.

    “I joined politics to have a bigger platform to do what I’ve always done — serve people. I don’t want the youth and children of Ajeromi-Ifelodun to suffer what we suffered,” he said.
    “I am not in politics for selfish reasons. Some politicians come into it for their own gain, but I am in it to serve.”

    “Politics is not for selfish gain. It is a tool for service. I am in it because of my people.”

    Overcoming Opposition

    OmoBarca has faced resistance from political rivals, but he says his focus remains on service.

    “I have faced opposition since joining this race, mostly from people who don’t like the good I’m doing,” he recounted.
    “One serious incident had to be resolved by our leader, Ogbeni Rauf Aregbesola. They tried to paint my name black because of their selfish interests, but God has been faithful. The same people who fought me know the good I’m doing.”

    Promoting Religious Harmony

    OmoBarca is well known for his generous support of all religious communities.

    “I celebrate every religion — Islam, Christianity, and traditional faiths. I support all and do what God gives me the power to do,” he explained.
    “During Ramadan, I slaughter one cow each day for 30 days so people can eat. From 2015 to 2023, I’ve sponsored between eight and seventeen people each year to Hajj — even when I was dragged to court, I still sponsored 17 pilgrims.”

    He also supports Christian communities with food, donations, and sponsorship of church programmes.
    “For Christians, I give out numerous bags of rice and support church programs. I also do things for traditional rulers and Obas quietly because I believe in unity and respect,” he said.

    Empowering Traders and Supporting Health Initiatives

    OmoBarca’s philanthropy extends to the health and business sectors.

    “In the health sector, I’ve done a lot. There was a woman who lost her baby and was detained in the hospital because she couldn’t pay her bill — I paid it,” he said.

    “For market people, I have empowered traders in Boundary Market — pepper sellers, palm oil sellers, and others. I’ve also helped with signage and billboards in the markets. I visit them personally because I believe in connecting with the people directly.”

    A Final Message to the People

    As the 2027 elections approach, OmoBarca urges residents of Ajeromi-Ifelodun to take their civic responsibility seriously.

    “I am pleading with my people to go and get their Permanent Voter Cards (PVCs) — everyone from 18 years and above — because their votes count,” he said.

    “I can never deny my people. If they vote for me, I will not disappoint them. I am doing politics to help the masses. I love my people, and by God’s grace, we will continue to build Ajeromi-Ifelodun together.”

    A Chieftain of the All Progressives Congress (APC), Chief Hycienth Ngwu, has called for rejig of APC in Enugu State to reposition the party to win elections in the state.

    Ngwu, a former South-East Publicity Secretary of the APC, made the call while speaking to newsmen on Wednesday in Enugu.

    The APC chieftain, who is a foundation member of the party in South-East and Enugu State, hailed moves of foundation members to welcome and receive political heavyweights into the party in the state.

    According to him, it is now auspicious for foundation members of APC to join hands in welcoming Gov. Peter Mbah and all super stakeholders who eagerly yearn to join the party.

    He said, “It is also time to rejig and refocus APC in Enugu State and position it to win elections.

    “Practical politicians do not sack and suspend members indiscriminately; rather, diplomacy is usually employed to resolve an issue since a political party is a big family.

    “I wonder how a party in opposition in a state should be happy, sacking its quality and super stakeholders.

    “I wonder how the leadership of the party will also be vehemently opposed to welcoming the incumbent governor of the state who internal and external stakeholders adjudged as an excellently performing governor.”

    Ngwu commended the National Working Committee of the party for saving the party from total collapse in Enugu State.

    The Speaker, Ebonyi State House of Assembly, Mr Moses Odunwa, says that the House has passed over 30 bills within two years in the current seventh assembly.

    Odunwa disclosed this while speaking with journalists in Enugu on Saturday during a Validation Meeting with Members of the Ebonyi State House of Assembly towards the Passage of the Diversity, Equity and Inclusion (DEI) Bill.

    The meeting, which serves as a workshop, was organised by the Women Aid Collective (WACOL) and National Institute for Legislative and Democratic Studies (NILDS) with Funding Support from UN Women through the Government of Canada.

    The speaker noted that the House for the past two years had been focused, ensuring people-oriented bills were given accelerated passage and working ahead of other state houses of assemblies on bills of state and national importance.

    According to him, for the DEI Bill, the house is favourably disposed to pass it as a Bill and forward the same to His Excellency, Dr Francis Nwifuru, for assent into a law.

    The Speaker said, “The DEI Bill has passed the first reading already; while the delay it is having is this validation meeting where all members will make their inputs.

    “Ebonyi State has been making history and we have been mostly the first to pass vital people-oriented bills such as the prisons reform bill, which got the assembly a national award; while other assemblies are still studying it.

    “For the DEI Bill, we are willing to pass it. The only thing is that there should be some modification so that it will never turn draconian, but truly inclusive for the betterment of all, at any time.

    “Already, the state government has started doing something in ensuring inclusivity and we believe that before this year runs out, we will pass the DEI Bill after all due process and considerations.”

    Speaking, the Founder and Executive Director of WACOL, Prof. Joy Ezeilo (SAN), said that the Bill was meant to support all genders and give an equitable voice to various diverse segments of the society without leaving anyone behind.

    Ezeilo, who is Professor of International Law at the University of Nigeria, Nsukka, noted that it was all about inclusivity and streamlining diverse segments of the state to create a sense of belonging for everyone.

    “The workshop will look at the DEI draft bill holistically and see that interest of diverse groups count before it is translated into a law, which a new commission will see to its implementation,” she said.

    In a goodwill message, the Wife of the Governor of Ebonyi,  Mrs Uzoamaka Nwifuru, said that the Bill, when passed into law, would remove cultural barriers limiting some genders for achieving their full economic and political potential.

    Nwifuru assured the house of her full support to the Bill “just as I have fully supported the fight against Gender-Based Violence (GBV) in the state and protected the rights of the vulnerable anytime called upon”.

    She thanked WACOL and NILDS as well as Ebonyi Ministry of Women Affairs and Social Development and the House of Assembly for the push given to the bill to be passed into law for the betterment of all.

    A coalition of Civil Society Organisations (CSOs) has urged Federal and state governments to ensure full implementation of executive orders and Supreme Court judgment on Local Government Areas (LGAs) financial autonomy.

    This is contained in a communique issued on Friday in Enugu after a One-Day Training on Economic Literacy and Budget Accountability for Local Government Stakeholders held on Tuesday.

    The training was organised by the Nigeria Civil Society Situation Room in collaboration with the Citizens Centre for Integrated Development and Social Rights (CCIDESOR) and the Nigeria Union of Local Government Employees (NULGE).

    The communique said that after the training the CSOs, NULGE and participants at the training resolved that the joint account provision in the 1999 Constitution should be urgently expunged.

    It noted that the Joint Accounts Committee (JAC), a remnant of military rule, had stifled development for decades within the LGAs.

    According to the statement, political and financial autonomy for all 774 local governments must be restored to reduce Nigeria’s economic, political and security challenges by over 70 per cent.

    “That since there is a Federal revenue allocation, there should be a monthly state revenue allocation from the internally generated revenues by each of the 36 states rather than struggle to take over the monthly Federal revenue allocation to LGAs.

    “This is because states generate internal revenue from the LGAs that make up the state and as such are entitled to it for their development.

    “Citizens must be encouraged to engage in budget formation, monitoring, and evaluation to improve governance outcomes at Local government level.

    “LGA budget copies must be publicly accessible in compliance with the Freedom of Information Act (Section 2) which recommends for proactive disclosure of such governance documents,” it said.

    The communique said that budgets should be inclusive and responsive to real community needs such as the need for quality health centres, schools, rural roads, and markets.

    “Transparent budget execution and open procurement processes must be observed, ensuring value for money and support for the local economy.

    “All government budgets are laws; thus, violating are breaking of the law which are financial crimes against the society,” it said.

    The communique recommended that Federal and state governments should take steps to guarantee full autonomy for LGAs across the 36 states and Governors in South-East should prioritise LGA autonomy as bedrock of zonal development.

    It said, “The activation of LGAs as functional, autonomous governance institutions is the only viable pathway to economic recovery and democratic renewal.

    “Civil society, citizens, and the media must sustain advocacy and monitoring for transparent grassroots governance

    “The President and National Assembly should single out the Joint Account Committee as an urgent constitutional amendment and partner with States to ensure that this provision is repealed before the end of 2026.

    “CSOs should mobilise to advocate at both the National Assembly and State Assemblies to ensure that the LGAs are constitutionally granted full autonomy and stated as a full third tier of government in Nigeria.”

    The former Director-General of the Voice of Nigeria (VON), Mr Osita Okechukwu, has slammed the African Democratic Congress (ADC) over unpatriotic comments on Nigeria’s quest for United Nations (UN) Security Seat.

    Okechukwu criticised the ADC while addressing journalists in Enugu on Tuesday on Nigeria’s 65th Independence Anniversary.

    It would be recalled that the ADC in its recent statement opposed President Bola Tinubu’s push for a permanent seat for Nigeria on the United Nations Security Council.

    He described ADC’s stance as “unpatriotic, incongruous, and the height of ignorance”, adding that it was misguided to equate Nigeria’s noble quest for global leadership with the nation’s current security challenges.

    Okechukwu, who is a foundation member of the All Progressives Congress (APC), said that he endorsed 100 per cent Vice President Kashim Shettima’s historic UN speech where he stated that:

    ‘Our case for a permanent seat at the Security Council is a demand for fairness, for African representation, and for reform that restores credibility to the very institution upon which the hope of multilateralism rests.’

    According to Okechukwu, this is a bold and visionary call for Nigeria to assume its rightful place on the global stage, to represent Africa.

    “For Nigerians fought World War 2 (WWII) on the side of the allied forces who after victory became permanent members of the UN Security Council,” he noted.

    He lamented that ADC had turned itself into a serial pushback of national unity and progress, describing its pattern of political missteps as “one week, one unforced error”.

    The APC Chieftain cited ‘serial unforced errors’ by ADC in recent weeks: which included: “Demolition of Peoples Democratic Party (PDP). A party most of ADC leadership benefited immensely from.

    “Total Breach of Zoning and Power Rotation Convention: In 2023 presidential election, they erroneously breached Zoning, an unforced error, hoping to harvest northern voters they quarantined in a dormitory. They paid dearly with voters’ punishment.

    “Penultimate week again, ADC recklessly dismissed the time-tested convention of rotation of the presidency – a glue that binds our fragile fourth Republic democracy. Even when their mother party, PDP, recanted.

    “False Claim of Tinubu’s Life Presidency Agenda: Last week, they hallucinated by alleging that the President was plotting for a life presidency, as if Nigeria operates in a banana republic without a constitution or institutions to check such excesses.

    “Incongruous Dismissal of Nigeria’s UN Bid: They incongruously derided Nigeria’s push for a permanent UN Security Council seat, speaking as though the seat is President Tinubu’s personal property, instead of a lifetime strategic gain for Nigeria and Africa.”

    Okechukwu stressed that asymmetrical security challenges should not be used to undermine Nigeria’s hard earned international seat, noting that every great nation balances political party’s ambition with patriotic goals.

    “Methinks that this UN Security Council seat is not for Tinubu, but a strategic asset for Nigeria and Africa.

    “Albeit step towards global recognition, where our voice is heard and we participate in shaping global peace and security.

    “For ADC to ridicule such a quest is not only short-sighted unforced error, but purely unpatriotic to our collective national interest,” he said.

    Okechukwu urged the ADC leadership that instead of divisive tendencies and ‘unforced errors’; to as a matter of urgent national importance apologise to our sister political party – PDP, they demolished.

    “Sincerely, we in APC in the interest of viable democracy in our dear fatherland want ADC to unite with PDP and form a formidable opposition party, before they start hauling blame games,” he added.

    On the 65th Independence, he noted that the nation and Nigerians had achieved significant international and national milestones that should be celebrated as well as kept the flame of unity and progress alive for 65 years.
