    PDP Govs urge Nigerians not to despair in present hardship

    The Peoples Democratic Party (PDP) Governors’ Forum on Friday urged  Nigerians not to despair but keep hope alive despite the present hardship in the country.

    The forum made the call in a 7-points  communique read by its Chairman, and Governor of Bauchi State, Sen. Bala Mohammed after its first and closed door meeting for the year 2025 held at Government House, Asaba, Delta capital city.

    The Communique was signed by Governors Bala Mohammed of Bauchi State; the host  Sheriff Oborevwori of Delta; Douye Diri of  Bayelsa; Peter Mba of Enugu; Dauda Lawal of Zamfara; Umo Eno of Akwa Ibom;  Siminalayi Fubara of Rivers; Ademola Adeleke of Osun.

    Others are Ahmadu Umaru Fintiri of Adamawa; Agbu Kefas of Taraba and Caleb Mutfwang of Plateau; Seyi Makinde of Oyo, represented by his deputy, Bayo Lawal; and Dr Emmanuel Agbo   – DG PDP Governors’ Forum.

    The forum also used the occasion to review the performance of member states in particular, and the state of the nation in general, as well as developments in the party, as at the end of 2024.

    It noted the monumental socio-economic, security, infrastructure and other challenges that confronted the nation during the period.

    It commended governors of member states for pursuing policies and programmes that not only ameliorated the plight of the people but were aimed at creating the foundation for sustainable development in their various states.

     The forum also noted that the macro-economic policies of the Federal Government  have inflicted hardship and pain on the polity and called on the Federal Government to either revisit or rejig  its macro-economic policies to ameliorate and or stop the hardship and pains inflicted on Nigerians.

    According to the forum, no meaningful and impactful achievements in the states will be achieved until the harsh policies are addressed.

    It lauded the ongoing efforts at resolving the crisis in the PDP National Working Committee (NWC) on the position of the National Secretary, and reaffirmed its support for the Court of Appeal judgment.

    It, however, advised the NWC to set up the machinery for the effective implementation of the court judgment.

    The forum commended the country’s valiant and patriotic Armed Forces and Security Agencies for maintaining the frontline in securing the country and the gains of our gallant personnel against bandits in parts of the country.

    However, it viewed with deep concern, the resurgence of brazen non-state actors and called for the strengthening of the nation’s security architecture.

    It expressed gratitude to the host Gov. Oborevwori, and the people of Delta for their hospitality and  friendly disposition that had yielded the successful, well-structured and impactful meeting.

    It also lauded Oborevwori’s giant strides recorded by his administration in the areas of infrastructure, environmental remediation, people empowerment and combating insecurity.

    “Nigerians do not despair in the face of the prevailing hardships, the PDP will remain committed to returning our great nation to the glorious days of pre-2015 era of manageable costs of living, security of lives and property and greater unity and prosperity for all citizens,”it said.

    Muslim women commend FG for advancing dignity of Hijab

    The coalition of Nigerian Muslim women has commended the Federal Government for being instrumental to advancing the dignity of Hijab wearers in the country.

    Mrs Rukayat Dindi, the Abuja Coordinator of Hijab Rights Advocacy Initiative, made the commendation at a news conference to mark the 2025 World Hijab Day organised by the coalition on Friday in Abuja.

    The News Agency of Nigeria (NAN) reports that Feb. 1 has been set aside as world Hijab Day to highlight the beauty and significance of wearing hijab in the Islamic context.

    The word hijab comes from the Arabic word ḥijāb, which means “veil”,
    symbolising modesty, worn by Muslim females from puberty onwards.

    It is a headscarf or veil worn to cover the hair and neck, as prescribed by Almighty Allah in the Holy Qur’an Sura 24, Noor (Light), verses 30 -31.

    According to the verses, Muslim women should cover themselves modestly, ensuring that the head, hair, neck, and chest are completely covered.

    Another rule is to use fabric that is opaque and not too thin or decorated,
    wear loose, non-formfitting clothing that covers body shape and avoid brightly coloured or attention-grabbing scarves.

    Dindi, therefore, appreciated government’s efforts in ensuring inclusion and respect in all spheres of life for Muslim women who wear the hijab.

    The coordinator also expressed gratitude to all individuals, institutions, groups and agencies that supported or responded positively to protecting the rights of women in hijab.

    She added that “the Federal Government, through its agencies, surely deserves mentioned namely; the Ministry of Education, National Youth Service Corps (NYSC), Council of Legal Education, the Supreme Court and various state governments.

    “Also to mention are the Nigerian Armed Forces, the Nigeria Police, the National Assembly, and various NGOs that amplified the crusade are well recognised by this coalition.”

    Dindi said that the coalition recorded numerous outstanding achievements of Hijab wearers, especially students who broke records of academic performance, setting high standards for upcoming graduates.

    “We are extremely proud of them and will continue to support them as they inspire the next generation of hijab wearing trailblazers,” she said.

    On her part, Mrs Mardiyyah Ojibara, a member of the coalition, empahaised the need for all institutions to continue to respect the constitution of the land and pronouncements of the Supreme Court on the rights of female Muslims to hijab.

    “This is imperative so we don’t have to go through additional litigation to enforce the already established right,” she added

    Ojibara called on the National Assembly to prioritise the swift passage of outstanding bills on discrimination based on appearance or faith.

    She said “these bills will demonstrate Nigeria’s commitment to justice and equity.”

    She urged the media to challenge stereotypes by promoting positive representation of hijab wearing women.

    She explained that “stories should highlight the achievements of hijab wearing Muslim women as leaders, professionals and role models, while breaking the misconception about the hijab. (NAN)(www.nannews.ng)

    Awka (FLOWERBUDNEWS): NAFDAC Director General, Prof. Mojisola Adeyeye has directed NAFDAC state offices to launch Consumer Safety Club in Schools Nationwide to Curb Drug Abuse Among Youths.

    Prof. Adeyeye noted that intensification of the Agency’s enlightenment and sensitisation efforts at school level would orient youths and adolescents to resist the temptation of drug abuse and embrace positive values for a healthier future.

    The NAFDAC Boss gave the charge during the inauguration of the NAFDAC Consumer Safety Club (NCSC) at Community Secondary School, Okpuno, Awka in Anambra state.

    that NCSC was part of NAFDAC’s strategy to combat drug abuse and fake products by educating and empowering young students.

    She urged students to serve as agents of change by sharing accurate information about NAFDAC’s regulatory activities and promoting healthy living.

    ”Our mission is to mould a future generation empowered to be upright and demand uprightness from others,” She declared.

    The NAFDAC DG added that the re-establishment of NCSC in secondary schools ”is expected to foster collaboration between teachers and students to “Catch Them Young” and prevent lives of addiction.”

    Prof. Adeyeye highlighted the dangers of drug abuse, warning that its impact, included drug dependence, poor judgment, and mental health disorders.

    President Bola Tinubu has declared that the positive reports on Nigerians in the diaspora would inspire the younger generation on values that enhance the nation’s image.

    The President commended diasporan Nigerians while receiving Letters of Credence from the High Commissioner of Canada to Nigeria, Pasquale Salvaggio, and the High Commissioner of Sierra Leone, Dr Julius F. Sandy, at the State House, Abuja.

    This was disclosed in a statement byBayo Onanuga, the Special Adviser to the President on Information & Strategy.

    President Tinubu also received Letters of Credence from Legesse Geremew Haile, the Ambassador of Ethiopia to Nigeria, and Archbishop Michael Francis Crotty, the Apostolic Nuncio of the Vatican to Nigeria.

    The Canadian High Commissioner told President Tinubu that Nigerians are active in education, sports, science, health, and business in his country.

    He said Nigerians in Canada demonstrate high responsibility, civility, and purposefulness when pursuing their goals.

    “For us, Nigeria is a key partner. You are the largest country in Africa, with one of the largest economies. You are also Canada’s largest trading partner in Africa.

    “I would like to advance the positive relations over the years. The diaspora in Canada is dynamic and strong. We have Nigerians in government, business, science, and sports. We want to build the ties further,” the Canadian High Commissioner said.

    Salvaggio, who had previously worked in Ghana and Cote’Ivoire, said Canada seeks to expand its interest in oil and gas, ICT, and agriculture in its partnership with Nigeria.

    President Tinubu lauded Nigerians’ accomplishments abroad, describing them as an inspiration to many.

    “It is good to hear about how Nigerians are doing well in the diaspora again,” he said.

    In another meeting with the High Commissioner of Sierra Leone, President Tinubu affirmed that Nigeria’s interest in developing the West Coast and Africa remains a priority.

    The President told the envoy that Nigeria’s decades-long investment in Sierra Leone has contributed to Africa’s progress and promoted bilateral relations.

    The High Commissioner thanked the President for Nigeria’s support in keeping the country together.

    “In Sierra Leone, more Nigerians are doing business than Sierra Leoneans. Most of my teachers in school were Nigerians. There is no difference between a Nigerian and a Sierra Leonean when you are walking in the street of Freetown,” the High Commissioner said.

    At another meeting with the new Ethiopian envoy, President Tinubu discussed the warm relations between Nigeria and Ethiopia.

    “We need to continue pursuing peace in our continent. We need to work hard together to promote peace and stability. Our challenge in Africa is insecurity. Insecurity detracts from development. We do not have anybody that will bring peace to us, except we work for it,” he said.

    The Ambassador of Ethiopia remarked, “I am in Nigeria to build on the achievements of my predecessors. We will focus on culture. Our cultural relations are a big industry, already enhanced by the Ethiopian Airline.”

    After receiving the Letter of Credence from the Apostolic Nuncio of the Vatican, President Tinubu commended the Catholic Church for its investments in education and interventions to reduce poverty.

    “We have a lot of value for education in Nigeria, and the Catholic Church has done a lot in that regard, as well as in fighting poverty. Education reduces ignorance and poverty,” he added.

    Umahi reaffirms Tinubu’s commitment to South East transportation infrastructure dev

     

     

    The Minister of Works, Engr. Nweze David Umahi, has assured the people of South East of the commitment of the Renewed Hope administration President Bola Ahmed Tinubu, to  transform the transportation infrastructure in the South East like every other Geo-Political Zone of the country.

    Umahi stated this during a courtesy call by a delegation from the Anambra and Enugu caucus of the 10th National Assembly who came to seek the federal government’s intervention on the completion of the construction of Enugu – Onitsha Expressway handled by RCC Ltd and funded by MTN under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme.

    This was disclosed in a statement by the special adviser to the Minister on media, Urji Uchenna Orji.

    The Minister who expressed deep sympathy over the lives that have been lost along the uncompleted sections of Enugu-Onitsha Expressway especially the recent incident of tanker explosion on the Ugwu Onyema axis of the road that killed scores of people, stated that the people of South East have every reason to have implicit confidence on the ability and will of President Tinubu’s administration to address the road infrastructure deficits in South East and other Geo-Political Zones of Nigeria.

    He noted that under President Tinubu, South East, has been given a pride of place in the political landscape of Nigeria.

    He said “Again, we should also be grateful to Mr. President. Since he became President, we’ve not heard about farmers and herders clashes in the South East.

    Mr. President inherited 2,064 projects, totaling about N13 trillion, and today, those projects will be over N20 trillion, by reason of the floating of the Naira and the removal of fuel subsidy. It’s nobody’s fault. But by his good heart and commitment to rewriting the story of this country, he will make Nigeria great again.”

    Umahi reiterated the need for South Èast to rise up in gratitude to Mr. President for prioritizing intervention on roads and for solving the problem of marginalization of South East.

    He said, “And so we want the National Assembly members, and of course, South East stakeholders, to please stand up and commend the President at all times, because this is not party something. And I can beat my chest and say that irrespective of party, no any other person will have the heart to do what Mr. President is doing for the people of South-East.”

    Speaking during the event, the leader of the delegation and Minority Whip of the Senate, representing Enugu West, Sen. Osita Ngwu commended the Minister for the unprecedented scale of road construction, rehabilitation and maintenance nationwide but he expressed worries that some of the projects were not receiving adequate funding required to complete the projects in a record time.

    He made particular reference to the Enugu – Onitsha Expressway that was awarded to RCC and funded through the Tax credit, and today, some sections of the road have become a dead trap to road users. He stated that the delegation was compelled by the recent tanker mishap on the Ugwu Onyeama axis of the road in Enugu State to make the visit the Honourable Minister.

    He expressed the readiness of the Federal law makers to offer necessary collaborations and cooperation that would help in tackling the challenges and bottlenecks faced by the Ministry in ensuring the completion of the said road. “We appreciate that since the minister assumed office that the President has graciously approved quite a number of projects in the South East.

    We appreciate Mr. President, but we are worried that it is not just about putting projects across our zone, but when these projects are not funded, it looks like it is just a game. We are worried that some of the projects that are in the South East are not receiving funds that can make it to progress so that we can have benefits for such projects. And when it is not funded, it becomes a worry to us”

    On his part, the Senator representing Anambra Central in the Senate, Sen. Victor Umeh thanked the President of Nigeria for giving South East a sense of belonging in his administration and for the wave of road infrastructure transformation going on across the nation but pleaded with the President to give accelerated intervention on funding to the roads in the South East so that the zone could fully benefit from the economic development agenda of the Renewed Hope administration.

    He said, “While I joined my brother and colleague, Senator Osita Ngwu, in thanking the President for a worthy choice of Engr. Senator, Dave Umahi, to be the Minister of Works, he couldn’t have made a better choice based on his experience and what he was able to do as Governor of Ebonyi State through engineering infrastructure in that State. He continue,

    “Through our oversight functions, we’ve been able to move around Nigeria in the various committees that we serve and we’re able to see the great works the President is doing in Nigeria to transform our transportation infrastructure through ambitious road projects and railway projects across Nigeria.

    We are from the South East Nigeria, and while we applaud the great strides the President is making to see that our roads are good and our railway infrastructure is actualized, we want to plead, on behalf of our people that South East should be given accelerated attention because of the infrastructure deficit we’ve had before he came on board”

U Obioha, and the Acting Director of Highways Road and Design , Engr M. Saidu, it was resolved among other things that the Federal Ministry of Works would write the MTN to demand that MTN should commit irrevocably to pay contractors on the project a minimum of ₦15 billion every month for the next 10 months to enable them fast track the completion of the Enugu- Onitsha Expressway, failing which the Ministry would initiate termination process of the project.

    It was further resolved that MTN would need 3 contractors to do the 79 kilometers within the original contract sum of (MTN) ₦202 Billion. Furthermore, the remaining 72km of the road shall be awarded to other contractors through due process. MTN and RCC would be invited to bid too. The Ministry lamented that what MTN is doing is not in line with Tax Credit Executive Order.

    In a statement signed by the special adviser to the Minister of media, Urji Uchenna Orji it was noted in the meeting that the delay on the job which was due to poor funding and poor contract execution has resulted to over 100% increase of the project cost, and to allow MTN more than 11 months on the job could further push the contract to increase by over 200% and this is unacceptable to the Federal Government.

    Kaduna train attack: I paid N80m ransom for my mum, sister’s release–witness

     

    A masked witness, identified as Prosecution Witness-D (PW-D) on Thursday, told a Federal High Court in Abuja that he paid N80 million ransom for the release of his mother and sister during the 2022 Abuja-Kaduna train terrorists attack .

    The witness testified before Justice Inyang Ekwo in the ongoing trial of Mr Tukur Mamu, the kidnap negotiator, who is facing a 10-count terrorism charge.
    He said his mother and sister were released alongside two other victims of the attack.

    The PW-4 was lead in evidence by the lawyer to the Attorney-General of the Federation (AGF), David Kaswe.

    The witness, also identified simply as “D,” said that he was informed at about 8.30 pm on March 28, 2022, that his mother and sister were on the ill-fated train in which passengers were kidnapped, some killed, some injured and some rescued.

    He said that the following morning of the attack, he went to Kaduna Hospital where the injured passengers were taken to but he could not find his mother or sister.

    He said two weeks after the train attack, he received a call from the kidnappers, who wanted him to speak with a victim, who turned out to be his sister.

    He said he communicated regularly with the abductors for about two weeks before they demanded for N200 million ransom each from victims’ relatives.

    He said though some paid, the witness said a month after the ransom was demanded, the kidnappers called him through his sister and gave him names of four journalists through whom negotiation could be done.

    The PW-D said four journalists’ names and their phone numbers were given to him.

    He further stated that he contacted three of the names and they declined.
    The witness, however, said among the four journalists, only Tukur Mamu volunteered “to take up the responsibility.”

    “Two days later, I received a call from my sister and my sister told me that she was in good shape and that I should not get agitated.”

    The witness told the court that his sister informed him that the kidnappers said his mother, sister and some others were not their target.

    “She said they were victims of circumstances that they were circumstantial victims that they were not the targets.

    “I asked about my late mum and she said they were all doing good,” he said.
    He said that while they were struggling to raise the money, one Friday, he received calls from former Chief of Defence Staff, Gen. Lucky Irabor, and former Director General, Department of State Service (DSS), Yusuf Bichi.

    He said he was asked to see Irabor in Abuja.
    He said he visited Irabor and told him his plights and the little he knew.

    He said Irabor instructed him that whatever he discussed with Mamu, he should let him (Irabor) know.

    He said Irabor thereafter linked him with a committee set up by the Federal Government to facilitate the release of the kidnapped victims

    He said the kidnappers stopped communicating with him after he told them that Mamu had accepted “to take up the responsibility.”

    “As soon as they contacted Tukur Mamu, they stopped communicating with us. Every information is from Tukur Mamu.
    “We will go to Tukur Mamu and he will tell us they have asked us to pay 100 million each.

    “When the negotiation was going on, we had to link Tukur Mamu with the CDS committee.”

    He said that on a fateful day, his sister called him that he should go back to Mamu and negotiate.

    The witness said he called Mamu but he told him that he had pencilled his name down and would not discussed with him any longer.

    “After some people started getting their loved ones out, it got to a stage that kidnappers were no longer talking with CDS committee.

    “It should be noted that Tukur Mamu penciled me as government agent. So he never wants to talk to me.”

    The witness said he was handicap and approached his (witness) relation who was once Mamu’s boss and the man obliged and intervened.

    He said the ransom was then reduced from N200 million to N150 million, to N100 million before they accepted to take N80 million.

    He said that in August 2022 when he brought the N80 million ransom in cash to Mamu in his compound in Kaduna, he asked him to convert it to dollar.

    The witness said he did and got a total of 118,750 U.S. dollars .
    He said two weeks after, Mamu called him for an additional money to make it up a total of 120,000 dollars.

    The witness said he took the money to Mamu on Thursday but he was informed by him that the kidnappers had difficulties due to swampy terrain.

    He said after Jumat prayer on Friday, the next day, Mamu called to informed that he had established contact with the kidnappers.

    “I drove out from Mamu’s compound on a hired gulf car packed with bread and milk as demanded by the kidnappers.”

    He said that after about 20 minutes, he received a call asking him to follow a vehicle in front marked 211 and they went towards Binin Gwari.

    He said after the town, they stopped and the kidnappers came and brought his mother and sister and the other two victims.

    Under cross examination by the defence counsel Abdul Mohammed SAN, the witness said he took the money he brought and a written note from Mamu to the kidnappers.

    The witness said he did not know whether the CDS communicated with Mamu because he was not a member of the committee.

    He clarified that a former commissioner negotiated with Mamu.

    He agreed with the defence counsel that the kidnappers said they needed four journalists that they would pay to do a job for them.

    On whether it was the kidnappers that were dictating what should be done, the judge said the court would determine that from the record.

    The News Agency of Nigeria (NAN) reports that the Federal Government had, on March 21, 2023, arraigned Mamu for allegedly aiding terrorist operations in the country.

    The Kaduna-based Islamic scholar was further accused of collecting various sums of money in different currencies from families of victims of the train attack, on behalf of the Boko Haram terrorists sect.

    FG told the court that investigations revealed that the defendant collected an aggregate sum of $420, 000 from families of the victims, as well as N21 million from another set of families of the train attack.

    It further alleged that Mamu concealed funds he earned from services he rendered to the terrorist organisation, in his residence in Kaduna State.

    It told the court that the defendant had sometime in 2022, in Kaduna State, received ransom payments in the sum of N500, 000 on behalf of the Boko haram terrorist group, from families of the train attack that were held as hostages.

    More so, in the charge that was signed by the Director of Public Prosecution of the Federation (DPPF), Mr M.B. Abubakar, FG added that the defendant exchanged voice note communications with one Baba Adamu, identified as spokesperson of the Boko Haram, in relation to acts of terrorism.

    It maintained that the defendant acted in breach of the Terrorism Prevention, Prohibition Act, 2022.
    Mamu, however, denied all the allegations.

    Flowerbudnews:  The leadership of the Police Service Commission (PSC) has called for more recruitment of personnel for the Nigeria Police Force to boost its  capacity to tackle the security challenges in Nigeria.

    The Chairman of the Commission, DIG Hashimu Argungu (Rtd), made the call when he led the PSC leadership team on a courtesy visit to the Senate President, Chief Godswill Akpabio.

    Argungu informed the Senate President of pressing challenges undermining the performance of the force.

    He said such challenges included poor funding and the need for independent budgetary allocation to the Commission.

    DIG Argungu also made a case for the establishment of functional Zonal offices due to the geographical challenges of operating from a single location while overseeing Police officers in all the local government areas and police stations across Nigeria.

    The PSC Chairman expressed the gratitude of the Commission to the Senate President for the close working relationship between the Commission and the National Assembly.

    He said the cordial relationship had significantly enhanced the commission’s operations

    Chief Akpabio, in his response, said that the need for more Police recruitment was overdue.

    He also noted that there must be proper and effective screening of candidates to ensure that the best candidates are selected especially with the state of what he termed under policing in Nigeria.

    He also assured the Commission that he would take its problems to President Bola Tinubu and work towards finding a resolution.

    Akpabio also commended the commission’s leadership.

    He also urged them to continue to fulfill its mandate and persist in their endeavor to ensure a smooth and effective running of the commission.

    Present at the meeting were the Deputy Senate President, Sen. Barau Jibrin; Sen. Osita Ngwu, representing Enugu West; and Sen. Onyekachi Nwebonyi.

    Similarly, Justice Adamu Galumje, a retired Justice of the Supreme Court and Commissioner representing the Judiciary in the Commission, and Chief Onyemuche Nnamani, Secretary to the Commission, accompanied the PSC chairman during the visit.

    Court to hear NNPCL’s objection against Dangote Refinery Feb. 5

     

    A Federal High Court in Abuja on Thursday, fixed Feb 5 to hear the Nigeria National Petroleum Company Limited (NNPCL)’s preliminary objection against a suit filed by Dangote Petroleum Refinery and Petrochemicals FZE over oil import licence dispute.

    Justice Inyang Ekwo fixed the date after counsel to Dangote Refinery, George Ibrahim, SAN, told the court that they were yet to file their response to the NNPCL’s objection.

    When the matter was called, Ibrahim informed the court that the matter was slated for hearing of their motion for amendment of the originating summons.
    He said the application, dated Nov. 25, sought one relief.

    The lawyer said the application sought an order granting leave to amend the name of the 2nd defendant in the suit from Nigeria National Petroleum Corporation Limited to Nigeria National Petroleum Company Limited.

    He said though NNPCL had served them with a counter affidavit opposing the motion for amendment, the lawyer said they responded on points of law.

    “We urge your lordship to discountenance the submission of 2nd defendant,” he said, citing a previous court decision to back his argument.
    But NNPCL’s lawyer, Ademola Abimbola, SAN, disagreed with Ibrahim’s submission.
    Abimbola argued that besides that Dangote had not furnished them with the previous court judgment cited by their lawyer, he said they filed a counter affidavit of seven paragraphs on Jan. 24 in opposition to the application.
    “We rely on all the said paragraphs and Exhibit A, including a written address in urging my lord to dismiss the plaintiff’s application,” he said
    The lawyer said their contention in the case was that the court cannot grant the application to amend because before they filed it, they had already filed their preliminary objection, seeking the dismissal of the suit.
    He argued that the Supreme Court had made a decision on this as a classic example of an application that ought to be dismissed because until their preliminary objection is determined, the motion to amend cannot be determined.
    Abimbola said if the motion to amend is determined , it will overreach their preliminary objection.
    When Justice Ekwo then asked Abimbola if he was ready to move their preliminary objection, the lawyer responded in the affirmative.
    But Ibrahim quickly interjected, saying they were yet to file their response to the NNPCL’s objection.
    He, however, sought a two-hour stand-down to enable him file a formal application.
    Responding, Abimbola submitted that instead of Dangote to respond to their preliminary objection, the refinery was busy filing a motion to amend their originating summons.
    After listening to their arguments, Justice Ekwo adjourned until Feb. 5 for hearing of the NNPCL’s objection.
    The judge, who ordered Dangote Refinery to file its response within two days of the order, directed the NNPCL to also file its response within a day upon being served if there is any need.
    The News Agency of Nigeria (NAN) observes that while Matthew Bukar, SAN, appeared for the 1st defendant; Ahmed Raji, SAN, represented the 3rd, 4th and 7th defendants; while Divine Okoro appeared for 5th and 6th defendants respectively.
    Meanwhile, Olanrewaju Oshinaike, informed the court that he appeared for Federal Competition and Consumer Protection Commission (FCCPC) as a party seeking to be joined in the suit.
    NAN reports that Dangote Refinery had sued the Nigeria Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) and Nigeria National Petroleum Corporation Limited (NNPCL) as 1st and 2nd defendants.
    Also joined in the suit are AYM Shafa Limited, A. A. Rano Limited, T. Time Petroleum Limited, 2015 Petroleum Limited, and Matrix Petroleum Services Limited.
    The oil company, through its lawyer, Ogwu Onoja, SAN, prayed the court to nullify import licences issued by NMDPRA to the NNPCL and the five other companies for the purpose of importing refined petroleum products.
    The company (plaintiff) also prayed the court to declare that NMDPRA was in violation of Sections 317(8) and (9) of the Petroleum Industry Act (PIA) by issuing licenses for the importation of petroleum products.
    It stated that such licenses should only be issued in circumstances where there is a petroleum product shortfall.
    It equally sought a N100 billion in damages against NMDPRA for allegedly continuing to issue import licences to NNPCL and the five companies for importing petroleum products, among other reliefs.
    But NMDPRA, in its counter affidavit deposed to by Idris Musa, a Senior Regulatory Officer in the office, prayed the court to dismiss the suit as it was misconceived, unmeritorious and incompetent.
    Musa argued that Dangote Refinery is not entitled to any of the reliefs sought.
    The official, in the application dated and filed Dec. 13, 2024, said the current production of Dangote Refinery is yet to meet the national daily petroleum products sufficiency requirement.
    He said based on this and in compliance with Section 317 [9] of the PIA (Petroleum Industry Act), NMDPRA issued licences to import petroleum products to bridge product shortfalls to companies with good track records of international products trading.
    Besides, he said the agency is also mandated to promote competition and prevent abuse of dominant market positions and unhealthy monopoly in the oil and gas sector.
    He denied the allegation that NMDPRA is partaking in any purported “grand conspiracy and concerted efforts” against the refinery, describing it as “an allegation for which the plaintiff has provided no facts or evidence in support.”
    The NNPCL, in its preliminary objection dated and filed Nov. 15, 2024, also prayed the court to strike out the case for being incompetent.
    The NNPCL argued that the suit was premature and it disclosed no cause of action against it.
    “This honourable court lacks the jurisdiction to hear this suit,” the NNPCL said.
    In the affidavit in support of the application deposed to by Isiaka Popoola, a clerk in the law firm of Afe Babalola & Co, counsel to the NNPCL, he said one of their lawyers, Esther Longe who perused Dangote’s originating summons, affidavit and written address told him that an examination of the processes showed that NNPC as sued by the refinery was non-existent entity.
    Popoola averred that the court lacked jurisdiction over the 2nd defendant sued as Nigeria National Petroleum Corporation Limited (NNPCL).
    “A simple search on the CAC website shows that there is no entity called “Nigeria National Petroleum Corporation Limited (NNPC).”
    According to Popoola, the 2nd defendant/objector is not one and the same with the 2nd defendant sued by the plaintiff.
    He urged the court to dismiss the suit.
    Also, the oil marketers, in a joint counter affidavit filed on Nov. 5, 2024, told the court that granting Dangote’s application would spell doom for the country’s oil sector.
    According to them, the plan to monopolise the oil sector is a recipe for disaster in the country.
    The three marketers; AYM Shafa Limited, A. A. Rano Limited and Matrix Petroleum Services Limited, in their response, said the plaintiff did not produce adequate petroleum products for the daily consumption of Nigerians.
    Besides, they argued that there was nothing placed before the court to prove the contrary.

    The Nigeria Security and Civil Defence Corps (NSCDC) has arrested three suspects for “419” dollar scam and “one chance” activity within Enugu metropolis.

    The NSCDC recovered fake identification cards, a suspected stolen tricycle with plate number of Adamawa State, painted in Enugu colour and registration from the suspects; and investigating consignment of dollars that would undergo chemical washing they claimed to have.


    The Commandant of NSCDC Enugu State Command, Dr Elijah Willie, said while parading the suspects on Thursday in Enugu that the suspects were apprehended at about 11:28a.m. on Tuesday, Jan. 28.

    Willie said that a tricycle was intercepted by operatives of NSCDC between NOWAS and New Market axis of Enugu and upon investigation, it was discovered that the suspects were involved in “419” dollar scam and “one chance” activity.


    “The suspects have been posing as legitimate tricycle operators, picking up unsuspecting passengers and attempting to trick them into parting with their valuables.

    “The modus operandi involved the suspects creating a distraction, such as a fake argument or a sudden stop, and then robbing the passengers of their belongings,” he said.

    The commandant said that the suspects are currently being held in custody pending further investigation.


    He advised members of the public to be vigilant when using public transportation and to report any suspicious activity to the authorities.

    “Tricycle operators are reminded to ensure that their vehicles are properly registered and that they carry legitimate identification.

    “We are encouraging law enforcement agencies and their personnel to increase patrols and surveillance in areas prone to “one chance” criminal activities in the state,” he said.


    The commandant commended the swift response of operatives of NSCDC in the case under investigation, which prevented further harm to unsuspecting passengers and resulted in the apprehension of the suspects.

    “The public is assured that the authorities will continue to work tirelessly to prevent such crimes as NSCDC officers and men will go all out to put a stop to these criminal activities.


    “The public should watch out for these criminals and report promptly for action,” he added.
