China unveils International Lunar Research Station details

    Xinhua

WUHAN, April 25 (Xinhua) — The International Lunar Research Station (ILRS) will consist of sections on the lunar surface, sections in lunar orbit and sections on Earth, and it will be built in two phases, said Wu Weiren, chief designer of China’s lunar exploration program.

Wu, also an academician of the Chinese Academy of Engineering, introduced the ILRS plans while attending the China Space Conference, one of the major events to mark the Space Day of China. The China Space Conference started on Wednesday in Wuhan, capital of central China’s Hubei Province.

According to Wu, the first phase of the ILRS construction project will see a basic station built by 2035 in the lunar south pole region. This basic station will have comprehensive scientific facilities with complete basic functions and supporting elements to carry out regular scientific experiments, and develop and utilize resources on a limited scale.

The second phase will see expansion of the station, set for completion by 2045, with a moon-orbiting space station as the hub and facilities featuring complete functions, considerable scale and stable operation. It will carry out comprehensive lunar-based scientific research and resource development and utilization, and conduct technical verification as well as scientific experiments and research for a manned landing on Mars.

Wu said Chang’e-6 will be launched in the near future to carry out sampling on the far side of the moon, which is an important mission ahead of the construction of the basic ILRS.

Chang’e-7 will be launched in 2026 to do environment and resource surveys in the lunar south pole region, while Chang’e-8 will be launched in 2028 to carry out tests aimed at the in-situ utilization of lunar resources.

According to Wu, after completion, the ILRS will consist of the lunar surface section, the lunar orbit section and the Earth surface section, with infrastructure such as an energy power system, a command and information system, and a lunar surface transportation system.

This stage of the ILRS will have energy supply, central control, communication and navigation, Earth-moon roundtrip transport, and lunar surface scientific research functions. It will be capable of carrying out multi-disciplinary and multi-target scientific and technological activities on a large scale over a long period of time, with activities including scientific exploration, resource development and technology verification.

Wu added that China will welcome 50 countries, 500 international research institutions and 5,000 overseas researchers who will join the ILRS program. They will help to develop the station and manage its facilities, and will share in the scientific research results.

The ILRS is a comprehensive scientific experiment facility program initiated by China and jointly developed by multiple countries and organizations.

Latest progress concerning the program was revealed at the launch ceremony of the Space Day of China in Wuhan on Wednesday. New ILRS partners include Nicaragua, the Asia-Pacific Space Cooperation Organization and the Arab Union for Astronomy and Space Sciences.

China will collaborate with these three parties on various issues concerning the ILRS, including its demonstration, engineering implementation, operation and application.

Since 2016, China has celebrated April 24 as the Space Day of China to mark the launch of its first satellite “Dongfanghong-1” into space on April 24, 1970.

    TikTok on the Clock

Officials from TikTok vowed yesterday to file a legal challenge against a new law requiring its China-based parent company, ByteDance, to sell the platform or withdraw from the US market within 270 days.

President Joe Biden signed the order yesterday as part of a broader $95B foreign aid package (see previous write-up).

The window for sale, which can be extended 90 days, falls on Jan. 19—one day before the current presidential term ends.

The platform boasts 170 million monthly active users in the US but has been criticized over potential national security concerns.

India banned the app in 2020 after a military incident along its border with China, and the platform is technically banned in China (a walled-off version known as Douyin is used).

TikTok also successfully fended off an effort to ban its use during the Trump administration.

  • South Africa’s Cape Town to become Africa’s wealthiest city by 2030: report

South Africa’s Cape Town to become Africa’s wealthiest city by 2030: report

Cape Town, the legislative capital of South Africa, is on track to overtake Johannesburg, the country’s largest city, to become Africa’s wealthiest city by 2030, according to the 2024 Africa Wealth Report.

CAPE TOWN:  (Xinhua) /Flowerbudnews: — Cape Town, the legislative capital of South Africa, is on track to overtake Johannesburg, the country’s largest city, to become Africa’s wealthiest city by 2030, according to the 2024 Africa Wealth Report.

The latest report, published by international wealth advisory firm Henley & Partners in collaboration with global wealth intelligence partner New World Wealth, estimates that the total investable wealth currently held on the African continent amounts to 2.5 trillion U.S. dollars, and its millionaire population is set to increase by 65 percent over the next 10 years.

It reveals that there are currently 135,200 high-net-worth individuals (HNWIs) with liquid investable wealth of 1 million U.S. dollars or more living in Africa, along with 342 centi-millionaires worth 100 million U.S. dollars or more, and 21 dollar billionaires.

Despite a tough past decade that saw a 20 percent decline in its millionaire population, South Africa remains home to over twice as many HNWIs as any other African country, with 37,400 millionaires, 102 centi-millionaires, and five billionaires, followed by Egypt with 15,600 millionaires, 52 centi-millionaires, and seven billionaires, according to the report.

Nigeria sits in third place with 8,200 HNWIs, followed by Kenya (7,200 millionaires), Morocco (6,800), Mauritius (5,100), Algeria (2,800), Ethiopia (2,700), Ghana (2,700), and Namibia (2,300), all of which making up the top 10 wealthiest countries in Africa.

At the city level, Johannesburg maintains its status as the wealthiest city in Africa, boasting 12,300 millionaires, 25 centi-millionaires and two billionaires. Cape Town follows closely behind, with 7,400 millionaires, 28 centi-millionaires, and one billionaire. Cairo (7,200 millionaires), Nairobi (4,400), and Lagos (4,200) also stand out as key urban wealth hubs.

However, the report points out that Cape Town is currently benefiting from the ongoing “semigration” of large numbers of HNWIs from other parts of South Africa, especially Johannesburg, and Pretoria.

The city is also an increasingly popular retirement destination for migrating millionaires from Europe and the rest of Africa.

  • FG’s diaspora mortgage ‘ll end swindling of Nigerians for home by builders, relations – Lawal

FG’s diaspora mortgage ‘ll end swindling of Nigerians for home by builders, relations – Lawal

    By Chioma Ugboma

Lagos:  (NAN) Mr Ayoola Lawal, erstwhile secretary, APC Committee of Diaspora Chairmen, says the Diaspora Mortgage Scheme by the Federal Government will end swindling of Nigerians for houses in home country.

Lawal, a Nigerian based in Sweden, also commended the Nigerians in Diaspora Commission (NiDCOM) and the Federal Mortgage Bank of Nigeria (FMBN) for finalising arrangements for take off of the scheme.

Recall that NIDCOM and FMBN at a meeting on April 20, assured Nigerians in the diaspora that the mortgage scheme would be operational within the next three months.

The detailed scheme came out of a recent meeting between Abike Dabiri-Erewa, Chairman/CEO of NiDCOM, and Mr Shehu Usman Osidi, Managing Director of FMBN, toward integrating the Nigerian diaspora in economic and developmental plans of the country.

In a statement on Tuesday, Lawal, also a former APC chairman in the Scandinavia countries, said that many Nigerians had stayed away from coming home to build because of ugly experiences in the hands of relations and contractors.

“There are so many cases of people who send money home to build but on return, funds out that they have been swindled and not a block to show for it.

“Some of these people worked hard to send their entire life’s savings only to be swindled.

“Some contractors are not left out in the fraud. The issue has so demoralised many Nigerians abroad that many have vowed not to return to build.

“This scheme will allow Nigerians abroad to own homes in home country without having sleepless nights.”

Lawal urged Nigerians in all parts of the world to take advantage of the scheme to own homes anywhere in their home country as soon as it became fully operational.

“This innovative partnership between NiDCOM and FMBN is a critical step in leveraging the diaspora for economic development.

“It exemplifies an active and committed attitude toward national development and reflects a profound commitment to the leveraging of our global community toward mutual growth.

“This scheme is, will therefore, enable Nigerians in the diaspora to afford a credible investment opportunity that will further enhance their contributions to the economic sustainability of Nigeria.”

The APC chieftain said that the scheme is one of the keys to raising Nigeria’s Gross Domestic Product and ensure meaningful contributions to the Nigeria socio-economic landscape.

“The setting up of a technical committee to manage this project in a bid that offers balanced representation and expert oversight can only stand it in good stead, hence increasing the potential for its success.

“This scheme attests to the dedication of the Nigerian government to its diaspora community, and I am sure that it will further strengthen the relationship between our country and its global citizens,” he added.

He said the initiative was already being applauded by many Nigerians in the diaspora and urged that the take off date should be sacrosanct. (NAN)

    Gaza: HAMAS Issues Official Statement

    Flowerbudnews

    In light of the Palestinian Civil Defense’s announcement today of the recovery of about seventy-three bodies of martyrs from new mass graves discovered inside the Nasser Medical Complex in the city of Khan Yunis, and the continuation of search operations for other missing persons, whose numbers are estimated at thousands, the fascist Zionist enemy concealed their traces;

We call on the International Committee of the Red Cross and the World Health Organization to work on introducing the necessary tools to search for and extract the bodies of the martyrs, and the necessary examination tools to help their grieving families identify their children, who were killed by the terrorist Zionist extermination machine, while they were inside hospitals, in front of the world.

Heinous pictures of brutal crimes are revealed every day, especially with the discovery of the bodies of children and women who were executed and buried in hospital courtyards.

It confirms that we are facing a fascist enemy thirsty for murder and blood, devoid of all human values, who does not hesitate to commit the most heinous crimes against civilians, and at the same time, enjoys criminal cover from the administration of President Biden, which is a full partner in the crimes of genocide and massacres, which requires measures from the international community.

Immediately, to put pressure on this Nazi entity to stop its war and aggression, and to prosecute its criminal leaders and hold them accountable for their crimes against our defenseless people.”

  • We must fight the threat of terrorism together

We must fight the threat of terrorism together

    By President Bola Ahmed Tinubu

Abuja (Flowerbudnews): With deep respect and appreciation for your commitment to ending this threat to the peace and well-being of our continent and its people, I thank you for honouring our invitation to participate in this High-level Counter-Terrorism Meeting.

In joining us today, you have demonstrated your understanding of the urgency of the current situation and the priority it must be given above other matters. Again, I thank you for your valuable presence and your contributions to fighting the scourge of terrorism.

Terrorism snipes at the very fabric of the tranquil, prosperous and just societies we seek to build for ourselves and our children. Terror cannot co-exist in the same space as democracy and good governance, just as darkness and light cannot endure in the same room at the same time.

This violent threat seeks to frighten the farmer from his field, children from their schools, women from the marketplace and families from their very homes.

It wants the city dweller to cower and businesses to close. It craves despotism and suppression not democracy and enlightened society.

Its goal is to cause such havoc that we doubt our democratic principles, putting societies and governments into such confusion and disarray that we begin fighting among ourselves instead of fighting the very thing that seeks our destruction.

Already terrorism has taken too many lives and delayed our better future for too long.
While terrorism troubles us greatly at the moment, we do well by remembering terrorism is not of Africa.

We must tell this imported evil that wants to bend and break us, that it shall do neither. Instead of making us bow, we shall banish it.

And how do we banish it? Terrorism’s harm is felt far and wide for the very reason that it has no respect for national boundaries, ethnic bloodlines or religious creeds.

We must, therefore, fight this threat together, combining determined national efforts with well-tailored regional and international collaboration.

The fight against terrorism requires a comprehensive approach. We must address the root causes of extremism, such as poverty, marginalization, and social injustice. However, this important fact should not become empty rhetoric, devoid of meaning or action.

While we seek to address the root causes of terrorism, we must also attack the roots that feed this evil branch. Evolving from the tactics of yesterday, terrorism is becoming a greater threat as it perfects ways to continuously finance, re-equip and re-supply itself for its sinister mission.

Not only does it kidnap people, it kidnaps precious resources. Billions upon billions of dollars that legitimate governments should be using to sculpt better societies by providing education, health care and food for its people now go to pay for weapons and mayhem.

Look at the illegal mining that plagues so many of our nations today. Those who think illegal mining has no connection with financing terrorism are sorely mistaken.

The international community has both the moral and legal obligation to help in this cause because it is outside money not African money that fuels the illegal operations.

We shall be knocking on this door of the international community to answer this call for justice, peace and fair play.
Key to our collective efforts against terrorism is the urgent need for a fully operational Regional Counter-Terrorism Centre.

This centre will serve as a hub for intelligence sharing, operational coordination, and capacity building throughout our region.

Additionally, we must strengthen existing counter-terrorism structures such as the Regional Intelligence Fusion Unit (RIFU) Abuja, the African Centre for the Study and Research on Terrorism (ACSRT) in Algiers and the Committee of Intelligence and Security Services of Africa (CISSA) in Addis Ababa.

A Regional Standby Force that includes tackling terrorism as part of its mandate must not be abandoned. I am mindful of the funding, legal and logistical complexities that face the proper establishment of such a force.

However, with a prudent and clearly defined mandate that accords with the international law and respects national sovereignty such a force can serve as a rapid deployment mechanism, capable of swiftly responding to major threats and bolstering the security of our region.

Such a force can stand as a strong deterrent to large scale and protracted terrorist operations and the capture, occupation or disruption of strategic land and resources. We must continue to make careful yet meaningful progress toward this goal.

Establishing an all-inclusive African Union Ministerial Committee on Counter Terrorism is also a high priority as envisaged in the Declaration of the 16th Extraordinary Summit of the African Union Assembly two years ago in May 2022.

This would ensure that a forum of high-level government officials meets regularly to assess our counter-terrorism efforts and provide guidance on how to improve.

For its part, Nigeria remains firmly committed to fighting terrorism and violent extremism. They are our most urgent national security threat. Our counter-terrorism capabilities have been enhanced through enactment of the Terrorism Prevention and Prohibition Act, establishing the National Counter Terrorism Centre (NCTC). We have and will continue to take bold steps forward in safeguarding our nation and the wider region.
Dedicated to coordinating and implementing counter-terrorism strategies, the NCTC significantly enhances our capacity to detect, prevent, and respond to terrorist threats. The Centre has become a platform; fostering greater collaboration among stakeholders and promoting synergy in our approach to fighting terrorism. Similarly, our security forces continue to demonstrate courage and dedication in the fight against terrorism, often at great personal risk. I am grateful to the selfless work and sacrifice of these patriotic men and women. They are the best of the best.
I must also mention the ongoing need to halt the proliferation of Small Arms and Light Weapons (SALW) on the continent. No one state can solve this problem for itself. It requires continuous and concerted action by all of us. We need to reposition our regional organisations and build the capacity of our national institutions to effectively address this element of terrorism and violent extremism.
Nigeria is committed to working with our regional partners to strengthen arms control measures, enhance border security, and disrupt the illicit trafficking networks that fuel terrorism and organized crime.
In closing, let me state that we must make this meeting historic and productive.
We must show our respective populations that we, as leaders, we must do more than speak nice words, we must leave here with real results.
As leaders, let us show our people that their safety and welfare is paramount. May this conference be succinct and to the point. Let us keep rhetoric to a minimum.
Let us be focused and dedicated to pinpointing and embarking on the meaningful and strong action needed to win the day and free our continent of violent extremists.
May we do everything that is required of us to defeat this challenge so that five, ten or twenty years from now it is historians who will be meeting to discuss how today became a major turning point in the African continent’s defeat of the terrorist scourge.
Once again, I thank you for honouring my invitation. I urge you to work hard but to also enjoy the hospitality beauty of Abuja, our capital city.
May God bless our endeavours here today.

(Text of the speech delivered Monday 22 April by President Bola Ahmed Tinubu at the opening of the African high level meeting on counter terrorism with the theme: Strengthening regional cooperation and Institution building to address the evolving threat of terrorism in Africa)
