FG meets labour leaders as nationwide strike begins

The Minister of Labour, Employment and Productivity, Simon Lalong, has convened a meeting with labour leaders as the nationwide strike begins.

Our correspondent learnt that leaders of the Nigeria Labour Congress and Trade Union Congress are expected at the meeting holding on Tuesday (today).

A source familiar with the matter disclosed this to our correspondent on Monday night.

“The minister has convened a meeting with the Labour leaders for Tuesday,” the source simply said.

The labour unions had, on Monday, ordered their affiliates to withdraw their services nationwide from midnight on November 14, 2023.

TUC President, Festus Osifo, disclosed this while addressing journalists in Abuja..

Osifo said the strike would remain until “government at all levels wake up to their responsibility.”

The strike is also to protest the battering of the NLC President, Joe Ajaero, and some other executives of the congress in Owerri, Imo State, on November 1, as well as the pending labour issues in Imo State.

Ajaero was arrested by the police ahead of a state-wide protest in Imo, as disclosed by the NLC’s Head of Information, Benson Upah.

Although the police denied arresting Ajaero, stating that he was merely taken into protective custody to prevent a mob attack, the Imo State Governor, Hope Uzodimma, accused the labour leader of meddling in the political affairs of the state.

The NLC and TUC later wrote their affiliates such as the Academic Staff Union of Universities, National Union of Electricity Employees, Nigeria Union of Teachers, Judiciary Staff Union of Nigeria and Academic Staff Union of Polytechnics among others ahead of the nationwide strike.

The letter to the affiliates was jointly signed by the National Secretary, NLC, Emmanuel Ugboaja and the Secretary General of the Trade Union Congress, Nuhu Toro.

The letter read, “In furtherance to the decision of the Joint National Executive Council of NLC and TUC, all workers in Nigeria are hereby directed to withdraw their services effective 12 midnight today, November 13, 2023.

“Consequently, all affiliates and state councils of NLC/TUC are directed to issue circulars for maximum compliance and these circulars be made available to the National Secretariats or posted to the NEC and WC Whatsapp platforms.

While we shall update you with developments as they unfold, do remain assured of our commitment to Nigerian workers and people.”

Meanwhile, the Presidency has described the planned strike as an attempt to blackmail the government.

The Special Adviser to the President on Information and Strategy, Bayo Onanuga, in a statement on Monday said the planned action is an abuse of privilege and one that contravenes a restraining order by the Industrial Court against the strike.

He noted that Ajaero’s assault in Imo though condemnable is a personal issue that shouldn’t force the whole country into punishment.

The statement read, “This decision by the NLC and TUC other than being an ego-tripping move is clearly unwarranted. It is an attempt to blackmail the government by the leadership of the NLC.

“We are still at a loss as to why the NLC and TUC decided to punish a whole country of over 200million people over a personal matter involving the NLC President, Mr. Joe Ajaero, whose error of judgment led to assault on him in Owerri while he was planning to incite the workers in Imo State into a needless strike.

“While the Federal government does not condone any form of violence and assault on any citizen of Nigeria regardless of his or her social and economic status, it is on record that the Inspector General of Police has ordered an investigation into what happened to Ajaero while the Commissioner of Police in Imo State under whose watch the incident happened has been transferred out of the state.

Calling out workers on a national strike over a personal issue of a labour leader despite a clear court order against any industrial action amounts to an abuse of privilege. Power at any level should never be used to settle personal scores. Rather, it should be used to promote collective progress and advance national interest.”

The statement added that the strike action is a sinister move to cause further hardship on the masses, noting that the labour movement should not be seen as one that shows disdain against the rule of law.

“Our national economy and social activities should not suffer because of the personal interest of any labour leader.

“This flagrant disobedience to a court order and lack of respect for the judiciary should not be what the organised Labour would champion.

“The labour movement has always been a champion of the rule of law and respect for the judiciary. It is a sad irony that the current labour leaders have shown disdain and utter disregard for the court orders.

“We reiterate that this strike action is illegal, immoral, unjustifiable and irresponsible. What the strike notice issued Monday night after official hours suggests is it’s designed for a sinister and hidden agenda to cause undue hardship and civil disturbance in our country. This is unacceptable,” it concluded.

BREAKING: Driver surrenders to police after crushing LAWMA officials to death

The driver of the Honda Saloon car with number plate EPE 984 DV that rammed into the Lagos State Waste Management Authority sweepers while they were discharging their duties along Gbagada Expressway on Monday morning has turned himself in to the police.

The state Police Public Relations Officer, SP Benjamin Hundeyin, confirmed the development to our correspondent on Tuesday.

Hundeyin said the driver would be charged to court on Tuesday for manslaughter.

He said, “The owner of the Honda Saloon car turned himself in yesterday (Monday) night and he will be taken to court today for manslaughter.

“It was not murder, it was an accident and was not deliberate, so he will be charged with manslaughter.

It was earlier reported that the driver after crushing the two LAWMA sweepers took off leaving his car.

He was reported to have rammed into the sweepers while allegedly trying to escape from officials of the Lagos State Traffic Management Authority.

However, the Ministry of Transportation in a statement on Monday night denied the involvement of LASTMA officials in the accident, stating that anyone found culpable after investigation will be punished accordingly.

The statement partly read, “Immediate investigation revealed that no LASTMA officer was involved in the unfortunate incident.

“The Ministry of Transportation wants to assure members of the public that the outcome of the police investigation will be made public and anyone found culpable would be made to face the consequences of the law.”

  • Osun APC, PDP trade words over appointment of electoral commission chairman

Osun APC, PDP trade words over appointment of electoral commission chairman

The Osun State chapter of the All Progressives Congress has faulted the appointment of an aide of the state governor, Ademola Adeleke, as the chairman, Osun State Independent Electoral Commission.

The state Deputy Governor, Mr Kola Adewusi, earlier on Monday, inaugurated Mr. Hashim Abioye, as OSSIEC chairman, alongside other chairmen and members of the statutory commissions in the state.

The inauguration came after the nominees for the statutory Commissions that include OSSIEC, Judicial Service Commission, House of Assembly Service Commission, among others, were screened and confirmed by the State House of Assembly at an emergency session on Monday.

But a statement by the Osun APC chairman, Tajudeen Lawal, in reaction to the development, said Abioye is a member of PDP and should not have been considered for such a post

Lawal insisted that with the appointment of Abioye as chairman, there would be no independence in the activities of the commission, adding that the appointment had bastardised the statutory purpose of OSSIEC.

The statement read partly, “As usual, the Adeleke administration has not disappointed the right-thinking members of the society with the weird and crude appointment of his SA as the custodian of the OSSIEC as it would have made news if the apparently confused governor had acted otherwise.

“It is necessary for Adeleke to allow the OSSIEC to act its name as what is now transpiring in the commission is an aberration which is visibly antithetical to genuine constitutional government.

“The sensitivity of the expected functions of the OSSIEC demands that it is headed by a non-partisan entity whose activities would not be subjected to controversial political caprices and undertones.

“The most honourable thing for Adeleke to do with the controversial appointment of Barr Hashim Abioye, as the OSSIEC chairman, is to rescind the mindless decision without further delay and allow good judgment to prevail.”

But Osun PDP, in a statement signed by its chairman, Mr. Sunday Bisi, told the opposition that, in appointing chairmen and members of statutory commissions including the state Electoral Commission, merit, capacity and competence were considered.

Bisi added, “The APC and others who joined them in their inglorious voyage ought to be purged of their ignorance that politics is different from State governance and administration. Appointments by Governor Adeleke so far have been merit-based, capacity-driven and incontrovertible competence.

“Many of Adeleke’s cabinet members and other appointees are not politicians and/or were not appointed based on any political consideration but on skill, capacity, and professionalism. Appointments into statutory boards are therefore not an exception in this context

“As a matter of fact, most of the agencies are so critical that only competent professionals and skilled technocrats must be appointed. What then is the fuss if there is anyone presently serving in Adeleke’s cabinet but now considered for another appointment based on his considered area of competence, track record of impeccable integrity and professionalism? It is a shame for APC and its town criers to speak always from both sides of their mouth, approbating and reprobating on matters with very few borderlines.”

  • Respect court order, shelve strike action, FG begs NLC, TUC

Respect court order, shelve strike action, FG begs NLC, TUC

The Attorney-General of the Federation and Minister of Justice, Mr. Lateef Fagbemi, SAN, in a statement that was signed by his Special Assistant, Communication & Publicity, Mr. Kamarudeen Ogundele, warned that such strike action by the labour unions would be “tantamount to contempt of court.”

The AGF maintained that FG had since served both the NLC and the TUC with copies of a restraining order from the National Industrial Court, which he said barred them from going ahead with the scheduled strike action.

We wish to remind the Nigeria Labour Congress and Trade Union Congress that there is a subsisting court order stopping the unions and their affiliates from embarking on the strike.

“The interim order was granted on November 10 by the President of the National Industrial Court of Nigeria, Justice B. B. Kanyip.

“The unions have been served the court order and, therefore, must surrender themselves to the authority of the court which is already seized with the facts of the case.

“Any action taken contrary to the order will be tantamount to contempt of court.

“We use this medium to urge the unions to respect the court order and adhere to the principle of the rule of law. There is no need to resort to self-help.

“We urge workers to report for duties and not to entertain any fear as their safety is guaranteed and will be protected within the ambit of law,” the statement further read.

The labour unions had directed workers across the country to begin an indefinite strike action from midnight, to protest the attack and manhandling of the President of NLC, Joe Ajaero, in Owerri, Imo State, on November 1, as well as other outstanding labour-related issues.

  • Tinubu orders withdrawal of policemen from VIPs

Tinubu orders withdrawal of policemen from VIPs

The Minister of State for Police Affairs, Imaan Suleiman-Ibrahim, has revealed that the police high command will execute President Bola Tinubu’s directive for the withdrawal of police personnel from VIP security duties, and developing a community policing strategy, amongst others.

The minister made the development known on Monday during a two-day management retreat at the Ministry of Police Affairs.

While noting that the Nigeria Police Force and the Ministry of Police Affairs were at a critical juncture, and currently struggling with the consequences of decades of neglect that have hindered their ability to fulfil their constitutional mandate, she added that the ministry was committed to aligning its efforts to contribute to the realisation of Mr President’s vision for a renewed, highly effective NPF.

Suleiman-Ibrahim said, “The Police Inspectorate Department, in particular, should evolve its operations to focus on robust monitoring, evaluation, accountability, and learning. Reports must be factual, practical, and evidence-based, and serve as critical tools for enhancing police performance. It must champion the review of the curriculum of the training institutions to ensure they are reflective of the evolving landscape of law enforcement, incorporating contemporary practices and international standards.

The Police Service Department has multifaceted responsibilities and must rise to the occasion by ensuring administrative optimization, making sure that relevant policies and procedures for the police are in place and up to date while also fostering the adoption of cutting-edge technology. It must be at the forefront of efforts to ensure we evolve an intelligence-led, technology-driven, inclusive, and community-based police force in Nigeria.

“The Planning, Research, and Statistics Department must position itself as a knowledge hub, providing historical insights and conducting cutting-edge research to inform policymaking. By fostering partnerships with renowned research institutions and staying current with global trends, this department will play a vital role in shaping evidence-based strategies for the Nigerian Police Force.

“As you are aware, our key mandates include developing and implementing a harmonized police reform report, amending the Police Act, executing Mr President’s directive on the withdrawal of police personnel from VIP security duties, and developing a community policing strategy, amongst others. We must not see these mandates as mere tasks but as transformative initiatives that can enhance internal security in Nigeria.”

Meanwhile, in June, The PUNCH reported that following the establishment of the 40,000-man Special Intervention Squad, the Inspector General of Police, Olukayode Egbetokun announced plans to withdraw Police Mobile Force personnel from VIP escort/guard duties.

Egbetokun who spoke during a meeting with Squadron leaders and Tactical Commanders at the Force Headquarters, said the development was to allow the police to take back its place in the ‘internal security architecture’ of the country.

However, while clarifying the misunderstanding in regards to the IG’s directive concerning the proposed withdrawal of the Police Mobile Force from specialised escort and services for VIPs last Wednesday, the Force Public Relations Officer, ACP Olumuyiwa Adejobi noted that the NPF did not intend to strip VIPs (who are legally and statutorily entitled to police escorts) of their security details, noting that doing so would be unsafe and counterproductive.

He said, “Get the message right: We understand that there has been some misunderstanding regarding the directive of IGP Olukayode Egbetokun about withdrawing members of the Police Mobile Force Unit from Specialized Escort and Services for VIPs. It’s crucial to provide clarifications to address this.

“First and foremost, let us be clear: at no point did the Force intend to strip VIPs (who are legally and statutorily entitled to Police escorts) of their security details. Doing so would be unsafe and counterproductive. Instead, the objective is to reassign the withdrawn PMF personnel to the recently established Special Intervention Squad.

“For those who genuinely require specialized police escorts, this vital service will continue to be provided by other units of the Force, such as the Special Protection Unit. However, individuals who do not fall within and enjoy the legal framework for such security details would strictly be screened and their applications thoroughly assessed for consideration, if necessary.

“To eliminate any misunderstandings, it’s crucial to clarify that the withdrawal of Police Mobile Force personnel does not equate to a blanket ban on all Police Officers from providing VIP escort services. This withdrawal pertains specifically to PMF personnel, who are just one unit within the broader Police Force.

  • Saudi Arabia cancels 264 Air Peace passengers visas on arrival

Saudi Arabia cancels 264 Air Peace passengers visas on arrival

Saudi Arabia authorities have cancelled the visa of all the 264 passengers airlifted by Nigeria’s major carrier, Air Peace on arrival at the country from Kano.

They insisted that the airline should return them to Nigeria.

the flight took off from the Murtala Muhammed International Airport, Lagos, via the Aminu Kano International Airport, Kano on Sunday night and arrived in Saudi Arabia’s major city, Jeddah, today without issues.

However, on landing, the Saudi Arabian authorities announced that all the passengers’ visas were cancelled.

A source who pleaded anonymity told Vanguard that all the passengers and the airline personnel were shocked at the cancellation of the visas because during check the passengers went through the Advanced Passengers Prescreening System, APPS, which was also monitored by the Saudi Arabia authorities before the flight left Nigeria.

The source wondered whether what happened was a strategy to discourage the airline from operating to the destination because since it started the operation it has been recording a high load factor and even the flight expected to leave on Tuesday to Jeddah was already fully booked.

When the Nigerian embassy waded in Saudi authorities were said to have reduced the number of passengers that would be returned to 170 from 264.

Saudi Air has been operating directly from Nigeria to Saudi Arabia and since Air Peace started flight service to the Middle East nation at relatively lower fares, it has been receiving high patronage and as a Nigerian carrier, it helps to conserve foreign exchange for the country.

A source from the Nigerian embassy in Jeddah said that even the Saudi immigration personnel said that they didn’t know who cancelled the visas but that they were cancelled when the airline was already airborne to Jeddah.

According to the source, “The airline was exonerated in all this as the APPS, which is live between both countries would have screened out any invalid visa and its passenger. The system accepted all affected passengers and passed them on.

Those deported were 177 passengers and Air Peace has already left with them back to Nigeria. They are on their way to Nigeria now.”

Meanwhile, stakeholders in the sector have attributed the development to aeropolitics.

Stating that it is a way to force the Nigerian operator out of the route; unless the government intervenes, adopting the principle of reciprocity.

According to industry experts and the Chief Executive Officer, Centurion Aviation Security and Safety Consult, Nigeria, Group Captain John Ojikutu, the action of the Saudis is aero politics and diplomacy.

also requested that the Ministry of Foreign Affairs should step in immediately and intervene in the case.

He said that what happened showed why it is important for the Nigerian government to stand strongly with any Nigerian carrier designated to operate international destinations.

Ojikutu said that Nigeria should designate Nigerian airlines approved to operate out of the country as flag carriers, noting that the United States has no national carrier but all the airlines are supported by the government and are designated as flag carriers.

“The action of the Saudi Authorities is shocking. There is geopolitics there and there is also diplomacy. There is the need for the Nigerian government to stand firmly with Nigerian carriers and also designate them as flag carriers; so that other countries will know that they represent Nigeria.

“Government must come out and intervene. The government must be behind Air Peace now to ensure that it is not denied its rights as contained in the Bilateral Air Service Agreement (BASA) between the two countries. The Ministry of Foreign Affairs must not keep quiet. Nigeria must not keep quiet. Ideally, the government is expected to stand behind any of the country’s airlines that it designates to fly overseas,” Ojikutu said

The incumbent Governor of Bayelsa State and governorship candidate of the Peoples Democratic Party, Douye Diri, has been declared the winner of the State governorship election held last Saturday.

The Returning Officer, Prof Faruq Kuta, who is also the Vice Chancellor of the Federal University Of Technology, Minna, announced Diri winner of the poll at the collation centre of the election on Monday.

Diri polled 175,196 to defeat his closest rival, Timipre Sylva of the All Progressives Congress, who garnered 110,108 votes while the Labour Party polled 905 votes
