Kolade-Otitoju calls for more government investment in tourism

The Head TVC News Current Affairs unit, Mr Babajide Kolade-Otitoju has called for more government investment into the Nigerian tourism sector.

Delivering his key note lecture at the 2025 Nigeria Tourism Investors Forum and Exhibition, NTIFE, in Abuja, organised by the Federation of Tourism Associations of Nigeria, FTAN, with the theme; National Tourism investment and global partnership; with the sub theme: Investing in Nigeria’s Tourism Future, kolade-Otitoju noted that while recent efforts indicate a bright future, the consensus among many stakeholders is that current government actions are insufficient to fully unlock Nigeria’s tourism potential.

He stated that more work needs to be done in the areas of infrastructure, security, and consistent well -rounded policy implementation to overcome the existing challenges.

Kolade-Otitoju explained that Nigeria’s tourism sector has potential, but is hindered by challenges like poor infrastructure, lack of cohesive marketing, underdeveloped tourism products, and insecurity.

He noted that these factors deter both foreign and domestic visitors, leading to lower international tourist numbers compared to countries like Kenya and South Africa. He, however, noted that domestic tourism is on the rise.

According to him, in 2022, tourism contributed 3.6% to the GDP, but the country lags behind other African nations in per capita tourism revenue despite its rich cultural and natural assets.

The current affairs analyst stated that Nigeria is rich in cultural and natural assets, with home to over 1,000 annual festivals, two UNESCO World Heritage Sites and 14 more on the tentative list, as well as diverse landscapes and vibrant cultural expressions like music, fashion, and food.

TVC News Head of current Affairs unit pointed out that the sector is seeing a rise in domestic travellers, particularly among youth, middle-class Nigerians, who are visiting destinations like Obudu Mountain Resort, Ikogosi Warm Spring and the Osun Osogbo Sacred Grove.

He observed that the tourism sector is growing and is projected to continue doing so, with significant potential for economic diversification away from oil .

He, however, decried that widespread insecurity remains a significant deterrent for international visitors,
including the lack of adequate infrastructure, transport (especially roads, outside major cities) and hotel availability, which is a major challenge .

Kolade-Otitoju maintained that inadequate policy implementation and corruption have contributed to a failure to fully develop tourism potential , stressing that
despite having many assets, the country has an underdeveloped tourism product and a poor international image.

He said: “In June 1999, the government of Chief Obasanjo established the Federal Ministry of Culture & Tourism basically to promote cultural heritage: identify, develop and market Nigeria’s cultural and tourism potential. Subsequently, it was renamed the Federal Ministry of Tourism, Culture and National Orientation in 2006. In 2015, it was merged with the Ministry of Information, creating the Ministry of Information, Culture and Tourism. More recently, the ministry was restructured into the Ministry of Art, Culture, Tourism and the Creative Economy to focus on developing Nigeria’s creative sector and its cultural heritage.
“Tourism in Nigeria has failed to realise its potential since 1999 owing to a number of factors I enumerated earlier and a
a continued over-reliance on oil revenue, which has diverted attention and resources from diversifying the economy, leveraging sectors like tourism”.

He pointed out that these persistent challenges have led to a lack of effective tourism products and services

While comparing with other African nations, OKolade- Otitoju maintained that
Nigeria’s tourism export income is significantly lower than that of smaller countries like The Gambia, Cape Verde and Seychelles as
in 2023, Nigeria attracted about 1.2million international visitors, whereas South Africa welcomed 8.4 million and Kenya hosted 1.95 million.

According to him, “While tourism contribution to Nigeria’s GDP has been fluctuating, it is lower compared to the higher percentages seen in countries like The Gambia (9%)
based on 2024 data regarding international tourist arrivals, the top 10 most visited countries in Africa are:
Morocco (17.4m tourists) Egypt(15.7m tourists), Tunisia (10.25m tourists)
    South Africa(8.92m)
    Algeria (3.5m)
    Kenya (2.4m)
    Tanzania (2.14m)
    Zimbabwe (1.55m)
    Mauritius (1.382m)
    Uganda (1.372m tourists)”.

He listed Nigerian tourist sites that need upscaling and international exposure to include the Mandara Mountains in Borno and Adamawa, Zuma Rock, the Ancient Kano City Walls and the Ogbunike Caves in Anambra, Idanre Hills, Agbokim Waterfalls and Gurara Waterfalls,
the Mandara Mountains: A unique volcanic formation in Adamawa state with hiking trails and traditional village which is currently underutilized.

Kolade-Otitoju noted that many stakeholders believe the government is not doing enough to develop Nigeria’s tourism sector due to a lack of sufficient investment, poor infrastructure, policy failures and weak implementation while there are recent policy initiatives and public-private partnerships.

He said critics point to the need for more sustained efforts on infrastructure, security and consistent policy execution to truly leverage the country’s vast tourism potential.

In his words, “while there is potential and some recent moves toward improvement, the Nigerian government has not done enough to overcome the fundamental challenges holding back its tourism sector like poor roads, lack of stable electricity and inadequate maintenance at many sites deter tourists.”

He observed that while many popular spots are in remote areas without basic amenities, there is also Insufficient funding and policy failures as
budgetary allocations have been described as “tokenism” and a lack of follow-through on listed sites meaning protective measures often don’t translate to action on the ground.

Kolade-Otitoju further noted that there are ongoing issues with weak coordination, lack of community inclusion and poor management of tourist sites, adding that insecurity and a lack of consistent, favourable visa policies remain significant barriers for potential tourists

    He pointed out that
travellers frequently face delays and cancellations and high costs can discourage visitors

On positive steps an future directions, Kolade-Otitoju stated that recent initiatives show a greater emphasis on collaborating with the private sector, such as the ongoing redevelopment of the Obudu Mountain Resort and the tremendous work done via PPP at the Ikogosi Warm Springs in Ekiti State that has turned the once abandoned and decaying tourist sites to a modern, picturesque eye-popping beauty

He said there is a planned move to create a National Tourism Policy to help transform the sector.

TVC News Head of Current Affairs added that the government is working on specific projects , such as rehabilitating dilapidated sites like the National War Museum and supporting state-level tourism initiatives

He said some experts push for a greater focus on domestic tourism to boost the economy with states like Adamawa actively working on this through local festivals and infrastructure upgrades.

The Minister of Arts, Culture, Tourism and Creative Economy, Barrister Hannatu Musa Musawa, has renewed her call for strategic partnerships and increased private-sector investment to accelerate Nigeria’s transformation into a globally competitive destination for tourism, culture, and creative enterprise.
She made the appeal at the eighth edition of the Nigeria Tourism Investors Forum and Exhibition (NTIFE) 2025, organised by the Federation of Tourism Associations of Nigeria (FTAN), the umbrella body for private-sector operators in the tourism industry. This year’s edition has the theme “National Tourism Investment and Global Partnership” with the sub-theme “Investing in Nigeria’s Tourism Future.”
Speaking in Abuja at the one-day event, the minister described NTIFE as more than a gathering of stakeholders, but a platform for harnessing Nigeria’s rich cultural wealth and converting it into sustainable economic value.
“NTIFE is not just a platform for bringing people together to celebrate Nigeria’s cultural wealth but an invitation to transform that wealth into lasting economic growth and global impact,” Musawa said.
She noted that the creation of the new Ministry signalled the Federal Government’s renewed commitment to position culture, tourism and the creative industries as central pillars of national development. Under this vision, the sector aims to contribute $100 billion to the economy by 2030 and create more than two million jobs, especially for young people.
Musawa highlighted ongoing efforts to address infrastructure gaps and policy bottlenecks that have historically slowed growth in the sector. She explained that the Ministry has begun implementing frameworks and infrastructure plans to strengthen the industry and attract investors.
Calling on investors to take advantage of Nigeria’s vast cultural and creative potential, she said:

“I extend a call to investors, stakeholders, and partners: invest in Nigeria’s heritage, creativity, and natural beauty. Partner with us to build world-class cultural hubs, heritage sites, resorts, creative cities, entertainment infrastructure, and more.”
She added that collaboration is essential to nurturing talent, promoting Nigerian heritage globally, and creating opportunities for millions of citizens.
Musawa also disclosed that the Ministry is signing Memoranda of Understanding with state governments and private organisations in line with the Presidential directive to expand Public-Private Partnerships (PPP) across the sector.
“I urge you to engage with the Ministry to see what we are doing and how you can add value. Together, we can transform Nigeria into a global destination where culture meets commerce, tradition meets innovation, and our diversity becomes a source of pride, unity and prosperity,” she said.

Bonu Calls for Full Implementation of Lagos Tourism Master Plan

…..Unveils Diaspora Housing and Return Voyage Initiative

Lagos State’s drive to position itself as a leading global tourism destination has received renewed advocacy, as a lawmaker, Hon. Solomon Bonu, emphasised the urgent need for the full implementation of the Lagos State Tourism Master Plan.
Bonu noted that the master plan, already backed by legislation, provides a comprehensive roadmap for tourism growth, integrating critical sectors such as transportation, cultural heritage, and agro-tourism.
He said proper execution of the plan would maximise returns on the state’s tourism investments and improve overall sector coordination.
He also proposed stronger collaboration between government and the private sector, stressing that such partnerships are essential for funding, expertise, and efficient management of tourism projects.
According to him, enabling private sector participation would help expand infrastructure, attract more visitors, and accelerate Lagos’ economic diversification.
Bonu further advocated improved accountability in tourism funding.
He urged the Lagos State Government to increase budgetary allocation to the sector and ensure regular audits and transparent financial reporting to guarantee that funds are effectively utilised.
As part of broader efforts to deepen cultural tourism, Bonu also unveiled an ambitious diaspora initiative ahead of the 2026 Diaspora Festival in Badagry.
The plan includes a dedicated housing scheme for diaspora visitors, with Lagos State set to allocate a portion of coastal land in Badagry for a diaspora-exclusive residential estate.
The project aims to create a “home away from home” and encourage investment from Africans in the diaspora.
He added that the housing scheme, which will offer waterfront property options, could become a new revenue stream for the state while enhancing its global tourism appeal.
Another component of the initiative is a proposed “return voyage” experience that will retrace historic slave routes along the coastline.
The journey will culminate in a week-long cultural immersion in Badagry, designed to strengthen emotional and ancestral bonds for diaspora participants.
Bonu said the initiatives, if fully executed, would not only enrich the cultural tourism offering of Lagos State but also reinforce Badagry’s status as a significant heritage destination.

FTAN, NTDA pledge strategic partnership to achieve shared goals

… to sign MoU on joint marketing at NTIFE 2025

A new dawn is in the offing for Nigerian tourism as the Federation of Tourism Associations of Nigeria (FTAN) and the Nigerian Tourism Development Authority (NTDA) have pledged strategic collaborative efforts, with the endgame of achieving shared goals.

As part of this strategic partnership, NTDA will sign a Memoraunda of Understanding (MoU) with FTAN on the joint marketing of Nigeria across international channels, as Nigeria looks to reclaiming its status at the global tourism marketing scene having been absent for years.

These developments were part of the fallouts from the strategic meeting FTAN, led by its President, Dr Aliyu Badaki, had with the management of NTDA led by its Director General, Olayiwola Awakan, when FTAN paid a courtesy visit to Awakan, who recently assumed office as the new DG of the Authority.

Speaking at the occasion, Badaki disclosed that the visit was aimed at strengthening collaboration and advancing shared goals for the growth of Nigeria’s tourism sector. He expressed appreciation to the DG for the warm reception and congratulated him on his well-deserved appointment. He gave a brief overview of FTAN’s mandate as the umbrella body representing the private sector in Nigeria’s tourism industry. The President emphasised that FTAN, as the voice of the private sector, plays a critical watchdog role in ensuring that the interests of tourism investors and operators are protected.

While commending NTDA for its consistent partnership with FTAN in efforts geared towards improving the sector, he pledged that with the new DG on board that the partnership will be taken to new heights, with focus on opening new frontiers for the benefits of both bodies and the sector as well.

He noted that the Federation welcomes innovation and new ideas but stressed that such initiatives must be implemented in partnership with private-sector players. Badaki also briefed the DG the importance of the upcoming Nigeria Tourism Investors Forum and Exhibition (NTIFE), to which he has been formally invited as a Special Guest of Honour. The Forum is scheduled to hold on November 28, 2025, in Abuja.

The First Deputy President of FTAN, Mrs Susan Akporiaye disclosed FTAN’s commitment to heading efforts at promoting and marketing Nigerian tourism at the international level, stressing the importance of joint efforts by the two bodies.

As part of this renewed effort, she said that FTAN and NTDA would further strengthen it strategic partnership and joint marketing and promotion of Nigeria’s tourism offerings through a MoU that would be formally signed at NTIFE 2025 once it has been reviewed by NTDA.

She highlighted the importance of active physical representation at global travel markets and exhibitions. This is as she recommended the establishment of a joint committee by both parties to ensure early and effective planning and implementation of agreed marketing strategies.

In his remarks, Awakan expressed appreciation to FTAN for the visit, noting that he had long been associated with the Federation.

He reaffirmed his commitment to deepening the existing relationship between NTDA and the private sector. According to him, his tenure would prioritise collaborative programmes and activities that align with the Renewed Hope Agenda of the Federal Government.

Awakan stressed that meaningful progress in the tourism industry can only be achieved through strong partnerships, as tourism remains a private sector-driven enterprise. He welcomed the proposed MoU and confirmed his readiness to sign it at NTIFE 2025.

He added that the success of NTIFE 2025 is, by extension, the success of NTDA.

The DG reiterated that Nigeria is richly endowed with vast tourism opportunities that must be harnessed through sustained collaboration between government agencies and private sector stakeholders.

  • NIHOTOUR, NBS Sign Strategic MoU to Strengthen Data-Driven Growth in Nigeria’s Tourism and Hospitality Sector

NIHOTOUR, NBS Sign Strategic MoU to Strengthen Data-Driven Growth in Nigeria’s Tourism and Hospitality Sector

Abuja, Nigeria – 19 November 2025 — The National Institute for Hospitality and Tourism (NIHOTOUR) has signed a strategic Memorandum of Understanding (MoU) with the National Bureau of Statistics (NBS), marking a major step toward building a more data-driven and globally competitive hospitality, travel, and tourism industry in Nigeria.

The partnership aims to deepen sector research, strengthen tourism intelligence, and provide credible data to guide government agencies, investors, practitioners, and stakeholders in making informed decisions. For years, the industry’s growth has been hampered by fragmented and unreliable data, limiting its ability to fully harness opportunities in job creation, enterprise development, and cultural promotion.

Under the MoU, NIHOTOUR and NBS will collaborate on enhanced data collection and analysis across accommodation, transportation, culinary tourism, events, recreation, destination activities, and workforce trends. The two agencies will also produce joint research outputs to serve as official references for policymakers, development partners, and private-sector players. The agreement further includes capacity-building initiatives and the development of a shared tourism intelligence system to support planning, forecasting, and regulatory improvements.

“This partnership marks a turning point for the sector,” said Aare Fagade, DG/CEO of NIHOTOUR. “Reliable data is the backbone of meaningful progress. With this MoU, we are paving the way for smarter investments, better training, and a more globally competitive tourism industry.”

Statistician-General of the Federation and NBS CEO, Prince Adeyemi, said the bureau remains committed to supporting sectors with significant potential for national development. “This collaboration ensures that the hospitality, travel, and tourism sector will now benefit from the same level of statistical rigour applied to other critical industries,” he noted.

The collaboration comes ahead of the festive season, the busiest period for Nigeria’s tourism ecosystem. Through the partnership, NIHOTOUR and NBS will track visitor flows, spending patterns, workforce movements, and sectoral performance during the period, helping operators, destination managers, and state governments improve planning, pricing, and service delivery.

The MoU aligns with national efforts to reposition tourism as a major non-oil revenue source and strengthen professional standards across the hospitality and travel value chain. By combining NIHOTOUR’s leadership in capacity development with NBS’s expertise in statistical systems, the agreement lays a strong foundation for sustainable and inclusive growth in Nigeria’s tourism industry.
