    Gov. Peter Mbah says Enugu State will strenthen existing partnership and ties with the Nigerian Army to consolidate on the current peace and conducive business environment in the state.

     

    Mbah said this at the 2023 West African Social Activities (WASA) of 82 Division of the Nigerian Army held at Abakpa Military Cantonment, Enugu on Saturday.

    The governor, represented by the Secretary to the State Government, Prof. Chidiebere Onyia, noted that the state needed the help of the Nigerian Army to create conducive environment for the state to grow it target of monumental economic expansion, which it is currently driving towards.

     

    According to him. the Nigerian Army remains instrumental to the ban of the illegitimate sit-at-home and checkmating activities of criminals and violent groups in the state.

    “The State Government is appreciative of the Nigerian Army on a friutful partnership, which is yielding visible and practical results.

     

    “We want to thank the Chief of Army Staff (COAS), Lt.-Gen. Taoreed Lagbaja, for his unrelentless support as well as the GOC and Garrison Commander for all the efforts they have put in making Enugu State one of the safest in the country.

     

    “To build the modern Enugu State of our dream and its needed economic
    expansion, we need the partnership with the Nigerian Army to ensure will create a peace, friendly and secured environment for economic and human activities to continue to strive.

    “As a state, we will continue to nurture this partnership and ensure more positive outcomes as we join hands to make Enugu State the safest destination of all Nigerians and foreigners,” he said.

     

    In an address, the General Officer Commanding (GOC) of 82 Division, Maj.-Gen. Hassan Dada, said that
    WASA was an annual event in furtherance of the Nigerian Army’s rich customs and traditions.

     

    Dada said that the event was important, because it brings officers, soldiers as well as their families and friends together for close social interaction at the end of each year.

    According to him, it is equally an avenue for cordial Inter-agency cooperation, synergy and civil-military relations with the civil populace in Enugu metropolis and its environs.

     

    The GOC said that WASA also marks the end of training year and its activities.

     

    “We had lots of successful training prigrammes in 2023 both for troops and officers as well as for various cadres and ranks within the Division.

    “We also undertook and inaugurated lots of projects, which included the renovation and remodelling of 82 Division headquarters building, renovation of some blocks in the cantonment, new 82 Officers’ Mass and water reticulation projects among others.

     

    “All these training programmes and projects is made possible by the fatherly support and direction of our amiable Chief of Army Staff (COAS), Lt.-Gen. Taoreed Lagbaja.

     

    “The Division also appreciate the COAS for approving the event as well as thank Gov. Peter Mbah, our guest of honour and other special guests including our families for gracing this colour occasion,” he said.

     

    The GOC assured the residents of Division’s Area of Responsibility (AOR) of improved and adequate protection, while soliciting their coopeattion in 2024.

     

    “We call on residents to assist the Nigerian Army and security agencies with timely security information as well as dial toll free “193” and press option 2 to get immediate security assistance when needed from troops of the Division,” he said.

    The event featured award presented to outstanding 24 soldiers from the 24 units under the Division.

     

    it also featured various Nigerian traditional and cultural cuisines, attires and dances as well as tug-of-war.

     

    The guest of honour, Gov. Mbah ignited the bonfire, which signalled the end of the colourful event.(Flowerbudnews)

    The Police Service Commission on Tuesday, January 23rd 2024 approved the appointment of AIG Dasuki Galadanci AIG incharge of Zone 12 Bauchi as a Deputy Inspector General of Police to represent the North West Geopolitical zone of the country. He will replace DIG Ibrahim Sani Ka’oje who is expected to retire 2nd of February this year.

    The Commission also approved the promotion of 1897 senior Police Officers to their next substantive ranks.

    The Commission elevated 14 Commissioners of Police to the next rank of Assistant Inspectors General of Police. However, one of the Commissioners for promotion to AIG was stepped down to enable the Commission review the Pending Disciplinary Matters against the Officer which was sent to the Commission by the Nigeria Police Force.

    The new AIGs are; Yetunde O.     The Commission Chairman, Dr. Solomon Arase, CFR, retired Inspector General of Police who presided over the Management Meeting of the Commission has accordingly given anticipatory approval for the appointment of one DIG and promotion of 1897 senior Police Officers recommended to the Commission by the Inspector General of Police.

    The 14 Commissioners of Police and 21 Deputy Commissioners appeared before the Management of the Commission for an interactive promotion interview, a condition precedent for their elevation to the next ranks.

    Dr. Arase at the interactive session charged the Officers to quickly settle down to their new ranks and go forth and win the war against banditry, kidnapping and violent crimes in the country.

    Dr. Arase said the nation is facing an avoidable unprecedented wave of criminal assaults on all fronts and said the Commission is uncomfortable with the trend of events.

    The PSC Chairman enjoined the Officers to settle down and crime map their various areas of responsibility by being conversant with trends and patterns of crimes in their domain and should be able to engage in predictive policing to mitigate the current criminal disorders by criminal gangs now mauruding across the lenght and breadth of the country.

    As senior Officers, he said they must be held responsible for any relapse in the security apparatus of the nation adding that they must see their new ranks as a call to greater dedication to the service of their fatherland. “These promotions should further ignite the indomitable fighting spirit of the Officers and Men”,he admonished the newly promoted Officers.

    Ambassador Abdel-Fatau Musah, ECOWAS Commissioner for Political Affairs, Peace and Security has advocated urgent measures to “reconcile tensions between democracy, governance and development,” and “a new compact with external partners to prevent a new Cold War in Africa.”

    “The recent retreat from liberal democracy and growing instability in the West Africa sub-region and the wider Continent is taking place within a complex and dynamic global landscape characterized by an unprecedented convergence of multiple threat and opportunistic vectors, namely geopolitical and geostrategic shifts, economic downturn, currency fluctuations, digital. advancements, climate, and environmental concerns, and socio-cultural dynamics,” Dr Musah, a former Director, West African Division, United Nations, affirmed.

    Addressing the International Relations Society of UK’s Oxford University at its Corpus Christi College, on 19th January, under the theme “Regionalism in West Africa and Causes and Course of Recent Instability,” the ECOWAS senior official said, that while there might be no “single-factor explanation for the growing political and security malaise …the fledgling and stumbling liberal democracy in Africa requires urgent resuscitation through the infusion of local culture, traditions, and realities.”

    He posits that “Strengthening electoral democracy by promoting good governance and development requires the collective efforts of all – governments, the citizenry, their organizations, and partners.”

    Dr Musah listed major threats facing Africa and by extension, West Africa, as follows:

    · The cumulative impacts of pandemics, poor leadership, and macroeconomic mismanagement amidst a global financial, economic, and social downturn.

    · Governance and development deficits (State capture, economic mismanagement, currency instability, retreat from the periphery, marginalization, and selective provision of basic services; identity politics, youth crisis, and corruption.

    · Manipulation of constitutional and electoral norms and the weaponization of the judiciary to enable unconstitutional maintenance of power.

    · Asymmetric security crisis (terrorism, radicalization, and violent extremism, led principally by Al Qaida and Islamic State affiliates; identity-based violence (farmer-herder dynamics, inter-communal violence)

    · Climate change as a threat multiplier (dynamics in Central Sahel and worsening cyclical floods and drought).

    · Geostrategic interests and geopolitical shifts, tensions between growing interdependence amid the collapse of multilateralism and deepening multipolarity: Dynamics between the NATO Powers (Collective West); China, Russia, India (BRICS); Medium Powers (Turkey, Saudi Arabia, UAE, Qatar) threatening a return to proxy wars.

    · Emerging strategic choices by leaders of the region towards traditional and emerging powers without a clear exit strategy from the dependency syndrome.

    · Genuine changing sentiments from below towards traditional powers, the re-birth of nationalism, and the instrumentalization of insecurity and public moods by sections of the military and their associates, and

    · Explosion of new technologies the pervasive influence of social media and the manipulation of opinion through misinformation and disinformation.

    The Commissioner’s prescriptions to prevent Africa from becoming the theatre of a new Cold War, include the “need to reconcile the tensions between democracy, governance, and development through measures to enhance the production of democratic dividends.”

    Other measures include the “Restoration of constitutional order in countries in transition (Mali, Burkina Faso, Guinea, and Niger) through dialogue and pressure, combating unconstitutional changes of government and manipulation of constitutional and electoral laws through a review of the Supplementary Protocol on Democracy and Good Governance, as well as social and peer pressure on errant leaders.”

    Civil society and private sector agencies should also be empowered in favour of democratic consolidation and inclusive economic development, the Commissioner said, while also advocating: “The enhanced operationalization of the ECPF (ECOWAS Conflict Prevention Framework) and the establishment of ECOWAS ECOSOCC (ECOWAS Economic, Social & Cultural Council) to be expedited.”

    Ambassador Musah further called for the “Strengthening of counter-terrorism efforts – the activation of the ECOWAS Standby Force in its kinetic mode and the coordination of disparate counter-terrorism efforts: In this regard, the timeliness of the recent UN Security Council Resolution authorizing the use of assessed contribution to sustainably fund African-led peace support operations cannot be overemphasized.”

    Tracing the evolution of ECOWAS Post-Cold War trends, he said there was a “temporary shift towards a unipolar world under Pax-Americana amidst hopes for greater multilateralism (which) coincided with the virtual collapse of weak States and rebirth of liberal democracy in Africa due principally to pressures from below against autocratic, dictatorial, and military rule, amidst the weakening of external protection for such regimes. “

    He also cited the “civil wars in Liberia, Sierra Leone, and Cote d’Ivoire (1989-2003); and the National Conferences (which) gave birth to liberal and illiberal democracies via multi-party elections.”

    There was “ECOWAS’ pivot towards security engagements, bringing into sharp relief the obvious nexus between security and development,” Commissioner Musah said, adding that this was followed by the adoption of regional Protocols to reflect the changing dynamics.

    These include the ECOWAS leaders “Declaration of Political Principles (1991); Revised ECOWAS Treaty (1993); Protocol Relating to the Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security (1999); Supplementary Protocol on Democracy and Good Governance (2001), which prescribes zero-tolerance for unconstitutional change of government), and the ECOWAS Conflict Prevention Framework (2008).”

    Dr Musah noted that until 2021, all 15 ECOWAS Member States were governed by leaders chosen through multiparty elections, and “for the first time West Africa, and Africa as a whole, witnessed the defeat of incumbents at the ballot box. To compare: Only one recorded peaceful alternation of power until 1991. Since then, there have been 31 across the continent.”

    He said, “The façade of democracy was unfortunately also underpinned by serious governance and development deficits: marginalization, youth unemployment, and ethnic and religious tensions,” adding: “The end of the first Decade and the beginning of the second of the 21st Century witnessed accelerated instability characterized by the impacts of the Ebola and COVID pandemics, financial, food, and social crises, governance deficits and intensification of terrorism and violent extremism, and the re-entry of the military into politics.”

    There have been at least nine reported successful or failed military incursions into politics in West Africa since 2020, with four countries currently under military rule (Mali, Guinea, Burkina Faso and Niger).

    The Commissioner’s presentation was made against the background of worsening insecurity and disputed electoral processes in the region (Nigeria, Sierra Leone, and Liberia), with only Liberia producing a transfer of power from a ruling party to the opposition, as ECOWAS struggles to douse simmering political tensions in Sierra Leone, Guinea Bissau, and Senegal.

    The regional organization has successfully negotiated political exile in Nigeria for Sierra Leone’s former President Ernest Bai Koroma, who was slammed with treason charges by the government of his country over an alleged coup attempt last November 26th following disaffection from the June 24th presidential election.

    ECOWAS is also currently seized with developments in Guinea Bissau where President Umaro Embalo, in a recent controversial decision dissolved the opposition-controlled National parliament causing political disaffection in a country that operates a semi-presidential system that allows the party that controls the legislature to name the Prime Minister in addition to the control of the National Guards, while the President has authority over other national armed services.

    In Senegal, which has crucial elections on February 25th, 2024, the Constitutional Court on Saturday disqualified two major opposition presidential candidates following the government’s recent decision to sack members of the national electoral commission after it included the name of a controversial opposition leader on the electoral list.

    The Gambia is another ECOWAS member State under close watch amid opposition allegations that President Adama Barrow could be gunning for a controversial third-term mandate.

    Describing “citizen apathy” as “the accelerator of bad governance…,” Dr Musah acknowledged that “the political, economic, and social conditions in the region are dire but not irreversible.”

    “Restoring confidence in governance in the region requires a compelling strategic approach, as well as a multidimensional, multi-actor, and multiagency effort by all critical local, national, and regional actors in a strategic partnership with the African Union and the United Nations,” he affirmed.

    But more than ever before, elections have become triggers and drivers of divisive and deep-rooted political crises in Africa, exacerbated by the undemocratic influence of money and overbearing interference of the judiciary.

    Consequently, analysts have warned against the dangerous trend of major election outcomes being decided by the courts instead of through the ballot box, with wealthy politicians encouraged by their brazen assurance to buy court judgements after rigging elections and blatantly taunting their opponents “to go to court.” (Flowerbudnews)

    Abuja (Flowerbudnews) A man who narrowly escaped the dragnet of kidnappers in Lugbe area of Abuja has urged Nigerians living in the area to be extra careful to avoid been kidnapped.

    The victim, who sustained bullet wound on his buttocks from gunshots of the kidnappers narrated his ordeal in a viral post which he disseminated on social media, a copy of which was made available to Flowerbudnews.

    In the post, the victim, who did not give his name narrated how he miraculously escaped being captured by the lurking kidnappers.

    He wrote:
    I made a miraculous escape from Kidnappers yesterday with a bullet wound just outside my estate at Lugbe en route Penthouse and Elsalem estate around 10:00 Pm yesterday ! (Few days ago now).

    I was blocked by their car on my lane but courageously reversed, and then drove through them while being shot at.

    Bullet penetrated the door behind the driver’s and got me on my left bum.

    Let’s exercise extra caution and avoid night movement please ! These deadly guys are all over the city ! Thank God for me. From an undisclosed victim🙏 (Flowerbudnews)

    Gunmen kill two soldiers, others in Benue

    Four people, including two soldiers have been reportedly killed by gunmen who invaded some communities in Agatu Local Government Area of Benue State on Friday.

     

    The armed men were said to have attacked some communities in the local government leading to the death of two people.

     

    Some of the villages attacked include Abugbe, Okokolo, Ugboju, Odugbeho and Olegobidu

     

    Two of the soldiers stationed at the council area on peacekeeping were said to have been shot dead when the armed men ambushed them while on patrol of the areas.

    Some natives told our correspondent that the attack had started for a few days until it became worse when the armed men moved to Okokolo and attacked the people.

     

    Confirming the attacks on Agatu communities, the lawmaker representing the Agatu state constituency in the state House of Assembly, Godwin Edo said two villagers were killed.

     

    Edo said, “Yes, the attack was from herdsmen, It happened yesterday, (Thursday.

    We had casualties, some were injured and we lost some lives. What happened was there were threats of attacks on some villages, Ocholonya and Ugboju K’ Ugbe for the past six days.

     

    “So those people deserted their place and relocated to Okokolo. So it is in Okokolo that herdsmen came to attack them yesterday, (Thursday). Those are the displaced villages for now.

     

    “We lost about two people so far. A lot of people were injured and we are still monitoring their medication.”

     

    Efforts to get the state Police Public Relations Officer, Catherine Anene, were not successful as her phone rang out.

     

    Meanwhile, Joseph Har, the Special Adviser to the state governors, Hyacinth Alia On Security and Internal Affairs, confirmed the attack but said he had no details.

     

    Har said, “It’s true, there was an attack on Agatu communities yesterday, (Thursday) but I don’t have details for now. However, the deputy governor and security chiefs in the state have gone there for the spot assessment.”

     

    In the previous year, the state witnessed several attacks on several communities.

     

    The state Commissioner for Information, Inelagwu, in 2023 said over 5,000 people were killed in the state within seven years.

    President Tinubu made the pronouncement on Tuesday at the State House in Abuja when he received a delegation of Jam’iyyatu Ansaridden, a highly respected Islamic Movement, Chief Ajuri Ngelale, Special Adviser to the President,
    (Media & Publicity) disclosed in statement.

    He condemned the recent spate of kidnappings and bandit attacks, describing the menace as disturbing, unGODly, and sinister

    The President said that while security agencies were acting with dispatch to immediately address the current challenge, all required resources, policies and plans will be rolled out soon for the massive education of Nigerian youths.

    President Tinubu said that education was the antidote to the troubles agitating the nation, adding: “There is no weapon against poverty that is as potent as learning.

    “I can assure you that we are here to change the life of our people. We are here to promote peace, stability, and economic prosperity.

    “We are dedicated to building a lasting peace with a focus on the comprehensive education of our children. We will get our teachers and their owners involved in an education process that will be relevant to the future of this country.

    ”It is important. Knowledge brought me here with your prayers and your support. Without knowledge, there is nothing to generate hope for mankind,” President Tinubu said.

    The President also emphasized that it was important to promote updated knowledge through existing islamic learning institutions for youths in Northern Nigeria to speed up development in the region, in Nigeria, and throughout Africa.

    “Please embark on special prayers. Embark on proper education for our youths. Kidnapping and banditry are not the way of God. Shedding each other’s blood is bad. And there can be no development without peace.

    ”It is only in the area of peace that we can eliminate poverty. We must work for peace in order for our economy to grow better,” the President concluded.’:

    Abuja (Flowerbudnews): A total of 136,177 candidates have now been screened in the ongoing recruitment exercise of the Nigeria Police Force which commenced nationwide on January 8.

    The Police Service Commission through the Police Recruitment Board is currently Screening 416,270 Nigerian youths who have shown interest and applied to be considered for a career in the Nigeria Police Force, Ikechukwu Ani, Head, Press and Public Relations disclosed in a statement on Tuesday.

    ”The candidates are being subjected to physical and credentials screening, a prelude to an aptitude test and other processes including medical examination,” the statement stressed..

    It said that the Commission has upgraded and automated the online recruitment processes to ensure its credibility and create a measurable standard for final selection of successful candidates.

    ” Results/outcome of the screening exercise are uploaded real time to the Commission’s portal and monitored by the Situation Room set up and led by Commission Chairman, Dr. Solomon Arase CFR, retired Inspector General of Police,” it said.

    Out of the 136, 177 candidates screened, 108,768 have been successfully uploaded, the difference being problems/challenges from fluctuating network.

    The PSC Chairman who is the National Co-ordinator for the Recruitment exercise, had expressed his satisfaction with the commitment of both the Commission Staff, the Police Officials and other Members of the Police Recruitment Board.

     

    He confirmed that there had been a commendable improvement in both screening and uploading rates and a complementary daily reportage of figures.

    Dr. Arase congratulated the field work force and charged them to ‘: maintain this momentum and strive for even greater achievements”.

    He assured the candidates that they should not panic and be rest assured that they will all be screened before the end of the screening exercise, adding that he is aware of the heavy traffic at the screening centres.

    Dr. Arase said the Commission is giving the nation a new and credible platform for recruitment into the public Service insisting that the ongoing Police recruitment will surely meet all known international standards devoid of any manipulation.

    He repeated that the nation will be proud of the products of this exercise. He however said the Commission may review the sequence of the exercise where the aptitude tests may come first.

    Dr. Arase noted that reports from the field showed a curious development where many candidates with beautiful Senior Secondary School Certicates (SSSC) and National Examination Council certificates can not write their names or ordinarily introduce themselves.

    He wondered how they acquired such excellent certificates adding that aptitude tests coming as a first stage of the recruitment process will help eliminate obviously unqualified candidates and reduce the size of persons that would subsequently appear for screening.

    He disclosed that the Commission will surely get it right and produce a template for effective and efficient recruitment exercise in Nigeria. “When we get it right at the entry point, we would have almost gotten sixty percent quality in the expected performance of the Officers and that is our objective” Dr. Arase noted.     Alleged $9.6bn scam: How top govt. officials aided P&ID directors–EFCC Investigator

    Abuja:  Mr Umar Babangida, an investigator with the Economic and Financial Crimes Commission (EFCC), on Tuesday, revealed how top government officials aided Process and Industrial Development (P&ID) Ltd.’s directors in the alleged $9.6 billion scam against Nigeria.

    Babangida, who was the 2nd prosecution witness (PW2) in the ongoing trial of fleeing James Nolan, an Irish national, told Justice Obiora Egwuatu of a Federal High Court, Abuja in his testimony.

    The News Agency of Nigeria (NAN) reports that the anti-graft agency had, in the charge marked: FHC/ABJ/CR/9/2022, sued Micad Project City Services Ltd. and Mr Nolan as 1st and 2nd defendants.

    Nolan, a P&ID director who also has a British citizenship, was arraigned and granted a N100 million bail after pleaded not guilty to the 20-count charge preferred against him.

    However, after he perfected his bail conditions, he failed to appear in court for trial.

    On Sept. 28, 2022, Justice Ahmed Mohammed of a sister court, where Nolan was also standing another trial, revoked the bail and issued a bench warrant for his arrest for jumping bail.

    Justice Mohammed equally granted the EFCC’s request to continue his trial in absentia.

    Nolan, alleged to be at large, is also standing trial in about eight other cases for his involvement in the 9.6 billion dollars controversial contract awarded to P&ID Ltd.

    While being led in evidence-in-chief by EFCC’s counsel, Mr Bala Sanga before Justice Egwuatu, the witness said President Muhammadu Buhari directed that an investigation be conducted by the commission into the signing of a gas supply and processing agreement between the Federal Ministry of Petroleum Resources and P&ID Ltd. dated Jan. 11, 2010.

    “On 28th June, 2018, a letter from the Office of the Attorney-General of the Federation (AGF) and Minister of Justice was forwarded to EFCC conveying the directives of Mr President , Commander-In-Chief of the Armed Forces, Federal Republic of Nigeria, that investigation be conducted by the EFCC.

    “The petition was assigned to my team and I, including Isah Suleiman Daku, Aminu Lawal, Hembafan Tortilla, and others,” he said.

    According to him, we conducted the investigation by requesting documents of certified true copies (CTCs) from the Federal Ministry of Petroleum Resources.

    “Upon receipt of the documents, which include copy of the signed gas supply and processing agreement dated 11th January, 2010; memorandum of understanding dated 22nd July, 2009; memos and other correspondence, we reviewed the documents.

    “And we discovered they were signed by the late Minister of Petroleum Resources, Dr Rilwan Lukman, and was witness by late Mrs Grace Taiga, the then Director of Legal Services, Fed Ministry of Petroleum Resources.

    “Late Mr Michael Quinn, an Irish citizens, signed for P&ID and witnessed by Alhaji Muhammed Kuchazi in respect of the gas supply and processing agreement. The same individuals signed in the MOU.

    “Our investigation discovered that Michael Quinn was the owner and operator of P&ID Ltd which was incorporated in the British Virgin Island together with his partner, Brendan Cahill, who is also an irish citizens.

    “We further discovered that they have incorporated about 30 companies registered by Corporate Affairs Commission (CAC) in Nigeria.

    “They also registered 20 offshore companies which they promote and operate.

    “Among the 30 companies registered in Nigeria is Micad Project City Services Ltd, the 1st defendant and their representatives in Nigeria.

    “In operating these companies include James Richard Nolan, the 2nd defendant in this case, who is an Irish citizen; Adam Quinn, also an Irish citizen; Lloyd Quinn, also Irish but deceased; Neil Christopher Murray, also Irish but at large; Gerald Patrick Gallagher, also known as Gerry Gallagher, is also an Irish but at large at the moment.

    “They are the representatives in running and operating Micad Project City Services Ltd,” Babangida revealed.

    The PW2 said they wrote to the CAC requesting for the incorporation document of the company.

    “From the response from CAC, we got that the company was incorporated in 2005 with two shareholders and directors namely; James Nolan and Adam Quinn with 50 per cent equity each ,” he said

    He said in March 2007, Nolan resigned as a director of Micad Project and relinquished his shares back to the company, and Lloyd Quinn and Gerry Gallagher were appointed the directors of the company.

    “In April 2007, Adam Quinn also resigned as director of the company and relinquished his shares back to the company leaving Lloyd Quinn and Gerry Gallagher as directors.

    “Lloyd Quinn had 99 per cent equity while Gerry Gallagher had 1 per cent equity of the company,” he said.

    The witness said his team wrote to Guarantee Trust Bank (GTB) requesting for the account opening package and statement of account of Micad Project and discovered Lloyd Quinn was the sole signatory to the company’s account.

    “Upon further investigation, we discovered the company had another account with Diamond Access Bank formerly Diamond Bank.

    “We wrote to Access Bank Plc requesting for account opening package and statement of the account of Micad Project City Services Ltd.

    “We reviewed responses from the bank and reviewed the documents and discovered that James Nolan, who had resigned as director and shareholder of the company in 2007, was a signatory to the Access Bank account.

    “We also discovered Neil Murray as a signatory to the Access Bank account,” he said.

    Babangida said after further review of the statement of account domicile with Access Bank Plc, the team discovered that Federal Capital Development Authority (FCDA) paid over N151 million into the account on May 22, 2017.

    “We also discovered a payment from the account of single transaction of N50 million to Avory Chambers dated 24th of May, 2017,” he added.

    He said the team confirmed through the Special Control Unit against Money Laundering (SCUML) that the company failed to comply with the confirmed that the Money Laundering and Prohibition Act, 2011 (as amended).

    “From the response from SCUML, we confirmed that the company, Micad Project, in its account opening package with GTB described its business activities as real estate development company.

    “That had confirmed it status as a designated non-financial institution.

    “The report further stated that the conducted search into their records discovered the company failed to declared its business activities to the Federal Ministry of Industry and Trade Investment.

    “We also stated that the company did not file record of its compliant officers and its management strata.

    “The company also failed to train its staff on money laundering and combating illegal act.

    “The company failed to establish an internal audit unit in compliance with Money Laundering and Prohibition Act and no report of threshold transaction above N5 million to an individual and N10 million to a corporate entity was made.

    “The investigation revealed that the payment of over N151 million into the account of the company and N50 million out of the account of the company were not reported in compliance with Money Laundering and Prohibition Act,” he said.

    The witness said the Federal Inland Revenue Service (FIRS), in the course of their investigation, revealed that the company failed to comply with the tax law.

    “On the strength of that, we wrote to FIRS to confirm that the company had tax liability of over N39 million which the company failed to pay between 2008, 2009 and 2010.

    “We equally wrote to FCTA (Federal Capital Territory Adminstration) to confirm the payment of the N151 million and availed us CTCs of records of terms of settlement filed as a consent judgment between Micad Project and other parties.

    “We received response from the FCTA attaching the signed terms of settlement and other evidence of payment and further review that a dispute emanated between Micad Project City Services Ltd and Crome Oil Ltd which resulted in the signing of the terms of settlement,” he said.

    Babangida said all the documents relating to the investigation were forwarded to the EFCC’s Forensic Department for forensic analysis.

    According to him, the forensic expert will be in better position to tell the court of his findings.

    Earlier, Mr Temitope Erinomo, the 2nd prosecution witness and former Principal Complaint Officer, Federal Ministry of Trade and Investment, said that the ministry carried out an off-site and on-site examinations of Micad Project City Services Ltd

    Erinomo, who said this during a cross examination by the defence lawyer, Mr Michael Ajara, revealed that the off-site and on-site examinations “were carried out at the business addresses of the company but they were not present at the two addresses in Abuja and Lagos.”

    “In my testimony, I said that we received a letter from the EFCC seeking to know the compliant status of Micad Project with the Money Laundering and Prohibition Act and to also furnish them with other information that will be relevant to the investigation that EFCC is carrying out,” he told the court.

    The Code of Conduct Bureau, CCB, has summoned the Minister of Interior, Olubunmi Tunji-Ojo, to appear before it on Tuesday.

     

    The Bureau, which was established to ensure the maintenance of high standards in the conduct of government business and to enforce the code of conduct for public officers as contained in Part I of the Third and Fifth schedules to the 1999 Constitution, as amended, summoned the Minister over the alleged involvement of his company in a N438million contract scandal.

     

    CCB, in a letter that was signed on behalf of its Chairman, Murtala Aliyu, by the Director, Investigation and Monitoring, Gwimi S.P, directed the Minister of Interior to appear at its headquarters in Abuja.

     

    “The bureau is investigating a case of alleged breach of the Code of Conduct for Public Officers in which your name featured prominently.

     

    “Consequently, you are invited for an interview scheduled as follows:

     

    “Date: Tuesday, 16th January, 2024. Time: 1100hrs prompt. Venue: CCB Headquarters on 5th Floor, Annex III, Phase I, Federal Secretariat Complex, Abuja.

     

    “This invitation is pursuant to the mandate and powers of the Bureau as enshrined in the Third Schedule, Part I, Paragraph 3 (e) to the 1999 Constitution of the Federal Republic of Nigeria as amended. Please be properly guided,” the letter read.

     

    It will be recalled that a company, New Planet Projects, allegedly belonging to Tunji-Ojo, was listed as a beneficiary of a N585m contract payment scandal that led to the suspension of the Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu by President Bola Tinubu.

     

    The company was one of the consultants awarded contracts worth N3billion by the suspended minister for the National Social Register contract.

     

    The social register was created for cash transfers and other social investment programmes.

     

    Edu had asked the Accountant General of the Federation, Mrs. Oluwatoyin Sakirat Madein, to send public funds to a private account that belonged to Oniyelu Bridget Mojisola, identified as a project manager by the minister.

     

    She subsequently approved the disbursement of the sum of N585,198,500.00 into a personal account.

     

    The suspended Minister allegedly approved funds for flight tickets and airport taxis for her team, from Abuja to Kogi State, even though the later has no airport.

     

    It was further reported that New Planet Projects, which was incorporated by Tunji-Ojo, allegedly received N438 million as ‘consultancy fees’ from the suspended Minister who is currently under the radar of the Economic and Financial Crimes Commission, EFCC.

    the Interior Minister had since debunked his alleged involvement with the company, insisting that he was neither a part of the day-to-day operations of the firm nor a signatory to its accounts.

     

    “As I have always said, I came into public office with a commitment to base my service on sincerity of purpose and openness. I believe that Nigerians don’t deserve to be kept in the dark in terms of public office operations.

     

    “And actually, I was shocked because the company in question was a company where I was a director about five years ago. I had resigned from my directorship.”

     

    The Minister said he founded the company alongside his wife, adding that his resignation from the firm was owing to his political ambition.

     

    He said: “I and my wife founded the company 15 years years ago. Well, in 2019, when I got to the House of Representatives., when I won election precisely, I made a change.

    “I had resigned as director of the company to hold office.”

     

    The Minister said he was only a shareholder of the company, which according to him was not a violation of the law.

     

    “Of course, and to the best of my knowledge, the public service rule does not prohibit public officers from being shareholders,” Tunji-Ojo added while answering questions on Channels television.
