NAFDAC Moves to Assist Nigeria’s Non-Oil Sector Export Trade,  Partners Pre-Shipment Inspection Agents

    By Biola Lawal

Abuja: (Flowerbudnews): The National Agency for Food and Drug Administration and Control (NAFDAC) has Intensified efforts to help boost Nigeria’s non-oil export trade and eliminate rejection of the nation’s food products exports.

Speaking at a consultative meeting with Pre-shipment Inspection Agents on Friday, NAFDAC Director-General, Prof. Mojisola Adeyeye expressed the Agencys discomfort with the alarming rate of rejections of food exports from Nigeria.

Prof Adeyeye emphasised the need for a unified exportation procedure in collaboration with Pre-Shipment Inspection Agents to revamp the non-oil Sector trade and end rejection of Nigeria’s food exports in foreign countries.

A statement by Sayo Akintola, NAFDAC’s  Residentn  Media Consultant said that the Consultative meeting was in continuation of NAFDAC efforts to find lasting solutions to the problem of Nigeria non-oil export rejects abroad.

The statement disclosed that NAFFAC used the forum to further extended hands of collaboration to critical stakeholders in the nations ports with a view to working together to revamp the export trade in the non-oil sector, and reduce the rejection of Nigerian products thereby positioning the country in a better state in the Global market.

NAFDAC Boss, Prof. Adeyeye also expressed the Agencys discomfort with the alarming rate of rejections of food exports from Nigeria.

She was represented at the Consultative meeting by  Dr Abimbola Adegboye, the Director, Port Inspection Directorate (PID who also heads Office of Trade and International Relations (OTIR),

Prof Adeyeye pointed out that the meeting was aimed at building effective collaboration with NAFDAC to complement its robust regulatory policies geared toward understanding the NAFDAC export processes.

She said collaboration was also to safeguard a unified exportation procedure and zero rejects of Nigeria export products.

The NAFDAC Boss expressed dismay that a competent authority on food safety matter with all her acclaimed global accreditation in food safety testing could be totally blanked out in the listed requirements for issuance of Clean Certificate of Inspection (CCI) by the Pre-shipment Inspection Agents.

”No wonder there are high volumes of reject from Nigeria as the NAFDAC regulated products were not tested nor production processes validated for compliance before export”,she noted.

Present at the meeting were the top management staff of Neroli Technologies Limited, the agent covering South-south and South-west zone; Anglia International Services Limited, the agent covering North-West and North-Central zone and Gojopal Nigeria Limited, the PIA covering North-East and South-East zone.

They all made commitments to immediate rectification of this lapse on their website and their process and enlightening their client to use the Nigeria Single Window for Trade portal (www.swt.gov.ng)to procure their exports certification.

NAFDAC as a Governmental Agency was established by Enabling Act Cap N1 Laws of the Federation of Nigeria (LFN) 2004 which empowers the Agency as the competent authority in Nigeria and charged with the responsibility of regulating and controlling the quality of manufactured, importation, exportation, distribution, advertisement, sale, and consumption of food, drug, chemicals, and other regulated products.

Essentially, the NAFDAC mandate is to ensure traded products are of good quality, safe and wholesome.

The Port Inspection Directorate of the Agency has met with the Chairman of Comprehensive Import Supervision Scheme (CISS) and Nigeria Export Supervision Scheme NESS, Area Comptroller of Nigeria Customs Services at the Ports, advocacy visits were made to export sheds at seaports, airports, and land boarders.

She however, expressed her appreciation of the activities of PIAs as a main actor in the processes chain of exportation adding that coming together of the critical stakeholders will help make the trade of non-oil sector to be better, more robust and more consultative.

NAFDACs door is opened to enhance export and trade, we encourage and support trade of quality products, she said, adding that ”we are enjoining the PIAs to be part of the game and to make sure we collaborate effectively.”

The NAFDAC boss noted that the Agency acknowledges the importance of having broader and deeper Interactions and collaborations with sister agencies such as Standards Organization of Nigeria (SON), Nigeria Agricultural Quarantine Service (NAQS), Nigeria Export Promotion Council (NEPC), Nigeria Custom Service (NCS) etc.

Prof Adeyeye emphasized the position of export as a major aspect of building every country’s economy because of its importance in international trade and economic stability, therefore the reason for regulation of the sector is to ensure that products that leave a countrys shores are of good quality, safe and meet international best practices among others.

For Nigeria, she said trade is critical to the national economic makeup, adding that in 2021, Nigeria exported $57.7 billion of goods, making it the world’s 52nd most exporting country.

Prof. Adeyeye disclosed that Cocoa beans, sesame seeds, cashew and seven other products top the list of agricultural commodities Nigeria exported within the first nine (9) months of 2022, generating N427.6 billion or $1.02billion.

The DG reiterated that huge volume of Nigerias exported agricultural commodities were often rejected by the European Union for not meeting required standards, adding that EU countries seized about 82% of Nigeria’s agricultural products exported illegally.

According to her, these products are non-documented items and people move them out without clearance by the relevant regulatory agency.

The DG NAFDAC listed the following as reasons for export rejects: Technical Barrier issues e.g., defective packaging and inadequate labelling. Non-Documentation, Unauthorised transition,

Illegal importation, Non-compliance to destination markets standards, the EU will reject consignments containing food that do not comply with EU maximum residue limits (MRLs) for Vet Medicine and Pesticides, and maximum limits (MLs) for Contaminants in foods.

Others include exporters boycott of relevant regulatory Agency e.g., NAFDAC, in the process of exportation, which leads to rejects, private huge losses and absence of government-to-government communications.

Prof. Adeyeye however maintained that tightening the regulatory and inspection regime for exports of food items and agricultural products is one of the ways to address export rejections, adding that all relevant Government Agencies and associations involved in Nigerian exports should ensure agro products exported are safe, of good quality and meet the specified International Standards.

When all other relevant efforts are merged, we can achieve the reduction of reject on Nigerian export food commodities and increase foreign exchange earnings, she said. (Flowerbudnews)

Prof Adeyeye disclosed that ‘:Most of the drugs sold by the illiterate and semi-literate Drug Hawkers are counterfeit, substandard or expired, and therefore do not meet the quality, safety and efficacy requirement of regulated medicines.

‘:Prescription drugs are also sold by the itinerant Drug Hawkers who also hold consultation, recommend and prescribe medicines to their gullible “patients”.

”Drug Hawkers are also the major Distributors and Suppliers of narcotic medicines to criminal networks such as Armed Bandits, Insurgents, Kidnappers and Armed Robbers. Drug Hawkers constitute serious threat to our national security.”,

The NAFDAC Boss said that ‘:drugs are sensitive life-saving commodities which should not be sold on the streets/motor parks or open markets just like any other article of trade.”

Prof  Adeyeye said: ”Since 2019, we immediately took some decisive steps such as sensitization of the public through different media outlets, enforcement through intelligence and raids in fruit markets that have resulted in seizures and destruction of violative products.”

She said further:  ”The flag – off for this sensitization workshop today is again a fulfilment of my promise to sustain and strengthen NAFDAC’s existing collaboration with Association of Health Journalists in Nigeria towards mobilising, educating, sensitizing, and conscientizing Nigerian Journalists to play frontline role in our concerted efforts to eradicate the menace of Drug Hawking and Ripening of Fruits with Calcium Carbide in Nigeria.”

‘:It is my candid opinion that sensitization workshop of this nature is a training the Trainers’ programme with the great expectation that participants will assume the role of champions in the vanguard of the campaign against drug hawking and the use of calcium carbide to ripen fruits,’: She emphasised.

Prof Adeyeye recalled that NAFDAC recently organised similar sensitization workshops in eight cities across the country to raise awareness on the dangers of using bleaching creams.

‘:This was in line with my resolve to intensify and widen the scope of our publicity and public awareness campaigns as part of the transformative programmes of my second tenure of office,” She stated.

The NAFDAC Boss assured that the Agency would constantly engage the mass media as it  strove  to bring down to the grassroot level positive impacts of its regulatory activities.

Prof Adeyeye also declared that NAFDAC had noticed the dangerous practice of sale and consumption of fruits artificially ripened with calcium carbide as well as illegal hawking of drugs in the open market.

”It is gratifying to announce that apart from sensitization campaigns and Enforcement activities, NAFDAC has commissioned a scientific study on the best approach towards mitigating the health hazards posed by ripening of fruits with carbides, She said.

She disclosed that she had ‘:mandated some of my directors and support staff to take these campaigns to the nooks and crannies of this country. We are confident of winning the war against these two hydra-headed public health menaces.

‘:It is, therefore, a great pleasure for me to declare open this Media Sensitization Workshop while urging you to assist NAFDAC in publicizing and disseminating knowledge acquired to the general public.

” i thank you for your collaboration and support for NAFDAC to rid the country of the menace of substandard and falsified medicines, unwholesome foods, corrosive cosmetics, and other substandard regulated products.

” In real terms, more than 36 million people die annually from Non-Communicable Diseases (NCDs). Among these, cardiovascular diseases (CVDs) are the number one cause of death, accounting for 17.5 million deaths annually,” the NAFDAC Boss stated.

”In this category, high blood pressure leads as a risk factor. CVDs are disorders of the heart and blood vessels, and they include coronary heart disease, cerebrovascular disease, rheumatic heart disease, among other conditions.

”Non-communicable diseases (NCDs), including heart disease, stroke, cancer, diabetes and chronic lung disease are collectively responsible for 74% of all deaths worldwide.

”NCDs are estimated to account for about a quarter of total death in Nigeria. The probability of dying between ages 30 & 70 years from the main NCDs is 20%

”At the 2018 World Health Assembly in Geneva the WHO called on countries to eliminate industrially-produced Trans fats Trans Fatty Acid (TFAs) from global food supplies.

” Agency released an action package called REPLACE that includes policy recommendations and interventions for governments to pursue.

”W.H.O has recommended one of these two policy pathways for implementation
Banning the use of partially hydrogenated oils, that is the source of industrially produced TFAs, in all foods OR Setting limits on the amount of industrially produced TFAs produced to not more than 2% of the total fat content in all Foods.” Prof Adeyeye stated.

She said further that ”NAFDAC with the co-operation, collaboration and support of the Federal Ministry of Health, Federal Ministry of Justice and the Trans-Fat Coalition Partners in Nigeria have worked assiduously towards achieving the two-prong pathways.

”The coalition partners include but not limited to Global Health Advocacy Incubator (GHAI), Network for Health Equity and Development (NHED), Corporate Accountability & Public Participation Africa (CAPPA).”

The NAFDAC Boss said, ”I am delighted to announce the followings:
That in Nigeria we are already working with the industry and our partners to find alternative source to the existing partially hydrogenated oils that are the source of industrially produced Trans-fats. (iTFA)

”Most importantly we have reviewed the Fats and Oil regulation 2005 and we have a newly gazetted reviewed regulation known as Fats, Oil and Food Containing Fats and Oil Regulation 2022.

  • NAFDAC DG, Prof Adeyeye, Advocates Optimal Breastfeeding to Enhance Babies’ Health and Natural Immunity

NAFDAC DG, Prof Adeyeye, Advocates Optimal Breastfeeding to Enhance Babies’ Health and Natural Immunity

    Flowerbudnews

    By Biola Lawal
Abuja (Flowerbudnews): The Director General of National Agency for Food and Drug Administration and Control NAFDAC, Prof Mojisola Adeyeye, has advocated optimal breastfeeding by nursing mothers to strengthen the health and natural immune system of babies.

Prof  Adeyeye, who was Speaking during the 2023 World Breastfeeding Week celebration, disclosed that breastfed babies had stronger immunity, and a reduced risk of suffering many childhood illnesses and infections.

A NAFDAC statement by Sayo Akintola, Resident Media Consultant also quoted the NAFDAC Boss as saying that breastfeeding of children also helped to  lower risk of breast and ovarian cancers in women.

Flowerbudnews reports that the 2023 World Breastfeeding Week celebration, had the theme; Enabling breastfeeding, making a difference for working parents,

Prof Adeyeye said that NAFDAC had created an Office of Women’s Health, a multi-disciplinary center where issues that concern maternal and child health will be continuously addressed.

She stressed that the women Health Office was part of the Agency’s efforts to underscore the importance of creating an enabling environment for child health.

Prof. Adeyeye was represented at the event by the Director, Food Safety and Applied Nutrition (FSAN), Mrs. Eva Edwards.

The NAFDAC DG added that breastfeeding was also associated with longer-term health benefits including reduced risk of overweight and obesity in childhood and adolescence.

She explained that breastfeeding also provided health benefits to mothers, by helping to prevent postpartum bleeding, support child spacing, lower the risk of breast and ovarian cancers and earlier return to pre-pregnancy body weight.

According to the NAFDAC boss, this years theme was apt as it was aimed at strengthening the collaboration of actors across different levels of society to support and promote breastfeeding for working parents so that women can combine breastfeeding and work.

She added that this is important because workplace challenges remain one of the most common reasons for women to stop breastfeeding earlier than recommended.

Prof Adeyeye further explained that a workplace needed adequate breastfeeding facilities to become a breastfeeding-friendly workplace, adding that lack of conducive breastfeeding environment especially for working mothers hinders breastfeeding of infants.

With provision of appropriate lactation rooms in workplaces, she maintains that employers stand to benefit as it leads to happier, more dependable, and productive employees.

‘’It also leads to reduced absenteeism because breastfeeding employees babies get sick less often and less severely’’, she said.

Prof. however, maintained that there is still a lot of work to be done in creating an enabling breastfeeding environment to promote the best nutrition, health, and environmental outcomes.

One contributory strategy to achieving this, she said, is enforcing compliance with the International Code of Marketing of Breastmilk Substitutes established to protect and promote breastfeeding and protect mothers from inappropriate marketing of breastmilk substitutes by industry.

She pointed out that the Agency is resolute in her commitment to promoting and protecting breastfeeding and recognizes the threats that aggressive marketing of breastmilk substitutes (BMS) poses to optimal breastfeeding practice.

She stressed that the revised Marketing of Infant and Young Children Food and other Designated Products (Registration, Sales etc.) Regulations has incorporated subsequent relevant World Health Assembly resolutions and recommendations on the International Code of Marketing of Breastmilk Substitutes.

Amongst other provisions, she said, it prohibits unethical marketing practices by infant food manufacturers.

‘’This is in recognition of the fact that aggressive marketing of breastmilk substitutes is among the factors that contribute to undermining breastfeeding and is associated with decreases in breastfeeding rates.’’

”While we will continue to strengthen the implementation, monitoring and enforcement of the Code of Marketing of Breastmilk Substitutes and our national regulations, she implored everyone to join hands with NAFDAC as breastfeeding is a cost-effective investment in the nations health, economy, and future workforce.”

The DG stated that this years theme was intended to enhance support for breastfeeding at work and galvanize action on improving working conditions and relevant support for breastfeeding. She added that it would address a strategic opportunity to advocate for essential maternity rights that support breastfeeding and workplace space for breastfeeding.

She further explained that evidence shows that optimal breastfeeding is vital to the lifelong good health and wellbeing of women and children, stressing that the World Health Organization (WHO) recommends early initiation of breastfeeding within the first hour of birth, feeding the child only breast milk for the first 6 months (exclusive breastfeeding), and continuing to breastfeed for up to 24 months or beyond, with introduction of nutritionally adequate and safe complementary (solid) foods at 6 months.

The stance of the Agency on breastfeeding aligns very well with the creation of NAFDAC Office of Women’s Health (NOWH).

Speaking in the same vein, the Nutrition Society of Nigeria (NSN) Lagos Chapter emphasized that nutrition is essential for a healthy breastfeeding journey. The Programme Team Lead of NSN, Lagos Chapter, Mrs. Chioma Emma-Nwachukwu, admonished mothers to also maintain a balanced diet and stay hydrated to provide the best for their little one.

‘’Your diet influences the quality of your breastmilk and, in turn, affects your baby’s health. Embrace foods that boost lactation and enhance your baby’s well-being’’, she said. (Flowerbudnews)
