  • FG Reaffirms Commitment To Workers Welfare

    The Permanent Secretary Service Welfare Office in the Office of the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, has reiterated the commitment of the Federal Government to improve the welfare and Benefit packages of workers. This is to ensure effective service delivery for desired developmental goals.

    She made this disclosure on Tuesday 24th July, 2018 at the maiden edition of Permanent Secretary Quarterly Forum with Joint Union leaders in Ministries, Departments and Agencies (MDAs).
    Mrs. Walson-Jack, said that the forum was established to provide opportunity for direct interface with union leaders in Federal Government MDAs, on issues relating to welfare and well-being of Civil Servants, as well as on other related Policies and Programmes of Government.

    She said the theme of the forum’ ‘sustaining Industrial Harmony in the Public Sector: An imperative for achieving Federal Government’s Change Agenda for National Development’’ was timely and in line with the 2017-2020 Federal Civil Service Strategy and Implementation Plan approved by the Federal Executive Council.
    She also said, welfare issues are at the heart of almost all industrial disputes hence the launch of a salary review for the Federal Civil Service as a first step to enhance the value proportion of Civil Servants under the FCSSIP.
    She added that Government is collaborating with relevant stakeholders to address all issues that may cause conflict between employer and employee before they escalate into conflicts.
    Mrs. Walson-Jack, further said that efforts to prevent re-occurrence of industrial disputes and Conflicts in MDAs and sustain industrial peace and harmony in Public Service birthed the Quarterly Forum, while the need to bridge the existing gaps in communication necessitated the need to cascade interaction with Executives of labour unions.
    A presentation on ‘’Federal Government Group Life Assurance Policy for Public Servants’’ by Mr. Akin Abaoba of Capital Express Insurance Company was also featured in the forum. The presentation was to sensitize participants on the objectives of the scheme and how to benefit from it.

  • FG Fetes Retired Permanent Secretaries

    The Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita feted five retired Federal Permanent Secretaries in a cocktail party for their meritorious service to their fatherland on Saturday, 28th July, 2018 in Abuja. The event is part of the welfare policy of the Office of the Head of the Civil Service of the Federation.
    Mrs. Winifred Oyo-Ita in her speech thanked the retired Permanent Secretaries for their decades of excellent service to the nation. She assured them that their footprints will forever remain indelible in the Ministries, Departments and Agencies (MDAs) they served.

    The Head of Civil Service of the Federation buttressed the essence of the get together party as a way of creating bonding and friendship between the serving and the retired Permanent Secretaries for mutual benefits,
    ”It is also targeted at promoting social integration, friendship, camaraderie and good working relationship amongst colleagues who have agreed to come together to jointly handle some of our welfare needs; particularly, the ones not covered by the extant rules; and to also offer support and succour whenever the need arises” .

    Speaking on behalf of the retired Permanent Secretaries at the occasion, Engr. Abubakar G. Magaji appreciated President Muhammadu Buhari for the opportunity given to them to serve their fatherland and also enjoined his fellow retired Permanent Secretaries not to be redundant but to bring their wealth of experience to bear in the economic and political development of the nation.

    The retired Permanent Secretaries are Engr. Abubakar G. Magaji; Mrs. Fatima B. Bamidele; Mr. Bolaji Adebiyi; Mr. Clement Uwaifo and Chief Osuji Ndubuisi Marcelinus . The event also witnessed the presentation of memoirs and gifts to the retirees.

  • Count Buhari out of Ortom’s crisis: Presidency

    President Muhammadu Buhari will never be part of any unconstitutional act, the Presidency said today, in a blistering reaction to attempts by some political actors to link him with the unfolding political drama in Benue state.

    On Monday, eight members of the Benue Assembly threatened to begin an impeachment proceedings against Governor Samuel Ortom, who last week committed political apostasy by switching allegiance from the All Progressives Congress to the Peoples Democratic Party, along with 22 members of the state legislature.

    As the drama of defection played out, the speaker Terkimbir Ikyange was impeached and later suspended. A pro-tempore speaker was elected. The deposed speaker on Monday announced the beginning of an impeachment proceeding against Ortom.

    In a scathing statement, Aso Rock distanced Buhari from the whole drama.

    “President Buhari will never be part of any unconstitutional act, and any attempt to link him with the inglorious past, when minority number of lawmakers impeached governors, will not stick”, said media adviser Femi Adesina.

    “It will simply be like water off the duck’s back. Those with open minds know this, but those who cavil would rather source everything untoward to the President. It is murky ground in which they are now marooned, as fallout of their resistance to change in the country”.

    Political pundits said Aso Rock may be reacting to a joint statement by Senate President Bukola Saraki and Speaker Yakubu Dogara, both of whom are on the way to joining Ortom in his political apostasy by quitting the All Progressives Congress for the PDP.

    The duo decried police blockade of the State House of Assembly and called on President Buhari to call the police to order.

    The two legislators said: “The situation in Benue State House of Assembly has grave implication for the nation’s democracy and it represents a throw-back to the period of dictatorship in our country. It also represents how the Nigeria Police are being misused to achieve political end. In a statement recently, the Presidency derisively referred to an era in the past where a minority number of legislators was used to impeach Governors who were unfriendly with the Federal Government. What we are seeing in Benue now is a return to that inglorious era.

    “We believe this unlawful and unconstitutional move to impeach Governor Samuel Ortom by a minority should be condemned by all lovers of democracy, at home and abroad. We call on President Muhammadu Buhari to call the police to order and prevent a break-down of law and order. We also call on friends of Nigeria in the international community to lend their voice in condemning the perpetration of illegalities and actions that can subvert our democracy.”

    “When it suits them, they preach separation of powers and true federalism, and in another breath, they call on the President to interfere brazenly in affairs at state level.

    The presidency fired back.

    Adesina described the reactions as paranoia, especially with attempts to weave President Buhari into it.

    “This is paranoia at its worst, coming from people who have wittingly positioned themselves against the clean-up of the country, and the way we do things. They prefer business as usual”

    “When it suits them, they preach separation of powers and true federalism, and in another breath, they call on the President to interfere brazenly in affairs at state level.

    “President Buhari will always stand by all that is noble and fair, and will reject attempts to drag him into infamy. People who stoke fires by deliberate acts of omission or commission, and then summon the President to come and put it out will find that this President will be guided by the Constitution at all times, no matter the attempt to entangle him in unwarranted controversies.”

    Saraki’s defection no big deal, Buhari will still win in 2019- Ndume

    A member of the National Assembly, Sen. Mohammed Ndume, says the defection of President of the Senate, Dr Bukola Saraki, from the All Progressives Congress(APC) to the Peoples Democratic Party(PDP) is no big deal.

    Ndume made this known in an interview with the News Agency of Nigeria (NAN) in Abuja on Wednesday.

    He said though Saraki had a level of followership, particularly in Kwara, his defection would not in any way prevent President Muhammadu Buhari from winning.

    “Sarak’s defection was long expected. It is not new and it is not a big deal.

    “His movement will not affect the fortune of the President, lawmakers and any politician for that matter. Our fortunes is in the hands of God and not man.

    “I remember a former Vice President in PDP who decamped to another party to pursue his political interest, so it is not new.

    “It is not that Saraki is not relevant but I do not think anybody is indispensable.
    “The defection will not affect APC’s victory in any way because most of the people have claimed that they are being forced out.

    “If they are forced out it means they are not truly indispensable,” Ndume said.

    On the spate of defection from the ruling party across the country, he said it would not affect the President’s chance of winning in 2019.

    “We all know that President Muhammadu Buhari as a candidate is a big factor, to the extent that most of us need him more than he needs us.

    “So if we move from one party to another without Buhari in the calculation, the tendency is that we stand to lose.

    “Saraki no doubt is an important factor but where, in Kwara and even in Kwara you cannot say that Saraki can make Buhari lose election.

    “For other seats I cannot bet but I can bet that Saraki cannot determine the electoral fortune of Buhari.

    “For others who are leaving especially those in the core North. They need Buhari more than he needs them.

    “Many of us won election because he added value to our electoral fortune,” he said.

    The lawmaker stressed that the APC was not perturbed in view of the fact that there would also be defections from other parties to the party.

    While admitting that the defection to other parties would deplete the number of legislatures in ruling party, he said it would not cause collateral damage.

    “When you talk of those who defected to APC in 2014, I was one of them and I am still in APC, same for others like Abdullahi Adamu and Adamu Aliero are still in the party. I can keep listing their names,” Ndume said.

    He said the APC is still in the majority in the Senate in spite Saraki’s defection.

  • APC spokesman, Abdullahi, quits party

    National Publicity Secretary of All Progressives Congress (APC), Malam Bolaji Abdullahi, on Wednesday announced his resignation from the party.

    He said that he could not continue to function as spokesman of a party whose expectations of the role was incompatible with his personal principles.

    Abdullahi, who announced his exit from the party in a statement in Abuja, also cited recent political development, especially in Kwara, his home state, as part of the reasons for his decision.

    “In view of recent political developments in the country and within the APC, I have decided to resign my position as the National Publicity Secretary as well as my membership of the party with effect from today (Wednesday).

    “In the last few days, I have had to endure the flagrant usurping of my role as the spokesman of the party in a manner that I consider unbefitting of a ruling party and inconsistent with my ethical standards.

    ‘In the same token, I can no longer justify to myself that I should remain in a party which has now made it clear to the world that the political group I belong is no longer wanted,” he said.

    He said that he had served the APC honestly and to the best of his ability, adding that he stood for, and won election at the party’s recent national convention.

    Abudullahi added that it was his desire to continue to do so, but that his loyalty was constantly brought to question by the party’s leadership.

    He said his subordinates had been deployed to subvert his office while his views were constantly second-guessed.

    Abdullahi said that on the basis of his political affiliation, it had become imperative for him to review his position.

    He explained that since assuming office as the spokesman of the party, he had tried to set a new template for public political communications.

    This, he said, was in a way that departed from the vulgar abuse and verbal aggression of the recent past “where cheap lies and crude propaganda were normalised as politics, and even celebrated as measures of competence”.

    “Unfortunately, those who felt I was not forceful enough, framed my ethical disposition as evidence of a lack of commitment to the party,” he said.

    He added that the unlawful dissolution of the validly elected party executive in Kwara earlier in the week by the party’s National Working Committee (NWC) was only another phase in the unrelenting assault he had had to endure.

    Abudullahi noted that as a national officer of the APC and member of the NWC, his views should have been sought, especially since the matter concerned his state and he was directly involved.

    He maintained that the dissolution of the Kwara executive of the party was disrespectful, saying

    “Quite recently, we all took the oath to do justice to all and not allow personal interests to interfere with our official responsibilities.

    “With this obviously presumptuous action, and the decision to appoint as chairman of caretaker committee, the same man who had emerged as the chairman from the parallel congress in my state.

    “The NWC has taken sides, violated its oath of office and subverted its own credibility as an impartial arbiter.

    “Yet, these are the same people that have continued to insinuate that others are serving interests other than those of the party,” he said.

    Abudullahi remarked that politics was local, and that the issue of Kwara made it incongruous for him to continue to sit as part of the APC NWC. (NAN)

    Facebook Inc’s (FB.O) WhatsApp messenger service will start charging businesses for sending marketing and customer service messages, it said on Wednesday, as the social network company’s flagship brand faces slowing usage and revenue growth.

    The messages will be charged at a fixed rate for confirmed delivery, ranging from 0.5 cents to 9 cents per message depending on the country, WhatsApp said.

    Facebook has been looking at ways to monetize its WhatsApp service in the face of rising costs as it spends heavily to improve privacy safeguards and tackles concerns about social media addiction.

    WhatsApp, which has around 1.5 billion users, said starting on Wednesday businesses can use its WhatsApp Business API to send notifications such as shipping confirmations, appointment reminders and event tickets.

    WhatsApp acknowledged that it is charging a premium compared to SMS rates.

    Wireless carriers typically charge businesses well below a penny per SMS, and the price is still close to a penny when including fees collected by intermediaries between carriers and businesses.

    WhatsApp had announced in January it would start allowing small business accounts to communicate through the WhatsApp Business application, which has over three million active users.

    Chief operating officer, Matt Idema, said at the time that the WhatsApp intends to charge businesses in the future.

    Facebook also said on Wednesday that users on its namesake app and Instagram can now see the amount of time they spend on the app each day and receive notifications when they exceed a self-prescribed threshold.

    Users also can mute notifications from the apps for up to eight hours. (Reuters/NAN)

  • INEC says 60% of unclaimed PVCs in Oyo belong to Ibadan residents

    Mr Mutiu Agboke, the Resident Electoral Commissioner in Oyo State, says 60.1 per cent of the total number of uncollected Permanent Voter Cards(PVCs)  in the state belong to residents of Ibadan.

    Agboke made the disclosure on Wednesday in Ibadan at a  stakeholders forum organised by the Independent National Electoral Commission (INEC).

    According to him, 452, 811 out of the 753,450 unclaimed PVCs in the custody of the commission are owned by residents in the 11 local government areas of  Ibadanland.

    “The figure represents 60.1 per cent of the total number of uncollected PVCs in Oyo State.

    “It is a task that requires the cooperation of all the community heads, traditional rulers, politicians and chairmen of the 11 local government areas.

    “They should assist the commission to reach out to owners of the unclaimed PVCs;  let them know the importance of the card in a democratic society.

    “Let us sensitise them and that it is their civic responsibility to participate in elections and that PVC is their voting power,’’  he stated.

    He reiterated the commitment of the commission to conducting free, fair and credible elections in 2019.

    Agboke, however, solicited the cooperation of political parties in prevailing on their supporters to abstain from thuggery and hooliganism.

    He further admonished politicians and the electorate against vote buying and selling, saying it contravenes the electoral law.

    Oba Lekan Balogun, the Otun Olubadan of Ibadanland, in his remarks, commended INEC over the efforts made so far on voters’  education.

    Balogun urged the commission to sustain the tempo of effective electoral processes ahead of the  2019 general elections.

    He promised that Ibadan monarchs and other stakeholders would intensify efforts to prevail on owners of unclaimed PVCs to collect them.

    The News Agency of Nigeria (NAN)  reports that the 11 local government areas in Ibadan land are Ido, Egbeda, Akinyele and Ona-Ara.

    Others are Lagelu, Oluyole, Ibadan North, Ibadan North East, Ibadan North West, Ibadan South East and Ibadan South West,

    NAN also reports that the council chairmen of all the local government areas attended the meeting and expressed their readiness to work with the electoral body in sensitising residents on need to collect their PVCs.(NAN)

  • 18 out of 30 Sokoto Assembly members dump APC for PDP

    Eighteen out of the 30 members of the Sokoto State House of Assembly on Wednesday defected from the ruling All Progressive Congress (APC) to the Peoples Democratic Party (PDP).

    The News Agency of Nigeria (NAN) reports that the Speaker, Alhaji Salihu Maidaji, who was among the 18 defecting members, made the announcement at the Assembly plenary on Wednesday.

    Maidaji said: “We the undersigned 18 members of the Sokoto State House of Assembly belong and identify with the faction of the APC-led by one of its founders, Alhaji Buba Galadima.

    “We are aware that all efforts to bring sanity into the APC and unite the different groups, camps and faction have proved abortive.

    “After several attempts and efforts and the election is around the corner and we stand in danger if we remained in a party that is divided against itself.

    “As such in accordance with the letters and spirit Section 109 (1) (g) of the constitution, as amended, we  hereby defect to PDP forthwith,” the Speaker said.

    Reacting to the resolution by the 18 members, the remains 12 members at a press briefing after the plenary wished them well in their new party.

    Alhaji Sani Yakubu (APC-Gudu), who spoke on their behalf, said that the 12 members would continue to remain committed and loyal to the APC-led government under President Muhammadu Buhari. (NAN)

  • NGO tasks governments on financial obligations to SWF Account

    An NGO, Shehu Musa Yar’ Adua Foundation, has urged the Federal Government to ensure that all tiers of government meet their financial obligations toward boosting the Sovereign Wealth Fund (SWF) account.

    Mr Amara Nwankpa, Director, Public Policy Initiative of the foundation, made the assertion on Monday after a roundtable on “Savings and Stabilisation Mechanism for Nigeria” in Lagos.

    Nwankpa said that was necessary to improve the country’s economic growth.

    He said that to achieve a boost in the fund, the Excess Crude Account of 0.5 per cent stabilisation account could be collapsed into the stabilisation account of the SWF.

    He said the Federal Government needed to reform its public finance management to translate substantial oil wealth into equitable economic benefits.

    Nwankpa said that in spite of earnings over one trillion dollars from oil since 1970, more Nigerians were still living in poverty.

    Quoting the Brookings Institute, he said that an approximated 83.6 million people in Nigeria representing 43 per cent live in abject poverty.

    He said countries that depended on revenues from natural resources to finance their budgets were characteristically prone to boom-and-bust cycles.

    Nwankpa said that over reliance on oil had reduced the capacity of government to provide socio-economic benefits to citizens.

    He said that oil was the dominant source of Nigerian export and foreign exchange earnings as well as the largest contributor to government’s revenue.

    According to him, the economic reforms established by the Olusegun Obasanjo administration (2003-2007) represented the first attempt to break the pattern through the innovation of a savings mechanism known as the Excess Crude Account (ECA).

    He said that attempts had been made to institutionalise the ECA in the fiscal responsibility Act of 2007 but state governors claimed it contradicted the 1999 constitution.

    “At current levels of production, reserves are projected to last for another 37 years. This increases the urgency of the need to save for future generations.

    “In spite of oil revenue earnings, 60 per cent of the population still live below the poverty line.

    “Corruption, mismanagement of oil reserves and lack of diversification in the export sector have slowed economic growth and contributed to high poverty levels.

    “In spite of the substantial revenues that have accrued to state and local governments, states are still burdened by debts from outstanding salaries owed to workers and huge contractor debts,” Nwankpa said. (NAN)
