Story About Contract Inflation, Variation At FCTA/FCDA False – Investigation

A Social media post trended recently about alleged illegal variations and inflation of some contracts of the FCTA/FCDA.

Our correspondent took time out to investigate the allegations contained in the Social media post. Credible sources in the FCTA/FCDA provided useful information which proved that the allegations were false and misleading.

Our correspondent gives a point by point explanation on each of the allegations below:

    1. The Project referred to in Gaduwa is presumed to be the contract for the Emergency Rehabilitation/Improvement of Access Road to Nigeria Centre for Disease Control Laboratory in Gaduwa District. The contract was awarded to M/s CBC Global Civil & Building Construction Company Nigeria Limited at the sum of N2,493,389,942.88.

As the name implies it was an emergency contract due to the Covid-19 Pandemic and the need to quickly access the facilities for testing and treatment of infected persons. The scope of work comprises, Roadworks, Surface Water Drainage, Culverts and River Training. It is 2.4km long asphaltic concrete road. The project was completed on schedule and payment made in full.

The assertions of the author is therefore false.

    2. On the issues of the contracts awarded at 10 Billion naira and later jacked up to N119 billion, no such contract exists in FCDA.

    3. “Awarded Contract of N50 Billion later jacked up to N200 Billion” – FCTA/FCDA sources say this is strange to them and believed to be the figment of imagination of the writer.

    4. “Award of contract of N6 Billion and later jacked up toN70 Billion”, Our sources in the FCTA/FCDA also revealed that they do not have such contract.

    5. “Awarded Emergency Maintenance of Usman Dam at the cost of N9 Billion and paid in full without any BOQ and so many procurement infractions”.

Our credible sources revealed categorically that it is not true.

According to them, currently, the nature of works at the site demands emergency attention due to the fact that it can result to disruption of water supply to the city.

More so some of the Eletro-mechanical components required will have to be imported, so the procurement process is ongoing.

“But as we speak there is no payment yet on the works”, the source said.

    6. “Left debt of over N1.2 Trillion to FCT without anything to show” – Our sources revealed that debts owed contractors working for the FCT Administration were debts accruing over a period of more than 20 years, spanning through several administrations and not wholly incurred during the last administration.

    6. “Approval of green areas to residential houses and Converting Residential Houses in Wuse 2, Maitama Gana Street, Garki into Commercial in contrary to the Abuja Master Plan”. It was confirmed that the FCT / FCDA at no time condoled the abuse of the Master Plan. “However, if there is any infringement known to the Authority, necessary actions are always taken to correct such violations

Niger military deploys forces at Beninese border against ECOWAS invasion [Video]

A video has emerged indicating that the Niger republic’s coupists have started deploying military along its border with neighbouring country, Benin, amidst imminent military intervention by the Economic Community of West African States, ECOWAS.

The development was disclosed by a counter-insurgency expert and security analyst in Lake Chad, Zagazola Makama.

It was reported that ECOWAS had threatened a possible military action against the junta who seized power in Niger and suspended the constitution.

Last month, ECOWAS ordered its standby force to restore constitutional order in the Republic of Niger.

The order followed the resolution of ECOWAS on the Niger coup after its extraordinary meeting in Abuja.

However, the regional bloc’s army is yet to invade Niger.

Makama on his social media platform X, on Monday, posted a video that showed Niger’s military were deploying at Beninese border in preparation against the military intervention by the ECOWAS.

  • BREAKING: FUNAAB VC stops Muslim students from attending lecture, MSSN fights back

BREAKING: FUNAAB VC stops Muslim students from attending lecture, MSSN fights back

The Management of the Federal University of Agriculture, Abeokuta (FUNAAB) led by the Vice-Chancellor, Professor Olusola Kehinde, has stopped no less than 7 Muslim students from attending a lecture in the school.

The incident sparked a series of protests from the Muslim Students Society of Nigeria (MSSN).

According to an eyewitness, the MSSN had set Saturday, September 9 to commence one of their routine program known as Jihad Week. It was learnt, however, that the school management instructed the Chief Security Officer (CSO) to stop Muslim students from attending the event.

It was also gathered that the leadership of MSSN in the university had prior to the event requested the approval of the university management to make use of one of the school’s auditoriums. The request was said to have been approved under the condition that the Muslim organisation signs an undertaken.

According to the MSSN Amir, Fadullah Shittu, the school management asked him to sign an undertaken that Muslim sisters adorning the niqab (veils) will not attend the program. “A laughable proposal that was sternly rejected by the MSSN,” he said in a statement.

In further explanation, the MSSN noted that aside from the public knowledge that the niqab is part of Islam, attendees of the event will not only be students of the school but also members of Muslim Communities from all parts of the country.

After rejecting the school’s demand to sign an undertaken against members of his organisation, the MSSN noted that the venue for the program was changed to the university mosque.

    Saturday, September 9, 2023 – Event Day 1

The MSSN Jihad Week program commenced at the University Mosque as rescheduled after failed plea to utilize one of the university’s auditoriums. According to Live Facebook video updates from MSSN FUNAAB, the event started as scheduled but was however truncated after reports reached them that sisters on Niqob are being sent away by the university security men at the gate.

According to events seen in the video, an Alumnus of the school was on his way to attend the Jihad week program alongside his sister who is wearing the Niqob. Despite agreeing to open her face for identification, the security men noted that they are obeying instructions from the CSO not to allow anybody with niqob into the school and has nothing to do with identification.

The Alumnus argued that if identification is not the reason for stopping his sister at the gate, then it is an open attack on the niqob as a mode of dressing and consequently an attack on Islam in its entirety. He was filmed demanding the speak with the CSO but was denied access by the security men.

Shortly after, the Muslim students were seen marching in large numbers to protest against what was described as an open confrontation on Islam.

The protest which led to blockage of the school gate generated series of altercations between the Alumnus, the CSO and the students. The Alumnus however maintained that as long as the university is a public institution, no injunction stops his mother, sister or family from accessing the university just for wearing a niqob, especially when she has been duly identified.

The protesting students were later addressed by the University Librarian who pleaded with them to vacate the gate as the sisters in niqob would be allowed in with them and the issue will be unfailingly resolved.

    Sunday, September 10, 2023 – Event Day 2

The Jihad Week event of the MSSN continued at the school mosque. But despite the protest that happened on Saturday, eyewitness reported that the security men at the FUNAAB gate stopped Muslim students from accessing the school in the early hours of Sunday.

Meanwhile, Intel Region gathered that the Vice-Chancellor, Prof. Olusola Kehinde, had on Saturday issued out verbal invitations to the Amir of MSSN as well as stakeholders in the university including members of the FUNAAB Muslim Community.

The meeting which was said to have held at 10am on Sunday had all invitees in attendance. Sources confirmed the occurrence of the meeting but stated that the VC insisted that he is the only one that will speak and no other observation or comments will be entertained by any of the stakeholder present.

Intel Region could not immediately confirm this as no formal statement was released by the school after the meeting.

According to the Muslim students on campus, it was alleged that the VC threatened to rusticate all Muslim students as well as asking Muslims in the institution to seek his approval before organising any religious activity at the school mosque, which can include the 5 daily prayers.

Unpleased by the alleged threats of the VC, the Muslim students continued their demonstration by observing Morning prayers (Subhi) at the school gate on Monday September 11, 2023.

  • Breaking: Rubiales set to resign over kiss scandal

Breaking: Rubiales set to resign over kiss scandal

Suspended Spanish football federation president Luis Rubiales said Sunday he will resign from his post because of the scandal caused by his kiss on the lips of a Women’s World Cup player.

“I’m going to (resign), yes, because I cannot continue my work,” said Rubiales in an interview with television show “Piers Morgan Uncensored”.

Family and friends) say to me ‘Luis, you need to focus on your dignity and continue your life. If not you are going to damage people you love and the sport you love’.”

Rubiales, 46, sparked a worldwide backlash after forcibly kissing midfielder Jenni Hermoso during the medal ceremony following Spain’s World Cup triumph in Sydney on August 20.

The chief was suspended by FIFA provisionally for 90 days, while Spanish public prosecutors filed a lawsuit against him for sexual assault and coercion earlier this week.

Hermoso, 33, had filed a complaint at the National Court on Tuesday, formally accusing Rubiales of sexual assault.

In an open letter published by Rubiales on Sunday night, he said he had informed the federation he was also stepping down as a vice-president of European football governing body UEFA.

“After the swift suspension carried out by FIFA, plus the rest of the procedures opened against me, it is evident that I will not be able to return to my position,” said Rubiales in the letter.

“Insisting on waiting and clinging to it is not going to contribute to anything positive, neither for the federation nor for Spanish football.

“Among other things, because there are powers that be that will prevent my return.

Rubiales, who insists the kiss was consensual, said he did not want Spanish football to be hurt by “such a disproportionate campaign” against him.

“I have faith in the truth and I will do everything in my power so that it prevails.”

Rubiales said his departure would contribute “stability” to the 2030 men’s World Cup bid in which Spain are involved.

The chief’s mother Angeles Bejar went on a hunger strike in protest against the treatment of her son, locking herself in a church on August 28.

However two days later she was taken to hospital because she was feeling unwell.

My daughters, my family and the people who love me have suffered from the effects of excessive persecution, as well as many falsehoods,” added Rubiales in his letter.

“But it is also true that on the street, more and more every day, the truth is prevailing.”

    – Strike –

Over 80 players went on strike from the women’s side in protest after Rubiales’ fierce defensive speech following the incident, in which he railed against “false feminism”.

They said they would not return until the leadership of the RFEF (Spanish football federation) was changed — controversial women’s coach Jorge Vilda was sacked on Tuesday.

The RFEF also apologised for the “totally unacceptable behaviour” of Rubiales.

Vilda’s former assistant Montserrat Tome is the new coach — it is the first time a woman has led the team.

Spain’s women’s team are due to play Nations League qualifying matches against Sweden and Switzerland on September 22 and 26 respectively.

Meanwhile Spanish prosecutors’ lawsuit against Rubiales will be analysed by a National Court judge.

If the judge accepts the request, a magistrate will be assigned to head an investigation which will end either with a recommendation for the case to go to trial or be dismissed.

Under Spanish law, sexual assault includes a wide array of crimes from online abuse and groping to rape, each with different penalties.

The punishment for a non-consensual kiss can range from a fine to four years in prison.

Hermoso, who plays for Mexican club Pachuca, has said the unwanted kiss had left her feeling “vulnerable and like the victim of an assault”, with a statement on social media describing it as “an impulsive, macho act, out of place and with no type of consent on my part”.

She has also accused Rubiales of pressuring her to speak out in his defence immediately after the scandal over the kiss erupted, which prosecutors said could be considered a crime of coercion.

The Department of State Services (DSS) has arrested and detained the Deputy Governor of the Central Bank of Nigeria in charge of Financial System Stability, Aishah Ahmad.

According to NTA on its X (formerly Twitter) handle, Ahmad was arrested and detained over the alleged fraudulent acquisition of shares in Polaris Bank, Titan Bank/Union Bank.

The report added that the CBN Deputy Governor is currently being interrogated on how the $300 million to complete the acquisition of Union Bank was raised by Titan Bank.

Her arrest and grilling followed the arrest and detention of the suspended Governor of the CBN, Godwin Emefiele, also by the DSS.

Ahmad was appointed Deputy Governor at the CBN on March 23, 2018. As Deputy Governor in charge of Financial System Stability, she is responsible for leading the effort to promote a sound financial system in Nigeria; one of the principal objects of the Bank as specified within the CBN Act. In this role, Ahmad is a member of the CBN’s Governing Board and Committee of Governors and Chairman of the Financial Institutions Training Centre (FITC)

SaharaReporters had reported how Emefiele had perfected plans to cover up his corruption records when Muhammadu Buhari was Nigeria’s president.

Multiple sources told SaharaReporters how Emefiele secretly sent the names of Mrs. Aishah N, Ahmad, Deputy Governor, Financial System Stability Directorate and Mr. Edward L. Adamu Deputy Governor, Corporate Services Directorate to President Muhammadu Buhari for renewal.

The move by Emefiele to nominate his stooges for re-appointment was part of plans to cover his corruption records in the bank, it was learnt.

“Emefiele has secretly sent Aisha and Edward’s names for renewal months before time to stop the next government from appointing their own candidate and to allow them to cover his back,” a source in the bank had told SaharaReporters.

“He has paid the villa cabals millions in dollars to get the renewals approved. Edward was that one on the audio SaharaReporters exclusively leaked.

“Aisha is that deputy governor Samaila Isa Funtua and his son brought.”

SaharaReporters had reported that Emefiele; the President of African Export-Import Bank (Afreximbank), and Prof. Benedict Oramah; among others were under investigation over the $300 million the pan-African multilateral financial institution gave to Titan Trust Bank Limited to acquire 93.4 per cent stake in the Union Bank of Nigeria Plc.

Others being investigated were Aminu Yaro, a Northern business mogul and one Farouk Gumel.

Sources had told SaharaReporters that the EFCC, DSS, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Nigerian Financial Intelligence Unit (NFIU) were all investigating Oramah, Emefiele and others.

In December 2022, the Peoples Gazette reported that Ahmad helped facilitate the sale of Polaris Bank at a favourable price in order to be considered for the position of CBN Governor.

The CBN denied these allegations and described the sale of Polaris Bank aas an institutional decision supervised by a committee of senior representatives of the Asset Management Corporation of Nigeria (AMCON) and the CBN.

The CBN stated that no other party made a higher purchase offer as alleged by the newspaper.

UNILAG fees: Why return to status quo is difficult — VC

“Having said all these though, I want to assure that none of our students will drop out of school because of the current hike of obligatory fees,” Ogunsola said.

According to her, already, aside the palliatives roles out to cushion the effects of the hike, the university is in talks with prominent members of the society on the need for them to adopt a student for sponsorship in the institution.

She expressed delight at the level of response, noting that already, some persons had indicated interest in the initiative.

Ogunsola listed high electricity tariffs, running into over N1billion and cost for conducting examinations and verifying results as some of the concerns that gave rise to the review of the obligatory fees.

She said others include accreditation of courses as well as maintenance of key infrastructure in the university annually.

According to the vice chancellor, government on its part is also bearing a huge amount of costs in ensuring that these universities meet up with their mandate of teaching, research and community service.

She noted that the obligatory fees were arrived at after due consultations with critical stakeholders, as well as Council of the university, before its dissolution by the Federal Government.

According to the don, electricity and internet services are two critical components in running a university successfully.

Ogunsola expressed readiness to continually engage students and other key stakeholders of the university on matters that affect them and finding means of getting prompt solutions to them. (NAN)
