    OmoBarca, a prominent grassroots politician and philanthropist from Ajeromi Ifelodun Federal Constituency in Lagos State, was officially received into the party by its National Leader, Sen. Seriake Dickson, during a ceremony held in Abuja. The event, attended by party stakeholders, supporters, and political allies, signals the NDC’s growing appeal among emerging political actors and community leaders across the country.

    Speaking at the reception, Senator Dickson described OmoBarca as a dynamic and people oriented leader whose entry into the party aligns with the NDC’s vision of building a broad-based political movement anchored on inclusivity, service, and grassroots development.

    The Federal Government has announced plans to establish a Procurement Center of Excellence at the Nigerian Navy Logistics College, Dawakin Tofa, Kano, to serve as a regional hub for training procurement officers across Ministries, Departments, and Agencies (MDAs).

    The Director-General of the Bureau of Public Procurement (BPP), Dr Adebowale Adedokun, disclosed this during the inauguration of the Nigerian Navy Special Mandatory Continuous Public Procurement Capacity Development Training on Monday in Kano.

    Adedokun, representative by Nasir Bello, Director of Civil Infrastructure, explained that discussions are ongoing between the Bureau and the Tertiary Education Trust Fund (TETFUND) to actualize the initiative, which he described as “epoch-making” in streamlining procurement training for the Armed Forces and other public institutions.

    He emphasized that the training programme marks a milestone in the conversion of naval logistics officers into core procurement cadres, equipping them with technical knowledge and instilling values of integrity, accountability, and professionalism.

    Highlighting the Federal Government’s reform agenda, the DG noted that the BPP is reviewing the Public Procurement Act 2007, reengineering its processes with digital tools and AI-based systems, and reactivating the e-Government Procurement (e-GP) platform to ensure transparency and competitive bidding.

    Adedokun commended the Chief of Naval Staff for supporting the initiative and urged officers to seize the opportunity to become disciplined, ethical, and capable procurement professionals.

    He said the training marks a milestone in converting naval logistics officers into core procurement cadres, equipping them with technical knowledge and instilling values of integrity, accountability, and professionalism.

    The DG outlined the Bureau’s reform agenda anchored on four pillars: modernization of legal frameworks, institutional strengthening, operational improvements, and integrity oversight.

    He added that inclusivity remains a priority, with emphasis on empowering MSMEs and women-owned enterprises in line with the President’s Renewed Hope Agenda.

    Earlier, Rear Adm. Sulaiman Abdullahi, Chief of Logistics, Nigerian Navy, who served as Special Guest of Honour, stressed the importance of integrity, diligence, and continuous learning in procurement practice.

    He noted that public procurement accounts for a significant portion of national expenditure and remains a critical lever for economic development.

    “For decades, procurement in many public institutions was characterised by lack of transparency and weak adherence to due process. That era must remain firmly in our past,” Abdullahi said.

    He commended the BPP for initiating the programme under the Public Procurement Act, 2007, and commended the Chief of Naval Staff for aligning the Navy with national reform agendas.

    Speaking also, the commandant, Nigerian Navy logistics college, Cmdr Ahmad Madawaki, noted that the training, the first of its kind for the Nigerian Navy, provides officers with a rare opportunity to become certified procurement professionals and change agents, stressing that privilege comes with responsibility.

    Madawaki urged participants to engage actively, uphold transparency, and embrace accountability, assuring them that the College has provided all necessary facilities to ensure a seamless learning experience.

    Alhaji Mohammed Ndarani Mohammed (SAN), has presented his Expression of Interest and Nomination for Niger South Senatorial ticket to the Etsu Nupe and Chairman of the state Council of Traditional Rulers, Alhaji Yahaya Abubakar for his blessings.

    The legal luminary told the traditional council chairman that he is contesting on the platform of the All Progressives Congress (APC).

    Presenting the forms during the visit to the Wadata palace at the weekend in Bida, Ndarani described the exercise as a mark of respect, consultation and recognition of the traditional institution’s enduring role in societal leadership and cohesion.

    The legal icon said his aspiration was driven by a deep sense of duty to serve the people of Niger South and Nigeria at large.

    According to him, his years of legal practice and engagement with communities had equipped him with the insight needed to provide quality representation.

    He assured the royal father that, if elected, he would sponsor and champion legislative initiatives aimed at clearly defining and strengthening the constitutional role of traditional rulers in Nigeria, in recognition of their contributions to peace building, cultural preservation and grassroots governance.

    Ndarani further pledged to prioritise the welfare of the people through popular policies, inclusive governance and strategic interventions that would address critical challenges such as youth unemployment, infrastructure deficits, education and healthcare delivery.

    According to him, his vision is anchored on equity, justice and sustainable development, adding that he will collaborate with all stakeholders, including traditional institutions, to attract meaningful projects and opportunities to the senatorial district.

    “I have come not only to inform Your Royal Highness of my aspiration but also to seek your fatherly guidance and blessings.

    “The traditional institution remains central to our identity and stability as a people, and it deserves constitutional recognition and support,” he said.

    Ndarani reiterated his commitment to running an issue-based and people-driven campaign that reflects the aspirations of the electorate, while upholding the values of integrity, transparency and accountability.

    Responding, the Etsu Nupe, Alhaji Yahaya Abubakar, commended aspirant for showing respect to the traditional institution and for deeming it necessary to consult widely before embarking on his political journey.

    The royal father described the visit as a demonstration of humility, foresight and leadership, noting that such engagement strengthens the bond between political actors and traditional authorities.

    He urged Ndarani to remain steadfast, focused and committed to the ideals of good governance, while advising him to maintain peaceful conduct and respect for democratic processes throughout his campaign.

    The Etsu Nupe underscored the importance of leaders who are responsive to the needs of the people, adding that the expectations of the electorate are high and require dedication, sincerity and service.

    The first class traditional ruler offered his prayers and blessings for Ndarani’s success in his political endeavour, expressing confidence that with determination and the support of the people, he will contribute meaningfully to the development of the state and the nation at large.

    A Senior Advocate of Nigeria, Mohammed Ndarani Mohammed, on Wednesday purchased the nomination and expression of interest forms of the All Progressives Congress to contest the Niger South Senatorial seat in the 2027 election in Niger State.

    Speaking with journalists shortly after obtaining the forms at the party’s national secretariat in Abuja, Ndarani said his decision to join the race followed persistent appeals from youths, community leaders and stakeholders across the Niger South senatorial district.

    The legal luminary said the appeals culminated in a delegation of leaders visiting the palace of the Etsu Nupe to request that he accept the call to contest the seat.

    According to him, the overwhelming support from his people made it difficult for him to decline the request.

    Ndarani who is holding the traditional titles of Hukunchi Nupe, Hukunchi Kasan Hausaland, Waziri Alkali Doko and Ndaiji Kusogi Majin Dodo said,
    “The major reason why I entered the race for the Niger South senatorial seat is the clarion call from my people, especially the youths and top community leaders who urged me to contest.

    “They even went to the palace of the Etsu Nupe to demand that I should be invited to join the race.

    “It is a call that I cannot distance myself from because throughout my life I have been committed to service to humanity,” he said.

    Ndarani said he considered the senatorial bid another avenue to deepen his commitment to public service and contribute to the development of Niger South.

    The legal ICON said education would be his top priority if elected, adding that he would pursue policies that would guarantee access to free education across the district.

    According to him, education remains the foundation for sustainable development in any society.

    “Education is light. Once a community embraces education, it gains an edge in development socially, politically and economically,” he said.

    The Senior Advocate also identified the revitalisation of the Baro Port and development of the Bida Basin as key economic priorities.

    He said developing the two resources would stimulate economic activities and create employment opportunities for youths in the senatorial district.

    Ndarani added that his development blueprint for Niger South was contained in a 12-point agenda aimed at improving living standards in the area.

    He also pledged to sponsor bills at the National Assembly to address infrastructural challenges, particularly the rehabilitation of major federal highways linking communities in the district.

    The aspirant identified roads such as the Lambata–Lapai-Bida and Bida-Nupeko-Patigi road as well as the Bida–Jebba corridor as critical routes requiring urgent federal intervention.

    According to him, the roads fall under Trunk A roads on the Exclusive Legislative list of the constitution, making them the responsibility of the Federal Government.

    Ndarani said his legal background as a Senior Advocate of Nigeria would give him an advantage in lawmaking and policy formulation at the National Assembly.

    “With my understanding of the constitution and legislative processes, I will be able to sponsor bills and motions that will bring development to Niger South,” the legal luminary added.

    He expressed confidence that the leadership of the APC would conduct free, fair and transparent primaries.

    Ndarani also expressed confidence in the leadership of President Bola Ahmed Tinubu and Gov. Mohammed Umaru-Bago to ensure credible party processes.

    On the issue of the proposed 13 per cent derivation for hydroelectric power generating states, the aspirant said he had previously initiated legal action to advance the interest of Niger State.

    According to him, he personally filed a suit at the Supreme Court seeking constitutional recognition for Niger State to benefit from electricity generation derivation.

    He expressed optimism that with the support of the people, Niger South would witness accelerated development and economic growth.

    Dr Adebowale Adedokun, Director-General, Bureau of Public Procurement( BPP), has joined global trade experts and policy leaders in Geneva for the Advanced Global Workshop on the Agreement on Government Procurement (GPA).

    This is contained in a statement by Zira Nagga, Head of Press and Public Relations, BPP, in Abuja on Friday.

    Nagga said the high-level workshop organised by the World Trade Organisation (WTO) Secretariat,  was scheduled to run from April 20 to April 24, 2026 in Geneva, Switzerland.

    He said Adedokun’s participation was in line with President Bola Tinubu’s Renewed Hope Agenda on procurement reforms.

    According to Nagga, the BPP boss is among 30 participants selected globally for the workshop, where he is representing Nigeria in discussions focused on the objectives, provisions, and benefits of the GPA 2012 framework.

    “His attendance also aligns with efforts to promote good governance through legislation and the development of a National Procurement Strategic Framework,” he said

    He said the workshop aimed to bridge the gap between government procurement,  international trade, and good governance  by exploring the synergies between the GPA 2012 and other global instruments.

    Nagga said Adedokun’s participation underscored Nigeria’s commitment to modernising its procurement system through digital transformation and adherence to international best practices.

    He said key thematic areas of the workshop included understanding the WTO GPA 2012 rules and negotiations  around government  procurement and the benefits to Nigeria.

    Others are electronic procurement, aimed at aligning Nigeria’s e-submission processes with global standards , and inclusion of Small and Medium Enterprises (SMEs) in public contracting.

    He also listed sustainable procurement practices which involve integrating environmental and social considerations into  government’s spending architecture, and strengthening governance frameworks to enhance transparency and accountability.

    Nagga said the engagement was  considered a significant step in the BPP’s mission to reposition public procurement as a strategic tool for national development under the current administration’s reform agenda.

    “By reflecting on the potential benefits and challenges presented by the GPA 2012, the bureau continues to lead the charge in eliminating waste and maximising value for the Nigerians,” he said

    He said one of the  benefits of the workshop was that Nigeria would be admitted as an observer to the WTO GPA.

    Nagga  said Adedokun paid a visit to the D-G, WTO, Dr Ngozi Okonjo-Iweala  to get her abreast with  ongoing procurement reforms in Nigeria and solicit for her support.

    Hon. Francis Barthlomew Chima’s journey to national recognition is rooted in a compelling story of perseverance. Born on August 18, 1983, into the family of Late Chief and Mrs. Francis Nkemodum Atumah of Okwu Community in Olokoro, Umuahia South Local Government Area of Abia State, his early life was shaped by modest circumstances.

    Though originally from Abia State, he was born and raised in Ajegunle, Ajeromi-Ifelodun Local Government Area of Lagos State—an environment known for its vibrancy but also its socio-economic challenges. Growing up in this setting instilled in him a strong survival instinct and a deep understanding of grassroots realities.

    His educational journey began at Ire-Akari Nursery and Primary School in Ajegunle, followed by Newland Secondary School, Tolu Complex, Lagos, where he obtained his West African Senior School Certificate in 2003.
    Despite demonstrating academic promise, financial constraints prevented him from pursuing tertiary education after successfully sitting for the Joint Admissions and Matriculation Board examination.

    Life presented significant challenges at a young age. As a teenager, Chima engaged in street hawking, selling sachet water and snacks to support his family. The loss of his mother at the age of 14 further deepened his struggles but also strengthened his resolve to succeed.

    Determined to rise above his circumstances, he took on various menial jobs, including working as a factory employee at OAK Natural Waters in the Amuwo-Odofin Industrial Area. His diligence quickly earned him recognition and a salary increase. Alongside this, he ventured into small-scale businesses such as selling recharge cards and food items, displaying early signs of entrepreneurial ingenuity.
    A turning point in his life came in 2007 when his uncle, Mr. Nwachukwu Osondu, introduced him to the clearing and forwarding business. Under mentorship, Chima quickly mastered the trade, demonstrating exceptional discipline and business acumen.

    This experience laid the foundation for what would later become a thriving enterprise. Today, he is the Founder and Chief Executive Officer of CHIMFRANCEE Ventures, a licensed customs-certified freight forwarding and logistics company.

    With over 15 years of experience, CHIMFRANCEE Ventures has grown into a reputable brand within Nigeria’s logistics sector, providing services in port handling, freight forwarding, transportation, and maritime consultancy. The company serves corporate organizations, government agencies, and private clients across Nigeria and beyond.

    Beyond logistics, OmoBarca has diversified his investments into multiple sectors and has undertaken several international professional courses in freight forwarding, entrepreneurship, and leadership.

    The All Progressives Party (APC) Senatorial Aspirant for Niger South in the 2027 general elections, Alhaji Mohammed Ndarani, SAN, has solicited for the blessings of traditional rulers in the zone to realise his ambition.

    He made the appeal in continuation of his consultations with the traditional institution and critical stakeholders across the three Emirates that made up the district.

    Ndarani, who also holds the traditional title of Hukunchi Nupe and Hausaland, over the weekend paid courtesy visits to the palaces of the Emir of Agaie and the Emir of Lapai, where he formally informed them of his decision to contest for the Niger South Senatorial seat.

    During the consultations, the learned silk also met with District Heads in Agaie, Lapai and Bida, where he outlined his vision for the zone and sought their prayers, guidance and support.

    The Emir of Agaie, Alhaji Yusuf Nuhu, expressed delight over the calibre of personalities supporting the movement, particularly the presence of former Niger State Commissioner for Information, Mr Jonathan Vatsa.

    The royal father said the coming together of experienced and respected stakeholders was a positive sign for the aspiration.

    “Alhamdulillahi! I am very happy because you have searched very well and that is what I have always advised.

    “I have told you politicians to always talk to each other. Politics is not about fighting; it is about getting the right people to do what we want,” he said.

    The Emir commended the consultative approach adopted by the aspirant, describing it as a demonstration of humility and respect for traditional institutions.

    “I know the Chiroma of Lapai; but I know him better now. He always does the right thing. May Allah bless you.

    “Actually, we are happy you accepted the call to serve because we know the good works you have been doing.

    “We receive reports of almost everything you do and we know you as someone passionate about development. We pray Allah blesses this movement and grants you victory so that our dreams can become a reality,” he added.

    Similarly, the Emir of Lapai, Alhaji Umar Bago Tafida 111, who was represented by the Nakordi of Lapai and District Head of Tashilo, Alhaji Suleiman Madami, assured the delegation of the palace’s goodwill and prayers.

    According to him, electing competent individuals who understand legislative processes and constitutional matters was critical for effective representation.

    “Whichever support we are going to give him to get to the Senate, may Allah guide us in that direction. Every benefit that comes from it is for all of us.

    “Among Nupe lawyers, we are always happy seeing people like Ndarani in positions such as the Senate because legislative discussions require deep understanding of the constitution.

    “Some people go to the Senate only to sleep because they do not understand the constitution. But he is someone who understands both the constitution and the needs of the poor,” he said.

    In Bida, Alhaji Gimba Ishaku, the Makun Nupe, who also serves as the Chairman of Bida Emirate District Heads, alongside the District Head of Katayeregi, offered prayers for the success of the aspirant, describing him as a worthy son of the Nupe kingdom.

    They noted that Ndarani had consistently demonstrated commitment to the welfare and progress of the people even before seeking elective office.

    The Bida Emirate District Heads explained that Ndarani’s humility, accessibility and respect for traditional institutions had endeared him to many communities across the zone.

    According to them, the Nupe kingdom will benefit greatly from having someone with his experience, integrity and legal expertise representing the people at the National Assembly.

    They however urged Ndarani to remain focused and committed to the ideals of justice, fairness and development, adding that traditional institutions will continue to offer prayers and wise counsel throughout his political journey.

    Earlier in his opening remarks, the Director General of Ndarani SAN Senatorial Organisation (NDASSO), Alhaji Mohammed Dagachi Etsuagaie, said the delegation was in the palace to seek the blessings and guidance of the traditional rulers.

    Etsuagaie explained that the aspiration was a collective decision by stakeholders across the Nupe kingdom who believed that Ndarani possessed the capacity and integrity to represent the people effectively.

    “Between us and Allah, he did not initially say he wanted to contest. It was people from across the Nupe kingdom who approached him and urged him to represent us in the Senate and protect the integrity of the Nupe people.

    “At first he declined, but after several appeals and consultations, he accepted the challenge and agreed to answer the call of the people. That is why we are here today to inform you that he has accepted to contest the Niger South Senatorial seat in the 2027 elections,” he said.

    Also speaking, Mr Jonathan Vatsa, a former Niger State Commissioner for Information, highlighted Ndarani’s commitment to defending the interests of the region.

    He recalled Ndarani’s strong intervention on issues concerning the Baro Port project, noting that the aspirant stood firmly in defence of the port when doubts were raised about its viability.

    “Your Royal Highness, Baro is the only port we have in the North. It is not only for Niger State; it is an asset for the entire region,” he said.

    Vatsa also narrated how Ndarani supported relief efforts during the devastating flood in Mokwa, explaining that the aspirant contributed to interventions aimed at assisting victims of the disaster.

    Also speaking, a former Commissioner of Health in Niger, Dr Isah Yahaya-Vatsa, described Ndarani as a passionate advocate for the development of Nupe kingdom and the state at large.

    He said the aspirant had already begun advocating for policies that would benefit the state even before becoming a senator.

    According to him, Ndarani had written to the National Assembly advocating for 13 per cent derivation for states hosting hydroelectric dams, noting that Niger state deserved such benefits because it hosts major power-generating dams that supply electricity across Nigeria and beyond.

    “Even before becoming a senator, he has already started pushing for policies that will benefit Niger State.

    “If he gets to the Senate, he will ensure that such proposals receive the necessary legislative attention,” he said.

    On his part, the Senior Advocate of Nigeria who is also the aspirant said his decision to join the senate race was driven by a genuine desire to serve the people and attract meaningful development to the region.

    Ndarani SAN explained that his aspiration was not motivated by personal gain but by the need to ensure that the people of the zone benefit from democratic governance.

    “My decision to run for the Senate is not about personal gains or my pocket.

    “It is about service and the desire to bring the much-needed dividends of democracy to our people,” the legal ICON said.

    The learned silk assured the traditional rulers that if given the opportunity to serve, he would focus on legislative initiatives that would promote economic development, youth empowerment and infrastructural growth across the district.

    He also pledged to work closely with traditional institutions, community leaders and stakeholders to address the challenges facing the region.

    The aspirant thanked the traditional rulers for the warm reception and prayers, assuring them that their guidance and support will remain invaluable in his quest to serve the people.

    He prayed for peace, unity and continued progress for the Nupe kingdom and Nigeria as a whole.

    BPP targets women, youths in new procurement policy

    The Bureau of Public Procurement (BPP) has introduced an affirmative procurement system to promote inclusion and economic participation among women, youths and persons with disabilities.

    Under the initiative, priority consideration will be given to women-led businesses, youth organisations and persons living with disabilities in public procurement processes.

    The Director-General of BPP, Dr Adebowale Adedokun, disclosed this in an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja.

    He said the initiative was designed to give marginalised groups a stronger sense of belonging in the nation’s economic space.

    Adedokun said the Federal Government was mandating quota allocations for these groups in the 2026 budget cycle.

    “In our bidding documents, we are directing government agencies to allocate a specific percentage of procurement opportunities to these groups,” he said.

    He added that BPP was collaborating with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) and other relevant agencies to ensure effective implementation.

    Adedokun said the bureau was also restructuring the procurement system nationwide to improve efficiency and performance.

    According to him, the introduction of a Price Intelligence Unit has improved transparency and reduced arbitrary pricing by contractors.

    “For any price quoted, we can determine the appropriate market value through our team of seasoned professionals,” he said.

    He said BPP had decentralised procurement by introducing a sector-based system to enhance professionalism across industries.

    Adedokun said the approach would improve efficiency and ensure higher quality service delivery in procurement processes.

    He added that sector-specific procurement guidelines would be developed to enable quicker and more responsive service delivery.

    Adedokun urged NAN to support the bureau in publicising ongoing reforms, emphasising the importance of transparency and public accountability.

    “We are open to criticism and willing to make corrections where necessary. We are not averse to being challenged,” he said.
