Yakubu Dati Advocates Calm to Strengthen Aviation Safety

The Chairman, Governing Council, Federal Polytechnic Ayede, Oyo State, Hon. Yakubu Dati (FNIPR), Calls for Proactive Measures Against Rising Unruly Passenger Incidents

The Nigerian aviation industry is facing an increasing challenge of unruly passenger behavior, raising concerns about safety and operational efficiency across airports nationwide. Speaking at the 2025 Federal Airports Authority of Nigeria (FAAN) Safety Week held at the Marriott Hotel, Lagos, Hon. Yakubu Dati (FNIPR), Chairman of the Governing Council, Federal Polytechnic Ayede, Ogbomoso, Oyo State, underscored the urgent need for proactive conflict management and behavioral risk mitigation within the aviation sector.

Hon. Dati, a seasoned public servant and communication strategist, warned that the rise in disruptive passenger incidents poses a growing threat to aviation safety, citing global trends that mirror Nigeria’s situation. According to him, “Effective conflict management within the aviation sector requires the integration of negotiation, mediation, communication, and Safety Management Systems (SMS). These tools ensure disagreements are addressed constructively before escalating into crises that could compromise passenger safety or disrupt operations.”

He emphasized that adopting a proactive approach to conflict resolution will enhance organizational cohesion, regulatory compliance, and alignment with international best practices. “Navigating conflict for a safer aviation industry involves not only addressing existing disputes but also building institutional frameworks, leadership capacities, and communication structures that foster a culture of safety, trust, and collaboration,” he added.

Citing findings from the International Air Transport Association (IATA) and the International Civil Aviation Organization (ICAO), Dati noted that disruptive passenger behavior — including verbal abuse, intoxication, and non-compliance — occurs at an alarming rate of one in every 568 flights globally. He called for a strategic approach to managing such challenges, particularly as African air connectivity continues to expand.

“Understanding how conflicts affect aviation operations and exploring strategies for mitigating them is vital for ensuring a secure, efficient, and resilient air transport system capable of supporting global and national development goals,” he said.

A Legacy of Leadership and Service

Hon. Yakubu Dati brings a wealth of governance and communication experience to the table. He has served in several key capacities within the Nigerian government, including:

Commissioner for Lands, Survey and Town Planning, Plateau State (2019–2023)

Commissioner for Information and Communications (2018–2019)

Commissioner for Information and Strategy (2005–2007)

Commissioner for Youth and Sports (2003–2005)

Between 2012 and 2015, Dati also served as the Spokesperson for the Federal Airports Authority of Nigeria (FAAN), where he successfully coordinated communication strategies across all agencies under the Ministry of Aviation. Earlier in his career, he served as Special Assistant on Media to the Minister of State for Commerce and Industry (2010–2012) and as Executive Chairman of Mikang Local Government Area (1999–2002). His long-standing dedication to public service reflects his passion for institutional excellence and development.

Industry Leaders Echo Commitment to Safety

In her remarks, Mrs. Mba Ifeoma Lorrettor, FAAN’s General Manager of Safety Services, reaffirmed that safety remains the authority’s foremost value, defining its culture and guiding every operational decision. Speaking on the theme “Navigating Conflict for a Safer Aviation in Nigeria,” she highlighted the role of collaboration and communication in strengthening FAAN’s safety culture.

“It reminds us that even in moments of conflict or challenge, we can find pathways that reinforce unity, accountability, and operational excellence,” she said, commending the progress made through improved reporting systems, continuous audits, and adherence to international standards.

Also in attendance, Hon. David Idris Zacharias, Chairman of the House of Representatives Committee on Safety Standards and Regulations, revealed that the committee has initiated legislative processes on the Occupational Safety and Health (OSH) Bill, with a motion already passed to establish a dedicated budget line for OSH activities across all Ministries, Departments, and Agencies (MDAs).

He commended FAAN for fostering a safety-first culture and urged continued collaboration among government agencies, operators, and professionals to strengthen Nigeria’s aviation safety record.

FAAN Reinforces Training and Collaboration

In a goodwill message, FAAN’s Managing Director, Mrs. Olubunmi Kuku, represented by Mr. Emiola Luqman, Director of Human Resources and Administration, said the authority has intensified the training of frontline personnel in conflict de-escalation, behavioral awareness, and passenger facilitation.

She added that FAAN is deepening inter-agency cooperation and promoting a culture of respect, professionalism, and accountability across all airports to ensure a safe and seamless passenger experience.
