  • Ebola: Congo to introduce second vaccine in Oct.

    (FLOWERBUDNEWS) Congo will introduce a second vaccine against Ebola from mid-October, the World Health Organisation (WHO) said on Monday, as the central African country continues to battle what has become the second-worst outbreak of the disease in history.

    “The DRC authorities … have once again shown leadership and their determination to end this outbreak as soon as possible,” WHO Director-General Tedros Adhanom Ghebreyesus said in a statement.

    The haemorrhagic fever has infected more than 3,000 people and killed at least 2,000 since an outbreak was declared 13 months ago in Congo’s volatile eastern region.

    The WHO declared it an international health emergency in July, after the disease spread to Goma, a major urban centre near the border with Rwanda.

    The second vaccine, manufactured by Johnson & Johnson, will be given to “at-risk populations in areas that do not have active Ebola transmission as an additional tool to extend protection against the virus,” the WHO said.

    Congolese authorities have said they want to target small-scale Congolese traders who cross into Rwanda.

    The current vaccine, produced by Merck, has been given to more than 223,000 people at high risk of Ebola, including those who had contact with an infected person.

    Congo’s former health minister, Oly Ilunga, had in July criticised what he said was pressure to use a new Ebola vaccine to try to stem the spread of the virus.

    He is now under investigation for allegedly embezzling Ebola funds.

    Curbing the spread of the virus in eastern Congo has proved difficult because of the numerous rebel groups operating in the area and a local population suspicious of health workers. (dpa/NAN)

  • Oil prices rise above $64

    (FLOWERBUDNEWS) Oil rose further above 64 dollars a barrel on Monday, supported by doubts about how quickly Saudi Arabia can restore output after a crippling attack this month and a resulting greater focus by investors on supply risks.

    Despite efforts by the top crude exporter to reassure the market it can resume full production by the end of September, state oil company Saudi Aramco has asked some customers to switch crude grades and delay shipments.

    “The geopolitical risk premium has returned with a vengeance and supply-side developments have been thrust back into the spotlight,” Stephen Brennock of oil broker PVM said.

    “While Saudi oil facilities smoulder, the potential for fresh outages in Nigeria, Libya and Venezuela continues to hang over the market.”

    Brent crude was up 31 cents at 64.59 dollars a barrel at 0911 GMT, having risen as high as 65.50 dollars. U.S. West Texas Intermediate crude CLc1 rose 28 cents to 58.37 dollars.

    Brent has gained 18 per cent this year, helped by a supply-limiting pact led by the Organization of the Petroleum Exporting Countries, although concern about slowing economic growth has limited the advance.

    A survey on Monday showed euro zone business growth stalled this month, and the latest U.S.-China talks have failed to produce signs of a breakthrough in the two countries’ prolonged trade dispute.

    “Investors remain unconvinced that a trade deal is about to see the light of day soon,” said Hussein Sayed, analyst at broker FXTM. “That’s likely to put a cap on any further gains in risk assets.”

    Tension in the Middle East has escalated since the Saudi attack, also lending oil some support.

    The Pentagon has ordered additional U.S. troops to be deployed in the Gulf region to strengthen Saudi Arabia’s air and missile defences.

    Britain believes Iran was responsible for the attack and will work with the United States and European allies on a joint response, Prime Minister Boris Johnson said on Monday.

  • Video: Fire engulfs Unity Bank’s head office in Lagos

    (FLOWERBUDNEWS)The head office of Unity Bank on Victoria Island, Lagos State has been gutted by fire.

    The fire outbreak which started in the early hours of Monday was confirmed by the bank via its official Twitter handle.

    The bank said, “We regret to inform the public that there was a fire incident on one of the floors of our Head Office building early this morning.

    “The cause of the fire incident is yet to be ascertained but the fire service has intervened and has brought the situation under control.

    “While the extent of damage is being assessed, we are happy to note that there was no casualty or loss of life as a result of the incident.

    “From current observations, however, the banking hall and other strategic business areas were not affected.”

  • FG founds silver bullet against P&ID’ $9.6b claim

    *Muhammadu Buhari: His government may have found a silver bullet against P&ID’s $9.6b claim:*

    The Buhari administration may have found a silver bullet to shoot down the $9.6billion world record claim against Nigeria’s assets by Irish company Process and Industrial Development(P&ID).

    According to reports, the rock-solid defence is contained in a UK law, that gives immunity to Sovereign states. Going by the law, P&ID should not even have dragged Nigeria to any arbitration or a commercial court, to try to milk Nigeria of hard-earned revenue.

    But first of all, Nigeria intends to file a stay-of-execution of the judgment at the end of the month when the UK courts resume and has opted not to negotiate any deal with P&ID.

    Thereafter, the government will file an appeal based on the extant law of the United Kingdom.

    UK’s State Immunity Act 1978 (the Act) bars UK courts from confiscating assets of a foreign state without the consent of that state, gives it a leeway in the matter.

    In an illuminating article on the law published in March this year, Quinn Emanuel Urquhart & Sullivan LLP (the largest law firm in the world devoted solely to business litigation and arbitration, said the Act allows a written consent of a foreign state before the enforcement of a judgment which could lead to seizure of assets or freezing of accounts.

    The article was titled “Sovereign Immunity in the United Kingdom—Lexology”

    The law firm wrote: “Section 13(2) of the Act provides that:(a) relief shall not be given against a State by way of injunction or order for specific performance or for the recovery of land or other property; and (b) the property of a State shall not be subject to any process for the enforcement of a judgment or arbitration award or, in an action in rem, for its arrest, detention or sale.

    “Pursuant to section 13 of the Act, state assets ‘shall not be subject to any process for the enforcement of a judgment or arbitration award or, in an action in rem, for [their] arrest, detention or sale’ unless the state has provided its written consent (see, for example, Gold Reserve Inc v Venezuela [2016] EWHC 153 (Comm), finding that Venezuela had submitted to arbitration in writing by entering into a bilateral investment treaty (BIT) with Canada) or the assets in question are ‘in use or intended for use for commercial purposes’ (section 13(2)-(4)). These provisions apply in respect to states alone as defined in section 14 of the Act, and do not therefore extend to separate entities (see question 8).

    “This provision is subject to sections 13(3) and 13(4) of the Act. Pursuant to section 13(3), a state may provide written consent to the grant of any relief against it. It follows that a state may consent to the grant of interim or injunctive relief against it; however, the mere submission to the jurisdiction of the UK courts does not constitute such consent.”

    According to The Nation, the decision by Nigeria to anchor its defence on this law, was taken at a meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa in Abuja this week.

    It was attended by Finance, Budget and National Planning Minister Zainab Ahmed; Minister of Justice Abubakar Malami (SAN); Minister of Information Lai Mohammed; and Minister of State for Petroleum Timipre Sylva.

    Others are Minister of State for Niger Delta Affairs Festus Keyamo (SAN); Group Managing Director of Nigerian National Petroleum Corporation (NNPC) Mele Kyari; Acting Chairman of the Economic and Financial Crimes Commission (EFCC) Ibrahim Magu; and Governor of the Central Bank of Nigeria (CBN) Godwin Emefiele.

    The Federal Government’s team, made up of many lawyers, met with an American lawyer alongside Mr. Bolaji Ayorinde (SAN), who has been central to the handling of the case with P&ID.

  • OPPI: Army nabs 5 key logistics suppliers, fighters

    The Nigerian Army says the Operation Positive Identification (OPPI) in the North East has started yielding positive results with the arrest of five key terrorists suppliers and fighters.

    The Deputy Director, Army Public Relations, Operation Lafiya Dole (OPLD), Col. Ado Isa, disclosed this on Monday.

    Isa said that the troops of OPLD had intensified searching for and arresting of all suspected criminal elements that were currently roaming parts of the North East.

    He said that the Theatre Command had enjoined members of the public to always carry valid means of identification such as National Identification Card when moving or passing through Adamawa, Borno and Yobe States.

    Isa said the operation was based on credible information that some of the fleeing criminals were hibernating in some towns and villages of Borno and Yobe States in particular and North East in general.

    “Troops are directed to strictly check legitimate means of identification such as National Identification Card, Voters Registration Card, Drivers’ License and International Passports or other valid official identification before allowing such persons passage.

    “Consequently, the operation is seriously ongoing across the region and five key terrorists logistics suppliers and fighters have so far been apprehended.

    “Members of the public are requested to cooperate with the troops by moving along with valid identification cards and present same to the troops in the efforts to rid the North East zone of criminals fleeing for safety,” he said.

  • 2019 Emmys: ‘Game of Thrones’, ‘Fleabag’ win big

    he 71st Primetime Emmys, which is Television’s biggest awards night, held on Sunday night in Los Angeles.

    The biggest win of the night went to ‘Game of Thrones’. The show took home outstanding drama series, and Peter Dinklage (Tyrion Lannister) won best supporting actor in a drama.

    Although it was a fitting farewell to the highly influential show, it only snagged two awards from the pool of news-breaking nominations.

    All the ‘Game of Thrones’ nominees in the supporting actress for a drama category, including the favorite Lena Headey, Sophie Turner, Masie Williams and Gwendoline Christie, lost out to a shocked Julia Garner from ‘Ozark’.

    Also, Jodie Comer clinched the best lead actress in a drama award over ‘Killing Eve’ co-star, Saundra Oh, previously ripped to be the first woman of Asian descent to win.

    Bill Hader from ‘Barry’ and Phoebe Waller-Bridge from ‘Fleabag’ took out the big comedy acting awards, with ‘Fleabag’ ending up with four awards in total.

    Meanwhile ‘Chernobyl’ scored three gongs and ‘The Marvelous Mrs. Maisel’ snagged two awards.

  • 74th UNGA: Nigeria’s day in the sun – Adesina

    The Presidency has described the 74th United Nations General Assembly, which begins fully on Monday, as Nigeria’s “day in the sun’’.

    Mr Femi Adesina, the Special Adviser to the President on Media and Publicity, stated this shortly after President Muhammadu Buhari’s arrival in New York on Sunday for the weeklong global event.

    Answering questions from newsmen, Adesina hinged his comment on the recent emergence of a Nigerian, Amb. Tijani Muhammad-Bade, as the President of the UN General Assembly.

    He said all eyes would be on Nigeria at the event considering the fact that a fellow citizen, Ms Amina Mohammed, is currently the Deputy Secretary General of the UN.

    “It is very significant; it is like Nigeria’s day in the sun because you don’t have it better than that.

    “The Deputy Secretary General, the President of the General Assembly, and then you are the President of that country.

    “It is like focus would be on Nigeria, and it is a good one for our country’’, he said.

    The presidential aide dismissed suggestion by some opposition elements that Buhari is attending the GA without a national agenda.

    “Every country comes (to the General Assembly) with a national statement, and what our president is going to present is the national statement of Nigeria.

    “So, anybody that says that does not understand,’’ Adesina said.

    The president, who landed earlier at the John F. Kennedy International Airport, was accompanied by some top government officials and senior aides.

    The theme for the UNGA74 is, “Galvanising Multilateral Efforts for Poverty Eradication, Quality Education, Climate Action and Inclusion.”

    Buhari is scheduled as the fifth speaker during the General Debates billed for Tuesday.

    Leaders of countries’ delegations are expected to “present their National Statements and speak to the theme of the session’’, Adesina said in a statement earlier.

    He said the president would speak on ‘’administration’s commitment to building on the achievements of its three-point agenda following the renewal of his electoral mandate by majority of Nigerians.

    “He will also reaffirm Nigeria’s position on salient global issues,’’ he said.
