The Peoples Democratic Party (PDP) in Edo has adopted a no-zoning policy in picking the party’s governorship candidate for the state gubernatorial election in 2020.
The party also resolved that the position of the state chairman of the party would not be zoned as well.
This is contained in a statement issued by Mr Chris Nehikhare, the PDP Publicity Secretary in the state in Benin on Monday.
According to Nehikhare, candidates for both positions can emerge from any part of the state irrespective of their senatorial zones of origin.
He said that the resolution was reached at a stakeholders meeting hosted by former governor Lucky Igbinedion at the weekend.
He explained that the party rather than limit itself to zoning formula has resolved the party must seek for the best materials for both positions irrespective of senatorial district.
Nehikhare said that the resolution was part of the road map to 2020 by the party in the state.
He said it was also agreed that it was the responsibility of the National Working Committee (NWC) to conduct congresses that would produce new officials at the end of the tenure of the present executive.
He further said it was also resolved that the chairman at the earliest possible time would liaise with the NWC to know the time table for Edo congresses coming up in 2020.
He further said that unity, peace and fairness was canvassed by all the leaders at the meeting, adding that with the problems in APC, that marketing and expanding the PDP frontiers had become imperative.
Nehikhare said that the party leaders unanimously agreed that the stewardship of Chief Dan Orbih and that of his executive had been exemplary and worthy of praise.
He said some of those who spoke include Chief Tom Ikimi, Chief Lucky Igbinedion and Sen. Victor Oyofo.
He said the consensus on the overwhelming performance of the chairman led to all the leaders giving the party chairman a standing ovation.

Ethiopia to launch first-ever satellite in December, says president
(FLOWERBUDNEWS) The Ethiopian President Sahle-Work Zewde on Monday disclosed that the country’s first-ever satellite would be launched into space in December with the support of the Chinese government.
Zewde disclosed this while addressing the new parliamentary session of the Ethiopian House of People’s Representatives (HoPR) and the House of Federation (HoF), which was opened at a joint meeting on Monday.
“The first Ethiopian satellite will be launched in December this year from a centre in China,” Zewde said.
Ethiopia is presently developing the country’s first-ever satellite, a 70kg Multi-Spectral Remote Sensing Satellite, known as ETRSS-1, through support from the Chinese government.
According to Zewde, the Ethiopian government envisages that the country’s maiden satellite, once it commences its operations, would help the East African country’s efforts to modernise its agricultural sector.
“The satellite will provide all the necessary data on changes in climate and weather-related phenomena that would be utilised for the country’s key targets in agriculture, forestry and natural resources protection initiatives,” Zewde told members of the two houses.
The satellite, which is set to be launched from China, will have its command and control centre in Ethiopia at the Entoto space observatory facility.
East Africa’s only space observatory facility located on the 3,200-metre hills of Entoto on the outskirt of the capital Addis Ababa, it was noted.
In April this year, the Ethiopian Prime Minister Abiy Ahmed had also visited the China Academy of Space Technology to inspect Ethiopia’s 70kg Multi-Spectral Remote Sensing Satellite ETRSS-1.
Ahmed during his visit stay in China where he attended the second Belt and Road Forum for International Cooperation that was held from April 25 to 27 in Beijing, capital of China.
The Ethiopian Space Science and Technology Institute had been co-developing the East African country’s Multi-Spectral Remote Sensing Satellite ETRSS-1, according to the Ethiopian government.
ETRSS-1, which already recognized as the East African country’s first-ever satellite, once launched into space, is expected to monitor weather patterns for better agricultural planning, drought early warning and forestry management, it was noted. (Xinhua/NAN)

Buhari to present 2020 Budget proposal to NASS Tuesday – Presidency
(FLOWERBUDNEWS) The Presidency says President Muhammadu Buhari is set to present the 2020 Appropriation Bill to a joint session of the National Assembly (NASS) on Tuesday.
Mr Femi Adesina, the Special Adviser to the President on Media and Publicity, confirmed this development at the end of an extraordinary meeting of the Federal Executive Council (FEC).
The meeting which considered the 2020 budget proposals before its presentation to the National Assembly on Tuesday by 1:30 p.m., was presided over by President Buhari at the Council Chamber of the Presidential Villa, Abuja, on Monday.
Adesina, who briefly spoke to State House correspondents, said: “No briefing, we only looked at what we will present at the National Assembly tomorrow”, referring to Tuesday’s presentation of the 2020 budget proposal to the NASS by President Buhari.
President Nuhari is expected to lay the 2020 budget before a joint session of the Senate and House of Representatives on Oct. 8 for approval, “as the country intends to revert to the January to December budget cycle.”
The News Agency of Nigeria (NAN) reports that the early presentation of the 2020 budget is meant to return the Federal Government budget cycle from May-June to January-December.
The Senate had on Thursday increased the proposed 2020 budget from N10.007 billion to N10.729trillion.
However, President Buhari and the leadership of the National Assembly had on Sunday night (Oct. 6) met behind closed doors at the President’s official residence in Abuja in what appeared to be `2020 budget reconciliation meeting’.

Umahi swears in 14 new permanent secretaries
(FLOWERBUDNEWS) Gov. David Umahi of Ebonyi on Monday swore in 14 new Permanent Secretaries for the state’s Civil Service.
The governor, at a ceremony held at the Government House, Abakaliki urged the appointees to discharge their duties creditably in line with the vision of the state.
The News Agency of Nigeria (NAN) reports that the 14 new permanent secretaries inaugurated was in addition to the previous 12.
The new permanent secretaries includes Mr Christian Achi, Ministry of Health; Mrs Patricia Okiri, Ministry of Budget, Planning and Research and Mr Ogbonnaya Otta, Ministry of Internal Security.
Other are: Mr Martin Uguru, Ministry of Housing and Urban Development; Eze Sunday Silas, Ministry of Water Resources and Dr Emmanuel Nwafor, Ministry of Environment.
The new appointees also includes Mr Emeokoro Chukwuma, Ministry of Solid Minerals producing communities; Okoronkwo Jonathan, Ministry of Youths and Sports Development and Mr Ituma Elijah, Ministry of Commerce and Industry.
“We are integrating you totally into the mainstream of government activities. And you must also know that you are now 50 and 100 per cent civil and public servants,” Umahi said.
Meanwhile, the State’s Attorney-General and Commissioner for Justice, Mr Cletus Ofoke enjoined the new appointees to justify the confidence reposed on them by the state government.
“I urge you to follow the rules of your various offices,” Ofoke said.
Otta, who spoke unbehalf of other appointees, promised to deliver their duties diligently.

Nigeria ready for 5G – Communication Minister
(FLOWERBUDNEWS) Dubai (United Arab Emirates), Oct. 7, 2019 (NAN) In line with global requirements of communications, Dr Isa Pantami, Minister of Communications, said Nigeria was ready to deploy 5G network across the country to ease network flow.
Pantami said this on Monday at the ongoing 39th Gulf Information Technology Exhibition (GITEX) holding in Dubai (United Arab Emirates).
GITEX is a global technology exhibition that brings together over 200,000 trade visitors, investors, innovators, IT experts, countries, Information Communication Technology startups from over 145 countries of the world, to share trends of ICT and ways of advancing technology innovations.
Nigeria’s participation in GITEX, which is spearheaded by the National Information Technology Development Agency (NITDA) is a week long programme holding from Oct. 6 to Oct. 10.
5G mobile network is the next-generation standard for wireless communication, set to start taking over the mobile network environment in 2019. 5G delivers vastly increased capacity, lower latency and faster speed.
The minster said “ Nigeria is ready for 5G network but preparation is key. We are ready but need deployment and before that we need pre-deployment and post-deployment.
“We are working to handle the challenges of pre-deployment but the approval has been given for the trial.
“Nigeria is not yet into the 5G network deliberately. Some of the telecom operators are ready to deploy the 5G network but the proposal was put on hold, so we can be productive and proactive.
“There could be potential challenges that could obstruct 5G network, which include regulations. You cannot just rush into it without preparing your ground,’’ he said.
He said that the Federal Government is engaging some security agencies like the National Intelligence Agency, the Economic and Financial Crimes Commission, the Nigeria Police, among others to ensure a seamless process, while establishing regulations on deploying the 5G network.
The minister also said that 5G network cannot be deployed across the country yet due to some gaps in citizens being unable to access 2G, 3G and 4G networks.
“At the pace we are moving, some places do not even have 2G, there are over 200 cluster areas in the country and with this you cannot say we can move to 5G when some people are yet to access 2G, 3G.
“The gaps are already there, it is not a new one but you cannot delay advancement because other people are not benefiting, what we should do is to bridge the gap.’’
He added that Nigeria was not doing badly in technology, however, patriotism and confidence in indigenous products and services was lacking.
Pantami recalled that a Nigerian in the UK was the first person globally to develop, build and design first real time 5G network dedicated to self-organised networks in the UK , using general purpose processors.
According to him, we usually fail to deploy what we produce, we are so much addicted to foreign products and whenever we hear anything local it appears to us as inferior.
“That perception of undermining our effort is what we need to change.’’

Market indices slump further by 0.45%
(FLOWERBUDNEWS) Activities on the nation’s bourse resumed for the week on Monday still on negative territory with crucial market indicators dropping further by 0.45 per cent.
Specifically, the market capitalisation lost N59 billion or 0.45 per cent to close at N13.078 trillion against N13.137 trillion.
Also, the All-Share Index, which opened at 26,987.45, shed 121.04 points or 0.45 per cent to close at 26,866.41.
The downturn was impacted by losses recorded in medium and large capitalised stocks, amongst which are: Seplat, Nestle Nigeria, Stanbic IBTC Holdings, Cadbury Nigeria and Nigerian Breweries.
Analysts at the United Capital Plc, expressed optimism that the market would maintain mixed performing.
“This week, we expect the equities market to remain tepid, as market participants’ factor in the activities in the global economy and the fiscal environment atmosphere in Nigeria before locking in gains on stocks with strong fundamentals.
“We also expect third quarter, 2019 earnings to begin to trickle in,” they said.
However, market breadth closed slightly positive, with 17 gainers compared with 16 losers.
A breakdown of the activity chart shows that Cornerstone Insurance led the losers’ chart with a loss of 10 per cent to close at 36k per share.
Seplat followed with a decline of 6.85 per cent to close at N517, while Cadbury dipped 5.74 per cent to close at N9.85 per share.
Caverton dropped 5.38 per cent to close at N2.46, while Oando declined by 2.70 per cent to close at N3.60 per share.
Conversely, Courteville recorded the highest price gain in percentage terms to lead the gainers’ table, growing by 10 per cent to close at 22 per share.
Africa Prudential followed with 9.94 per cent to close at N3.87, while Associated Bus Company appreciated by 8.82 per cent to close at 37k per share.
Wema Bank rose by 8.62 per cent to close at 63k, while UACN appreciated by 8.40 per cent to close at N7.10 per share.
The total volume traded appreciated marginally to close higher with an exchange of 151.71 million shares worth N1.50 billion exchanged in 2,854 deals.
This was in contrast with a turnover of 139.88 million shares valued at N1.03 billion transacted in 2,688 deals on Friday.
FCMB Group dominated trading activity chart with a total of 55.67 million shares valued at N89.06 million.
Transcorp followed with 17.15 million shares worth N17.21 million, while FBN Holdings accounted for 14.39 million shares valued at N76.24 million.
Access Bank sold 7.36 million shares worth N52.35 million, while Zenith Bank transacted 6.87 million shares valued at N123.54 million. (NAN)
