    By Rukayat Adeyemi

Lagos:  Odu’a Investment Company Ltd. (OICL) on Friday began discussions with the Nigerian Exchange Ltd.(NGX) to be listed and raise capital from investors.

Otunba Bimbo Ashiru, Group Chairman of the company, said this at the closing gong ceremony by the firm at the NGX in Lagos.

Ashiru said the move would not only strengthen the company’s financial position, but also provide opportunities for investors to participate in its growth.

He mentioned that the company would soon sign a Memorandum of Understanding (MoU) with the NGX, to seal the partnership.
“We are at the Exchange to let the market stakeholders know that we are willing to be part of them and be partner in progess.
“I want both parties to be part of a success story by working together as a team, and I believe we can be an achiever,” he said.

According to him, top five listed companies on the NGX, in 2023, paid N262 billion as tax to the Federal Government and paid N926 billion as dividend to investors.

“The narrative shows that listed companies are more transparent and tax compliance.
“It is our hope that government would continue to push policies in a bid to encourage companies to list and raise revenue.

“Africa sees Nigeria has the biggest economy, but our stock market is not the biggest.
“Since the present government is willing to utilise the market, it is about time that companies began to list on the Exchange for proper representation of the economy,” he said.
According to him, most of the sectors of the economy are not truly represented in the Nigerian stock market and as such affecting the market capitalisation.
The News Agency of Nigeria(NAN) reports that the company, owned by the government of the Western state of Nigeria, is a strategic investment and asset management firm founded in 1976.

Update: Video – Sierra Leone Fmr. President Koroma Arrives Nigeria Under ECOWAS Brokered Accord

    By Paul Ejime

Sierra Leone’s former President Ernest Bai Koroma, accused of treason by the government of his country arrived in Nigeria Friday on exile, although the Sierra Leone government is presenting his departure as “a medical trip.”

(Sierra Leone ex-President Ernest Bai Koroma welcomed in Abuja on Friday by ECOWAS Commission President Oumar Alieu Touray & former VP ECOWAS Commission Madam Finda Koroma, among others.)

The journey on a Nigerian Airforce flight was originally planned for the 4th of January, but the government of President Julius Maada Bio went back on its earlier agreement with ECOWAS, apparently when the hawks in his ruling Sierra Leone People’s Party (SLPP) questioned the plan under the erroneous impression that ECOWAS was trying to prevent Koroma from facing justice in his country.

The political tension in Sierra Leone following the disputed June 2023 presidential election had heightened with an alleged coup attempt reported on 26th November, which the government blamed on officials of the opposition All Progressive Congress (APC), including former President Koroma.

Koroma has denied any involvement in the alleged botched coup, but he was placed under house arrest and after days of interrogation by state security agencies, he was taken to court on January 3rd and charged with treason.

Meanwhile, during the ECOWAS end-of-year summit in December 2023, President Bio had requested the regional economic bloc to send a mediation mission to Sierra Leone.

Consequently, the Chairman of the ECOWAS Authority of Heads of State and Government and Nigerian President Bola Tinubu dispatched to Freetown, a high-level delegation made up of the presidents of Ghana Nana Akufo-Addo and Macky Sall of Senegal, accompanied by the ECOWAS Commission President Oumar Alieu Touray and Ambassador Abdel-Fatau Musah, ECOWAS Commissioner for Political Affairs, Peace, and Security.

Sources privy to the Freetown meetings explained that it was President Bio who insisted that for peace reign in Sierra Leone, former President Koroma must leave the country, just like he (Bio) was granted political asylum by the United States after handing over power to now-late President Ahmad Tejan Kabbah in 1996.

Former President Koroma was said to have rejected the Bio suggestion, but following persuasion by the ECOWAS delegation, the three parties (Koroma, ECOWAS, and Bio) eventually agreed to the exile plan with Nigeria as Koroma’s host country.

This was on the condition that the Sierra Leone government should drop all legal and administrative charges against Koroma, who should also retain his entitlements as former head of state.

Diplomatic sources in Freetown and Abuja agreed on Friday that “nothing has changed, it is the same plan initiated by President Bio that is being implemented.”

This means that the Sierra Leone government only introduced the “medical trip element to save face,” after creating the wrong impression that the plan was being imposed on Sierra Leone by ECOWAS.

It is unclear whether ECOWAS will still favourably consider President Bio’s other request for ECOWAS to send a stabilization Force to Sierra Leone given the air of uncertainty in the country following the alleged coup attempt and disaffection over the June election.

The government said 15 of Koroma’s serving and former bodyguards are implicated in the alleged coup attempt, while the former president insists on his innocence.

The trial of suspects in the alleged coup attempt will be watched with keen interest now that Koroma is out of Sierra Leone, which is steep in ethnic division and identity politics, and yet to fully recover from the devastation of an 11-year civil war that killed more than 50,000 people and rendered hundreds of thousands as refugees from 1991-2002. ##/Flowerbudnews

Interior ministry reviews recruitment guidelines to accommodate 35% women

At a meeting of the Board of the Civil Defence, Fire, Correctional and Immigration Services yesterday in Abuja, Dr. Tunji-Ojo said the 35 percent allocation of slots to women was in line with the Renewed Hope Agenda of President Bola Tinubu.

Represented by the Board Chair, Tunji-Ojo, Ja’afaru Ahmed, he said “The federal government through the Board has approved the review of the guidelines for recruitment into, and promotion in all the four Services under the Ministry of Interior.

The development also come with modernisation of the operations of the Nigeria Immigration Service. The modernisation is going to be all-encompassing, training, recruitment, promotion, professionalism and capacity building and deployment of cutting-edge technologies

The minister announced that all the Services would in due course release timelines for recruitments.

He warned Nigerians interested in applying not to patronise scammers, saying that government is already aware of some scammers who are asking for money for recruitment into the Fire Service.

“This is to appeal to Nigerians not to patronise scammers. Anybody asking you to pay money to be recruited into any of the Agencies is a scammer. We are aware of their activities and we will go after them.”

Shedding more lights on the modernisation of the Immigration Service, the Comptroller-General, Mrs Adepoju, said the Service would emphasis on capacity building, specialisation along professional lines to ensure that promotion is not a reward for redundancy.

  • Court remands Polaris Bank’s staff in prison over alleged N16.6bn fraud

Court remands Polaris Bank’s staff in prison over alleged N16.6bn fraud

Abuja:  A Federal High Court (FHC), Abuja, on Friday, ordered Mr Chinenye Duru, a Polaris Bank staff and account officer to Mr Victor Onukogu, to be remanded in a correctional facility over alleged N16.6 billion fraud.

Justice Inyang Ekwo gave the order after Duru was arraigned by the office of the Inspector-General (I-G) of Police and pleaded not guilty to the 11-count charge preferred against him.

The News Agency of Nigeria (NAN) reports that while the I-G is the complainant in the charge marked: FHC/ABJ/CR/603/2023, Polaris Bank Plc and Duru are 1st and 2nd defendants.

Upon resumed hearing, I-G’s counsel, Abdulrasheed Sidi, informed the court that the matter was fixed for arraignment.

But Duru’s lawyer Chukwuemeka Kalu, said though they were ready for the plea, the prosecution was in contempt of the FHC’s order and cannot be heard.

“When I finish with the plea, you can say what you want to say,” Justice Ekwo declared.
Adedapo Adejumo, who appeared for Polaris Bank, said a plea of not guilty should be entered for his client.

After the 11 counts were read to Duru and he pleaded not guilty, Sidi applied for a date for trial.

But Kalu said on the taking of plea, a fundamental issues on the conduct of the prosecution had been raised.

The lawyer said though he was not objecting to a date for trial, he said during Duru’s detention, they approached the court for the enforcement of his right.

“The matter was before your learner brother, Hon. Justice D.U. Okorowo, who ordered for the interim release of the 2nd defendant on bail.
“The conditions for the bail were fulfilled on this same matter between the parties.

“It was based on whether the prosecution will continue with investigation or prosecution of the 2nd defendant while the EFCC is doing the same,” he said.

Kalu said despite serving the court order on the I-G, they refused to comply with the directive, “upon which we commenced a contempt proceeding against him before this court.”
He said Forms 48 and 49 had been served on the I-G.

“We believe the Inspector-General of Police cannot take this court for granted on this same matter by bringing the 2nd defendant before the court,” he added.

The judge told Kalu that what was before him currently was a charge against Duru which plea had been taken.

He said if the lawyer had any objection to the trial proceedings or any other matter relating to the charge, he should look at the provisions of the Administration of Criminal Justice Act (ACJA) and comply with it and the court would look at his application and make a decision.

“I cannot preside over the proceedings even though it is the same court, it is presided over by a different judge.

“If you have any issue, you will spend time looking at how to approach it as prescribed by the law.

“Plea has been taken, I have to take two decisions, one is on the remand of the 2nd defendant and the other is the date for trial,” the judge said.

But Kalu said he had the order for his release before the court and that under Section 158 of the ACJA, the court had the power to admit the Duru to bail.
“Where is your application for bail?” Justice Ekwo asked.
The lawyer responded that they were standing on the already existing order by Justice Okorowo.

“Did you file it?,” the judge asked.
“We did not but the order is already before the court,” he responded.

Justice Ekwo then said that he would make two orders; one for the trial and the other for Duru’s remand, but if Kalu files the bail application, a date would be given to hear it.
“How many witnesses are you calling?” he asked the police lawyer and Sidi said five witnesses.

The judge, who adjourned the matter until April 23, April 24 and April 25 for trial, ordered Duru to be remanded in a correctional centre pending further orders of the court.

NAN reports that in count one, Polaris Bank and Duru were alleged to have between Nov. 17, 2017, and Aug 14, 2023, fraudulently withdrew from Onukogu Victor Hezekiah’s account numbers: 1040495455 and 1060104735, domiciled with the bank the sum of N16 billion and N500 million.

It said that knowing that the said money did not belong to them, “and knowing the same act was wrong with the intention of converting same to your personal use and thereby committed an offence contrary to Section 21 (a) and punishable under Section 18 (3) of the Money Laundering (Prevention and Prohibition Act, 2022.

In count four, the defendants were alleged to have between Nov. 17, 2017 and Aug. 14, 2023, fraudulently withdrew the sum of N75. 534 million from Onukogu’s account number: 4010023601 contrary to Section 18 (2) of the Money Laundering (Prevention and Prohibition Act, 2022.

In count six, they were alleged to have fraudulently withdrew the sum of N13.3 million from Hezekiah University’s account number: 40910106770.

The defendants were also alleged to have fraudulently withdrew the sum of N16.3 million between the same date from Hezekiah University’s account number: 411054152 without any authorisation from the account owner with the intention of converting same to their own personal use contrary to the Money Laundering Act, among other counts.

Lawyer threatens to proceed with contempt proceedings against new ICPC chair

    .

Abuja;  A legal practitioner, Mr Eric Ifere, has threatened to proceed with pending committal proceedings to prison against Dr Musa Aliyu (SAN), the newly appointed Chairman of, the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

Ifere, counsel for Nkrah Marine Limited and its CEO gave the warning in a letter addressed to Dr Aliyu and the copies made available to newsmen on Friday in Abuja.

In the letter dated Jan. 17, 2024, and stamped received by the commission the same day, the lawyer said that until the ICPC’s chairman obeys the court orders by removing the restrictions placed on his client’s bank accounts and paying damages of N5,000,000 ordered by the court, the committal for contempt of court proceedings would be moved on the fixed date of hearing.

The letter reads: “We are mindful that you have recently resumed office and may not be aware of the pending committal proceedings to prison against you as the Chairman and Chief Executive Officer of ICPC, the first judgment debtor, for having refused to obey the orders of the court made against it.

“On the 18th day of January 2022, the Federal High Court, Abuja, made an order directing you to remove the restrictions placed on the judgment creditors’ bank accounts numbers: 2657858013, 4573142058 and 4573142027 domiciled with First City Monument Bank (FCMB) and account number: 1000576777 domiciled with Zenith Bank Plc and pays the judgment creditors N5 million in damages.

“On 4th July 2022, the same Federal High Court delivered a ruling refusing the 1st judgment debtor’s request for a stay of execution of its judgment.

“Further, it directed you to remove the judgment creditors’ account restrictions immediately.

“Regrettably, you have neglected and refused to obey the honourable court’s judgment and orders to date.

“Consequently, the judgment creditors have commenced contempt proceedings against you, and the hearing date is fixed for the 8th of February, 2024 at court number 12, Federal High Court, Abuja, while maintaining that restricting their bank accounts undermines the judgment of the Federal High Court and violates their fundamental rights.”

Ifere urged Aliyu to review the decision by lifting the restrictions and paying the damages before the hearing date for the contempt proceedings.

While the ICPC chairman is listed as judgment debtor/contemnor in the motion on notice for committal proceedings, FCMB and Zenith Bank are listed as 2nd and 3rd respondents respectively.

The motion, marked: FHC/ABJ/CS/1347/2021 dated Nov. 1, 2023, and filed on Nov. 2, 2023, before Hon Justice Mobolaji Olajuwon of an FHC, Abuja, has been fixed for Feb 8 for hearing. (Flowerbudnews)

  • ACKNOWLEDGING THE ONE-CHINA POLICY: AN ANALYSIS

ACKNOWLEDGING THE ONE-CHINA POLICY: AN ANALYSIS

    By Lawal Sale

It has been one China, and there will always be one. China. That China is the People’s Republic of China which was affirmed at the United Nations during its 26th session in October. 1971.

With this affirmation of People’s Republic of China as the only “China,” the Republic of China also known as Taiwan, ceased to be another China from the day of that resolution but remained an inalienable part of sovereign People’s Republic of China.

It is worthy of note that prior to the UN’s 26th session, on October 1, 1949, the People’s Republic of China was founded, and the Central People’s Government became the only legitimate government of the whole of China.

The new government replaced the previously expelled KMT regime in a situation where China, as a subject under international law, did not change, and China’s sovereignty and inherent territory did not change as well.

It is evident that to date, about 185 countries out of 195 member states of the United Nations have acknowled the one-China principle and established full diplomatic relations with the People’s Republic of China on the basis of the “one-China” policy.

Analysts pointed out that the position of these member countries once again, acknowledged and strengthened the consensus of the one-China policy among the international community. In fact, the latest country to establish diplomatic relations with P.R. China among the 185 mentioned earlier, was the Micronesian state of Nauru in the Pacific.

In Africa, for instance, all the 54 countries except one adhere to the one-China principle and have strong diplomatic ties with the Beijing government.

Nigeria, with over 50 years of establishing diplomatic ties with China, recently restated its dedication to the one-China policy; this position was contained in a statement by Honourable Jafaru Yakubu, the chairman House of Representative Committee on Nigeria-China Relations.

The lawmaker reaffirmed Nigeria’s readiness to constantly adhere to the one-China principle noting that “there is but one China in the world, and that Taiwan is an inalienable part of China’s territory, and Government of the People’s Republic of China is the sole legal government representing the whole China.

Similarly, in January 2017, Nigeria yet took another final decision and reaffirmed its commitment to One-China Policy. “The Federal Government, then made a significant and historic move when the then Nigeria’s Foreign Affairs Minister announced to the world during a joint press conference with the visiting Chinese Foreign Minister, Wang Yi, that Nigeria would no longer allow Taiwan to continue to operate in Nigeria as a country with an unofficial embassy, but would be committed to “One-China Policy”.

A Memorandum of Understanding between Nigeria and China was signed in respect of Nigeria’s commitment to supporting the policy and recognising People’s Republic of China as the sole legal authority undertaking diplomacy and other bilateral relations.

Decades past, China has been persuading Taiwan for a peaceful national reunification, but there is a recalcitrant set of people in the island that are being propelled by foreign forces to rebel against the idea of reunification with the mainland China.

President Xi Jinping, in his address marking the 130th anniversary of People’s Republic of China founder Mao Zedong’s birth, said, the “reunification” of Taiwan is “inevitable”, adding that “the realisation of the complete reunification with motherland is an inevitable course of development, is righteous and is what the people want. The motherland (China) must and will be reunited,” he said.

It will be recalled that an election in Taiwan was held on 13th January, 2024 where the ruling Democratic Progressive Party that is clamouring for independence won the presidential election despite China denouncing the candidate as a separatist, and called on the people of Taiwan to make the right choice while noting the harm the DPP’s candidate will bring.

Furthermore, in the aftermath of Taiwan’s elections, a statement from the Chinese government reiterated its stance that “the Taiwan’s question is China’s internal affairs. Whatever changes take place in Taiwan, the basic fact that there is only “One-China” in the world and Taiwan is part of China will not change; the Chinese government’s position of upholding the one-China principle will not change, according to the statement.
