    A N50 billion suit filed by Nnamdi Kanu, leader of the proscribed Indigenous People of Biafra (IPOB), against the Federal Government has been adjourned until April 27 for further mention by a Federal High Court in Abuja.

    Justice Inyang Ekwo adjourned the matter after Aloy Ejimakor, the lawyer who appeared for Kanu, informed the court that he had just filed a notice for a change of counsel.

    Ejimakor told the court that he would be taken over the case from Chief Mike Ozekhome, SAN, who filed the suit on April 7, 2022.
    Justice Ekwo directed the lawyer to find out if a similar matter was not before any sister court or other courts pending, or if a judgment had not been delivered in a similar suit.
    The judge, who observed that no counsel appeared for the defendants, ordered that a hearing notice be issued and served on them against the next adjourned date.
    The News Agency of Nigeria (NAN)) reports that Kanu, had sued the Federal Republic of Nigeria (FRN) and Attorney-General of the Federation (AGF) as 1st and 2nd defendants in the suit marked: FHC/ABJ/CS/462/2022.
    Kanu, who sued the defendants over allegations bordering on violation of his rights, alleged that he was kidnapped from Kenya and brought back to Nigeria to stand trial.
    He wants the court to determine “whether the way and manner in which the plaintiff was abducted in Kenya and extraordinarily renditioned to Nigeria is consistent with extant laws.”
    Particularly, he cited “the provisions of Article 12 (4) of the African Charter on human and peoples rights (ratification and enforcement) Act Cap A9 laws of the Federation of Nigeria, 2004, and Article/Part 5 (a) of the African Charter’s principles and guidelines on human and peoples’ rights while countering terrorism in Africa.”
    Kanu also wants the court to determine “whether by the operation of Section 15 of the Extradition Act Cap E25, Laws of the Federation of Nigeria 2004, the plaintiff can be competently/legally tried for offences stated in counts 1 to 14 of the 15-count amended charge in charge number FHC/ABJ/CR/383/2015 between Federal Republic of Nigeria v. Mazi Nnamdi Kanu.”
    He said the counts “are not the offences for which he was surrendered or extraordinarily renditioned to Nigeria.”
    In the originating summons, the IPOB leader is seeking 11 reliefs, including an order for his release from Department of State Services (DSS)’ custody.
    He is also seeking an order restraining the defendants from taking any further step to prosecute him over criminal charge no: FHC/ABJ/CR/383/2015, currently pending before a sister court presided over by Justice Binta Nyako.
    Kanu also asked the court to award the sum of N100 million to him “as the cost of this action.”
    But in a notice of preliminary objection dated Jun 6, 2022, but filed June 27, 2022, the FRN and AGF prayed the court to dismiss the suit, describing it as “an abuse of court process.”
    Giving one ground of argument, the defendants argued that Kanu had filed an earlier suit with similar facts before a Federal High Court, Umuahia Division in suit number: FHC/UM/CS/30/2022.
    They further argued that the two defendants were parties in the suit.
    According to the defendants, this renders this suit as an abuse of court process that deprived the court of the jurisdiction to entertain the instant suit..

    (Flowerbudnews):  The International Court of Justice (ICJ) at the Hague on Friday ordered Israel to “take all measures within its powers to prevent the commission of any acts of genocide” against Palestinians in the besieged Hamas-controlled Gaza but fell short of calling for an immediate ceasefire as demanded by South Africa in its case of alleged genocide against Israel.

    In its 35-minute majority ruling read by Justice Joan Donoghue, President of the 17-member panel of Judges, the Court also ordered Israel to “prevent and punish direct and public incitement to commit genocide; and to “immediately enable the provision of urgently needed basic services and humanitarian assistance in Gaza.”

    Noting that it has jurisdiction on the case and dismissing Israel’s objection, the Court also ordered Israel to “prevent the destruction, and ensure the preservation, of evidence related to South Africa’s allegations.”

    Both South Africa and Israel claimed “victory” over the ICJ ruling, which also ordered both parties to submit to the Court within one month, reports on their compliance with its orders.

    South Africa had taken Israel to the ICJ alleging that Israel had violated the United Nations 1948 Genocide Convention as a result of the Israeli military ceaseless bombardments of Gaza in retaliation for the 7th of October 2023 raids on Israel by the Palestine militant group Hamas.

    In reaching its conclusions, the ICJ cited statements by Israeli officials, including racial slurs and the reference to Palestinians as “human animals.”

    The Court also referred to statements by UN senior officials describing the sufferings and deteriorating humanitarian situation in Gaza, as well as attacks by the Israeli military on infrastructure, homes, and hospitals, and denial of births in Gaza.

    The Genocide Convention is the first human rights Treaty adopted by the UN General Assembly on 9 December 1948, signifying the international community’s commitment to ‘never again’ after the atrocities committed during the Second World War.

    It describes genocide as “acts committed with intent to destroy in whole, or in part, a national, ethnic, racial or religious group.”

    The ICJ decisions are binding on State signatories, but the court has no means of enforcement.

    Although Israel has a track record of disobeying UN decisions/resolutions, the Gaza case before the ICJ, a legal arm of the UN, is different since it touches on genocide.

    Israel is among the UN’s 92-member State signatories to the 1948 Genocide Convention, which was informed by the mass killings of European Jews by Nazi Germany under Hitler, known as The Holocaust.

    Also, apart from the outrage expressed in “Court of Public Opinion,” growing anti-Israeli sentiments over the humanitarian devastation in Gaza, support is waning for Israel, which continues to claim self-defence in the Gaza war.

    Israeli officials said some 1,200 Israelis were killed, while 250 people of different nationalities were also taken hostage during the Hamas raids.

    According to the Health Ministry in Hamas-ruled Gaza, some 26,083 Palestinians have been killed and more than 64,400 wounded since the 7th of October 2023 Hamas raids on Israel.

    South Africa deserves credit for escalating the Gaza crisis to the ICJ, although it remains to be seen whether the Court’s ruling would increase the pressure on the U.S. to persuade Israel, its major ally to end hostilities in Gaza in favour of a negotiated settlement to the conflict.

    Could Africa take a cue from this development, to review its relations with external partners given the “many raging Gaza-like” conflicts on the continent and other parts of the World with negative impacts on the continent and its more than 1.3 billion people?

    Incidentally, Justice Donoghue is American, but ICJ judges are supposed to be apolitical and supranational.##(Flowerbudnews)

    A don, Prof. Christian Madu, has advocated strict chemical security and management in Nigeria and Africa to check the rising incidents of insurgency in the continent.

    Madu, a former Director of the Center for Environmental Management and Green Energy at the University of Nigeria (UNN), told newsmen in Enugu on Monday that there was a need to ensure that unauthorized non-state actors do not have access to chemicals.

     

    According to him, unauthorized non-state actors should never have access to chemicals to avoid large-scale destruction that will kill innocent people and destroy critical infrastructure.

    He noted that the protection of chemicals involves streamlining the supply chain from procurement through to disposal and/or recycling of chemicals to ensure security and that the chemicals are not intercepted by unauthorized users.

     

    Madu, who was recently invited to train faculty from Ukraine on developing a curriculum in chemical safety and security management to protect Ukraine’s chemical-related critical infrastructure, said: “Chemical safety deals with safe handling of hazardous chemicals to avoid chemical accidents and reduce health risks, and damage to the environment.”

     

    “The aim in both chemical safety and security is to prevent, detect, and properly respond to chemical accidents and/or chemical security threats. Chemical safety investigates issues on how to store chemicals, expiration issues, inventory, and disposal of unused chemicals.

     

    “Attention is paid to the use of personal protective equipment (PPE) and safety data sheets (SDS). The primary goal is the safety of chemical users or handlers, and also the environment.

    “Conversely, security of chemicals involves tracking the procurement process and the usage to make sure that the chemicals are not diverted to other purposes that may pose dangers to all.”

     

    The don regretted that many non-state actors in the country especially in the North-East, North-West, and other parts of the country, who are changing their tactics and are increasingly becoming more violent, are using chemical-induced Improvised Explosive Devices (IEDs) to advance their extremists agenda.

     

    He called for concerted efforts to prohibit access of chemicals from such non-state actors to avoid the potential of misusing such chemicals to kill and harm several people at the same time.

     

    Madu, who will be joining other world experts in chemical safety and security management in a workshop in Italy on this critical subject for the Ukraine people, commended NAFDAC and Office of the National Security Adviser for ensuring that such chemicals are controlled and accounted for.

     

    “Unfortunately, we have to do more since we have too many chemical merchants who have not fully understood that the chemicals; they market for beneficial usage may have the other not-so-good side.

     

    “Most chemicals are dual-use chemicals. It is therefore important not only to monitor the chemicals but also to know the mental and financial stability of those that have access to chemicals.

     

    “People that have access to chemicals may be easily compromised and that will pose a threat to everyone,” he said.

     

    The don said that he had helped develop a Chemical Security and Management curriculum in his Centre in UNN, which is the first of its kind in Nigeria and Africa as well as assisted in developing a national curriculum for the course.

    “I have gone to IUPAC conference in Cape Town, South Africa to share it with other academics from other countries but especially African countries.

     

    “I am hopeful that my colleagues in Nigeria who recently participated in the webinar sessions I ran on the curriculum will develop the programme in their respective institutions and I am always ready to assist.

     

    “I have also trained critical mass at UNN on chemical security management, and I hope they are put to use to strengthen the programme,” he said.

    It would be recalled that Prof. Madu is a leader in the subject matter and an expert on Chemical Security Management in Nigeria and was instrumental in developing the first graduate programme on Chemical Security Management at UNN.

     

    Working on several grants from the US Civilian Research and Development Foundation (CRDF), Madu trained members of the Chemical Society of Nigeria in the six geopolitical zones of the country. He was honored with the Fellow of Chemical Society of Nigeria.

    In 2023, he worked on a grant to improve on and extend the curriculum for chemical security management in Nigeria; through this, a workshop was organised involving tertiary institutions from six geopolitical zones of the country, and the National University Commission (NUC). (Flowerbudnews)

    Police comb Imo forest, uncover 3 decomposing bodie

    The Police Command in Imo has uncovered three decomposing, unidentified corpses suspected to be kidnapping victims at a forest in Ihiagwa and Avu communities in Owerri West Local Government Area of the state.

     

    The Imo State Police Command’s Public Relations Officer, ASP Henry Okoye, confirmed the discovery to the News Agency of Nigeria, NAN, on Monday in Owerri.

     

    NAN reported that a viral video on social media showed about four decomposing bodies reportedly uncovered in the forest by Imo hunters and forest guards.

     

    Okoye said Commissioner of Police Aboki Danjuma had directed a tactical team to thoroughly search all the bushes and forests in the area to see if there were more kidnappers and dead bodies.

     

    “Operatives of the Imo State Police Command Special Tactical Squad, led by the Commissioner of Police, Mr Aboki Danjuma, raided a forest along the Avu-Ihiagwa communities, suspected to be kidnappers’ hideouts.

     

    “In the process, five suspected kidnappers were arrested, while three decomposing unidentified corpses suspected to be kidnapping victims were recovered. The command intends to carry out further DNA confirmatory tests to ascertain the identities of the victims,” Okoye stated.

     

    According to him, intense combing of the forest and other nooks and crannies of the state is ongoing to stamp out all forms of crime and criminality.

     

    He advised members of the public to report to the police any sensitive information that could aid them in arresting criminals, as well as secure and safeguard the state

    Suspected kidnappers have killed two traditional rulers in Ekiti State.

     

    The monarchs were said to be returning from a security meeting in Irele-Ekiti in a vehicle being driven by one of their colleagues, the Alara of Ikole Ekiti, when they were attacked by gunmen along a community in Ikole Local Government Area of Ekiti State on Monday.

     

    DAILY POST learnt that the two traditional rulers—the Onimojo of Imojo-Ekiti, Oba Olatunde Samuel Olushola and the Elesun of Esun-Ekiti, Oba David Babatunde Ogunsakin—were killed in the ambush, while Oba Adebayo Fatoba, the Alara of Ara Ikole-Ekiti, escaped from the scene.

     

    Confirming the incident, the chairman of the Ajoni Local Council Development Area, Michael Ogungbemi, said the gunmen attempted to kidnap the three traditional rulers.

    Gov. Seyi Makinde of Oyo state, has commended the presidential candidate of the Labour Party (LP) in the last general election, Mr Peter Obi, for identifying with the state over the Jan. 16 explosion in the area.

     

    Makinde gave the commendation while playing host to Obi who was in Ibadan to commiserate with him and the people of the state, over the incident that occurred in Bodija area.

     

    Gov. Makinde also berated former vice president and presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, for not reaching out to him over the ugly incident.

     

     

    “I will use this opportunity on behalf of the good people of Oyo State, to thank His Excellency, Peter Obi, former governor of Anambra and also the presidential candidate of the Labour Party in the last election.

     

    “I thank you because, politics didn’t sip into this, you came to commiserate with us over the explosion.

     

    “Actually, investigation is still going on, it was simply a case of illegal miners storing explosives in an environment where they shouldn’t be, a place meant for people to live is not a mining site.

     

    “So, all the lapses that allowed such to happen are being looked into. I’m particularly grateful because the president called me. We have three musketeers that went for that election.

     

    ” The president has reached out to me, you have reached out to me, but from my own party candidate, not even a call or text message.

     

    ” I mean I’m saying this openly so that our leaders would know that you have time for politics, you have time for governance, and you have time for humanity, so, we want to say thank you so much, we appreciate this visit,” Makinde stated.

     

    Earlier in his brief remarks, Obi commended Gov. Makinde’s prompt response, saying that was what governance entails.

     

    He also sent condolences to the bereaved families and all those people who lost their valuable properties during the explosion.

    “We are here to pay our condolences to the governor and the good people of Oyo State, on the recent explosion, through him extend our condolences to the bereaved families and all those people who lost their valuable properties.

     

    ” In everything assure them of our prayers that God will grant all those who lost their lives eternal rest, also, to thank the governor for his prompt response, that is what governance should be when there is a problem.

     

    ” The system might not bring back the lost lives or replace properties that were lost, but that response is assurances and confidence to people that there is a government and system that cares for them.

    Abuja (Flowerbudnews): The Nigerian Navy has arrested eleven persons suspected of engaging in construction of illegal refineries in the Niger Delta creeks.

    According to a Naval statement made available to Flowerbudnews on Monday in Abuja, the suspects were arrested by the Base Tactical Response and Assault Squadron while on patrol around Krakrama Creeks.

    The Naval operatives intercepted a boat with 11 crew and laden with 10 metal plates, 14 angle iron as well as 20 gas cylinders, the statement disclosed.

    The patrol operation was ‘In line with the CNS’ strategic mandate on zero tolerance for crude oil and other petroleum products theft” the statement said , adding the Naval Base remained resolute in conducting operations to deny the oil thieves freedom of action in its Area of Operations.

    ”Consequently, 23 Jan 24, the Base Tactical Response and Assault Squadron while on routine patrol around Krakrama Creeks, intercepted a boat with 11 crew and laden with 10 metal plates, 14 angle iron as well as 20 gas cylinders.

    ‘:The items were carefully concealed in a wooden boat are materials used for the construction of illegal refinery sites in the creeks,” the Navy said.

    The Naval statement said that ‘:findings revealed that the suspects were conveying the items to Bille general area for the construction of an illegal refining site.”

    It said that ‘:additional investigation revealed that the arrested suspects are workers used for the construction of the illegal refining site. The arrested suspects claimed they were contracted by one Mr John.

    ‘:At the moment, the Base is making concerted efforts to arrest Mr John and other suspects involved in this criminal act.”

    The Naval Authorities, through NNS PATHFINDER, warned ‘:oil thieves and other criminals within Bile and other part of Rivers State to repent as the Base will stop at nothing to ensure they are arrested and brought to justice.”

    It emphasised that the Naval Base would not be ”deterred by blackmail or antics of enemies of the nation against the Nigerian Navy in the discharge of its constitutional duties’:

    The Base ensured ‘:the good people of Rivers State of its readiness to provide a peaceful and secure environment that would enable them conduct their legitimate commercial activities’:.

    Abuja ( Flowerbudnews): Four titles from Inkblot Productions reigned supreme on the streaming data released by Shock, showing Amazon Prime Video’s top 30 most popular movies of 2023.

    The exciting news was made available to Flowerbudnews by Glazia Magazine, ”the leading lifestyle hub for modern readers’: a Magazine edited by Omawumi Ogbe.

    The top 30 list includes both Nollywood and Hollywood films that resonated with Nigerian
    audiences throughout the year, and Inkblot had the most representation with four movies –
    Palava, Love in a Pandemic, The Blood Covenant and The Set Up 2 – making the list of most streamed movies.

    A feat no other studio could pull off in a very competitive year.

    According to Shock, the data represents 99% of all viewing on the streamer during that time.
    Although the year-long report opened the floodgates to a wealth of information that will give more insight into how Nigerian viewers use the streaming service,

    Shock has been tracking and divulging numbers monthly, and Palava and Love in a Pandemic have been prominent fixtures on their lists for a long time.

    Furthermore, Inkblot titles such as Big Love and No Way Through dominated the lists in Quarter 4 but didn’t quite make the final list due to the December 2023 cutoff.

    “This is interesting. It goes to show how Inkblot has been able to blend the consumerism and
    appeal of Prime Video audiences,” said Akintunde Damilare, co-founder of Shock.

    “They have also scaled up their operations and been able to meet the demands and preferences of Nigeria’s Prime Video subscribers.

    Akintunde further mentioned that the list is also used as a metric of the top 10 from Flix Patrol.

    “It also means that at a various point of the year, you had an Inkblot title on the Top 10 table at a particular point of the day, week or month throughout 2023, which is a very good signal that the stories from Inkblot are getting better and are now being acknowledged by the consumers.”

    the film added. Heist drama “Brotherhood” topped the chart, followed closely by Femi Adebayo’s “King of Thieves” and Funke Akindele’s “Battle on Buka Street”.

    For Inkblot, “Palava” and “Love In Pandemic” reigned in the top 10.

    THE Federal Government, through the Ministry of Solid Minerals Development and the Revenue Mobilisation Allocation and Fiscal Commission ( RMAFC), have resolved to strengthen collaboration to block revenue leakages in the mining sector.

     

    Speaking while welcoming the RMAFC chairman, Mohammed Bello, and his team to his office recently, the Minister of Solid Minerals Development, Dr. Dele Alake commended efforts of the commission to boost revenue accruing to government coffers through mining operations.

     

    Bello in his remarks stated that the commission’s visit is hinged on pledging support for efforts of the Minister to transform the mining sector since assumption of office and also extract commitment that the commission will get his cooperation to carry out its statutory monitoring activities.

     

    ” The commission was instrumental to getting the 10% monthly payment from the Natural Resources Development Fund to the Solid Minerals Development Fund (SMDF), and we know we can do much more together under your guidance and leadership to sanitise the sector, plug all loopholes and ensure the mining industry becomes a big chunk of our nation’s Gross Domestic Product (GDP)”, he said.

     

    In his submission, the commission’s chairman of solid minerals committee and commissioner representing Zamfara state, Abubakar Sadiq lauded the Minister for his reforms and leadership that has given visibility to the mining sector, stressing the need for improved collaboration with the RMAFC to address shortfall in revenue remittance by mining operators.

     

    ” Our evaluation of mining operations across the country has shown a shortfall in revenue to government. There is a monitoring gap. Government and RMAFC should strengthen collaboration to seal this gap and plug leakages in the system. ”

     

    ” We are also making a case for proper supervision and documentation of minerals exported through our borders whilst also urging that the environmental impact of mining operations should be looked into and minimized,” Sadiq added.

     

    Dr. Alake, in his response, revealed that the federal government has put in place measures like engaging consultants to block leakages and recover funds owed by licensed operators, which he put at several trillions of naira.

     

    ” From our efforts, so far, we have discovered to our chagrin that we are owed trillions of naira in unpaid royalties and taxes by legalised operators. We are committed to recovering these funds and also in the process of engaging internationally certified auditors to look at the system and automate the whole gamut of the revenue collection processes, “the Minister asserted.

     

    Alake restated the resolve of government to sanitise the mining environment, ensure it contributes substantially to the nation’s revenue, and ultimately make the sector rival oil in contribution to Nigeria’s GDP.

     

    “We are ready to collaborate with you, states, and host communities to maximise the potential of the mining sector for the benefit of all Nigerians. Our focus is to ensure that the industry translates to greater good for the greatest number of our people, “Alake said.
