    NEMA DG moves to restructure agency for effective performance

    The Director-General, National Emergency Management Agency (NEMA), Mr Mustapha Maihaja, says plans are underway to restructure and reposition the agency for effective performance to a world class standard.

    Maihaja made this known on Wednesday in Abuja at the opening of a three-day workshop on repositioning, strengthening and re-orientation for Zonal Coordinators, Head of Operation Offices and others.

    According to Maihaja, new strategies would be put in the operations of the agency to make it first class in order to be a pace setter to other African nations.

    Maihaja said that the workshop was aimed at empowering participants to appreciate the enormity of responsibilities saddled on all staff for effective and efficient service delivery.

    He said that the workshop would also provide a forum for interaction and exchange of valuable ideas between the heads of Zonal and Operational offices and the management team for cordial and mutual understanding of issues.

    He said that the workshop further aims at setting the management agenda for the attainment of the fundamental roles of the Zonal and Operational offices.

    “We have identified some gaps, some shortcomings so we have to organise this workshop to share our understanding to review, to enforce and re-position the agency.

    “In a way that we can better much operate efficiently, effectively and trying to gear up ourselves towards a world class agency.

    “We felt we need to re-organise NEMA in a way and manner that would be more efficient and one of the steps taken is this workshop, getting people together to get the right information.

    “The people here are the head of operation offices and the heads of zonal offices, who are the engine room operationally of the agency who get the first hand information.

    “We tell them where we are going and then we sit down to strengthen our strategies to have a better NEMA; a NEMA that is world class that we envisage in the nearest future,’’ Maihaja said.

    Maihaja said that as part of its restructuring strategies, the agency was planning to have a response and recovery department in line with the best world practices.

    He explained that the new department would encompass search, rescue and recovery as a result of any emergency as against the current search and rescue department.

    The director-general said that so many other steps would be incorporated in the re-organisation and restructuring of the agency.

    Maihaja said that in recent times, NEMA has adopted a different approach of responding to emergencies and how they provide relief across the country.

    He explained that the agency has strengthened its level of preparedness, response time has been timely and efforts are starting to yield results.

    Mr Bashir Garba, NEMA North East Zonal Coordinator and participant of the workshop, said that the workshop was apt as it would further boost their response capacities in their respective Zonal and Operation offices.

    “After this workshop, we would come out better equipped, better prepared to tackle disaster in our respective zones and operational offices.

    “With regards to the North East Zone, the challenges we usually encounter is crowd control at the evacuation or emergency centres.

    “However, the people have been sensitised to avoid places of emergencies where they have non-specific role to play,’’ Garba said. (NAN)

    The Minister of Labour and Employment has said that neither the ministers nor the board have the authority to award contracts in the Nigeria Social Insurance Trust Fund (NSITF) or any other federal board.

    Ngige said this in a statement signed by Mr Samuel Olowookere, the Director Press in the ministry on Wednesday in Abuja.

    He said his attention had been drawn to media reports indicating that his office appropriated the powers of the board of NSITF in the award of contracts, hence the delay in inaugurating the board.

    “Such a blatant falsehood is either on account of fertile ignorance or outright mischief or both by the originator as well as the peddlers.

    “ It is, therefore, imperative that the provisions of the procurement Act 2010 which is clear and unambiguous on the process for the award of contracts be re-emphasised.

    “For purpose of clarity, the Ministerial Tenders Board (MTB) for the award of contracts in any ministry is made up of the Permanent Secretaries as Chairman and his directors.

    “In the parastatals, the Parastatals Tenders Board consists of Chief Executive Officer (Director-General or Managing Director) and his directors.

    “It was, therefore, a ‘stunningly crass ignorance’ for anyone to think that part of the reasons for delaying the NSITF board inauguration was to enable the minister usurp the role of boards as regard award of contracts,’’.

    Ngige advised those in authority to be versed in the basic issues that guide public governance and also be properly guided in their utterance, to avoid character assassination and misinformation of the public.

    He said that the reason for the delay of the NSITF board inauguration was to enable the Administrative Panel of Inquiry probe the misappropriation of N48 billion out of which five billion naira disappeared in a day without vouchers.

    The minister added that the panel had submitted its report while the committee implementing the report had begun work and would finish soon, paving way for the inauguration of the board.(NAN)

    Brown on Wednesday  said the alleged barricading of Sen. Bukola Saraki, Sen. Ike Ekweremadu’s homes in Abuja by the Nigeria Police Force suggested partisanship on the part of the force in the tacit tussle between the executive and legislative arms of government.

    Brown,a People’s Democratic Party(PDP) chieftain in Akwa Ibom expr seed his position during an interview with newsmen in Abuja.

    Media reports that Mr. Jimoh Moshood, acting Deputy Commissioner of Police, and Public Relations Officer, on Tuesday absolved the force from issuing any order to barricade or the senators’ houses.

    Moshood, in a statement signed on Tuesday said Nigeria Police Force did not issue any order for barricading the legislators’s home, adding that their police aides were still working with them.

    According to the PDP Chieftain ,police invitation to Saraki and alleged besieging of his official residence are ploy to influence his political stand.

    “It is good for everybody to know that you don’t compel people to share your opinion, you have to compare with others to know how they feel about it.

    “Bariccading the residence of the Saraki and his invitation  by police  over Offa bank robbery  are direct attacks on democracy.

    There are other ways of resolving political crisis without resulting to use of force.

    “Security agencies are expected to be neutral and not faning ember of discord among political gladiators,the ruling party should learn to carry every member along,” he said.

    The council boss reminded politicians that the nation belongs to everybody and not a section of people.

    On the recent gale of defection by some National Legislators from the ruling All Progressive Congress (APC) to other parties especially, PDP, Brown said it would deepen democracy.

    “It is healthy in democracy, you can see some move to APC and some to PDP and other parties.

    “it is a welcome development, APC should learn to carry eve body along, it is very important.

    ” Nigeria belongs to everybody not a certain people, I really commend the Senate president and Speaker, House of Representatives for their leadership style, the way they went about it,” he said.

    Also, on the recent launching of Nigeria Air, the LG Boss welcomed the development but expressed displeasure over alleged outsourcing of logo branding to foreign firm.

    “I’m not against outsourcing but not what we can do at home.

    “It pains my heart for me to wake up one day and see that even branding logo was outsourced to foreign firm at the expense of our young talented youths that can do better,that is capital flight.

    “If the logo is being used for the Air Line, I will not fly the Air Line.

    ” I’m going to organise a logo branding competition among our talented youths, using Nigerian Air Logo to see which one will be better,” he said.

    INEC plans house to house distribution of PVCs in Kogi

    The Independent National Electoral Commission (NAN) says it will soon embark on house to house distribution of Permanent Voter Cards (PVCs) to owners in Kogi.

    Prof. James Akpam, the state’s Resident Electoral Commissioner (REC) announced this on Wednesday in Lokoja during meeting with leaders of political parties, civil society organisations, security chiefs, media and other groups.

    He said that 293,340 PVCs remained uncollected in the state, saying that the move was to ensure that the cards got to the owners before the general elections.

    Akpam said that distribution would cover the 248 wards in the state, adding that the itinerary for the distribution of the cards was being worked out by INEC and other stakeholders.

    The REC revealed that 251,639 new voters were registered in the state from July 2017 to July 2018, noting that the newly registered persons included 129,643 females and 121,996 males.

    He explained that the commission issued 59,627 PVCs to their owners and replaced 12,661 lost, damaged or defaced PVCs.

    The commissioner said that the INEC office in Lokoja had taken delivery of printed 112,323 cards on behalf of newly registered voters, saying that only 18,887 of the cards were collected by their owners.

    According to him, the ongoing Continuous Voter Registration will end on Aug. 7 until after the 2019 general election elections.

    He, however, stated that the issuance of PVCs would continue until a week before the 2019 general elections.

    He said that INEC staff would work extra hours, including weekends and holiday periods to cope with the anticipated surge in the number of eligible voters who would want to register.

    On the forthcoming bye-election to fill the vacant Lokoja/Kogi Federal constituency, the REC said that the election would hold on Aug. 11, and that voting and accreditation of voters would hold simultaneously.

    Those at the meeting were unanimous in their demand that INEC should not allow vote buying and should create level playing ground for contestants.

    They also warned against excesses of security agents and demanded that officials and election materials should arrive early at polling stations on the election day. (NAN)

    Trump against war on Thursday, saying it would “destroy all that you possess”, the
    website of Iran’s Arabic language Al Alam TV reported.

    “You know that this war will destroy all that you possess. You will start this war but we will be the ones
    to impose its end.

    “Therefore you have to be careful about insulting the Iranian people and the president of our Republic,”
    Soleimani said in a speech, as reported by Al Alam in Arabic.

    “You know our power in the region and our capabilities in asymmetric war. We will act and we will work,”
    he said.

    Earlier, the chief of Iran’s elite military Quds force warned Trump not to take military action against Iran, saying if Washington started a war, Tehran would be the one to end it, the semi-official Tasnim news agency reported.

    “We are near you, where you can’t even imagine … Come.

    “We are ready. If you begin the war, we will end the war,” Qassem Soleimani said in a speech in the central city of Hamedan, Tasnim reported.

    NAN reports that on Monday, Trump warned Iranian President Hassan Rouhani that he will face dire consequences
    for threatening the United States.

    Trump tweeted about the dangers to Iran of making hostile threats after Rouhani said Sunday “American must
    understand well that peace with Iran is the mother of all peace and war with Iran is the mother of all
    wars.”

    Trump responded with a tweet that warned: “NEVER EVER THREATEN THE UNITED STATES AGAIN OR YOU WILL SUFFER CONSEQUENCES THE LIKE OF WHICH FEW THROUGHOUT HISTORY HAVE EVER SUFFERED BEFORE.”

    Trump earlier this year pulled the United States out of the international deal meant to prevent Tehran
    from developing a nuclear weapon and ordered increased American sanctions.

    Rouhani had warned Trump Sunday to stop “playing with the lion’s tail” and threatening Iran, “or else you

  • Face-off between Oshiohmole and Ngige to be resolved amicably, says Minister

    The Minister of Information and Culture, Alhaji Lai Mohammed says the on-going face-off between National Chairman of APC, Adams Oshiomhole and Minister of Labour and Employment, Dr Chris Ngige will be resolved amicably.

    The minister gave the assurance when he fielded questions from State House correspondents after the meeting of the Federal Executive Council (FEC) at the Presidential Villa, Abuja, on Wednesday.

    The National Chairman of the All Progressives Congress, Comrade Adams Oshiohmole, had on July 23 threatened to expel the Minister of Labour and Employment, Chris Ngige, or any minister who failed to inaugurate members of board of parastatals under their supervision from the party.

    However, Ngige, in a statement by the Director of Press, Ministry of Labour and Employment, Samuel Olowookere, said those that said he had not inaugurated the Board of the Nigeria Social Insurance Trust Fund (NSITF) because he was awarding contracts were ignorant of the Procurement Act.

    The Minister of Information, who also spoke on Tuesday’s defection of some members of the National Assembly from the ruling APC to Peoples’ Democratic Party (PDP), said the issue was not discussed during the cabinet meeting.

    He said that President Buhari had already stated that the defectors were at liberty to belong to any political party in line with democratic tenets.

    He noted that the APC was in firm control at the National Assembly, in spite the defections at the two chambers of the Assembly.

    “The governing party, the All Progressives Congress APC is still having the majority in both chambers of the National Assembly,’’ he said.

  • NEWS ANALYSIS: UNICEF: Improving number of out-of-school girl-children

    The United Nations International Children’s Emergency Fund (UNICEF) has also faulted statistics of 10.5 million children believed to be out-of-school in northern part of the country.

    The organisation insists that several programmes, including Cash Transfer Programme (CTP) and Educate-a-Child project sponsored by the Department for International Development (DFID) ought to have reduced the number of out-of-school children.

    The organisation also says it has therefore, in a bid to increase girl-child enrolment, intensified CTP in Niger and Sokoto State with 23,655 girls as beneficiaries.

    Mr Terry Durnnian, the Chief of Education, UNICEF said that the disbursement in Niger and Sokoto State for two years was targeted at increasing school enrolment.

    He explained that out of the 23,655 girls from the first UNICEF sponsored CTP, 12,314 and 11,341 girls from Niger and Sokoto State respectively had benefitted.

    He observed that the programme had increased enrolment of girl-child in Niger and Sokoto State with 29.4 per cent and 32.4 per cent respectively.

    Durnnian said that the programme was also aimed at increasing school attendance rates for children and enhance the socio-economic welleing of beneficiary households in the states.

    Following the increasing number of out-of-school children globally, the UNICEF chief said that the organisation was implementing the CTP in Kebbi and Zamfara.

    “The vast majority of out-of-school children are located in northern Nigeria; children living in the rural areas have less chance of attending schools than those in the urban areas.

    “To increase school enrolment and attendance rates, UNICEF is implementing CTP in Kebbi and Zamfara, funded by Education Above All Foundation,’’ he said.

    Durnnian said that the menace of out-of-school children was worrisome as 264 million students were out of school globally with more than 10 million out of school children in Nigeria.

    Also, Mrs Azuka Menkiti, Education Specialist in UNICEF, said that the project was to ensure cash payment to parents for bringing their children to school.

    She observed that the method had brought a major success in reducing the number of out-of-school children in affected states.

    She also noted that there ought to be empowering programmes for every family to fight poverty that had become an impediment to children attendance in schools.

    “High level of poverty which has hindered families from sending their children to school informs the introduction of CPT where cash gifts were offered as a form of inducement to get students back to school.

    “A high-level poverty assessment is conducted to identity the poorest communities to engage within the implementation of the CTP.

    “The monitoring and evaluation unit of the organisation also embarks on routine checks on the level of compliance,’’ she said.

    She said that the organisation was working with the Federal Ministry of Education, Universal Basic Education Commission and other departments to ensure the success of the programme.

    In view of its effectiveness, the Sokoto State government said that it had adopted the programme in its sustainability plan, noting that the state expended N500 million in 2017 to improve girl-child enrolment.

    Mr Muhammed Kilgori, Sokoto State Commissioner for Higher Education, said that the state government had also begun the disbursement of stipends to poor households who could not afford to educate their female children.

    Kilgori said that the initiative was to complement UNICEF efforts in boosting education quality among female children.

    “We are committed about the girl-child education and our target is to ensure that all the 23 local government areas of the state benefit from the programme as against the six that are currently benefiting.

    “We have already engaged traditional rulers to mobilise and sensitise their communities to the need for taking part in the programme,’’ he said.

    Similarly, Sultan of Sokoto Sa’ad Abubakar said that the programme had yielded remarkable progress in the area of school enrolment empowerment of women and drastic reduction of street hawking among the girls.

    He observed that with the programme, most of the female children in the state had embraced education through UNICEF intervention.

    Also, Mr Idris Azika, coordinator of the programme in Niger, said that the government had earmarked N193 million to support the sustainability of the CTP for three years.

    He said that the state government had also given a matching order on the release of N50 million for the payment of the first tranche of the CPT.

    Azika admitted that the programme had contributed to the development of children, particularly the girl-child education in the state.

    Observers note that the UNICEF CTP which was first initiated in 2014 in Niger and Sokoto states and later extended to schools in Zamfara and Kebbi, has increased enrolment and contributed to retention of pupils.

    UNICEF CTP is a project in the Child Rights Information Bureau of the Federal Ministry of Information and Culture.

    Observers explain further that the importance of quality and affordable education in Nigeria cannot be overemphasised as the world has moved from just having huge population but quality and productive population.

    They, therefore, suggest that Nigeria with more than160 million people ought not to be ranked among the countries that have high number of illiterates, high mortality and maternal death rate, low life expectancy and high number of out-of-school children.(NANFeatures)

    Nollywood actress and producer Stephanie Okereke-Linus has announced the return of her reality TV show ‘Make Me Fabulous’ for the second season on Aug. 12.

    The multi award winning producer of ‘Dry’ shared the news on return of the couple themed show on her Instagram page @stephanielinus on Wednesday.

    Okereke-Linus who spoke further in a statement e-mailed to News Agency of Nigeria (NAN) in Abuja, said that Season 2 is set to be more exciting and would detail the journeys of 13 married couples.

    She said, “When I saw how much of an impact Season 1 was, I knew we had to do this again. But we did it with a twist.

    “Viewers would love the new direction the show has taken, but more importantly, we hope it touches their homes and marriages in a special way,” Okereke-Linus added.
