    Death toll in India’s Uttar Pradesh rains rises to 58

    NEW DELHI, July 28 (Xinhua) — At least 58 people were killed and 53 others injured in rain-related incidents in India’s northern state of Uttar Pradesh, local government officials said Saturday.

    The deaths, according to the government, has taken places on Thursday, Friday and Saturday.

    “During three days of heavy rain and cloudbursts, a total of 58 people were killed and 53 others were injured across the state,” a government spokesman said. “Around 12 cattle were also perished in the rain-related incidents.”

    Officials said 225 residential structures including houses and huts suffered partial to complete damage due to the rains.

    The casualties were reported from across the state, including the districts of Agra, Meerut, Saharanpur, Bareilly, Baghpat, Bulandshahr, Hapur, Muzaffarnagar, Mathura and Ghaziabad.

    According to Meteorological department officials, thundershowers are likely to continue at many places across the state during the next two days.

  • The Centre for Qur’anic Studies, Bayero University Kano (BUK) on Saturday graduated 200 Qur’anic memorisers.

    Speaking at the ceremony, the Director of the Centre, Dr Muhammad Babangida said the graduates had also been trained on how to operate computer as well as on basic Arithmetic and English language.

    He said they had also undergone special training with a view to improving their knowledge on Qur’anic Science.

    “With the certificate given to them, they can teach the Qur’an even in Saudi Arabia and other Arab countries or nations,” Babangida said.

    He called on the graduates who are referred to as ‘Alarammomi’ to make the best use of the knowledge they acquired to improve their socio-economic status.

    Earlier, VC of the university, Prof. Muhammad Bello urged state governments in the country to employ the graduates in public schools to increase the number of Qur’anic memorisers in their respective states.

    He also called on local councils in Kano state to sponsor students to further their studies to promote Qur’anic memorisation in the state.

    He commended late Isyaku Rabiu a foremost businessman for establishing the centre and urged other wealthy individuals to emulate him by investing their wealth towards the development of both Islamic and Western education.(NAN)

  • Buhari leaves Abuja for Togo on Sunday, to attend Joint ECOWAS/ECCAS, ECOWAS Summits

    President Muhammadu Buhari will on Sunday depart Abuja for Lome, Republic of Togo, to participate in two high-level meetings.

    A statement by the President’s Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in Abuja on Saturday, said President Buhari would on arrival have an interactive session at the Nigerian embassy with the Nigerian community based in Togo.

    According to him, the President, on Monday, will attend the Joint ECOWAS/ECCAS Summit which will deliberate on common security threats to countries in West Africa and members of the Economic Community of Central African States (ECCAS).

    Shehu explained that the meeting was being convened with a view to forging concerted strategies in tackling the menace of terrorism, trans-border crimes and other forms of violent extremism.

    It would be recalled that President Buhari had expressed support for the proposed ECOWAS/ECCAS Summit when he received the current Chair of the ECOWAS Authority of Heads of State and Government, President Faure Gnassingbe of Togo on June 29, in Katsina.

    Shehu stated that, while in Lome, the Nigerian delegation would also participate in a meeting on a Single Currency for ECOWAS with the deadline of 2020.

    “Being the largest economy not only in West Africa but also on the continent, Nigeria’s leadership role in this sub-regional aspiration cannot be over-emphasised,’’ he noted.

    According to the presidential aide, on Tuesday, President Buhari will join other leaders of the sub-region for the 53rd Ordinary Session of the ECOWAS Authority of Heads of State and Government.

    He said: “This session will be dominated by the political and security situations in Guinea Bissau, Mali and Togo; institutional reforms of the ECOWAS Commission to enhance its effectiveness; illegal migration of Africans to Europe; and the worrisome violent clashes between herders and farmers, among other issues.

    “At the end of the session, a new Chair of the ECOWAS Authority is expected to take over from the incumbent and host.’’

    The statement said President Buhari would be accompanied by Gov. Ben Ayade of Cross River and Gov. Abubakar Bello of  Niger.

    Others are Minister of Foreign Affairs, Geoffrey Onyeama; Minister of Defence, Mansur Dan-Ali; Minister of Finance, Kemi Adeosun; Minister of Interior, Abdulrahman Dambazau and Minister of Trade, Industry and Investment, Okechukwu Enelamah.

    The National Security Adviser (NSA), Babagana Monguno; the Chief of Defence Staff (CDS), Gen. Abayomi Olonisakin; the Director General of the National Intelligence Agency (NIA), Ahmed Abubakar; and the Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, are also in the President’s delegation.   • Commonwealth Group observers says Pakistan’s election ‘credible

    The Gen. Abdulsalami Abubakar-led Commonwealth Observer Group has given a pass mark to the Pakistan’s general election, saying the poll has generally strengthened the country’s democracy.

    The Commonwealth team said the election marked “important milestone” in the history of the country, following two consecutive democratically-elected civilian governments completing their full terms.

    Final results of the elections are yet to be released by the Election Commission of Pakistan, said the Commonwealth Secretariat, in a statement by Josephine Latu-Sanft, its Senior Communications Officer.

    In an Interim Statement released on the Group’s observations of the election, the former Head of State of Nigeria commended the people of Pakistan for exercising their right to vote.

    More than 50 million Pakistanis came out to exercise their franchise, in spite of terrorists attacks claiming more than 200 lives in the weeks prior and on the election day itself.

    Latu-Sanft quoted Abubakar, Chairman of the Commonwealth Observer Group, as saying: “The 2018 General Election was an important milestone in strengthening democracy in Pakistan.

    “We commend the voters, the election commission, polling staff, political parties, candidates, their agents, the security forces and all others for their respective roles.”

    The Commonwealth Observer Group arrived in Pakistan on July 18.

    Members held a wide range of consultations with the electoral commission, political parties, government officials, observers, members of civil society, the media and the diplomatic community.

    They also held consultations with the military, before they were deployed to polling stations across the country.

    These polling stations included locations in Islamabad, Rawalpindi, Lahore, Multan, Faisalabad, Karachi and Hyderabad.

    Announcing its interim findings, the Commonwealth group noted a clear improvement in election laws since the previous elections.

    “For example, the new Elections Act 2017 gave more independence and autonomy for the election commission and new measures to enhance women’s political participation.

    “We noted that women responded to these reforms positively and voted in greater numbers compared to earlier elections. Women also played a commendable role in the administration of elections.

    “We observed that the election commission was generally well-prepared for the polls in most areas and that the process was, on the whole, well-administered,” Abubakar said on the election day.

    However, the former Nigerian leader said there were key areas for improvement, as counting methods, the results transmission system, and inconsistency in applying electoral procedures, were amongst several areas highlighted.

    The final report, including recommendations, would be submitted in a final report to the Commonwealth Secretary-General Patricia Scotland.

    Scotland would, in turn, forward the report to the Government of Pakistan, Election Commission of Pakistan, political parties taking part in the elections and all Commonwealth Governments.

    Thereafter, the report would then be made public.

    The Commonwealth Observer Group was constituted by the Commonwealth Secretary-General to consider the various factors impinging on the credibility of the electoral process as a whole.

    It determines, in its own judgment, whether the elections have been conducted according to the standards for democratic elections to which Pakistan has committed itself, with reference to national election-related legislation and relevant regional, Commonwealth, and other international commitments.(NAN)

    Nigerien leader Issoufou arrives Abuja for signing of MOU on Refinery

    President  Mahammadou Issoufou of Republic of Niger on Monday arrived in Abuja to join his Nigerian counterpart Muhammadu Buhari to witness signing of Memorandum of Understanding between Nigeria and Niger on Hydrocarbons Pipeline and Refinery.

    President Buhari’s Personal Assistant on Social Media, Bashir Ahmed, confirmed the arrival of the Nigerien leader on his twitter handle on Monday night in Abuja.

    The presidential aide also posted a short video clip showing President Buhari escorting the visiting Nigerien leader after an engagement at the Aso Rock.

    He posted: ”As Nigeria – Republic of Niger set to sign a Bilateral Agreement for the construction of Hydrocarbon Pipeline from Niger to Nigeria  tomorrow, President Muhammadu Buhari and President Mahammadou Issoufou met tonight  at the State House in Abuja.”

    The News Agency of Nigeria  (NAN) reports that the signing of the MOU between the two countries, which would take place on Tuesday at the new Banquet Hall of the Presidential Villa, has been fixed for 10a.m. (NAN)

  • Offa Robbery: Police invitation, mere political game – Saraki

    President of the Senate Dr Bukola Saraki, said invitation by the Police to him in connection with investigation into Offa robbery was an afterthought designed to achieve political purpose.

    Saraki said in a statement by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, that he had it on good authority that the Police had already decided on the suspects to arraign in court in Ilorin, Kwara.

    He said that the turn around to invite him was a ploy to score cheap political points.

    “I have been reliably informed that the police invitation was planned by the Inspector- General to stop alleged plan by some senators and House of Representatives members from defecting from the All Progressives Congress (APC).

    “It was also said that if I was detained between Tuesday and Wednesday, that will abort the so-called defection plan.

    “While I continue to maintain that the issue of my position on the 2019 elections is not a personal decision for me alone to make, it should be noted that all these concoctions and evil plot cannot deter me.

    “Those behind this fresh assault will fail as I have nothing to do with the robbery incident or any criminal matter for that matter.

    “I am aware that following a request made by the Police on June 13, 2018 to the Director of Public Prosecution (DPP), he had written a legal advice dated June 22, 2018.

    “In the advice, he stated that for the Senate President and the Kwara State Governor, this office is unable to establish from the evidence in the interim report a nexus between the alleged office and the suspects”.

    He lamented that, “the Police have obviously corrupted and politicised their investigations into the Offa robbery incident.

    “They have turned it into an instrument for the party in power to suppress perceived opponents, blackmailing people from freely choosing which platform on which they want to pursue their ambition.

    “They are harassing the people whose exit from APC would harm the chances of the party in the forthcoming elections.

    “I want to make it apparent that I have no hand in either the robbery incident or any criminal activity.

    “The Police in their haste to embarrass me sent the invitation to me at 8 p.m. and requested that I report to the station by 8 a.m. tomorrow morning.

    “This obviously demonstrated their desperation as I do not see why they are now in a hurry.”

    Saraki added that the police also stated “in today’s letter that because in my response of June 7, 2018 to their own letter written on June 4, 2018, I stated that I was responding simply to the contents of the letter.

    “They said that the full text of the statement made by the arrested suspects which they claimed indicted me was not made available to me they were now including the suspects’ statements in the current letter.

    “Yet, instead of including the suspects’ statements, they only attached two copies of my own letter to the invitation. No suspect’s statement was made available.

    “This plot aimed at compelling me and my associates to stay in a party where members are criminalised without just cause, where injustice is perpetrated at the highest level and where there is no respect for constitutionalism is an exercise in futility.

    “It will fail. Once again, my confidence in God and our judicial system remains intact and unshaken. The truth shall also prevail in this case,” he said. (NAN)

    My purported expulsion from PDP will not stand-Kashamu

    Sen. Buruji Kashamu, has said that his alleged expulsion  from the Peoples Democratic Party(PDP), by the National Executive Committee(NEC) of the party would not stand.

    Kashamu, in a statement on Monday, said his attention was drawn to his purported expulsion alongside other chieftains of the Ogun State Chapter of the PDP.

    “It is clear from the ill-advised decision that the Prince Uche Secondus-led National Working Committee is lawless and undemocratic.

    “No due process was followed as enshrined in the Constitution of the party.

    “Since the initial 30-day suspension elapsed on Jan. 9, 2018, they do not have any right to take any disciplinary action against me.

    “This decision cannot stand because Article 57 (6) of the PDP Constitution which says ‘Any decision taken against a member who has not been informed of the charges against him or has not been given any opportunity of defending himself shall be null and void,’” he said.

    The lawmaker added that, “besides, there are no less than to two suits challenging my initial suspension.

    “The first is Suit No. FHC/L/ABJ/CS/1254/2017 between Senator Buruji Kashamu vs. PDP, Prince Uche Secondus, the National Secretary and INEC before the Honourable Justice Ahmed Mohammed of the Federal High Court, Abuja.

    “PDP should not forget that it also instituted a case against me and other leaders of the party in the South West at the High Court of the Federal Territory in Suit No. FCT/HC/CV/0303/2017 as per the Honourable Justice Valentine Ashi.

    “The court made an order nullifying and setting aside my purported suspension on the 9th of January, 2018.The court also ordered parties, including PDP to maintain status quo.

    “There are also counter-claims in the said suit at the FCT High Court praying the court for ‘an order restraining the plaintiffs (PDP) their agents, servants and privies from taking any disciplinary action against the 1st – 4th defendants (with me and the authentic Ogun State PDP Chairman, Engr. Adebayo Dayo as the 1st and 4th defendants).

    ” The directive was on account of any actions and/or conduct or steps taken by them individually and jointly to make the plaintiff abide by its constitution and observe democratic principles in all its dealings with the 1st – 4th defendants.”

    The lawmaker said the purported expulsion did not have anything to do with him  or any of his associates.

    He said, “It is instructive that the Federal High Court as per the Honourable Justice I.N. Buba on the 24th June, 2016, granted an order.

    ” An order which banned the PDP from impeding the functions of the Engr. Adebayo Dayo-led Ogun State PDP Exco until the four years tenure which they have been elected is spent.

    “That. ,the State Exco is to remain in office until 2020.

    “I and my associates are fully in the PDP whether anybody likes it or not. We will continue to operate as PDP members, senator and exco.”

    The PDP had earlier on Monday, announced the expulsion of Sen. Buruji Kashamu from the party.

    Others expelled from the party are Samiu Sodipo, Bayo Adebayo and Segun Seriki. (NAN)

  • Ex-diplomats warn Pompeo against cutting U.S. refugee bureau

    WASHINGTON (Reuters) – Thirty-two former U.S. diplomats and 11 aid groups on Monday urged U.S. Secretary of State Mike Pompeo not to eliminate a key State Department refugee bureau, warning that the move would be “an error of grave proportion.”

    In a letter to Pompeo, the former diplomats and national security advisers who served in both Democratic and Republican administrations said eliminating the Bureau of Population, Refugees and Migration (PRM) office would impact the U.S. ability to influence global refugee policy.

    The letter comes barely a year after 58 U.S. policy experts warned Rex Tillerson, the former secretary of state, against such a move.

    “We believe this would be an error of grave proportion, and we would urge close consultation with the U.S. Congress before such a critically important measure is even considered,” the former officials and aid groups wrote.

    Since taking office in January last year, the Trump administration has cut the number of refugees it admits into the country, introduced stricter vetting rules and quit negotiations on a voluntary pact to deal with global migration.

    “We are convinced that the elimination of PRM’s assistance functions would have profound and negative implications for the Secretary of State’s capacity to influence policy issues of key concern to the United States,” the groups wrote. “It would also be ironic, as this is one of the bureaus at State that has enjoyed strong bipartisan support over many years.”

    The State Department did not respond to questions about the possible removal of the refugee office.

    Those signing the letter included William Burns, former deputy secretary of state; Rand Beers, former deputy assistant to the president for homeland security; Nicholas Burns, former under secretary of state for political affairs; Ryan Crocker, former ambassador to Afghanistan, Iraq, Pakistan, Syria, Kuwait and Lebanon; Ellen Laipson, former vice chair of the U.S. National Intelligence Council; Anne Richard, former assistant secretary of state for PRM; and Frederick Barton, a former U.N. deputy high commissioner for refugees.

    Among the aid groups that signed the letter was Scott Arbeiter, president of World Relief; David Miliband, president of International Rescue Committee; Eric Schwartz, president of Refugees International and former assistant secretary of state for population, refugees and migration; Wendy Young, president of Kids in Need of Defense; and Neal Keny-Guyer, CEO of Mercy Corps.

  • NCC priotises youth empowerment through telecom tools- Danbatta

    Prof. Umar Danbatta, the Executive Vice Chairman, Nigerian Communications Commissions (NCC) says the commission has been able to prioritise youth empowerment through the deployment of information communication tools, especially in tertiary institutions.

    Danbatta said this when members of the African Achievers Award presented the commission with an award in Abuja.

    According to him, the Digital Association Programme for Tertiary Institutions is one of the organisation’s interventions to build human capacity in the universities.

    “It is a programme to educate students on how they can leverage the power of information in content delivery in the university.

    “This is consistent with the digital transformation that is going on all over the world and Nigeria cannot be an exception.

    “We are deploying information and communication technology in key sectors of the economy including education, in order to encourage informed learning and teaching.

    Danbatta said that the commission had made several efforts to protect Nigerians from being shorted changed, adding that the efforts had helped to transform the telecom industry in the country.

    “The basis for the recognition is based on the way the organisation has empowered and protected the consumer with our eight point agenda which is all about empowering and protecting the consumer.

    “We are doing this by engaging the consumers directly in programmes like consumer town hall meetings.

    “Through the 2017 campaign as the year of the telecom consumers, and consumer parliament, we have remarkable results arising from these campaigns,’’ he said.

    He said the level of awareness of the “Do Not Disturb’ (DND), facility by activating the number 2442 had climbed from half a million before the commission started to close to 10 million.

    The executive vice chairman said that the level of resolution of complaints through the NCC team resolution mechanism available on the commission’s website had been most effective.

    Earlier, Mr Tonye Idaminabo, Principal Partner, African Achievers Award said the award was given based on the integrity of the commission and its effort to ensure that sanity was maintained in the telecom sector.

    Idaminabo also commended the efforts of the commission in ensuring that Nigerians were not short changed by telecom operators.
