  • UNHCR alarms as Mediterranean Sea deaths pass 1,500 mark

    No fewer than 1,500 refugees and migrants have lost their lives attempting to cross the Mediterranean in the first seven months of 2018, the UN High Commission for Refugees (UNHCR) said.

    The refugee agency said the bleak milestone was confirmed after more than 850 lives were lost in June and July alone, marking the Mediterranean crossing as the deadliest sea route in the world.

    UNHCR said it was particularly concerned, as the rate of deaths was increasing, in spite of the total number of people arriving on European shores is significantly reduced compared to previous years.

    Around 60,000 people have crossed the Mediterranean so far this year, about half as many as in 2017 and a return to pre-2014 levels.

    However, one in every 31 people attempting the crossing in June and July died or are missing, compared to one in 49 in 2017, the UN agency said.

    Vincent Cochetel, UNHCR Special Envoy for the Mediterranean, said: “UNHCR urges States and authorities along transit routes to take all necessary action to dismantle smuggler networks.

    “In order to save lives at sea, we must use appropriate and necessary measures to hold to account, those who seek to gain profit from the exploitation of vulnerable human beings’’.

    Exploitative traffickers and smugglers were reportedly organising increasingly dangerous crossings, in ever-more unseaworthy and flimsy vessels.

    These boats, which smugglers severely overloaded with passengers, are then left to sail out at sea in the hope that a rescue will come in time, UNHCR regretted.

    Without further action, more people are expected to perish at sea in the months ahead, as traffickers look to exploit the opportunities offered by improved weather conditions, the refugee agency warned.

    Unlike in previous years, when Italy received the majority of new arrivals, Spain has become the primary destination with more than 23,500 people arriving by sea, compared to around 18,500 in Italy and 16,000 in Greece.

    In July, UNHCR urged for search and rescue capacities on the Mediterranean Sea to be strengthened, after various legal and logistical restrictions were placed on NGO boats looking to rescue people in distress at sea.

    Earlier in 2018, a number of boats carrying rescued passengers were left stranded at sea for days on end after being refused initial opportunities to disembark.

    “Enhanced search and rescue capacities and a clear and predictable mechanism for disembarkation are cornerstones of the Joint Concept Note put forward by UNHCR and the International Organisation for Migration (IOM).

    They are calling for a regional and collaborative approach to saving lives on the Mediterranean Sea.

    “Without a harmonised and collaborative way forward, that brings coastal states and key stakeholders from the maritime and shipping industry together, we are certain to see the tragedy of the Mediterranean Sea continue.

    “With so many lives at stake, it’s vital that we give shipmasters confidence that they will be able to dock rescued passengers and thereby ensure that the long-standing principle of rescuing people in distress at sea is protected,’’ Cochetel said.

    Refugees fleeing Syria make up around 13.5 per cent of all new sea arrivals in Europe, the largest nationality group, highlighting the continued desperation faced by those affected by the world’s largest refugee crisis.

    UNHCR reiterated its call for the international community to address the root causes of displacement that are driving people from their homes and forcing them to take increasingly dangerous and perilous journeys. (NAN)

    Gov. Ambode urges state govts. to imbibe legislature/executive harmony

    Gov.  Akinwunmi Ambode of Lagos State on Friday attributed the massive development going on in the state to the harmonious relationship between the state executive and legislature.
    Ambode said this when he received the Conference of Speakers of State Legislatures of Nigeria at the Lagos House, Alausa,  Ikeja.
    The News Agency  of Nigeria  (NAN)  reports that Lagos is hosting the Conference of Speakers of State Houses of Assembly between Aug. 3 and Aug. 5.
    Ambode urged the speakers to take the lessons from Lagos to their various states and work harmoniously with the executive arms, for the good of the people.
    ”This visit is a very significant one for Lagos State.  The last time we hosted speakers like this was during the administration of Sen. Bola Tinubu.
    ”It is very significant for us to have been able to bring together speakers from the 36 states inspite  of the various movements in our polity. It means there is still hope  in Nigeria.
    ”I want to implore other state governments to emulate Lagos State by ensuring harmonious relationship  between  the executive and the legislature.
    ”Such relationship helps us perform better by  carrying  out our constitutional  roles as elected officers and reaching out to the yearnings of the electorates,” Ambode said.
    Earlier, Mr Isamaila Kamba, speaker of Kebbi  State House of Assembly  and Chairman of the Conference of Speakers of State Legislatures of Nigeria,  thanked the governor for the grand reception.
    Isamaila said that the Conference  would, among other things, deliberate on how  to implement  the recently assented bill granting financial autonomy to state legislative and judicial arms of government.
    He urged Gov. Ambode to liaise with other state governments on their behalf,  to give them a soft landing in the implementation  of the law.
    Recall that President Muhammadu Buhari, on June 8, assented to the Constitution of the Federal Republic of Nigeria 1999 Alteration Act (4th Alteration Act 4, 9, 16, and 21) which grants financial autonomy to the State Houses of Assembly and the Judiciary.
    Isamaila also commended the governor for the huge investment on security  and infrastructure development in the state.
    ”Gov. Ambode, we want you to know  that your name has been written in gold in the history of governance  in Nigeria, ” he said.
    In his remarks,  Mr Mudashiru  Obasa,  the host speaker, said the conference would discuss latest developments in the country, to chart the way forward for the benefit  of Nigerians.
    Obasa  thanked Gov. Ambode for providing the necessary support needed for the success of the conference.(NAN)
  • Death of Nigerian asylum-seekers in Cameroon shocks UN

    The UN High Commission for Refugees (UNHCR) said it was shocked to learn of the tragic death of six Nigerian asylum-seekers, among them three children, who were killed in a blast in the far north of Cameroon.

    The UN refugee agency, said it had learnt that on July 29, 12 asylum-seekers were being forcibly returned to Banki, Nigeria, in a Cameroonian army truck, which drove over an improvised explosive device that exploded.

    UNHCR added that six Cameroonian soldiers and six other asylum-seekers were also injured in the incident, which took place in Homaka, Mayo Sava Division.

    Director of UNHCR’s Regional Bureau for Africa, Valentin Tapsoba, condemned the forcible return of Nigerias asylum-seekers from Cameroon.

    “This tragic incident is a disappointing testament of continuing forced returns (refoulements) of refugees and asylum-seekers from Cameroon, despite numerous appeals by UNHCR to the Government of Cameroon to respect its obligations.

    “The forced return of refugees and asylum-seekers is in violation of the principle of non-refoulement, which constitutes the cornerstone of international refugee law to which the Cameroonian State is party,” Tapsoba said.

    No fewer than 800 Nigerian refugees and asylum-seekers in Cameroon had been forcibly returned to Nigeria since the beginning of 2018, the UN refugee agency said.

    Tapsoba further said: “UNHCR once again calls upon the government of Cameroon to refrain from carrying out further forced returns of Nigerian refugees and asylum-seekers.

    “It also reminds Cameroon of its obligations under international law relating to the protection of refugees and asylum-seekers and the commitments it made by signing the Tripartite Agreement for the voluntary repatriation of Nigerian refugees from Cameroon in March 2017.

    “UNHCR reiterates its appeal to authorities to provide Nigerian refugees with unhindered access to asylum and stands ready to support Cameroon to ensure all individuals seeking safety have access to efficient screening, registration and documentation procedures”.

    Some 96,000 Nigerian refugees had sought safety in the Far North region of Cameroon, with more than 8,000 new refugees registered since the beginning of 2018, UNHCR said.

    According to the UN refugee agency, Cameroon currently hosts more than 367,000 refugees and asylum-seekers. (NAN)

    Gale of defections will not reach Nasarawa State – Al-Makura

    Governor Umaru Al-Makura on Thursday expressed confidence that the gale of defections sweeping across various state chapters of the All Progressive Congress (APC), would not reach Nasarawa State.

    “The gale of defections rocking the APC will not reach Nasarawa; I am very confident of that,” Al-Makura declared in Lafia, during an expanded stakeholders’ meeting of the party.

    He commended APC members of the National Assembly from the state for remaining resolute in support of the party, and urged them to remain loyal party members.

    Al-Makura particularly thanked Sen. Abdullahi Adamu (Nasarawa West) and the two APC members of the House of Representatives for their commitment, seriousness and dedication to effective service delivery.

    He said that Nasarawa State would always support President Buhari, and assured the President of bloc votes in 2019.

    The governor said that the stakeholders meeting was convened to reaffirm commitment to the vision, mission and aspiration of the party, and lauded the stakeholders for their doggedness over time.

    The governor urged stakeholders to disregard speculations by people seeking to break the ranks of APC in the state, saying that the party was “fully intact”.

  • I was offered N13m by Tambuwal, says Sokoto lawmaker

    A Sokoto legislator has made a stunning claim of bribery against Gov.Aminu Tambuwal, who left the All Progressives Congress to the Peoples Democratic Party on Wednesday.

    The member of the state House of Assembly, who declined to follow the governor to the PDP, said he was offered N13 million by the governor as an inducement to dump the APC.

    He said he rejected the money and appeared to insinuate that the 18 other members who followed Tambuwal to the PDP accepted the bribed. The claim has not been verified.

    The legislator, who belongs to the camp of former Governor Aliyu Wammako, said he and 11 other members of the house rejected Tambuwal’s bribe.

    “We were offered N13 million each to move to the PDP. I, along with 11 other members of the house declined the offer and remain in the party with which we were elected.

    ” We remain loyal to APC, our leader Sen. Aliyu Wamakko and President Mohammadu Buhari. We cannot join PDP because we cannot return to darkness which the opposition party represents, having experienced the light in APC”.

    “No amount of intimidation, political harassment as well as monetary inducement will make us change our political stand.

    “We are happy with the recent political development in our state and we will continue to work towards promoting the lofty ideals of our party,” he said.

    He said he and 11 other colleagues rejected the bribed to join the PDP because “they have their names to protect”.

    “We have since embarked on house to house sensitization to our teeming supporters on why we remain in our party and why we want them to remain politically committed  ”

    “We want everybody to remain loyal to our party leaders ,shun political thuggery and violence because as progressive we must be seen to be promoting peaceful coexistence  for the overall political growth of our party “he said.

    He called on APC teeming supporters to participate in the ongoing continuous voters registration exercise.

    “Any body that offers you money, collect it because it is your money that is supposed to be used in providing democracy dividends but diverted  for selfish interests,” he said.

    Tambuwal, 52, defected to the PDP in a huge ceremony in Sokoto today. His deputy, Alhaji Ahmed Aliyu Sokoto, remains in APC.

    The Lagos State House of Assembly on Wednesday said it had concluded arrangements to host the Conference of Speakers of State Houses of Assembly between Aug. 3 and Aug. 5.
    The Chairman, House Committee on Information, Strategy and Security, Mrs  Adefunmilayo Tejuoso, made this known in a statement in Lagos.
    “Speakers of the 36 state Houses of Assembly will converge in Lagos between Friday, Aug. 3 and Sunday, Aug. 5.
    “The conference will deliberate on national issues, especially those that have to do with the legislative arm of government,” Tejuoso said.
    The lawmaker, representing Mushin Constituency I at the Assembly, said that the three-day event would feature
    deliberations anchored on presentation of papers, among others.
    She said that the visiting speakers would attend a dinner on Friday organised by the host Governor, Mr Akinwunmi Ambode.
    “The event proper takes place on Saturday where papers will be presented. In between presentation of papers on Saturday, the Speakers will visit the National Leader of the All Progressives Congress  (APC), Asiwaju Bola Tinubu.
    “They will also visit the Oba of Lagos, His Royal Majesty, Rilwan Akiolu.
    “The Speakers will later present their resolutions through a communique after the meeting,” she said. (NAN)

    Thousands join APC as Saraki leaves

    Thousands of people are joining the All Progressives Congress, APC, even as Senate President Bukola Saraki and Governor Abdulfatah Ahmed of Kwara announced their departure, to rejoin their old party, the Peoples Democratic Party.

    Gov. Rochas Okorocha of Imo, chairman of the All Progressives Congress Governors’ Forum made this known in Abuja on Tuesday after a meeting with party chairman, Adams Oshiomhole.

    According to Okorocha, Saraki’s departure will not any way dent the APC’s electoral fortunes in 2019.

    “I don’t know when they joined the party and I don’t have to know when they are leaving the party.

    “People are entitled to their opinions about how they see issues. Political party is just like a vehicle with which you get to your point of destination.

    “And if they find out that they can no longer get what they want in APC and they want to go to other parties, it is good luck.

    “But the question you should ask me, is how that will affect the APC, I don’t see any way it can affect the party negatively,” Okorocha said.

    He maintained that President Muhammadu Buhari would win the 2019 presidential election even without the Senate President in the party.

    Okorocha said this was especially so because Buhari was much stronger on ground now and would do better than he did before in terms of electoral victory come 2019.

    “It’s neither here nor there, so we shouldn’t make a big issue out of it.

    “Saraki is entitled to his political opinion and if he wants to leave, good luck to him and if the governor of Kwara, my colleague wants to leave, good luck.

    “They are all responsible men and you cannot tie them down to where they don’t want to be,” Okorocha said.

    The News Agency of Nigeria (NAN) reports that Saraki made his decision to leave the APC known via his Twitter account on Tuesday evening.

    The President of the Senate wrote: “I wish to inform Nigerians that, after extensive consultations, I have decided to take my leave of the All Progressives Congress (APC).”

    In a statement later, he announced his political destination as the Peoples Democratic Party, which he abandoned in 2014.

    President Muhammadu Buhari on Thursday in Abuja held a closed-door meeting with security chiefs and the Minister of Defence, retired Brig.-Gen. Mansur Dan-Ali, at the Presidential Villa, Abuja.

    The News Agency of Nigeria (NAN) reports that President Buhari, who presided over the meeting which lasted for about four hours, immediately departed for Bauchi, Bauchi state, on official engagement.

    In a statement at the end of the meeting, the minister of defence, Mansur Dan-Ali, said he updated the National Security Council on security situation in the country.

    The minister said that he also reminded the council that the nation’s armed forces in collaboration with other security agencies were doing all they could to address the turbulent security situation across the country.

    He said: “In order to forestall future security incidences in Zamfara, Sokoto and Birnin-Gwari axis Operation SHARAN DAJI has been extended to cover up to the fringes of Niger boarder.

    “The operation has recently been reinforced witlh more troops from the Nigerian Armed Forces, Nigeria Police and Department of State Services and is supported by the Intelligence, Surveillance and Recognisance Wing of 207 Quick Response Group of the Nigerian Air Force.’’

    Dan-Ali noted that the joint operation had successfully arrested some suspected armed bandits and recovered arms and ammunition.

    He announced that security agencies had been directed to checkmate the criminal activities along Abuja-Kaduna highway through increased patrols along the axis to address cases of attacks and kidnappings.

    The minister also reiterated the need for the deployment of the Nigeria Police and the Nigeria Security and Civil Defence Corps in all areas liberated by the military in the North-East.

    He said this had become imperative in order to consolidate on the gains of military operations as well as to enable the military push forward in its clearance operations.

    Dan-Ali stated that he informed the council that Operation DELTA SAFE had sustained its operations against illegal activities in the Niger Delta region with resultant reduction in illegal oil bunkering, militancy and pipeline vandalism.

    The minister, however, requested for provision of more equipment for the armed forces in order to sustain the tempo in the fight against insurgency and other security challenges across the country.

    Other members of the National Security Council include Chief of Defence Staff, Gen. Gabriel Olonishakin; the Chief of Army State, Lt. Gen. Tukur Buratai; Chief Air Staff, Air Vice Marshal Sadique Abubakar and Chief of Naval Staff, Rear Admiral Ibok-Ete Ekwe Ibas.

    Others are the Inspector General of Police, Ibrahim Idris; the National Security Adviser, retired Maj.-Gen. Babagana Monguno, the Director General of the Department of State Service(DSS), Lawal Daura and the Director of National Intelligence Agency (NIA), Ahmed Rufai Abubakar. (NAN)

     

  • El-Zakzaky: Kaduna Court to rule on bail Oct. 4

    A Kaduna High Court on Thursday fixed Oct 4 to rule on the bail application of the leader of the Islamic Movement in Nigeria (IMN), Ibrahim El-Zakzaky and his wife Zinat.

    The Presiding Judge, Justice Gideon Kurada, adjourned the matter after counsel to the defendants Mr Maxwell Kyon, moved the application for the bail of the first and second defendants.

    Kyon told reporters the prosecution counsel had served the 3rd and 4th defendants,Yakubu Yahaya and Sanusi Abdulqadir, respectively, standing trial with the Shiites leader.

    Kyon said the Defense Counsel had filed their bail application to the court and the prosecution had also filed their response.

    He said that Oct. 4, had been fixed for ruling of the bail application.

    Meanwhile, the Prosecution Counsel, Chris Umar, confirmed to the News Agency of Nigeria (NAN) after the court session that the 3rd and 4th respondents had been served through publications in the Daily Trust and The Nation newspapers.

    NAN reports that the Kaduna State Government had brought an eight-count charge against the IMN leader, his wife and the two other IMN leaders based in Katsina and Kano.

    The IMN leader, his wife, Yahaya and Abdulqadir were charged for alleged conspiracy, abating culpable homicide among other related offences.
