  • Army Chief Empowers National Park Service, Donates Patrol Vehicles

    The Chief of Army Staff (COAS), Lt. General Tukur Yusuf Buratai has donated two brand new Hilux Vans to the National Park Services (NPS) to enhance patrols towards weeding out criminal elements.

    As part of efforts and resolve to stamp out banditry, kidnapping and other security threats emanating from Forests, Parks and bushes used as dens and hideouts,

    The COAS who was represented by Major General Fidelis Azinta, Chief of Army Standards and Evaluation, made the presentation to the Conservator General Ibrahim Goni at the premises of the Command Officers Mess in Abuja.

    Azinta said, “The issues of banditry and kidnapping will be reduced to the barest minimum with these vehicles which is the beginning of such partnership to prevent these criminal elements the use of our national parks and reserves.

    “Our Chief of Army Staff (Lt. Gen TY Buratai) is a man of his words, who recognizes that when Security Agencies partner and work together, they will achieve greater results that could impact more positively on the National Security.

    “What we have done by this presentation is to assure the National Park Service of Nigeria that we will continue to work with you to stamp out criminal elements who use our parks for their activities.

    “The Chief of Army Staff also said I should assure you that all the Nigerian Army units, sub formations that are operating in the areas where you have parks and forest reserves have been put on standby to support you anytime you need them”.

    He said the Army would continue to support the NPS in staff training and other areas they will call on him.

    Speaking after receiving the vehicles, the Conservator General of the National Park Service Alhaji Ibrahim Goni who represented the Permanent Secretary ministry of environment, Mrs. Ibukun Odusote, appreciated COAS for the kind gesture.

    He said, “I will like to assure you sir, that the vehicles will be used strictly for patrols to enhance the capacity of park rangers for effective protection and to improve the level of security in the country.

    “It is my fervent prayer that this partnership will be sustained and taken to higher level in order to promote our collective efforts towards making Nigeria safe”.

    He called on other Security agencies and Para-military including the Nigerian Navy, Air Force, Police etc to emulate the Nigerian Army by partnering with NPS.

    Earlier, the Director of Procurement and Projects office of Army Standards and Evaluation, Major General Adeyemi Adetayo said the gesture by the COAS became necessary to help checkmate criminal activities across the national parks, reserves and forests noting that the parks across the country have turned to criminal hideouts.

    He assured that all the reserves in the country will be adequately protected to help get rid of the criminal activities. (Flowerbudnews)

  • Feature: Why Nigeria Should Criminalise Open Defecation to Safeguard Human Health

    (FLOWERBUDNEWS) The significance of sanitation to safeguard human health is undisputable, it is essential for human dignity, health and well-being.

    Open defecation, which has become a daily occurrence in many parts of Nigeria, is not only a practice that infringes on human dignity, but that which in addition has severe consequences on people’s health and on the environment.

    Pressed by the urge to respond to the call of nature, many Nigerians throw caution to the winds and resort to depositing faeces in gutters, canals, roadsides, bushes and corners.

    In houses where there are no proper toilet systems, occupants defecate inside polythene bags, and throw them into open spaces and adjourning premises; sometimes, they drop them behind their houses.

    According to the United Nations Childrens Fund (UNICEF), Open Defecation is the practice by people going out “in fields, bushes, forests, open bodies of water or other open spaces, rather than using the toilet to defecate.

    In spite of the existence of environmental laws and efforts by the Nigerian government to improve sanitation and reduce the high rate of open defecation that is defacing the country, Nigeria is at the verge of becoming the world capital city of open defecation.

    A Water, Sanitation and Hygiene specialist in UNICEF, Mr Bioye Ogunjobi, says indications emerged recently that in less than one month, Nigerian will emerge the capital city of open defecation with over 47 million still practicing open defecation in the country.

    Ogunjobi explained that India, which at the moment held that position, would quit it for Nigeria in October when open defecation would be outlawed in that country.

    “By October 1, 2019, India which at present occupies that position will ban open defecation and Nigeria which currently occupies the second position will take over from India as the number one open defecation country,’’ he said.

    Ogunjobi says in terms of geopolitical zone, North-Central has the highest percentage with 53.9 per cent of its population still practicing open defecation.

    He says the North-East has 21.8 per cent, while North-West has 10.3 per cent, South-East; 22.4 per cent, South-South; 17.9 per cent and South-West; 28.0 per cent.

    Experts are worried that these 47 million Nigerians who defecate in the open do not know that they are drinking and eating their “Shit’’ thereby, increasing their exposure to health risks and even death.

    Dr Bamidele Iwalokun, Head, Immunology and Vaccinology Research Department, Nigerian Institute of Medical Research (NIMR), Yaba, told the News Agency of Nigeria (NAN) that the ingestion of human faeces is possible and common in communities with open defecation or without improved toilets.

    Iwalokun says open defecation is one behaviour that has serious negative impact on human health and the health of other living organisms consumed by human beings.

    “Faeces is a waste product from the body and it contains organisms that can cause several diseases such as Diarrhoea, Sepsis, Cholera, Typhoid, Dysentery and Viral infections; which when people, especially children that are immune-compromised are affected and the risk of death is very high.

    “When you defecate openly, which most times is done on the top soil, flies which are major carriers of waterborne diseases perch on the faeces and also perch on food items at home or market places, which many people consume, especially in areas where hygiene is also poor.

    “We eat such portion of faeces from our foods,’’ he told NAN.

    “Another way of transmission is during rainy season, the faeces are washed into drains and sources of water such as pipes that pass portable water, river, streams and wells as well as into the underground to contaminate borehole water used for drinking and cooking. This is a risk.

    “The washed faeces can also enter rivers or lagoons and it can harm coastal lives or make them reservoirs of these pathogens that eventually get to humans through the food chain.

    “This is why it is agreed that you might be eating and drinking your shit unknowingly,’’ he said.

    Iwalokun called for intensified awareness on the fact that people can actually eat and drink their own “Shit’’ through open defecation, get infected and even die as a result of it.

    “People do not know the health implication; therefore, awareness needs to be created to change attitudes and behaviours.

    “Educate households on the need to have toilets and access to clean water, educate them on the need to maintain good hygiene by boiling or adding chlorine to treat their water as well as hand hygiene after using toilet with running water and soap,’’ Iwalokun said.

    Analysts are blaming the alarming rate of open defecation on poor sanitation; lack of public toilets, poor housing system and hasty urbanisation that result in slums, lack of awareness and non-enforcement of Public Health and Environmental Laws in the country.

    A Public Health expert, Dr Jude Obiocha of the Rock Hospital, Awka, Anambra, observes that when houses are badly constructed or hastily built like in slums, people are bound to defecate openly and there is bound to be poor sanitation.

    He restates that open defecation constitutes serious health hazards that can lead to death of humans; and therefore, should be criminalised to eliminate the menace in the country.

    He urged the Federal Government through the National Environmental Standards Regulations and Enforcement Agency (NESREA), Ministries of the Environment and Water Resources, to work with environmental health officers at the local government level to spell out criminal sanctions for open defecation.

    “When you defecate openly, you are indirectly causing harm to human health and life. It’s as good as causing harm or death of another; which is supposed to be a criminal offence.

    “These officers should be saddled with inspection of houses to ensure they have proper toilets as well ensuring that sanctions are imposed on those caught defecating in open places,’’ he said.

    An environmentalist, Mr Ries Fakuade, says open defecation is a serious issue that needs urgent attention because it affects the whole nation.

    According to him, it is a major cause of water borne diseases that kill and increase mortality rates, especially in children.

    The expert says that open defecation not only affects individuals but the economic and social development of the nation.

    “Open defecation contaminates agricultural products and increases the risk of crops being infected by pests.

    “It slows down development, especially economically and socially because if there is a challenge in health issues in the county, people will be less productive and the economy suffers.

    “Lack of sanctions against perpetrators promotes open defecation in our society, therefore, there is the need to sanction offenders because they are setting us back as a nation,’’ said Fakuade.

    Mr Olayemi Olaniyi, Convener, A Nigeria That Works Movement, says open defecation should no longer be acceptable in the society because of the devastating impact on public health, nutrition, education and economic productivity.

    “Offenders have to be punished. Persons caught should be taken to court and made to pay a reasonable fine; failure to comply, the person should be jailed.

    “When people know they can be jailed for defecating openly, then they will comply,’’ Olaniyi said.

    From a legal view, a lawyer, Mr Ogunade, says open defecation is dangerous to human health and life as it can cause a whole lot of untold diseases and mortality, and should be made a serious public offence.

    Ogunade said that government could provide public toilets through Public/Private Partnership (PPP) by coordinating collaboration with organisations such as Eateries, Filling Stations and other companies.

    “When this is done, you can now criminalise and enforce the law against open defecation.

    “For people to take the government serious, offenders must be punished through the due process which can be publicity or `Name and Shame’, to serve as deterrent. Community service will also do for offenders,’’ Ogunade said.

    A Community Health expert, Dr Emeka Ani, also said that open defecation should be a crime punishable by monetary fines on any member of the community found indulging in the act.

    Ani urged communities to embrace the measure, as it would go a long way in curtailing the scourge of open defecation and improve the hygiene and general health status of residents.

    “The community leaders can set up taskforce to monitor the environment and apprehend those defecating in the open,’’ he said.

    Also, a health-related Non-Governmental Organisation (NGO), Toilet Kulture, urges the Federal Government to provide toilet facilities on highways in order to eliminate open defecation in the country.

    Mrs Elsie Ozika, the Executive Director of the organisation, advises that the construction of toilets on highways will help to boost the fight against open defecation.

    According to her, people travel every day and nature is something that one cannot control, and this is why toilets should be constructed along highways.

    “Areas such as Abuja-Lokoja, Ibadan-Lagos, Aba-Port Harcourt are among many of the highways that the government should construct toilet facilities,’’ she suggested.

    The Nigerian government is, however, putting measures in place to address Open Defecation, Mrs Chizoma Okpala, Acting Coordinator, “Clean Nigeria, Use the Toilet’’ campaign, says the Federal Government’s initiative is designed to reach many unsaved populations.

    Okpala says that becoming an open defecation free country does not happen overnight. It takes a process of mobilisation, engagement, and action to carry out an advocacy visit to sensitise and mobilise the support of political, traditional and religious leaders and community members.

    “It is, therefore, a civic responsibility for all of us,’’ she said.

    Also, the Minister of Water Resources, Suleiman Adamu, recently urged the Federal Capital Territory Administration (FCTA), to make open defecation and reckless urination an offence.

    Adamu said this during a visit to the Minister of FCT, Mohammad Bello, as part of a robust National Action Plan to secure the buy-in of all stakeholders, including state governors into “Clean Nigeria, Use the Toilet’’ initiative.

    It is necessary for the line Ministries, Departments and Agencies, (MDAs), Civil Society Organisations (CSOs), the Private Sector, the media and the entire people of Nigeria to unite in the campaign and efforts to end Open Defecation in the country before 2025.

    This is for Nigeria to reap huge benefits by savings the humongous healthcare costs and increased productivity when citizens are healthy,’’ he said. (NANFeatures)

  • China pledges strengthened support to Nigeria’s development pursuit

    Ambassador of China to Nigeria, Zhou Pingjian,  has said that the Chinese government would strengthen its support and collaboration to Nigeria, to achieve its development and economic growth.

    Zhou made this known on Thursday in Abuja during the commemoration of the 70th Anniversary of the Founding of the People’s Republic of China.

    According to Zhou, China and Africa has always been a community with a shared future,  which is why China will work unremittingly to strengthen solidarity and cooperation with African countries.

    He said that China would continue to pursue a mutually beneficial strategy of opening up, advance high-quality Belt and Road cooperation, so as to share development opportunities with other countries.

    He added that China would stay as determined as ever to build world peace, contribute to global prosperity and uphold the international order.

    “Both China and Nigeria are major developing countries of great influence in the world.

    “Since the establishment of diplomatic ties in 1971 and strategic partnership in 2005 in particular, the all-round, wide-ranging and high-quality bilateral cooperation between China and Nigeria has been a pace-setter for China-Africa cooperation.

    Dada said that the Economic Relations  between Nigeria and China are largely characterised by trade and have grown tremendously over the years.

    “As Nigeria joined the Belt_and Road Initiative by signing the MoU on the one Belt and one Road framework, it is hoped that bilateral trade cooperation between China and Nigeria will reach greater heights.

    “Nigeria deeply appreciates the growing level of cooperation and technical assistance provided by China in several sectors of the economy both at bilateral level and through the Forum on China Africa Cooperation (FOCAC).

    “Nigeria also commends the People’s Republic of China for its participation in the Federal government’s economic recovery and growth plan (ERGP) through its infrastructure projects in the country.

    “Nigeria appreciates China’s humanitarian and military assistance in the fight against security challenges facing the country,” Dada said.

    Dada explained that from the point of view of Nigeria’s Foreign Policy, Nigeria’s strategy was to promote partnerships with friendly countries through the attraction of Foreign Direct Investments, skills and technology for wealth and job creation.

    He said that as the Nigerian government continued to provide an enabling environment for foreign direct investments in Nigeria, it was the expectation that China would  continue to provide the necessary support.

  • Leave Chimamanda Alone And Face The Real Issue Of Ukpo Intimidation Of Abba: A Rejoinder To The National Association Of Igbo Youths.

    In view of the press statement from the National Association of Igbo Youths on the Abba-Ukpo land dispute and the attack on the personality of Chimamanda Adichie (a celebrated literary icon of international repute), Abba Elites’ Association, an umbrella association for undergraduates and graduates of Abba community, deem it fit to state some salient facts the National Association of Igbo Youths failed to address or deliberately shied away from addressing:

    1. The philanthropic gestures and magnanimous disposition of Prince Arthur Eze is not in dispute. However, his philanthropy does not place him beyond doing any wrong nor does it exonerate him from trying to wrongly take the land belonging to the people of Abba.
    2. No sane lawyer in Nigeria will ever think of going back to a High Court to re-address an issue already concluded at the Supreme Court as the High Court will naturally decline to attend to it. It must be clearly stated here that the legal team representing Abba in the land dispute only went to High Court based on the directive of the Supreme Court. And the Nigerian Bar Association (NBA) cannot be too blind as to give the legal team representing Abba a 21-day ultimatum on an accusation of judicial rascality as the facts are there for everyone to see.
    3. Chimamanda Adichie does not need to have a wide knowledge of the Nigerian legal system or jurisprudence to be able to understand the Supreme Court pronouncement written in a language she has an undisputed command in (English Language). Her article titled ‘My Hometown Under Siege” chronicles the travails of the people of Abba community with clear evidence and facts. With the objectivity expected of a person of her international stature, she even questioned whether Prince Arthur Eze was being ‘unfairly maligned’ and then laid out compelling evidence to the contrary, that can only be ignored by those who do not wish to face the truth.
    4. Unfortunately, the issue of Police brutality, harassment and intimidation of the people of Abba community raised by Chimamanda Adichie was not addressed by the National Association of Igbo Youths. The pictures and video footages of the actions of the Police in Oye Abba have since gone viral on social media for the world to see. The mammoth number of Police officers deployed to Abba Junction by the Enugu-Onitsha express road to put up a signpost bearing ‘Ukpo junction’ can only be equaled by the number of joint task force of security personnel deployed to the North – Eastern Region of Nigeria where an insurgency has been ongoing for some years now. Deploying that number of Police officers was meant to intimidate but it was unnecessary and a waste of energy as the people of Abba have always been known as peace loving people.
    5. The Igbo Youths failed to address the issue of the Police spuriously in a clandestine commando style arresting and unlawfully detaining some sons and daughters of Abba community without a court order or arrest warrant, and these persons arrested were never charged to court. If this is not harassment and intimidation, we may wish to appeal to be properly educated on what the action of the Nigerian Police is? We would respectfully request the Inspector General of Police and other relevant authorities to look into these issues. Note that most of those arrested are also Igbo youths, so should they be sacrificed on the altar of threat and intimidation because they spoke out against the injustice meted out to them and their community?
    6. The Igbo Youths would have gained more prominence if they had addressed the issue raised by Chimamanda Adichie – which is the harassment and intimidation of innocent citizens. Instead they resorted to personal attacks on her. If she raised any issue against your iconic leading light of Ndi-Igbo, Prince Arthur Eze, it behooves you to have upturned her facts instead of attacking her personality. This is highly unacceptable and cannot be said to be the true pictorial behaviour of any average Igbo youth which you have claimed to be representing.
    7. Chimamanda Adichie is one of the most celebrated writers in the world today. She is known to speak out about injustice. She is a proud Igbo daughter that has made the Igbo people proud within and outside the shores of this country; one who has demonstrated her love of Igboland in general, a daughter who is also an Igbo youth and presumably your member. To attack her in such a disrespectful manner speaks greatly of how members of Igbo Youth can be treated in situations like this for airing their sincere views.
    8. The Igbo Youth went even further to drag the personality of a retired and accomplished professor of international repute in the person of Professor Adichie, Chimamanda Adichie’s father. Professor Adichie is an 87 year old elder, and Nigeria’s first professor of statistics, an innocent man who has done nothing in all this. It was rather very unfortunate and highly disrespectful to an Igbo elder. This is not forgetting that you severally mentioned in your press release of your respect for elders, which is part of the Igbo culture. To speedily make a U-turn and cast aspersion and insult on a renowned Igbo elder is very unfortunate and ill-intended.
    9. The National Association of Igbo Youths is purporting to speak for all Igbo youths, and are thereby presumably claiming an affiliation informal or otherwise with Ohanaeze Ndi-Igbo. It is expected that wherever there is any dispute between Igbo brothers and sisters, Ohanaeze Ngi-Igbo as a highly respected organization is meant to intervene through mediation, and as such it would be unfortunate for an organization of such repute to take sides in an issue and make pronouncements before fully considering the crux and nitty-gritty of the issue under contention and hearing from all sides.
    10. We wish to plead that people should not allow themselves to be used to attack Ndi-Abba and the personality of Chimamanda Adichie and her family without doing good research and getting hold of facts on the land dispute under contention. We also wish to state that we do not hold any personal grudges against Prince Arthur Eze or any other personality, and we believe same can be said for Chimamanda Adichie. We however want to implore that the focus be placed where it rightly belongs – which is the issues of intimidation and harassment of Abba people. Chimamanda Adichie wrote a well-researched article based on evidence of what is occurring in Abba community. Any responses to her article should focus on the issue and avoid personal attacks. Anyone who supports any form of injustice has invariably joined the team of oppressors and cannot exonerate themselves from any action taken by unjust persons.

     

  • Minimum wage: Civil servants hail El-Rufa’i for sincerity of purpose

    (FLOWERBUDNEWS) Some Civil Servants in Kaduna State on Friday commended Gov. Nasir El-Rufa’i for paying the N30,000 minimum wage as promised.

    El-Rufa’I had in a statement in August signed by his Special Adviser on Media and Communications, Muyiwa Adekeye, promised to pay the N30,000 National Minimum Wage in September.

    Mr Zubairu Bello, a Grade Level 10 officer, said he was shocked when he received an alert of N65,500, representing a N25,500 increase from the N40,000 he receives monthly as salary.

    “I am so happy with this development, because now I can comfortably feed my family, pay school fees and make some savings.

    “I want to thank El-Rufa’i for the gesture. This is a prove of his administration’s commitment on putting people first,” Bello told NAN.

    Another civil servant on grade level 05, Malam Shehu Jaji, told NAN that his salary has increased from N23,000 to N38,804.

    “I know the governor has promised to pay the N30,000 minimum wage, but I took it as a mere political statement until yesterday when I received salary alert of N38,804.

    “This will improve the quality of life of my family, because my disposable income has significantly improved. I deeply appreciate the governor for keeping his promise,” Jaji said.

    A level 07 officer, Asiru Abdulsalam, who equally thanked the governor for keeping his promise, also said that his salary has increased from 28,000 to 47,000.

    Similarly, the Trade Union Congress, Kaduna State Council, also joined workers in commending the governor for implementing the minimum wage as promised.

    The union, in a letter of appreciation to the governor, signed by the Council’s Chairman, Shehu Mohammed, described the development as commendable considering that the Federal government was yet to fully implement the national minimum wage.

    The union promised to support the El-Rufa’i led-administration to move Kaduna State to greater heights by assuring that the productivity of the workforce improved. (NAN)

  • NIS FCT Comptroller tasks officers on commitment to duty

    Mrs Angela Esekhaigbe, the new Comptroller of the Nigeria Immigration Service in Federal Capital Territory, has urged officers and men of the command to be dedicated to their duties.

    Esekhaigbe gave the advice at a valedictory session in honour of her predecessor, Comptroller Ibraheem Yanda and four others who retired from the service in Abuja on Thursday.

    She urged the officers to brace up to the challenges of their duties and called on them to be ready to work hard and do their best to bring about the much needed change in the service.

    She pledged to carry all officers along for the progress of the service.

    “As the first female comptroller of the FCT, I will make the difference. I will carry my officers along.

    “Together we will work to push the command forward and the entire NIS.

    “We will serve our nation with all our strength and might,” she said.
    Earlier, the outgoing comptroller, appreciated God for all the years he spent in service.

    “I thank God for bringing me this far. It is a happy moment,” Iyanda said.

  • Gov. AbdulRasaq promises to revive tourist sites in Kwara to boost IGR

    (FLOWERBUDNEWS) Gov. AbdulRahman AbdulRasaq of Kwara has promised to revive the tourist sites in the state to boost internally-generated revenue.

    The governor made the pledge in his address to mark the occasion of the World Tourism Day celebration held on Friday, in Ilorin.

    AbdulRasaq, who was represented by the Permanent Secretary in the state Ministry of Culture and Tourism, Hajia Maimuna Adams, described the celebration as an opportunity to sensitise the people on importance of tourism.

    The governor reiterated his administration’s commitment to constructing an access road to the Owu Waterfall as part of efforts to develop tourism industry in the state.

    He also said that his administration would invest in Asie Museum so as to boost the government’s revenue drive and provide job opportunities for the teeming youth.

    The governor said that the theme of this year’s Day “Tourism and Jobs: A Better Future for All’, was aimed at promoting and fostering socio-economic cohesion among the stakeholders in the tourism industry.

    He, however, pledged his administration’s readiness to provide an enabling environment for foreign investors to tap the tourism potentials in the state.

    The News Agency of Nigeria (NAN) reports that students, hoteliers and dancing groups were present at the state Ministry of Culture and Tourism to mark the celebration. (NAN)
